Aloha and good afternoon, everyone. It's 2.34 p.m. on Thursday, October 22nd, 2026, and I call the Committee on Government Efficiency and Customer Services meeting to order. I'd like to welcome Committee Vice Chair Weier and Council Members Cordero and Nishimoto. Pursuant to Section 92-3.7 of Hawaii Revised Statutes, this meeting will be conducted as a remote meeting by Interactive Conference Technology with the following procedures in effect for the meeting. Members of the public will be allowed to provide oral testimony on all items on the agenda in person in the Council Chamber and remotely

Members, are there any questions on this resolution? Okay, hearing none, thank you. We'll proceed with testimony. Clerks, is there anyone here in the chambers or remotely standing by to testify?

Okay, there being none, we'll close testimony on this. Members, we're in discussion. Any discussion on this agenda item? Hearing none, the Chair recommends that Resolution 22-227 be reported out for adoption. Any discussion, objections, or reservations? Hearing none, so ordered. We now move on to agenda item number two, which is a report from the Department of Budget and Fiscal Services Procurement Process Improvement Project. Members joining us in the chamber today to give a brief presentation are Paula Youngling, Central Purchasing and Contracts Administrator of the Department of Budget and

Members, any questions? Council Member Cordero.

Thank you, Chair. First off, I want to thank you as well as Paula and also the permitted working interaction group that works so hard. I know that it's just six departments out of the, I think, what, 19 that we have right now. And so, which leads me to ask, because there are a lot of agencies, I should say a lot, there's a few agencies that are, I guess, directed by other departments as well. And I guess, what methodology are you planning to use to address that because there's departments that do the direct work and then do the direct procurement while there's other ones that have to go throug

I love that. Paula has one thing to add. Oh, sorry, Paula. Go ahead. Go ahead.

Exactly. Exactly what I'm asking. I didn't want to pinpoint a certain department, but yes.

I'm glad, yes, and I understand where I'm sure, as you mentioned, when everyone came together, a lot of the animosity and wondering how they can get past that ruffles in the feathers with the different departments and moving forward was probably the biggest obstacle moving in the beginning, I'm sure.

Thank you. And I know that this is probably further down the line, but looking at a process where an agency has to possibly go out for bid again or going through the procurement process again, were you able to discuss that with the PWIG? Just for clarification, we had a presentation from a department in my infrastructure, transportation, and technology committee, and so it came up, but I do see less rebids and re-procurements than I did, like, over the last 14 years in the beginning of like 2012 and 14, 15 years, I mean, 2015. So it's better now, but has that been addressed in this working gro

Thank you. Chair, I just have one third question, and that will be my last, I promise. And just a clarifying question. Is RFI for timeline implementation for future environments, is that the same as determining the different application methodologies?

So thank you. Thank you for that. And Mahalo, Chair, for allowing me to ask the three questions.

Thank you. Council Member Weyer. Thank you, Chair. And yeah, mahalo for the presentation. It's exciting. I think this might be a public question. The 10 positions, so those are July 1 positions.

I only ask, good job with that. I only ask, I'm curious, what do you think made filling those positions successful? Are there certain factors you identified that we could learn from?

Yeah, I appreciate that. And then I was curious, In terms of the master agreements, what were the biggest ones that you think are going to be most impactful? I'm so glad you asked about that.

I mean, that's what I'm curious like if we've already started to see kind of this speeding up, but of course over time, I'm sure it'll improve even more. But yeah, Mahalo. I'll go ahead and turn the time back over. So thank you, Chair.

Okay. Thank you. Thank you. Council Member Nishimoto, any questions? Okay. Council Member Wai, any additional questions? Council Member Cordero? Okay, Councilmember Cordero actually asked my questions, so my things were covered, which is actually really good. Sensing that there's no other questions, any kind of closing or concluding statements that we should take away?

Well, thank you. At this time, we'll open it up to testimony clerks. Is there anyone registered or standing by to testify either here in the chamber or online?

Okay, that being the case, there being no testimony. Members, we're in discussion. Any takeaways, conclusions, reactions? Okay, seeing none, there being no further business, this meeting is adjourned. It's 3.23. Thanks, everyone.
