Good evening, and welcome to the October 20th, 2026 meeting of the Manhattan City Commission. Chelsea, will you please call the roll?

Great. Thank you. And please rise and join me to say the Pledge of Allegiance.

Thank you. Please be seated. Before we take public comments, we have several recognitions to offer tonight. all of which are going to our public utilities department. The public utilities department has been recognized as the 2026 recipient of the Class 5 Wastewater Treatment Plant Operations and Maintenance Award and Outstanding Biosolids Management Program. Both of these Recognitions were from the Kansas water environment association. Are some of you men here from public works? Thank you for coming and thank you for your, for your work in protecting our city. Appreciate it. Public works was

Would you please stand and be recognized? Thank you very, very much, appreciate it. Well, you must really be happy if you're gonna stay for the rest of the meeting. We will open for public comments for any item not included on tonight's agenda. Is there anyone who would like to make any remarks? Seeing no one approach, we'll close public comment. Commissioners, have you anything to say?

I suppose last week was the K-State Homecoming Parade. It was a great turnout, both in participants in the parade and people on the sidewalks. I enjoyed riding in the old fire truck and then loved the game even more on Saturday, so that was good. This coming Friday, Fort Riley is celebrating the change of command ceremony from Major General Roane to Brigadier General Williams, so I plan on being in attendance and welcoming the new general.

Being able to participate in the parade is one of my favorite things. I was sitting in front with our driver, Kenny, and together we were trying to count how many food groups were accounted for by the children's costumes we saw. Bananas, an ear of corn, a carrot, chicken, I don't think we saw any cattle or beef. There was a miniature Patrick Mahomes complete with hair and headband. So it's a great community event to see people participating. Speaking of small children, I also had the opportunity yesterday to address the entire school population of Marlette Elementary School. A little bit loude

I'll second that Chelsea we call the roll, please Oh, sorry public comment for anyone who would like to make public comment on any item on the consent agenda All right. Thank you. I think seeing no one, we can take roll.

Great. Thank you. We have two items on our general agenda this evening, both of which have to do with resolutions to annex property into the city of Manhattan. The first is to consider resolution 102026B to annex approximately 4.42 acre tract of land located at 3830 Excel Road pursuant to KSA 12-520C and requesting that the Board of County Commissioners of Pottawatomie County find it determined that this annexation will not hinder or prevent the growth of that area.

You're welcome Stephanie, let's see if there are any public comment shirts. I Is there any public comment on this resolution? Seeing none, I will entertain a motion.

So we need to do public comment on both resolutions, right? Second.

Is there anyone who would like to make comment on annexing the piece of property that has some of our wells on it? I will close public comment. I believe we've had a second, and so, Chelsea, once more, will you call the roll, please?

All in favor, please say aye. Aye. Thank you all for your work. Thank you staff for your attending this evening.
