3:39•Jason Salamun

Good evening and welcome to the City Council meeting for Monday, October 19th, 2026. We will begin with a roll call and determination of quorum.

4:06•Jason Salamun

Well, thank you. Next, we'll have an invocation by Dale Barcher, followed by the Pledge of Allegiance. If you're able and willing, would you please rise?

6:00 – 11:02•Jason Salamun

Thank you. Next, I'll entertain a motion to adopt the agenda. Got a motion by Callie with a second by Biberdorf. All in favor? Any opposed? The agenda is adopted. Well, we get to start off tonight with a special recognition for our Rapid City Stevens girls tennis team for winning the 2026 Class AA Girls Tennis State Championship. So the team, if you want to join me right here in what we call the bullpen. And council members, you're also free to come down here as well. And we have a few highlights to share with you. Now you sure are lopsided. Maybe some of you could spread it out a little bit.

15:55 – 16:16•Jason Salamun

So to the other coaches, thank you for your service to our kids as well. So I'm going to come around. I'm going to shake your hand. I'm going to give you a challenge coin. If for some reason, a couple years ago, some of you might have been here. If you've already got one, you can just let me know you already have one. I know you're collecting these. And then after that, we'll take a photo together. Does that sound good? All right. I'll start over here.

19:40 – 20:36•Jason Salamun

Well, that was nice. Before we get rolling, Councilman Stroman, he had a nice note that I thought was really interesting here, that the Sioux Park Tennis Facility, as a reminder, was a Vision Fund project that a lot of us got to be a part of. It was recognized by the United States Tennis Association as one of the top new facilities in America. And in fact, the Stevens girls team have won the tournament ever since it was completed, every year since it was completed. That's pretty cool. So thank you, Councilor Stroman. Okay, we will move on to general public comment, a time for members of the pu

22:19•Jason Salamun

Thank you, Isabel. Appreciate that. Next up, Renee Hagelin, followed by Tom Kadis.

22:32•Jason Salamun

You can speak at the microphone and we'll get your time going. There you go.

25:34•Jason Salamun

Thank you. Tom, you're up next, followed by William Wagner.

27:37•Jason Salamun

Next up, William Wagner, followed by Xander Hunter.

30:49•Jason Salamun

Next up is Xander Hunter, followed by James Bialata.

33:57•Jason Salamun

Mr. Bailotta, you're up next, followed by Alexi Meyer.

37:09•Jason Salamun

Your time's up. And next up, Lexi Meyer.

40:27 – 41:32•Jason Salamun

That will conclude general public comment and we will move on to non-public hearing items two through 30 and open public comment for items two through 20. I have no speaker request forms for those items. So we will, sorry, thank you. So we will close the public comment for items two through 20 and move on to consent items two through 20. Would the council like to remove any item for separate consideration or approve them all in one chunk? Councillor Strowman. Item 13, please. Any other items to pull? We got a motion by Biberdorf with a second by Tamang to approve items 2 through 20 with the ex

41:50 – 45:09•Jason Salamun

OK. Okay, we got the motion by Beaverdorf with the second by Stroman to approve item 13 with the noted change from Mr. Ainsley. All in favor? Aye. Any opposed? Motion carries. Before we move on, Mr. Gilbert, will you turn off the ADA mic, please? Thank you. I think that's... Yeah, thank you. We will move on to the end of the consent items and move on to non-consent items 21 through 30 and open public comment for items 21 through 30. I have no speaker request forms for those items, so we will close the public comment and move on to item 21, first reading of ordinance number 6754, an ordinance r

45:36•John B. Roberts

Thank you. And can I ask the finance director why we're giving them a, or Vicki, go ahead, Vicki.

45:47•Jason Salamun

All right, community development director, Vicki Fisher.

46:49 – 48:20•John B. Roberts

Okay, I just find this interesting because I think we are setting a precedent because we very seldomly have done this in the past and there's been extremely good reasons for doing it in the past. It worries me. That's all I'm going to say is it worries me. I've paid enough of these fines over the years that I know that we're very thorough about tracking them now, or at least we try to be. it just it's difficult for me first of all it's in my ward but the home so you know of course i would want if it was a homeowner probably give them a break but it is a rental property for one thing uh... i'm

48:21•Lindsey Seachris

Thank you, Mr. Mayor. I was going to see if I could direct a question to Director Fischer as well. And you may have answered this.

48:32 – 49:04•Lindsey Seachris

Thank you. So North 40 did, it broke out the itemized, the time and the effort that went into this. I believe it was exceeded $600. I'm just going off of memory here, but would the city be on the hook for paying the additional rate to our contractor in this case? Because I don't see why we're decreasing this And we're going to be then paying the contractor for that fee. So if I could get some clarification on that. Thank you.

50:24 – 51:14•Lindsey Seachris

Thank you very much for that clarification. I don't think that sets a very good precedent at all if we're willing to cover the remaining portion of the invoice for the work that's been done. And the photos that were provided showed a great detail of half the tree was in the sidewalk. As a walker, I know that getting clipped in the head with the tree branch isn't very fun. So this was pretty low to the ground as well. But there was a large portion of this tree that was removed, even if it took a half an hour, an hour to load that into the trailer. And that time, I imagine the work that it took

51:36 – 54:45•Jason Salamun

All right, currently the motion on the floor is to approve the abatement with the additional $100 to cover the late charge. 600, yeah. So it upholds the abatement at a reduced rate of $600. Yeah, I was just noting his extra 100 that he threw in there. All right, so that's the motion on the floor. All in favor? Any opposed? Motion passes with two nos from Roberts and secrets. Now we'll move on to item 27, a request by advanced design engineering and surveying Inc for evergreen real estate LLC for preliminary subdivision plan for proposed lots one and two of pioneer number three subdivision gene

54:46•Jason Salamun

Okay, we got a motion by Tamang to continue item 31 until the next city council meeting with a second by Roberts.

54:51•Stephen Tamang

Anything else? And if I just may add, the reason is for continued data collection to understand the request better by city staff.

54:59 – 56:40•Jason Salamun

Okay. So the motion is to continue to the next city council meeting. All in favor? Aye. Any opposed? Motion carries. Item 32, Elevate Rapid City for a special event on sale malt beverage license for an event to be held on October 28, 2026 at Elevate Rapid City, 18 East Main Street. Motion by Tamang with a second by Sechrist to approve. All in favor? Any opposed? Motion carries. That takes us to the end of the consent public hearing calendar. We will move on to non-consent public hearing item 33, second reading of ordinance number 6749, an ordinance amending section 17.06 of the Rapid City Muni

56:54•John B. Roberts

So, you know, I used to have some people.

1:37:52 – 1:38:04•Jason Salamun

Okay, we have a motion by Armstrong to come out of executive session with a second by Tamang. All in favor? Aye. Any opposed? We're out of executive session. Next, we'll move on to the bill list. For that, we'll go to Finance Director Daniel Ainslie.

1:38:19•Jason Salamun

Any opposed? Motion carries with one abstention from Meyer. Back to item 35, Director Ainslie.

1:38:33 – 1:38:44•Jason Salamun

Motion by Roberts with a second by Beberdor. All in favor? Aye. Any opposed? Motion carries. Motion to adjourn. Motion by Tamang to adjourn with a second by Stroman. All in favor? Aye. Any opposed? We're adjourned.
