Readopt the Motion made at City Council's October 12 Meeting Action Preview on the Airline Use and Lease Agreement
Action: Adopt a motion to have a period for review and a decision to be made by this Council at its meeting on November 23 (on the Airline Use and Lease Agreement). Staff Resource(s): Andrea Leslie-Fite, City Attorney Explanation - On October 12, 2026, at City Council's Regular Business Meeting, during the Action Preview informational portion of the meeting, staff presented an overview on the Airline Use and Lease Agreement and its availability for City Council action as soon as October 26, 2026. - During City Council discussion following the staff presentation, Councilmember Ajmera made a motion, seconded by Councilmember Mazuera Arias, to have a period for review and a decision to be made by this Council at its meeting on November 23; the motion passed with six affirmative votes (Ajmera, Mazuera Arias, Johnson, Mayo, Owens, Watlington) and five opposed (Mitchell, Anderson, Driggs, Graham, Mayfield). - Subsequently, Mayor Harrington vetoed the motion by exercising his right under the City Charter (Sec. 3.23(b) and Council's Rules of Procedure (Rules 6 and 17)). The veto was properly exercised at the meeting at which the action was taken. An action vetoed by the Mayor shall automatically be on the agenda at the next regular or special meeting of the Council but shall not become effective unless readopted by the Council with at least seven members voting in the affirmative. - On October 16, the Mayor properly noticed a Special Meeting and called it on October 19 at 4 pm to address this item as the next City Council Regular Business Meeting is not until October 26, 2026. - Under Section 3.23(b) of the City Charter, the purpose of this Special Meeting is for the City Council to consider a vote on readopting the motion from City Council's October 12 Meeting. A vote to readopt will require seven (7) affirmative votes to override the Mayor's veto.
