REGULAR AGENDA ITEMS•Item 8.a

Consider Resolution to Renew the Application by the City of Astoria to Remain a United States Coast Guard City

The City of Astoria was originally designated as a Coast Guard City on May 1, 2011, and renewed in 2016 and in 2021. In order to retain this designation, every five years the City is required to submit an application for recertification as a Coast Guard City. City Council will consider adopting the resolution supporting the recertification application in order to retain its Coast Guard City status.

REGULAR AGENDA ITEMS•Item 8.b

Consideration of a Supplemental Budget Amendment to Appropriate EPA Brownfields Cleanup Grant Funds for the Heritage Square Brownfield Cleanup Project.

The City of Astoria was awarded a $2,000,000 EPA Brownfields Cleanup Grant to support cleanup, capping, and related activities at the Heritage Square site. Because the Heritage Square Site Capping Project Fund #199 was established after the FY 2026/27 budget was adopted, the grant funds and related expenditures were not included in the current budget. This supplemental budget appropriates the $2,000,000 grant to Fund #199 to provide the budget authority needed to carry out the project.

REGULAR AGENDA ITEMS•Item 8.c

Authorization to Award a Professional Services Contract to Stantec Consulting for Qualified Environmental Professional Services for the Heritage Square Brownfield Cleanup Project.

The City of Astoria was awarded a $2 million EPA Brownfields Cleanup Grant to support environmental cleanup and future redevelopment of the Heritage Square Brownfield Site. Staff recommends awarding a Professional Services Agreement to Stantec Consulting Services Inc. in the amount of $496,148.00 to provide Qualified Environmental Professional services for the Heritage Square Brownfield Cleanup Project.

REGULAR AGENDA ITEMS•Item 8.d

Consideration of a Supplemental Budget Amendment for the Sewage Lift Station Rehabilitation Project Fund

The City is requesting approval of a budget amendment for the Sewage Lift Stations Rehabilitation Fund (#194) to recognize additional grant and loan funding secured for the project. The amendment will increase available resources and Capital Outlay by $1,602,325, bringing the fund's total budget to $4,965,235.

REGULAR AGENDA ITEMS•Item 8.e

Consider Adoption of a Borrowing Resolution Authorizing an Amendment to the Clean Water State Revolving Fund (CWSRF) Loan Agreement for the Sewage Lift Stations Rehabilitation Project

The City of Astoria has three sewer lift stations built in the mid-1970s that require rehabilitation, including screw replacement, channel resurfacing, and modernization of control mechanisms and motors. Continued reliable operation of these facilities is critical to preventing combined sewer overflows into adjacent water bodies. Staff has worked with the Oregon Department of Environmental Quality (DEQ) to secure a funding package for the project. City Council will consider adopting an updated Borrowing Resolution authorizing an additional $1.3 million in Clean Water State Revolving Fund financing, a necessary step before the City can execute the loan agreement amendment.

REGULAR AGENDA ITEMS•Item 8.f

Consider Authorization of the Clean Water State Revolving Fund (CWSRF) Loan Agreement Amendment for the Sewage Lift Stations Rehabilitation Project

The City of Astoria has three sewer lift stations built in the mid-1970s that require rehabilitation to maintain reliable operation and prevent combined sewer overflows into adjacent water bodies. Staff has worked with the Oregon Department of Environmental Quality (DEQ) to secure additional financing through the Clean Water State Revolving Fund (CWSRF) program. City Council will consider authorizing a $1.3 million loan agreement amendment to support construction of the project, bringing the total CWSRF loan amount to $4.504 million, with 50% eligible for forgiveness up to $2 million, subject to program limits.

REGULAR AGENDA ITEMS•Item 8.g

Consider Approving Contract Amendment No. 3 with Emery and Sons Construction Group for Construction of the Sewage Lift Stations Rehabilitation Project

The City of Astoria's three sewer lift stations require rehabilitation to replace aging equipment, improve reliability, and reduce the risk of combined sewer overflows. Following completion of the pre-construction phase, the project team negotiated a Guaranteed Maximum Price of $3,150,690.88 with Emery and Sons Construction Group, LLC, for Phase II construction services. City Council will consider approving Contract Amendment 3 and authorizing a separate $70,560 Owner's construction contingency, subject to approval of the project's additional financing.
