FY 2027-28 Budget Development Schedule [20 Minutes]

To receive a presentation on the FY2027-28 budget development schedule and; To adopt the FY 2027-28 budget development schedule.

Service Agreement and System Upgrade Agreement with Motorola Solutions Inc.

To authorize the City Manager to execute a 6-year Service and System Upgrade Agreement with Motorola Solutions Inc. from FY27 to FY32 at a total cost of $7,777,420.27.

Proposed lease at Provident1898 for the Department of Office and Workforce Development

To authorize the City Manager to execute a lease agreement for a term of five years with Provident1898 LLC in the amount $760,374.48 for office space and memberships at 411 W. Chapel Hill Street, Suite C2. To authorize the City Manager to execute subsequent documents permitted by or required by the Lease Agreement, including any amendments, extensions, renewals, or related documents.

Eminent Domain Action to Obtain a Sanitary Sewer Easement at 1622 Crystal Creek Drive for the WS-86 Project

To adopt the Resolution Authorizing the Condemnation of a Portion of 1622 Crystal Creek Drive for the WS-86 2018 Water and Sewer Extension Construction Project Phase One.

U.S. Department of Labor Grant Project Ordinances (GPOs) for Workforce Innovation and Opportunity Act (WIOA) Grants

To adopt the U.S. Department of Labor PY 2026-2028 Grant Project Ordinance for Federal Grant to execute City of Durham – Workforce Innovation and Opportunity Act (WIOA) Employment Training Program, recognizing the grant award in the amount of $562,936; and To adopt the U.S. Department of Labor PY 2025-2029 Grant Project Ordinance for Federal Grant to execute City of Durham – Workforce Innovation and Opportunity Act (WIOA) First Step Act Initiative (PROWD) through the Reintegration of Ex-Offenders, recognizing the grant award in the amount of $527,750.

First Amendment to Contract for Workforce Innovation and Opportunity Act (WIOA) Adult and Dislocated Worker Programs with Eckerd Youth Alternative, Inc. d.b.a. Eckerd Connects

To authorize the City Manager to execute the First Amendment to Contract for Workforce Innovation and Opportunity Act Contract Adult and Dislocated Worker Program Delivery Between the City Of Durham on Behalf of the Durham Workforce Development Board and Eckerd Youth Alternatives, Inc d.b.a. Eckerd Connects for the period of October 1, 2026 through September 30, 2027, in the amount of $160,000 for a revised, total contract amount not to exceed $684,000.

To authorize the City Manager to enter into a utility extension agreement with Durham Community Land Trustees Inc. to serve Alma Street Commons.

Service Contract Award to Gregory Poole Equipment Company for Routine Generator Maintenance and Emergency Repair Services for Department of Water Management Plants and Facilities

To authorize the City Manager to execute Routine Generator Maintenance and Emergency Repair Services contract with Gregory Poole Equipment Company in an amount not to exceed $1,572,174.45.
