Roll Call
A presentation regarding the Annual Fraud Risk Assessment (26-076)
The City Council will hear the results of Provo's yearly review of safeguards against fraud, including how financial responsibilities are divided among staff. For fiscal year 2026, Provo scored 376 out of 395 points, placing it in the "Very Low" fraud risk category.
An ordinance amending the application requirements for a rental dwelling license. (26-022)
City staff proposes simplifying the process for getting a license to rent out a home. Out-of-state owners would no longer need paperwork giving someone limited legal authority to act for them. Owners would only need to name a local representative if they live more than 50 miles away, instead of the current 20 miles. Staff says these changes would reduce unnecessary delays.
A discussion about the Provo Town Centre Mall redevelopment zoning change and related development agreement (26-023)
The Council will discuss proposed rule changes and a development agreement to redevelop the Provo Town Centre mall area with about 77 townhomes, 1,300 apartments, businesses, roads, and gathering spaces. Most of the townhomes would have three bedrooms. The plan would also remove Shady Acres mobile home park, requiring residents to move with relocation payments provided. City staff supports redevelopment but wants further review of walking access, parking, traffic, infrastructure, and the project's overall benefits.
A presentation on alcohol retailing in Provo's downtown (26-019)
At the Council's request, a presentation will cover alcohol regulation in Provo.

Pledge of Allegiance
A ceremony recognizing the Provo City Employee of the Month: Airport (26-007)
The City will honor an airport employee as Provo's Employee of the Month. The ceremony recognizes the employee's outstanding work and service to the community.
Public Comment
A resolution consenting to board and commission appointments. (26-041)
The Council will consider approving the Mayor's choices to fill open seats on City boards and commissions.
A resolution appointing an individual to the Board of Trustees of the Metropolitan Water District of Provo. (26-073)
The Council will choose a new member of the Metropolitan Water District of Provo board following the passing of Richard Brimhall. The appointee will serve the rest of his term, through December 31, 2027. The board oversees certain water rights, repayment of the Deer Creek Dam project, and some funding for water infrastructure.
A resolution approving an appropriation of up to $50,000 in the General Fund and an associated transfer to fund a Traffic Electronics Specialist position for the fiscal year ending June 30, 2027. (26-078)
The Council will consider setting aside and transferring up to $50,000 to help fund an additional traffic electronics specialist for the fiscal year ending June 30, 2027. Provo currently has just one employee maintaining all traffic signals and digital speed limit signs, with that person on call seven days a week. A second employee would provide backup and help address maintenance needs before problems arise.
An ordinance prohibiting use of property officially declared unfit or unsafe. (26-069)
The Council will consider a rule prohibiting people from using or staying in properties officially declared unsafe. City staff says enforcing these restrictions can currently require a lengthy court process. The proposal aims to help the City respond when people refuse to leave buildings with serious structural damage, health hazards, or disaster damage.
An ordinance amending the General Plan Map designation of real property, generally located at 1095 South 500 West and 1200 South Towne Centre Boulevard, from commercial (C) to transit oriented development (TOD). (PLGPA20250235)
The Council will consider changing the City's long-term land-use plan for the mall redevelopment area from commercial use to a mix of homes, businesses, and offices designed around walking and public transit. The change is being considered alongside related zoning changes and redevelopment plans.
An ordinance amending Provo City Code regarding permitted uses and development standards in the Interim Transit Oriented Development (ITOD) Zone. Citywide application. (PLOTA20250243)
The Council will consider changes to what can be built and how it can be developed in areas with the City's Interim Transit Oriented Development zoning. The mall developers requested these changes to make their redevelopment plans possible. The rules would apply not just to the mall, but to any property in Provo with this zoning now or in the future.
An ordinance amending the zone map classification of real property, generally located at 1095 South 500 West and 1200 South Towne Centre Boulevard, from the RM and SC3 zones to the ITOD zone. (PLRZ20250236)
The Council will consider changing the zoning for an area covering the northern 23 acres of the mall property and Shady Acres mobile home park. The proposed zoning would support redevelopment designed around access to public transit. City staff has reviewed the request.
***CONTINUED*** An ordinance amending the zone map classification of real property approximately located at 910 N 900 E from the Residential Conservation (RC) Zone to the Campus Residential (CR) Zone. Foothills Neighborhood (PLRZ20260393)
