welcome to the thursday october 15th 2026 open session for the board of carroll county commissioners as we always do we'll begin with the pledge of allegiance and a moment of silent reflection i pledge allegiance to the flag of the united states of america and to the republic for which Well, I hope everybody is doing well today and as we kick off with priority Carol Commissioner Kyler, I think you were up first today.
I think I am. Happy Columbus Day to everyone. and i do want to thank our facilities guys um and i don't know if it was planned or unplanned the the outage yes yes it was planned it was planned for like six months there was a lot of coordination yes but but it didn't go quite as planned and they were here till one or two o'clock instead of mid morning but uh BGE and our facilities people worked hard to maintain electric to the building on Columbus Day, so good for them. Last Thursday after our meeting, I went to the Greater Baltimore Committee meeting, an annual meeting at Meriwether Pavilion,
Thank you, Commissioner. Commissioner Gordon? Good morning, Carroll County. I have a couple things I'll try to be brief. First off, I want to congratulate Bridging Life on being recognized as the number one hospice in Maryland for quality for the second consecutive year. It's an absolutely incredible achievement that reflects the compassion and dedication of their nurses, aides, social workers, chaplains, and volunteers who care for individuals and families during some of the most difficult moments. Truly these people at hospice are the true embodiment of living angels. They bring comfort, dig
I last just two quick things I don't have any pictures last week I was honored to attend the Carroll County Community College scholarship luncheon after we finished open session and as usual when the Carroll County Community College does something they do it really well it was really a fun time to be there the Carroll County Board the Board of Carroll County Commissioners does contribute to a scholarship fund some of the recipients were there and it was a very very nice event and I want to appreciate them for inviting me and then at the same time I was able to tour the turf field which is an a
Thank you. I had a long, nice weekend at a strategic retreat for LifeBridge Health. I'm on their board. And it was something I do not very frequently, but it was a reset. Health care is changing dramatically everywhere, especially in Maryland with a number of issues. And one has to do with how we're funded by the federal government with Medicare, Medicaid. And there's a lot of things changing in health care throughout the nation to try to get things more affordable and to get things more accessible for everybody. So we had an excellent, excellent long Saturday, Sunday, Monday. working with som
Well, a couple of them were media, so yeah, I think they left.
Thank you. Thank you very much, Commissioner. Thank you, everybody, as always, for your continued commitment to our county and for your participation in everything. I'll do my best to be brief. I do have three things myself today. And like Commissioner Guerin, unfortunately, I don't have any pictures, but still worth mentioning. So first, this past weekend, I had the absolute pleasure of attending the 75th anniversary open house for Harney Volunteer Fire Company up in Harding. They are staffed by incredible people who are dedicated and professional, and their 75 years is a testament not only t
If we could get the media center to come up forward. Good morning. Good morning. I'll start by reading this and then I'll hand it over to you all. So we have a proclamation for National Community Media Day. Whereas the Community Media Center of Carroll County provides community members, non-profit organizations, schools, and government agencies with the resources to produce and distribute digital media content of importance to their local communities, and the Community Media Center plays a vital role in civic participation by providing coverage of local meetings, local elections, and community
Well, thank you. Thank you very much for everything that you do. And as you'd mentioned a second ago, whether you're talking about municipal meetings or you were talking about county events like the 4-H fair or you're talking about school events and school sports, I mean, you really do feel fill a niche for this county and you help to make accessible to people who might not otherwise be able to attend those events and functions the ability to view them as well as other projects as well. I know You know, you've helped document veteran stories and histories and other organizations and their hist
All right. Up next, item number two, draft resolution for supermajority for tax rates. And Commissioner Gordon, I think you may want to take the helm on that one.
OK, well, obviously, this was what last week I believe we discussed this. Primarily, what we're looking to do is to be consistent in process. We have this requirement for a variety of other tax rates, but it left a few out. So what this would do would be to i guess codify and make them all the same for uh the citizens of carroll county which i think i think we all i want to speak for the rest of the board but i think it's something we all feel is very uh strongly required i know we're all very fiscally uh conservative in how we want to approach things but i think you know consistency even in t
All right, no public comment. So any other comments, questions, or direction from the board? Commissioner?
No, thank you for bringing this forward, and thank you for taking a close look at it. It took me a while to figure out. This cleans it up to make sure that the old resolution is gone, and you're not looking back years and saying what overrules what. So this basically cleans it up and starts from today, and it replaces the one from 2023, which actually was a little confusing because it would have allowed you to raise things to a different rate from before that. So this definitely has a new base of today. And as I said before, we raise taxes every year. We don't raise them. They raise themselves
i think it's a good thing to strengthen and i thank you for bringing it forward any other comments i think it was great to add to recordation but also um make like you say consistency it's it's it the old one had kind of a loophole in it and we've gotten rid of that so it's good agreed as well so any uh direction from the board then
I'll make a motion that the board approve and sign the new resolution updating the supermajority requirements for taxes in Carroll County.
We have a motion. We have a second. Is there any further discussion? Hearing none, all those in favor? Aye. All those opposed? Motion carries unanimously. Thank you, everybody.
Do we need to do anything else legally or that's we're done?
Thank you very much, Liz. Thank you. All right. Up next, item number three, Freedom Small Area Plan Amendment Project Update. Good morning, everybody.
Any comments or questions from the board?
I have a few. The Citizens Advisory Group, you said they're going to approve that on October 20th. Have we seen, have the Board of Commissioners seen the proposed advisory committee? And will we?
So 20th, will they do that or will they actually approve the advisory group or will they just approve how it's going to be set up?
the open houses and site visits etc the ones in August were set up without our input and hindsight's wonderful but it was set up during fair week and a lot of us couldn't go to any of them I'd love to see us get some input prior to them being set up whether or not we're available and then my other concern is what the committee's done. I know there were meetings set up that then got canceled and whatever. I don't feel like the five of us have had much input into this. And I'll be honest and straight if they need a change order, if they need more money, I'm going to vote against it. If they run
Yes. This little simple process has sort of gotten off track, and I hope we get it back on track. I'm disappointed that it's going to take another year to do this. One of the reasons we wanted to get this consultant in is because you guys are short staffed, and I think Many of us that have been very involved with the Freedom Plan from 2018 know that things went off track with some of the definitions after the fact, that we're done and that we're not, we do not believe, anybody that looks at it conceptually will. the definitions are not aligned with what happened on this commercial. We went fro
I'm sorry, Commissioner. No, please. I was just going to say, I know Commissioner Cutler had made the comment that we could see a list of names at some point just to-
So what do we do, I mean, my concern is, This stuff is like it is now. Somebody can put in a project. We have three storage facility projects that are in the, we could have five more. There is so much damage that can be done under the current situation. It's already being done. By the time a year goes by, it'll be two years since I brought it up. I've been here a year and I brought it up like my second meeting. And so it will be two years later. And so what happens when some, do we put that on hold that they can't, because I believe the stuff was done wrong and we decided to fix it in this man
Well, and I agree with what you said about following the rules. And I've argued all along, and no one will go, look, it takes, I've done my homework on this. We didn't follow our rules when we put this stuff in place. And you weren't there in part of it. I'm just saying.
Well, Commissioner, if I may, we have a lot to get to today, and we're kind of diverting into another discussion about history and process when the topic at hand today was specifically the Freedom Area Plan. So I want to stick with that because we do have a lot to get through today.
But I just want to make sure you understand, I truly believe, and I think people are involved. And we could show you the process was not transparent, and it was not followed, and people were not involved when it happened. And it's their property, too. I mean, their property is being devalued by some of these things. So I want to get it done quickly. How long does it take to put a list of people? We've been talking about this since July. Are they going to get any of this list or should we just throw this out? I'm just saying, do you want to have a smooth process and get good impact? How are we
I've mentioned, I showed you my list. My list has realtor on it. It has business people. It has large property owners on it. But there are people that are, when I say, that people know, that they trust, that they would... So all those I've wrote on here, you know, who they were. This is a large property owner. All of them are property owners.
And then I had put some of this stuff as ex-officio, just sort of to say, if anybody can watch in, that's fine. Because I just was hoping that a couple of the Planning Commission members and I put Commissioner Gurn and myself, since it's our district, that we wanted to be way in. But if it's available to everyone to see. Yes. Yes.
then and then we had a separate group of stakeholders that's what was confusing that we were just adding this to this list of people that are interested but they wouldn't and that's where i think it got confusing so i um just i just would like to get this stuff done and not have this drag out forever it needs to get fixed and that was the intent of what we've put together is we have a a solid work plan of how we're moving forward um to complete this and and we'll move forward with that now And one of the reasons I wanted to also move forward, at some point, we've got to update the master plan. And so we're always running into that. And it's like we're hoping that this component would have been done. But now it's almost running into the update of the plan.
And we just, my goal is to not have it take years. The first one took, 2001 took 17 years, and the second one took seven years. And it's just, Totally understand. You lose people, you can't take years and years and years, and it's not effective. So hopefully we can get this done.
Just one comment. I asked about this advisory group at least six weeks ago in a SharePoint site that was set up and I still haven't seen anything. We need to be transparent.
And I'm going to tell you again, I don't know what a SharePoint site is. All I know is I had a group list that I put on that never sent anything to because I will show you what I was going to send them. It basically said, you know, welcome. We need your help. Please join and participate in this exciting opportunity. I never sent it.
I don't care. And I asked six weeks ago and didn't get an answer. I don't need an answer today. We've got a lot of things to do.
All right. I'm moving us on now. Thank you very much, everybody. Thank you. Item number four, request for public hearing for proposed amendments to Chapter 153, floodplain and management, and Chapter 38, floodplain construction within Chapter 170, construction codes.
Any comments, questions, or direction from the board?
I just have one question, I guess. You had mentioned, obviously, if this isn't enacted, it creates a variety of problems with flood insurance and so forth. What does this do to the individuals that own property if their property is adjusted into, you know, I understand we're talking small amounts of space, but still it's being moved into a floodplain. Are they going to see significant increases in their insurance, and how is that going to affect things?
Any other comments, questions, or direction from the board?
Unfortunately, I have a little experience with this. We had a property in Delaware, and a number of years ago, one little tip of the property was in a floodplain. We had to get flood insurance, and it was costly. And then they remapped things and, in fact, a lot of other people more. And they all got hit with having to have flood insurance. And it was expensive. It's gone up tremendously since then. So it means thousands of dollars instead of a few hundred. Well, it was close to 1,000. It was like double to triple. So everybody said, because they changed their maps, whatever, this community. A
So I don't know what the, the pump station, I hope we reach out to them and just, I don't know what it means to them. They don't buy insurance. So you don't think that they, so the ones, you talked about federally backed mortgages, almost everybody's got a federally backed mortgage. I mean, because let's say banks don't really loan direct anymore. So it's pretty much anybody with a mortgage. I'm looking also at properties in the future. Are there any of these properties that are developable? Do you know?
On the part that you're making it more restrictive, would that add more property into a potentially they can't develop? Would it take away their ability to develop in the more restrictive areas?
We don't know the impact. I don't even know what their zone down there, but what would the impact on a certain project be? That you could develop this for X number of lots and now you've got some in a floodplain and you can't do that.
No, but it ends up making it It can restrict you, because then you've still got to do stormwater management. I just know the impact on this big community that I've been talking about was a huge impact, and they had to pay a lot of money to get out of it. And they got out of it. They actually took the stuff and reversed it back. And I don't know how it affects me. I just want to make sure people that own those properties understand that it could be an impact on them.
We're looking at the more restrictive part when we're more restrictive. I mean, the feds in the state are restrictive anyway. I always push back on being more restrictive on things like this, but I don't know what that impact the more restrictive piece. I know we've got to do with a I know there's some flexibility in it. That's what I'm wondering about.
All right. Any other comments, questions, or direction from the Board?
I move the Board of County Commissioners direct staff to schedule a public hearing on the proposed changes to Chapters 153 and 38 related to floodplain management.
Second. We have a motion to be a second. Is there any further discussion? Hearing none, all those in favor? Aye. Aye. All those opposed? Motion carries unanimously.
There are two of you here that think it's fascinating.
Maybe four of us. Maybe three. Maybe three. Sorry. Sorry.
I don't know, Commissioner Collar. It sounds like light weekend reading to me. Maybe three and a half. I was thinking the same exact thing.
All right. Up next, item number five, fire company revolving loan program. Good morning to you both.
Well, thank you both very much. Any comments, questions, or direction from the board?
Yeah, I appreciate the comments, Chief. I'm going to get on a soapbox a little bit. This is an effort, an initiative that is many years in the making. And this board has chosen to address some monumental issues as it's taken place, as it's seated here for the next last four years, whether as rec and parks. I'm just going to run through a couple of them. because I've got the microphone, rec and parks, school sites and renovations, library sites and renovations, senior center reservations, code changes, road improvements, improving citizen outreach, modernizing IT, and the Department of Fire and
There you go. So it was you probably like in a janitor's closet someplace or something. So that's pretty much the case. Tim Burke threw me out. There we go. And here we are now, you know, four short years later, basically. So we're proud of that. We'll continue to work. The work isn't going to end. but this is a long time coming, and I'm particularly proud of where we are with this, and we feel like it's gonna help.
Yeah, good comments, and I particularly like This is up to the volunteers. They don't have to do this. They still have other avenues if for some reason they don't want to, but this should be very attractive for them.
I just had a question about terms. You might have said this, but how are the terms decided, like the interest rate and the length of it?
What is that? How does that compare to what they would get on the market?
And on housing, I don't know what it is for trucks. Sometimes cars is even more than that. So I wouldn't even be hiring that. And then what about the length of the term?
thank you i appreciate your comments as well thank you this is uh very very helpful for their fire departments and we'll do whatever we can to keep them keep our fire volunteers around i move the board of board of commissioners approve the volunteer fire company loan program second we have a motion we have a second is there any further discussion hearing none all those in favor aye all those opposed
Motion carries unanimously. Thank you both very much. All right. Up next, item number six, adoption of resolution for financial and banking services signatories.
So the two of you are the ones that go to jail.
I would much rather Commissioner Kyler go to jail than me.
I don't want you to go to jail. Okay. So you don't have to get those changed to put her on there?
Any comments, questions, or direction from the board? I'm a little concerned with some things, but other than that, I'm not. Move the Board of Commissioners adopt the resolution and agreement for deposit account. Second.
We have a motion. We have a second. Is there any discussion? Aye. All those opposed? Motion carries unanimously. Thank you all very much. Okay, up next, item number seven, Carroll County Government Property Transfer of Delaney Property to the Industrial Development Authority. Good morning, everybody.
Thank you very much. Any comments, questions, or direction from the board?
Move the Board of County Commissioners transfer the Delaney property to the Industrial Development Authority for the purpose of industrial commercial development. Second.
We have a motion. We have a second. Is there any discussion?
Sorry. It's my district. But question on this. I mean, you guys do great work. Thank you, Sue, for all your years of service. And the purpose of intent of the Employment Campus District is done very nicely. And it says to facilitate well-planned development with higher standards of development than are typically found in other employment districts. And then to maintain a harmonious relationship between the various buildings and sites contained within the district to provide patterns that recognize the character of established surrounding neighborhoods and other types of land. and it goes on so
Words in here are good. But when I look at the chart and what can go in here, it's problematic. And that's why I'm saying, I'm not sure if it was someone else doing it, it would be different. It would be. Because, I mean, I'm looking at the solar energy conversion facilities. I don't think that even should be in here. No, but I'm just talking about we only have a limited amount of space. I'd rather be doing it, well, over top of the parking lots versus using it for solar. And it also... Well, the principal uses in the chart, they're very, very broad.
So if something's permitted, do you have to, like cannabis dispensary, I'm not sure why it's in there. I would hope that we wouldn't have it, we would limit it as much as possible, but the cannabis facility's in there, but it's not allowed in the industrial. So would you be able to say no if it was a permitted use? we could okay all right that's what i want to make sure because i you know we don't want to put all our time into this and and um effort and not have it be successful for the county yeah it also retail it avows multi-family dwellings it avows retirement homes retirement villages and
Well, I trust you all. And is there anybody on the IDA from District 5, do you know?
I was just thinking maybe it would bring in some more perspective of people that have other touches from an area that might want to come there. Because there's a lot of business people down there that have places in Howard County, and they might be able to bring some of that business to us.
Buck Miller used to irritate me about how good you guys were but North Carroll Park is close to residence and you guys done a very good job there and and you've done a very good job every place you've been so far so thank you thank you and we're very fortunate started on this
All right, we have a motion. We have a second. Is there any other discussion? Hearing none, all those in favor?
Motion carries unanimously. Thank you very much.
All right. Up next, grant approval to submit application and acceptance of award for the heart of the Civil War Heritage Area FY27 mini grants. Good morning, Jane.
Thank you, ladies. Good morning. Good morning. And welcome to the ladies here.
I applaud and appreciate the enthusiasm.
I'm looking forward to climbing to the top of this thing when it's constructed. You should have been with me when I went and looked at it.
Any comments, questions, or direction from the board? I move the Board of Carroll County Commissioners approve the submission of the FY27 Hardest Civil War Heritage Area Grant Application and accept the award.
Second. We have a motion, we have a second. Is there any other discussion? Hearing none, all those in favor? Aye. All those opposed? Motion carries unanimously. Thank you both very much.
All right, up next, item number nine, grant approval to submit application and acceptance of award for the FY27 MIMS cardiac device, devices, excuse me. Hello again, Chief.

All those opposed motion carries unanimously. All right, up next, Contract Award for Landscape Architectural and Engineering Services for the Restoration and Reconstruction of the Carroll County Sports Complex 36-F-1-26-27. Good morning, Commissioners. Good morning. Slightly elongated title there, but I appreciate the information.
Any comments, questions, or direction from the board?
I have a couple questions. I'm trying to learn about... rec and parks as you know we're very interested in that and i read the other night your report it laid the 2022 land preservation park and rec plan which was very interesting and it followed one i think it was done in 2018 and you update this like every three years five years every five years okay so um so what what one of the things i'm trying to figure out back in this book this is from years ago basically it ranked every one of our parks as poor almost every one of the um rec parks is poor um so we we put money in the budget last year
We also have full-time staff there as well. Is that in that $200 and some thousand dollars?
I would just like to understand it better, because I look at these rec councils and the work that they do, and they schedule, and they're coaching, and they're doing everything. And it's hard. And they're doing it on fields that are substandard everywhere. I mean, in the county, it's had in there, from years ago, and we haven't really replaced anything. And it was interesting in here as well, of course, I noticed there's maps of all the towns, and there's no map of freedom. I keep saying this because I feel like we're ignored. We're the largest growth area in the area, and there's no map of ou
I move the Board of Commissioners award a contract for landscape, architectural, and engineering services for the restoration and reconstruction of the Carroll County Sports Complex to site resources incorporated in the amount of $393,716.40. Second. We have a motion.
We have a second. Is there any further discussion? Hearing none, all those in favor? Aye. All those opposed? No. Our motion carries four to one. The Commissioner Krebs voting no.
Commissioner Vigliotti, if I could real quick. Yes, sir. Item 9, I did happen to catch that the total for the project is actually incorrect on the briefing paper. I don't know if we need to change that for- Item number 9?
Item number 9, there is a discrepancy of $0.08, I believe.
I don't do cents. All right, so- Take that up. So going back to item number nine, I need a motion to amend the original motion to reflect the $0.08 difference.
I make a motion to amend the motion for item nine and correct the incorrect total by $0.08. Second.
We have a motion. We have a second. Is there any other discussion? Hearing none, all those in favor? Aye. All those opposed? Motion carries. Thank you very much. All right. Now we are up at item number 11, approval of additional costs for the Dr. James Ball Athletic Complex and Facility of the Department of Public Works. Good morning. Good morning.
Thank you. Any comments, questions, or direction from the board?

That was good. All right. Without any further discussion, all those in favor? Aye. Aye. All those opposed? Motion carries unanimously. Thank you very much. Where's HALC and company? Nothing during the week? I mean, has anything filled that void of space?
On the weekend? I mean, I guess the school system uses them during the week.
All right, excellent. All right, any comments? I just wanted to make sure there was no more discussion. But thank you for keeping me on track, Commissioner. I appreciate that.
Appreciate your time. And priority Carol, I mentioned you. Because, you know, you guys did it and you coordinated with BGE and stayed here as long as you had to.
Glad to help. Thank you. Have a wonderful day. You too. Thanks, Justin. We didn't take the vote yet, though. We got sidetracked.
