Metro Council will start in 30 seconds. The regular Louisville Metro Council meeting of October 15, 2026 will come to order, please. The time is currently 6.10 p.m. Please rise for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. That's called a hot mic, somebody. I don't know, let's identify him. All right, this meeting is being held pursuant to KRS 61.826 and Council Rule 5A. Madam Clerk, please call the roll.

Councilman Winkler. Councilman Winkler is here tonight. He'll be here shortly. No, he's here tonight. Oh, okay, good, good, good. I rode the elevator up with him. So we'll have a full council members tonight. So no need for an excused absence for anyone. Councilman Parrish-Wright, I believe you have a page tonight.

All right. Council Member Weber and Council Member Owen, I believe you have a special guest tonight.

It's on, isn't it? It's on? Good. All right. So we handed out awards recently, and these two officers weren't able to be at the ceremony where the awards were passed out. And so we definitely wanted to take an opportunity to present those awards to Officer Lutz and Officer Cornett tonight. So we've got a proclamation here. To all whom these letters shall come greetings, know ye that the Louisville Metro Council hereby honors Officer Giuliano Lutz, whereas Officer Giuliano Lutz has earned the distinction as the Fifth Division Officer of the Year, and whereas the safety and well-being of the cit

Madam clerk, are there any addresses at the council? Yes, sir. There are, let me remind those, uh, speak to the council. There'll be three people speaking upon any particular topic for against, and there'll be no electioneering. Other than that, madam clerk, call the speakers.

No electioneering. If you're advocating for a particular candidate or a particular platform that's being elected, that is not prohibited or is prohibited. But the end result is if you're here to generally talk about elections, that's fantastic.

Have you signed up to advocate for a particular candidate? Is that what you've done? For a particular movement.

Okay. Well, the end result is this. You have the mic, and you can speak about whatever comes to your mind.

She's going to restart the clock. Calm down.

No one's saying it's funny. Did I laugh? No.

Thank you. Gerald Higginbotham. Thank you. I realize you had to pivot. You stay within boundaries, and I appreciate that. Thank you.

Madam Clerk, I'm looking for your guidance on this. All right, it's my call because you did sign up. She did not.

OK. Let's start the clock at 3 o'clock again. You've got the floor, madam.

All right. And colleagues, we all know I could be a bit obtuse. But it's hard to be obtuse when I see balloons and banners. And so I recognize that Councilwoman McCraney has had a birthday. It's hard not to recognize it. It's, again, as obtuse as I may be.

We know PJT did also, but we're going to let that slide. He likes to be on the radar. All right. Next, we have approval of the council minutes for the regular meeting of September 24th. Second. Prop 4. All those opposed or say aye if you're in favor. Aye. Any opposition? Aye. The minutes are approved as written. Next, we have approval of the following committee minutes, all in 2026. The regular committee, the whole, September 24th. Planning and zoning, October 6th. Labor and economic development, October 6th. Public works, October 6th. Government oversight and audit and appointments, October 6

Any opposition? Aye. The minister approved as written. Madam Clerk, do we have any communications to the Council? Yes, sir, we do. Please read those in the record.

Those appointments need council approval to be forwarded to the Government Oversight Audit Committee. The next order of business will be the consent calendar. The consent calendar comprises items 20 through 29. Are there any additions or deletions?

All right, this will require a roll call vote. Madam Clerk, open the roll.

Mr. President, you have 25 yes votes. Consent calendar passes. The next item of business will be old business.

Motion. And the second. Councilman Owens, this came out of your committee. You have the floor, sir.

Thank you, President Ackerson. So this is an ordinance changing the zoning from R5 to R7 at 211 South 41st Street. It was a half-story home that was purchased in 2022 under the belief that it was legally zoned for a triplex. Subsequent to extensive rehabilitation, the three dwelling units were found to be improperly zoned. Change the zoning to R7 will allow them to host three residential units and be back in compliance with zoning. This is in District 5. It came out of committee unanimously and was approved. Since then, there's been some questions brought up, and it's in District 5, so I'll tu

50:59 – 51:18•Donna Purvis

Councilman Purvis. Thank you, Mr. President. Thank you, Mr. Chair. There are some concerns, and I'm going to pass this to Councilman Bichon. I've discussed these concerns with him, so I'm going to yield the floor to Councilman Bichon.

Do we have a second? Second. Okay, the motion to postpone, is there any debate? Seeing none, would you do a voice vote? All those in favor of postponing for two weeks, say aye. Aye. In opposition? You have opposition? If I didn't hear aye, I saw a hand go up. Aye. There we go. Gotta put in full effort.

So with that being said, item 30 will be postponed for two weeks. Madam Clerk, I read item number 31, please.

The item is probably for us. Councilman Reno-Weber, this came out of a committee. You have the floor, sir.

Should I speak to that? Well, we need to hear your reason for your abstention. No, sorry.

Thank you. So this was presented in front of council by one of my colleagues at One Louisville. Simple as that. It comes from a very different part of One Louisville than the part I work in. But again, out of an abundance of caution, I'm going to abstain from the vote. Thank you.

I've got no speakers in the queue. Madam Clerk, let's have a roll call vote on this.

The ordinance is adopted. Madam Clerk, a reading of item number 32.

The item is proper for us. Councilman Joseph, this came out of your committee. You have the floor, sir.

54:07 – 54:43•Ginny Mulvey-Woolridge

Thank you. So this does come, this is for the sixth division. They work with 10 different elementary schools throughout the city to identify about 25 to 27 students with the most needs. They do work with the schools themselves and the resource office there to identify those students. So the goal is to get the students what they need, want, and like. They hope to spend approximately $300 a child and any additional expenses will be for the party to distribute the gifts. The total ask is $3,500, and Councilwoman Shanklin and myself at this point have come up with $1,000. So asking for any additio

Councilman Bratcher's going to get in, too.

You get a rebate. That would conclude the totality of the ask. And so at this point, is there a motion for amendment? The amendment is probably before us. All those in favor say aye. Aye. Any opposition? Hearing no opposition, we now have the full omitted ordinance before us. Madam Clerk, open the roll. She would like a roll call, so let's do it. The lady with the hands versus the voice.

It's adopted. There we go. The next item of business will be new business. As you leave the chambers, please do so quietly so the clerk can read new business into the record. Any council members wishing to make announcements or whatever else, stick around. We'll get you in, okay? New business comprises of item number 33 through 49. A first reading of those, Madam Clerk.

No, no, no. Anybody got it? Councilwoman Speaker Parrish-Wright's got something she wants to say. You got something?

Any other council members with something to announce? Nope. Then we stand adjourned.
