Rancho San Rafael Multi Use Path Easement Request [For Possible Action]

Presentation, discussion, and possible recommendation to the Board of County Commissioners for Washoe County to grant an easement to the State of Nevada, Department of Transportation, for the construction and maintenance of a multi-use path and associated infrastructure totaling ±10,381 square feet within a portion of Rancho San Rafael Regional Park (APN 002-030-09) for no charge pursuant to NRS 277.053 to improve pedestrian safety along North Virginia Street from North McCarran Boulevard to Panther Drive intersection (Commission District 5) (FOR POSSIBLE ACTION).

Presentation, discussion, and possible approval of the proposed updates to the Fees and Charges Policy to be effective October 1, 2026.

Update to Open Space and Regional Parks Fee and Charges Schedule [For Possible Action]

Presentation, discussion, and possible approval of the update to the Fees and Charges Schedule that increases fees to reflect inflation, current prices, and the increase of operational costs with an average increase of 8.4% to be effective October 1, 2026.

Update on PROS Consulting's work to develop a Service Plan for the possible creation of a Park District. [Non-Action Item]

Park District Report to include staffing, activities, upcoming events at Regional Parks and Open Space parks.

May Center Report to include staffing, activities, upcoming events and visitation at the Wilbur D. May Arboretum and Museum.

Volunteer Report to include volunteer projects, programs, and statistics.

Park Planning Report to include the highlights of current planning and construction projects, trails, interpretive features, natural resource management efforts, grants, State Question 1 and interjurisdictional/regional open space planning issues.
