Okay. Good evening. I'd like to call the town of Rochester Town Board October 14th, 2026 special budget meeting to order. If you could all join me in being very fledged to the floor. to the flag of the United States of America and to the Republic for which it stands, one nation, indivisible, with liberty and justice for all. We'll be taking minutes tonight, so I will do the roll call. Councilwoman Sinseth? Here. Councilman Coleman?
And Supervisor Inouye is here. So first item, acceptance of the agenda. The agenda that I have in front of the board has a couple amendments I needed to add. So I'll make a motion. that the board accepts the agenda as prepared by the town supervisor with the following amendments, authorizing the renewal of the Anthem Vision insurance, authorizing a grant application submission, and adding an executive session to discuss matters related to a potential litigation.
Any discussion? All in favor? Aye. Opposed abstain, motion carries. So I made that motion, sorry. Okay. So first up we, the main purpose of this meeting is budget discussions. So we have three departments that are on our docket tonight. The highway department at 6.30, 7.30, we're seeing the recreation department. 8.30, we are seeing town justice court. If we end any of those discussions early, I think we should just continue with the agenda. We can either continue with the agenda or talk more budget stuff that doesn't have anything to do with the departments, but we'll fill the space so that t
I'm sorry, the remote? There's snacks on that side.
I think we might just need to go with audio to make. It's very distracting, and we have work to do.
So if everyone could be sure to speak HAB-Juliette Boone, As clearly and loudly as you can, so that we can capture especially board members that will capture the discussion. HAB-Juliette Boone, Our microphone is above me okay so highway department, thank you for joining us. HAB-Juliette Boone, And we usually start by talking about revenues. HAB-Juliette Boone, and what we have in front of us, if you're on page 57, or if you have the detail there, Jared, the purple text was the, oh, I'm so embarrassed. I left those as saying 2026. They should all say 2007. The purple are the department requests
Yes. Yep. So for insurance, I... projected, um, an increase over what we paid, what we actually paid. So we don't actually, we never know what our insurance is actually going to be until December. Um, but I factor in a three to 8% increase depending on the type of insurance. So I put that number in there. Um, if we go to 5010.4 administration, um, We have the, do you want to walk us through those lines, Jared and Jessica, for what those things cover? Or I'm happy to also.
It also just, It's kind of arbitrary also. It used the budget. I've started combining all of those, but these are also internal. All of these are internal. So we might as well think of it as those two combined. That's how I'm.
The tank. The actual program that we use. Yeah. The actual program for the fuel dispersion system. Yeah.
Where's that? This is administration. So this isn't.
We just got the bill for the bill for the fuel master just came in. Oh, nevermind.
Okay. For the professional services. So we are planning on spending what's in the budget this year. I'm getting quotes from civil engineering firms to do assessments on the bridges and what we thought is, I don't think 13,000 is enough to cover it. So we'll see what we can get done this year. And then we just plugged in 10,000 because I think that it's really important that we have some kind of engineering consultant team in there to either finish out the bridge analysis or just we're starting to think about some of those things. So I should have quotes before we adopt the budget so that we co
And we will be putting vehicles in capital.
Well, great. Thank you. Is $20,000 enough for the non-permanent improvements paving that might need to get done?
I'm just going to go start and let's do that.
It's tariffs because it comes from Egypt. Yes. It comes from Egypt. It goes to Canada and Canada. That's the state bid. It's the state bid or county bid? So we're getting it from the state, but... The sweeper is going to be the same. And then... And that's a definite.
Is that something that you guys keep a pile of?
Okay. haven't gotten to those budget lines yet um so cold patch that's the that also has a petroleum product in it right yeah so that's why you have the increase because we're you're thinking that's gonna go uh up um is there also an increase in volume that you're thinking with that um
Yeah, no, it's not. This is from September. These numbers are from September. Okay. Any other questions about the maintenance of streets? Again, this is like, I guess you could categorize this as like when it's just our own crew and no paving vehicles or, you know, this is when they're outfilling goals. So skipping down to permanent improvements, this is where we put the paving for um that's we is reimbursable through chips so um i put 650 there and then 650 up at the top so if there's a different breakdown of work that's going to be covered or if there's anything else in the budget that's an
Jessica and Jared might be able to better explain, but you have to have a schedule of the roads and nothing that's been done within 10 years. So you can't do something twice in 10 years and get it reimbursed twice. It's a one-time thing.
100%. up to your cap, but then you can also do vehicles, equipment. Colbert project. All the Colbert projects. So there's also, we call it CHIPS, but there's.
I also have a full report that goes back to like 2000, maybe like 19 something for every chips reimbursement. And it's broken down by those categories. So I can share that with everyone. Yeah, it's like goes back pretty far. It's kind of interesting to look at, too.
And this budget is based on projected expenditures based on what we're seeing. So this budget is most impacted by fuel prices and tariffs. So there are some pretty large increases. As you can see, I do have to find some of these lines that there is money. I have to throw it all into this code because of the fuel lines because we've spent them all.
It's the 5130.4. So that's all the shop supplies. So fuel is in there because it's in the shop, right? So this is where that exists. You won't see that in any other fine. So supplies and materials, I'm trying to keep it steady, even though it looks like we are spending more than that this year. Yeah, because we think we can.
Tools, those are the in-house tools. Do you guys have anything to add on any of the, if you guys have anything to add about what those are, if the board has any questions, just shout out, but we're just going to go line by line.
Okay. So we're projecting based on this year's fuel expenditures, increasing the budget to 140.
I'm starting that because I think we're going to have to increase it. I think it's going to need to be more like 150 or 160. But I think if we get the actual gallon, does this, but this includes what we're getting reimbursed for too.
That's the revenue, not the expenditure. So I guess that's something to keep in mind, too. So this gets the fire department, the rescue squads, they fill up. their vehicles and then we bill them so just something to keep in mind if we look at our gallon usage and do a projection where we increase then we can also we would want to make sure we're projecting the revenue changing for that amount of fuel
Yeah. And we should be able to do that with this system. So professional services is... Towing. Towing. What do we need?
They came off? They came off, yeah. That was last year.
I was the supervisor when that happened.
Okay. But I was the supervisor when that happened. Yeah. I pulled in and I was like, what's going on?
But we did project a decrease just based on the That's a couple years.
When we had to tow one of the trucks across the river, it was like $3,000 or $4,000. Yeah.
We need that money, Charlotte. I'm going to be taking like everything. That's what's, that's what's giving us. So if you look, so one, we adopted the budget to the single decimal. So the thing that we need to be looking at is what percentage of the budget is used. So in this printout, we had 80%. So that's telling us that we basically are on track exactly with that budget code. So I'll be moving that part's money into like those, think of that part's money as being the fuel money.
Do you see what I'm saying though? It's that we need that to, money, we can't spend that money on anything if it's not going to be spent because it needs to go to the fuel. Okay, so parts is also, that was the one we were talking about, tires. Do we have those on a schedule yet?
And then repairs is when we have to take something to the dealership that we can't fix at house.
So then the next section that we have, budget items, is in brush and weeds. You were able to cut the, we're not going to be leasing the arm mower, so that was a nice Chunk of change. Chunk of change. The supplies and materials and the tools. Like chainsaws, ropes, stuff like that. And the blades. Yes. Which are like a couple hundred dollars.
And then parts, oh, did the blades go, are the blades in the parts? We have 4,000 budgeted for parts and brush and roots.
Okay. Okay. I mean, I'll just keep moving on slowly. Okay, so the fun one, the salt and sand. So you actually have the quotes, you actually got the quotes and based these numbers on the increase in the expenditure and the projected usage. I know, look at the pattern. It is so... In 2024, we spent $50,000 in 2025, 68, in 2026. So far, we've spent 80 and we're projecting 116,000. And we moved, it's 98,000 because we just did those two budget modifications recently because of the quotes that we got.
Okay. Then basically that's the third. operational budget, and then we get to the benefits. Retirement, FICA, workers' comp, those are pretty accurate. And then the medical.
Because of the fund. We have a lot of extra money. So they're putting that towards our total account of employees in 11.
But the highway superintendent's benefits and wages are general fund. And then our seasonal person doesn't have benefits, but the FICA and all that would be. The medical insurance is also pretty accurate. based on the higher cost plan. And then retiree insurance is also pretty accurate based on the projected, based on the premiums and that I just did the math on that.
medicare age or do we continue to they get the private um so no yeah we keep paying it we're just paying it it's kind of special yes cost yeah kind of generous um insurance buyouts is so this year it was high because of that mistake That was made and we corrected it. So the number that is in there. Is closer to what it should be. Then employee benefits other some of that. There is some in some in benefits in the collective bargaining agreement that I budgeted for some of that isn't going to end up going up to the personnel lines into the wage lines. But that budget line has traditionally been
HAB-Juliette Boone, We don't we have no debt until I this this $900,000 ban is issued in a couple weeks. HAB-Juliette Boone, So. HAB-Juliette Boone, Any so yes, basically, our total operating expenditures in the tentative budget. 2.63 million. And then when we deduct that revenue is where that our tax levy comes from. And if we were to not make principal payment, you know, that would reduce down to a little under 1.8 million. Does the board have any Any further, I mean, we can, there was the fuel, we can provide a detail on the fuel and start a couple things.
So that was just me HAB-Masyn Moyer- Using numbers in the first column, because that's me and then, when I was doing my published tentative budget I. HAB-Masyn Moyer- went through and I did the. HAB-Masyn Moyer- The math based on what the actual point over is because we're not carrying over the pilot, though we go pylons and. But. And then the interest, I adjusted that down based on the total number that we're going to be carrying over. I also overshot the interest, which is a good thing, but that's in the capital.
It was just me making a math model. It's just me being, this isn't the department request. I had plugged in those numbers and then I changed them and I forgot to change them in the purple column. You wouldn't have even known.
They should match. I just forgot to go back and... Because what I do is I fill in the department request column. There are some things that the departments don't put requests in because I'm the only one that has the information for them. And then I go in and I put in the tentative budget numbers.
Yeah. Okay. Jared or Jessica, have any... What's up? I just have one more question.
I mean, we have 111 miles of town roads.
You want to know the length? I have that information. I don't know it off the top of my head. How dare you. But I'll have it. Cool. Thank you, guys. You might need to nudge me for that if you want that. Okay. And if the board thinks, if you think of anything that you want to see an itemized report of what the total is on, because some of these you know, like parts and things like that, tools, like you were asking about Charlotte, um, I can provide you with several years worth of actuals of what was purchased on those so that you can get it. Yeah.
All right. Thank you both for being here.
Hi. Our next department is here. Recreation. You guys can sit together. They decided not to. I'm not reading anything into it.
The board has the department's budget sheets that they use to plan out every single program budget. And then what I do is comb through and make sure that every expenditure, like everything matches with our coding. So we can... You guys can walk us through. But basically, some of it doesn't map on exactly because I'll need to combine a couple things together into a line item. And then there's maybe one thing that we need to add. So for revenue, do you want to talk about revenue a little bit? We are on page... 30. Yeah, basically 33. So what I wanted to ask you in your department request, you ha
Yeah. Okay. All right. So I wasn't necessarily misunderstanding anything.
Sometimes it doesn't happen. I see. It's much. Yeah. For non for department revenue. Yeah. If, if we are able to do more than that, that's great, but we want to be more conservative with the budgeting.
And then also the board should just remember that in this budget, it's one month behind on any department revenue because it's received by the town clerk and then it gets posted a month later. So for this budget, it would be for what you see in front of you, any department revenue is eight months of revenue, not nine months of revenue. If you're doing those projections on your own.
So that is the 35 in the state aid. And then the youth programs. I'm just making sure that. Yeah, so that's going to be.
I think I had a question. Yeah, I need to add the thousand in there.
It's in an actual, it's like we, it. Are you on 35? Yeah. In 2025, it was 824. And then we budgeted 850.
So we'll be adding $2,000 of revenue into this, into the state aid then.
Youth program? The youth program. And then... OCFS. I don't think that's getting coded in with department revenue. I think that when we receive it, it gets coded differently, but I'll double check because that comes in as a check that comes to my office. It doesn't go through Kate. Yeah. Does that make sense? Yeah. And those grants come in as deposits, too. The state, all state grants come in as a direct deposit and they don't really give information on what they are sometimes. So in, I've looked back through from the beginning of QuickBooks and it gets, it's coded in different lines throughou
Yeah. Cause the, um, the portal sometimes tells you what it is, but sometimes it doesn't tell you what it is when it comes in. Yeah. And so if you have, I think a few times I've, Stephanie might've called you and been like, do you have a grant? Yeah. And that's because we get like a test or we get a direct deposit. Yeah. We don't know what it is. Um, Okay, so I'll be adding those two for those two aids because I didn't include those. Okay. What are you looking at?
So part of the difference is that the coding isn't necessarily the same. Like I was saying, like this and this.
How does the after school program revenue come in? Does the bulk of it come in? They pay monthly. Oh, they pay it monthly. Yeah. Okay. Yeah.
And then how does the revenue for basketball come in? Is it all at once? Beginning of the season, yeah.
So the only fees that are charged for the recreation department are for youth programming. Okay. We start looking at expenditures. So in the tentative budget.
Yeah, let's do, you know, this is for, this meeting is for the board. I think it is useful to have you go through your programs and For the board, I can always explain how they're mapping on into this format, but seeing how you're breaking everything down and as you're reviewing it, if there's things you want to call out, you can, and we will make note of it for consideration in terms of when we're actually agreeing on what our final preliminary budget numbers should be.
You guys like the line item or. Okay. Okay. But so you have to look at this.
I wouldn't... Because one, I thought that those staff wages were folded in. And I think it's actually, given the wiggle room that you built in, I think we actually do stick within those numbers, even with the programming. But so I wouldn't want to touch the staffing hours. And then for the other things, I think we... Did you also, sorry, cut you off. find that mistake I was talking about the youth programming so it was what I did is that you had two at the same you had four counselors for 24 hours a week and one counselor at 33 and I combined those I'll show you which I had to find I just got
It's also, we, what goes in that code is what we received from the town.
Yeah. Yeah. I'm going to look into it too. But yeah, if you get me your numbers and then I can look through QuickBooks.
But so what I do is I take. this and I make, I add up by all the codes. It just, I didn't, I wasn't thinking about the staffing, but everything else I double check. I cross-check them.
You can easily add up three lines. Which of the? That would be total part CIMREC administration, and then it would be youth program, the total for that, and then it would be senior program, the total for that, and adult program, the total for that. So it would be four lines.
Depending on if you want to include staffing in that, then you would have to add those. But there's no staffing broken out for the program except for.
Yeah, and you, I mean, if I haven't shared this with the board, you guys do, you run very independently. You keep track of your expenditures and you are, you know exactly how much you've spent without even needing for us to pull that up from the record. So I know that you guys are very, you're running the program as frugally as possible. And it's very clear, but you're also doing that on your own. I don't, I've never had to let you guys know that you're overspending something. So I appreciate the level of oversight you have over a lot of little expenditures. There's a lot. Thank you.
Thank you for coming to have me. Thank you. Yeah.
As you guys join us, there's going to be a little bit of a battle.
Just waiting for Charlie. To. But if you guys, that copy, if you want to reference, we'll be looking at page 37. Is that what? That's the kind of budget.
Yeah, I'm just saying if you would like to look at something while we're discussing it, that's why we've provided that.
Okay. We just are providing a copy on the table. That's all. I should have brought all of them. I just wanted to focus on.
What the board has the handwritten stuff. Yeah. We have that in front and then we have the tentative budget. So do you want to walk us through?
So those are based on meetings that the board had with departments and the requests that they put in ahead of the filing of the tentative budget. So we did, they had requested that specific positions move up to a higher tier of the pay scale. So not like a pay, not a wage increase. Every single position got a flat 3% in terms of the, what's in the budget, like the position tiers. There's the tiers like one through.
Because those went from grade three to grade four and five.
Let's just pause. I want to pause right now. This is not a zero sum game. This is a budget discussion about the tentative budget, which is the draft budget, which is based on requests from the departments. So We are having the conversation right now. We had departments come to the board well before the budget process talking about how they thought that the pay scale for certain positions should be changed. And you're making a case that you feel that the clerks to justice should move up in the pay scale in the same way that two of the other positions did.
So this is the opportunity to say that, but there's not a targeting. It's not like a targeting. It's not a zero sum game. You know, this should, to me, this is, should be a productive, positive, friendly conversation. I hear what you're saying that you feel that there is a, some kind of neglect happening. And you can definitely talk about that, but that's just the context behind the, where you would see that two positions moved up to higher tiers.
It's based on the duties associated with the position. So most of the higher tier positions are competitive positions. The deputy clerk one and my confidential secretary and bookkeeper are exempt positions. Yes.
What I would like to do is, what I would like to do is, the comparing is not productive. We can just focus on Just what your argument and what you're requesting, we can focus on that.
Well, you have provided information and context.
Yeah, and I think also just like part of the challenge is, you know, we're you're a separate branch of government and I have department meetings with town departments. And as we discussed earlier in the year, when I extended that invitation, like, oh, you would be in a meeting with the code enforcement officer and that would create a conflict. So we can't, so there is a level of communication that I have more easily with those heads because we're having those regular meetings. And so it's just more challenging for us to have those.
Well, I'm at the court several times a month. In the last couple of weeks, I was there for four hours. And I do feel we talk about the HR things, which is mostly what I oversee. I don't feel like in terms of the day-to-day, I'm not directing and inspecting their work.
OCA would have to be consulted. If that was even something we wanted to do, OCA would have to be the first. communication because they're going to have requirements about yes they're the ones that are going to say yay or nay on on that in terms of the technology moving the technology and the security right right so i do we um and in terms of the building you know that came in the other day and we had uh
Was the window unlocked? No. We have not been able to find anyone willing to do any repairs that is above board because they have to be registered with the Department of Labor because it's a public works project. We did have another energy audit done for the Climate Smart Program that basically recommended that we not use that trailer. So I am trying to see about leasing, like if there's a way that we could have like something else besides that. So I'm trying to work on that. We're also eventually in five or seven years, hopefully we'll have an updated trailer municipal building where we will
So if there are any things like that, if you can shoot me a text or that way. Thank you.
you know how many hours that you're it's a you you told me that it's pretty much weekly that you guys get called in for cat we have a schedule um it varies she's on four days straight last night i'm on friday night saturday morning sunday night and monday night this week so yes it's There's only eight of us. Do you mind me asking how the pay breaks down for that? Because that's like universal.
Yeah, you're, so yeah, court. Secured. Yeah, court, yeah. There's the daytime versus night. Yes, and, you know, we would like, what we want is for there to be an officer there at all scheduled open hours. But we, it is, we are very challenged. I feel like there is a power above us that is trying to... But so one thing that we're looking at is like a firm that we could contract with and just say they're going to provide somebody. It costs more, but that is, I feel like at this point, what we have to do and keep, you we used to not have great coverage for court. I feel like we have resolved that
And I'm really sorry that you guys have to deal with still think that I am.
I mean, I do think that, like I said, it is our intent and our plan and the work that goes into trying to have someone there. But I think we just need to go to a different approach to make sure that it's, you know, really more. It has to be consistent. Exactly. Consistent and also that we have something to fall back on that's more secure.
Yeah, and so if we were to say, oh, Wednesdays and Thursdays, then what would we do if no one was available Mondays and Tuesdays? So we'd have to, yeah. It's kind of all or nothing for that. Yeah. Because even if we hire a full-time person... well, first of all, I can't, I can't hire one person to do 32 hours because they're not supposed to work more than 20 hours a week as a schedule. So we'd have to have two. Then you still have to have backup. And like in our other departments, if people, if two people in the department are sick, the department,
They're recording it so that we can post it. Oh, sorry. Sorry. You were looking at us like, we are recording this, but I don't think it's streaming.
So... So we've covered pay. We talked about the building a little bit and you heard what our intent is. The J-CAP is in as an expenditure and a revenue. So that's in, but that's sort of like, even if we don't get the J-CAP grant, we have to replace the heaters anyway. So- I would just have to be removing that revenue.
When do we hear from Jay? November. We can do the draft. Yeah.
And because they, JCAP just direct deposits the money into the bank account. So it's there. When we make the decision. Well, I think it takes a few weeks. I'm just saying it would be there a month later when the voucher is ready or whatever.
Saturday night's going to be 32 degrees. Okay, this should be fine. It's below zero.
Below 15, you can't, you couldn't be in the building. And we had a lot of days where we didn't go to about 15.
Okay. We bought ourselves a suite. Oh, I see. The 225 is for a specific set of things that you've identified would work during the day and in the evening. Okay. Does the board have any other questions? Was there anything else that we didn't cover?
That's why I was talking about the office trailer. I've had four people come out and not say that they're not going to do the work. So it's just challenging. It's just been a challenge.
I mean, I don't have, there's nothing that is, anything that Harry can do, it's a very simple, I just need to know what the request is. And like I said, I'm trying to see if we can work getting an office trailer lease, something.
Okay, yeah. I did find that this exists. Yeah, it does exist, and I wouldn't want to do anything without talking to you guys, but first I have to see if it's even a financial possibility quickly, and if not, we'll try to see what we can do about the floor and the leaking window.
I mean, like the elephant in the room is the FEMA trailer that was retrofitted. And that was a very bad idea that the town did that project. because now we're moved in and it's like confirmation bias or whatever, you know, status quo bias. I mean, where it's like, but like the way I'm thinking about it, I was like, I think this is just at a certain point, we need to abandon this money hole and get something that's going to tide us over in a more secure, safe, warm way. So that's where I'm thinking, but we can also at the same time try to see about these repairs. But like I said, I haven't, I t
It's a little like putting duct tape on things, I think.
Then, yeah. Then maybe we just need to do something. I just don't want to have a false sense of security and there be some issue then.
Yeah, we have a job. So I will follow what I, I'm going to try and see if the board will schedule a work meeting where we haven't actually even got to sit down since I've published the tentative budget and done our thing. But what I would like to do is I'll be, I am doing, I will do my best to communicate directly about the outcomes of how things are getting adjusted ahead of the preliminary budget. And then for the preliminary budget, that's what we have at the public hearing on. And then we can make changes before we adopt the final budget. So there's two kind of times, two times that it can
I put two for elected. And what's in the tentative is the 3% increase over the tiers.
So what level are me and Leanna at now? Three. And that's what you have been in and the bookkeeper was in that and the deputy clerk was in that too and they got moved up.
Yep. So I'll, I'll keep in communication with you. And if you want to have any follow-up meetings with the board or myself. Available.
Okay. All right. Thanks for taking the time. I know. Thank you for being here. She's like, part of what happens is I have to make sure everything's divisible. So sometimes things go a little up or down based on how I round it. Thank you. Good night. Good night.
What do you want? I was going to bring popcorn when you took off.
The budget modification, I need to read because I did put the numbers in. Anything that was on the agenda as published? And then anything that I added, we should read. Okay. So the G and I I added. And.
Okay. So I'll make a motion that the town board authorizes the budget officer to move funds from budget line 8020.4 planning contractual HAB-Masyn Moyer- $10,000 and move that to budget line 1410 got one town clerk personnel. HAB-Terry Palmos- Second. HAB-Masyn Moyer- Any discussion. HAB-Masyn Moyer- All in favor.
HAB-Masyn Moyer- Opposed. HAB-Masyn Moyer- Let's say motion. Great. So I made that motion. I'm sorry. I always do this. Oh, right, like M and S that I don't write.
the resolution adopting local law six of 2026 as presented on the agenda. Any discussion? All in favor? Aye. Opposed? Abstain? Motion carries.
