The Board is asked to hear the presentation of Martin County Fire Rescue's Heroic Heart Award which recognizes 20-year-old Madison Isler for bravely rescuing a 3-year-old child from drowning in her apartment pool on August 23, 2026.

BOARD OF COUNTY COMMISSIONERS' APPROVAL OF WARRANT LIST FOR DISBURSEMENT VIA CHECKS AND ELECTRONIC PAYMENTS TO COMPLY WITH STATUTORY REQUIREMENTS

Pursuant to Chapter 136.06, Florida Statutes, checks, and electronic payments issued by the Board of County Commissioners are to be recorded in the Board meeting minutes. In compliance with statutory requirements, the Warrant List is added to the Consent Agenda for approval by the Board of County Commissioners. This Warrant List is for disbursements made between September 28 and October 11, 2026. Additional details related to these disbursements may be viewed in the office of the Martin County Clerk of Court and Comptroller or on the Clerk's website.

ADOPT A PROCLAMATION CELEBRATING FLORIDA HISTORY AND HERITAGE MONTH THROUGH A LAND REMEMBERED IN MARTIN COUNTY, FLORIDA

The Board is asked to adopt a proclamation Celebrating Florida History and Heritage Month through A Land Remembered in Martin County, Florida.

APPROVE A CONTRACT, FEE SCHEDULE, AND RESOLUTION REGARDING THE MARTIN COUNTY HEALTH DEPARTMENT FOR FISCAL YEAR 2026-2027

This is a request for the Board to, by way of resolution, approve the annual contract between the Martin County Board of County Commissioners and State of Florida Department of Health (FDOH) for the operation of the Martin County Health Department (MCHD) Contract Year 2026-2027 and the associated fee schedule. In addition to establishing the fee schedule, this contract ensures coordination between Martin County and the State of Florida for the promotion of the public's health, the control and eradication of preventable diseases and the provision of primary health care for special populations.

BOARD OF COUNTY COMMISSIONERS' APPROVAL OF INDIGENT HOSPITALIZATION ACCOUNTS LIST FOR DISBURSEMENT VIA CHECKS AND ELECTRONIC PAYMENTS TO COMPLY WITH STATUTORY REQUIREMENTS

Pursuant to Chapter 136.06, Florida Statutes, checks, and electronic payments issued by the Board of County Commissioners are to be recorded in the Board meeting minutes. In compliance with statutory requirements, the Indigent Hospitalization Accounts List is added to the Consent Agenda for approval by the Board of County Commissioners. This Indigent Hospitalization Accounts List is for accounts from June, July and August 2026, that were approved in accordance with Martin County Ordinance 1278 (approved by the Board of County Commissioners on September 29, 2026).

AMENDMENT TO RETAINER AGREEMENT DATED MAY 24, 2016 FOR PAUL NICOLETTI, ESQ.
