MOBILEHOME PARK CHANGE OF USE ORDINANCES
Review of draft ordinances related to Change of Use (Closure or Conversion) of Mobilehome Parks. The proposed ordinances would require that any change of use of an existing mobilehome park to any other use obtain a Conditional Use Permit, be preceded by adequate public notice, include adequate definition of the social and fiscal impacts of the proposed change of use prior to permit approval, and ensure that relocation and other assistance is provided to park residents as required by State law or applicable local ordinance. Staff Recommendation: Staff recommends that the Planning Commission: 1) Review and discuss the two draft ordinances and provide direction to Planning Staff regarding any desired revisions; 2) Take separate action on Draft Ordinance Attachment A and Draft Ordinance Attachment B, by recommending approval or denial of each ordinance, as presented or as revised based on Planning Commission direction; and 3) Provide comments and recommendations for Planning Staff to present to the Board of Supervisors Transportation and Planning Committee. Continued from September 21, 2026
