The MGT guarantee requires documented performance review inside of the 12 months. Are we prepared to do that or do we have a process for that to just make sure we are able to take advantage of the guarantee if a candidate doesn't work out for whatever reason?
When are we expected to get an update on the process and where we are with applicants and stuff?
I think this is a great idea to hire a firm to do this. I know there's been some concern of people just saying, don't we have an HR director? So why not just let them do it? But I think in 2025, there were multiple searches for this position. And just from getting the feedback from the public, I think 102 out of the 126 people that shared feedback 80 of them said skill and city finance is their top concern for the city so i think this is a great idea to hire a firm to for this high level position that's so important for our city mayor harvey yeah i want to um agree with my colleagues i think t
I concur you know when we look at public safety is our number one priority I said I would say a very close first priority would be continuing the financial solvency and stability of the city government. So I do agree. I was here when when several attempts a hiring comptroller's took place. The former administrator or city manager um kept me in the loot on that and and um council was also brought in on some of those final uh choices and things you know so i i think the best is to go with the consultant uh at this point because you know public safety is the number one priority and then you got y
I, too, agree with my colleagues. I think at this point, the last comptroller that was hired was not here for very long, and I did not have a lot of confidence that she would be here. So I am confident that with the help of MGT, we'll hopefully get some very good candidates that will be able to do this critical job.
So with the four extra cameras, where are they gonna be installed?
Some of us are getting messages about this particular proposal. Wayne, if you could give us a rationale on why you...
Okay. And there was also something about a soccer team not being funded or a soccer team being.
Okay. Because I know they're coming out on Tuesday night. So just a heads up. They're coming. Okay.
Thanks, Wayne. I know that, you know, most of our buildings have cameras everywhere. It's important that, you know, you're able to eye things if there is an accident or if there's something, you know, it's always... different stories, right? So just all you have to do is look at the camera and there it is. Who's going to be viewing these cameras, though?
And it'll be recorded? Yep. Right. So we have documentation. All right. Thank you.
I wasn't done, but sorry. Why in the rec coordinator's office? Because I know you said the Vestibule, Hall of Fame. I missed one of them. You said four. The rec coordinator's office and then what's the other one?
Yeah, I understand. It's just I know people are reluctant to be surveilled, so to speak, certain things that are going on in this world. So, you know, I understand with the four cameras and we also have cameras on the outside. Correct. Okay. I just don't know how that's going to, because I'm pretty sure we're all getting phone calls or text and stuff like that with people. No, they didn't call you. I'm talking about the council as far as with these added cameras. So that's just something that I want to look into a little bit more. That's all.
Council Member Shakur. yes um now sitting here thinking about it um we have enough cameras with access to the doors that and entrances and exits because thinking about putting in offices or space where people interact, where will we put them next? You know, I don't want to start that precedent right now where we, you know, people feel like they're, but as long as we can see the surrounding outside stuff, I mean, we need cameras so stuff will be, but I know I don't want no camera in my office or
And like I said, where will it stop? Who will want one next? Or, you know, or who wouldn't want one? Okay. Thank you. Council Member Stewart.
Yes, thank you. You answered who has access to the footage. I just have two questions. In terms of storage, how long is it kept?
I just wanted to see how long we store it for. And also, is there like a digital signature for people who access the cameras?
Have we worked with this vendor? Yes. Is it the one that has the existing contract?
During the budget hearing for the rec, you mentioned five other cameras. Is this the same or is that different?
There are yeah, so use the vestibule. Common areas of the wreck. Outside perimeter for the exit and entrances.
So the question then becomes, you know, because it's one thing to have it in the vestibule, in the hallway, the Hall of Fame, but if it's in the rec director's office, that troubles me a little bit. It's in the coordinator's office. Okay. Now, is it in all of our department's offices? Yes. all in my department's police chiefs office the fire chiefs office police has cameras all throughout their facility I don't believe in the chiefs it's not in the office right chief it's not in the office no no it shouldn't and that's the only thing I have a problem with so it's a first of all it's a common s
Okay, well, I'm just saying I'm very familiar with the rec department. I spend a lot of time in that recreation space. I just hold meetings when I have my 100 men for Newburgh for two and a half years. I'm very familiar with the office space in there. I have a problem with it being in the office, so I'm going to say it for the record for me. i have a problem with it in the office space uh... because if it's going to be in that office space and now you're going to be required to have it in all the department's offices and i don't agree with that so that's my position it and that's where i'm goi
Me personally. I agree. The vestibule, the Hall of Fame, the entrances and exits, I agree with. Offices, I do not agree with. There's no camera in my office, my chief's office, or anything like that. It's in the common areas, but it's not in the office. And I just don't agree with putting anything in people's offices. Council Member Stewart.
Yes, I think maybe I'm confused, but when we talk about this specific office space that I saw, it is accessible to the public. Correct. The public has access to it, so it's not a private office for someone. It's not like your office or the chief's office off to the side where the public doesn't have access, am I correct? Right, so youth can go in there, anyone that comes in the center can actually walk in that space?
then the camera should be there. If someone is attacked, if someone is hurt, it's not in somebody's private office. Now, if it was off to the side and no one is supposed to go back there, it's personnel only, then that's different for somebody's private office. But if the public has access to it, then it's public space. It's a common area.
Well, when we say public has access, is there a door on that office? Yes. There's a door. Right. Does the... But there's a door to this office.
Hold on, I'd like to finish. I'd like to finish. there's a door to the office the office to my understanding is designated for the executive director no no mayor that's not what is that that's a different officer that's a different officer oh yeah yeah so which one we're talking about you're talking about so it's this is this is the coordinators or this is the coordinators so when i walk into the rec is the office to the right that's not that one no it's in the building behind the skate park if I'm not mistaken there's a kitchen in there so my apologies I thought we were talking about the offi
So you're talking about where the pictures for the trophies, plaques?
I think that since we have underage residents spending a lot of time, minors, youth, you can't compare the wreck to the police department. These are minors and in today's day there can be all kinds of accusations so i think common areas where we have a lot of kids congregating entering and the potential of you know any allegations it's important to cover our backs councilmember monteverde
I thought our, not our, I thought, didn't we have an incident over the summer where somebody came in to use the restroom and they exposed themselves and a kid during summer camp? Yes. Right, so that's exactly why you need cameras.
Council Member Zaria. I'm just curious, what's the lifetime of a vest? How long do they last in general?
Yes, I'm just curious, Chief. In order to enforce the curfew, what happens?
Okay. I didn't know if there was an additional component, like if somebody called and said, hey, there's a curfew and we have kids outside or something.
Thank you, Chief Rola. I just had a quick question regarding Axon and just the overall company. Just in comparison to Flock, would Axon have permission to share any data or anything regarding the software with the federal government?
Okay, and then I also just wanted to ask, when it comes to the software, how do we store it? How long does that information stay, or does it delete after a couple of years?
Yes. So Axon. I have been getting some inquiries about Axon because it was on the district block as the top four violators of AI or whatever. But right now I don't see nothing that will interfere with this in these two things. We're watching it but It's no problem with this. I don't see no problem with this. Council Member Martinez.
Just a quick question regarding the cameras. You mentioned AI, and I was curious, do the cameras... Are they linked to our city-wide cameras, or this is just the body vests? And then do they have the ability to use AI to identify people, or is that just, it's for recording only?
Councilor McElmore. So I know you said we're not using the policy AI, which I definitely agree to. I concur with that, especially when it comes to Brady and Giglio. So I want to make sure we stay away from things like that. So I wanted to say good features, and I'm in support of this. Council Member Monteverde.
Chief, if you could just clarify here in the contract, it states that YouTube uses the platform. Can you just explain? Is it because they have to just disclose that YouTube uses the cloud services to interact with YouTube? Or what does that mean?
Let's see. It's number nine, and it's in section page five. Or no, not page five. Page seven, number nine.
the the the resolution says august 2027 to august 2032 and the the quote and the contract say april 1st 2027 to may 31st 2027 I mean, to May 31st, 2032, is it the way it's billed?
On page 4, it has the same dates, start date and end dates. Page 4. On every item. I mean, it's probably a minor fix, but I don't know if it's... Page 4? Maybe our... Oh, I see what you're saying. Of the quote. Right. They all say April to May. I don't know if we have to correct that, if we're going to sign that contract or if we should.
These credits that we're getting, the $21,000 and $14,000, that's for like unused things or it's part of the discount that if you bundle everything?
So that's the savings from bundling it all together?
I think in the last presentation you mentioned you were going to get 80 of these, but we're getting 65. Are those the civilian ones that you didn't? Correct. Okay.
