In our next budget meeting, when it's today's date, October 8th. Okay. So, Ken Lewis is back with us. Can you go over? Well, we didn't get to DA and DB, but we also can just revisit anything from. The A fund. Yeah.
So we met this morning, so I had some notes from our meeting. So the first one was, I'm starting on page 10, and the parks and beaches. What's the line? Oh, yeah, 1490409. Thank you. So I'd ask before I upload the last session, whatever that day is, whatever time is, I was thinking that this was budgeted a little bit high at 22, just considering that we had just over $9,000 as an actual in 2025. We only have about $7,000 in expenses. It's budgeted at 22. We got together and talked about it. There was no large outstanding expense that we were aware of that was going to be coming in. So my sugge
Yeah, so the waterways has, of the 1490 series, it does have 411 buoys and like lines. It does have 413 jetties and bulkheads, 417 town landings, 421 Condon Creek Dock, and 422 dredging dock roads, and 479 boat meetings. Oh, I see, so the other...
So, would that move it to 0 and then it would show up on the other or how do you, how does it, how does that. Okay, mechanisms, how do those mechanisms work?
So it will stay here. Then we have a line. Which would it go in is like revenues. No, or what will end up happening is we have an excess that was going to go into the waterways funds of 9,780 dollars that will get reduced by 4500. okay. So that's where we will see the budget savings.
I have more notes on page 25. I don't know if anybody else has other stuff on that.
I was asking. I have notes on the next page, but I wanted to make sure everybody didn't have anything else for page 10. No, that's OK. OK.
So what was your next page number? 25. Before we get to 25, just go to page 20, page 17. Okay. That's what we're going on there.
I saw you were prorating everything. So that's 8,000 divided by 52 weeks times five weeks. That would be $770. Getting moved. Good catch. 770. Rest stays. Yes. So then going to page 17. It means this year will that we won't put 9780 into waterways. We will put 4510. That's what I am.
We keep the 8,000, it's just in the waterways spreadsheet. I will make those corrections.
So it stays at $8,000, but the waterway spreadsheet gets adjusted and then the number of page 17 is where you will see that adjustment.
For the moment, we'll keep just talking about account numbers.
Yes, okay. I mean, maybe we can get that updated or something.
I have some notes on the landfill portion. 25 on our copies. Accounts 8160 series. 8160? Yeah. What was your number, Liz? I had page 25 of the 860 series of like landfill. Okay. So Let's see here. So, I mean, I think that there's still like a question of just like, you know, I just wanted to revisit, we were talking about basically adding another person. So I think that there's probably just more to be discussed. We can come back to that. So like, that's obviously one of the bigger increases we have here. And then, sorry, just going through all my notes. Okay, the miscellaneous equipment. So w
The $2,000 for the QuickBooks, but I actually think that QuickBooks should not be in equipment. So I am going to suggest this is mostly just moving stuff around, but we were also, we were asking, we're like, is it a typo? So then we like, we're like, what is going on? So I think that this should actually be moved to $8,000. Right. And. 81, 60, 200, and then in office and miscellaneous, which we currently have at 17, this should represent The 2K of QuickBooks, the $13,000 in the annual software expense. And then we went back in and we looked at the previous year's office expenses, which comes i
Yeah, I didn't have the QuickBooks in there, but I had a similar thing where it's like, 5,000.
I think there was just a... Yeah, no, we just had had questions. And we went through the ledgers this morning just to figure out exactly what it was. Yeah. And do you want a pen?
I had also had that note of reducing that to 160.
And then I know it last time I had asked the question, we didn't talk about it this morning, which the other repairs and maintenance line 8160-408. It's like the first kind of the expense line there. We have it. We had it You guys had said 15,000, your department proposed and Amber, you had put it to 2070. And I'm suggesting that we move that back down to 15,000, unless there's some reasons why we wanted it higher. You know, because I'm looking at I'm looking at like this year, you know, where it's like pretty de minimis. I mean, understanding that it's super variable, but it's like fourteen h
Yeah, I think I mean, it feels it feels pretty safe.
Okay. I'm just like looking, you know, especially if we're thinking about another adding position, I'm just like, is there places where we could pick up some of that? I'm just looking for my note on why I took it up. And then I have some revenue questions, but I will let you get through.
When you go into Williamston, you're able to see September numbers. Like, when I go in, I can only see through August because it hasn't closed because I have a different access than you do. I'm just curious if there was a big expenditure. That when I was doing this, there was a check that came through or something. So if you can look at that, just to make sure sure because I will sometimes do that.
Yeah, I was going to say, I'm not finding it, but if I come up, if I disagree, I find a note later.
Yeah, we've historically, like, it started, I think, at, like, 90,000, and then went to 95,000. Like, Jay, we started this years ago. It wasn't like, every three years, we, like, the schedule has us bringing it up. So I still had us in a $115,000 year.
I think we, I think we should move it to 120.
It just, I'm looking at the sort of fund schedule. And I have in here for well, just 2026, we put it, we started the year with 195,768. we're adding the 110,000 from this year's budget. We had the. last payment on the hook lift truck coming out this year to 62 000 we did have the walking floor trailer which was a big hit the hundred and fourteen thousand seven hundred and then the hyundai loader sixty two thousand dollar payment to be taken out over four years right and then the hazmat trailer fifty thousand that's the estimate that i have that's one that i i do think we have to since we ident
But if with that in here, then we're down at the end of the year to about a $20,000 equipment reserve. So, I mean, that is lower than I would like. For 2027, I also have that we might get a trade in on the old loader. Is that still a possibility? Oh, okay. Was that 10,000? 10,000. Okay. I just have it in the wrong year then. Okay. So then that at least brings the end of the year to 30,000. Okay.
And then I just have a couple notes on landfill revenues. Page 31, the 2130 series. Yeah, so now I have to see if I can read my notes.
I can't remember again. We're in the 2130 series. So I'm just like read it because we had like kind of talked about. OK, great. So I guess I'll just start with like the biggest delta that I saw. There's really only three that I'm suggesting changes on. So fill in, which is 2130Q. Right, so this is Department proposed was 8,000. You put in 11,600. However, this is probably one of the biggest price increases that we had. We moved it from 10 to 25. So I would, my math says that this should be closer to 20,000, even based on it having, you know what I mean? Even having a similar volume to previous
Yeah, so basically what I did is I went, I averaged out the fill for the last couple of years and then kind of, well, basically I took the number and then I like, it was like, okay, if it was $10, backed it into it and then said, okay, if that's how much tons or whatever we brought in, then at the new price, this would be the new average. So I just got a number that was much higher. That was probably the biggest delta that I got in this section. What do you want to take it to? I think I want to take it to 20, right? Because we're more than doubling it. We're more than doubling this price. i bu
Yeah, I mean, yeah, when we were up in the prices, so that's great. This is going to be what if you want to do 17, 5. Sure.
Yeah, just because when I looked at it, so this 1, I guess I had the wrong price increase. I had a 25 to 40, but they're saying this is time to, I believe. So.
There's a ton of stuff in here. Easy to do.
Yeah, we don't necessarily want it. Which also makes sense.
And then there were just really two other ones that just are smaller.
I thought a 2130 K with the change based on like, this kind of like the averages of previous years, I thought that this was a look, this was low, considering the price increase in the average over previous year. Yes, correct. That's concrete in. And I thought it should be closer to 20,000. Based on the just the averages and the price increase.
Yeah, because there were 3 different concrete. Yes. No, again, which 1 went to. Yeah, no worries.
I just, like I said, it's not a big jump, but I was like, I was like, even at no, I was like, I think that that. So, I think that this 1 should go to. 20,000, just even based on the average, like just, I basically, I went back in, I figured out what the average is, you know what I mean? For like the tonnage coming through then that at the new price. And even, even doing that conservatively, I got a higher number.
Yeah, I think so. If I had used that ratio, I would have taken it to 21 then.
Yeah, I'm happy to do 21. I was trying to be conservative because I know you want to be conservative, but I was like, I was like that number. I wasn't quibbling about $500, but I was like, I was like, I think 21 is okay. Let's do it. Let's do 21. Okay. And then I just have one more and then I will let this be.
How'd you know? How'd you know? Because my averages say even super conservatively, this should at least be 275. I actually think it should be too many, but I'll be fine at 275. But just we're moving up. We have such a significant amount and we're moving from 240 to 250 a ton. 240 to 250.
Yeah. So my map just showed this one again. Most of these are right on, but some of these were just like.
We're saying this is the amount per ton. So what I'm suggesting is that the total revenues should move from 268 to at the very least 275 or 280 just based on the price increase, not even based on any other change in the amount that we're getting.
And that's just based on not extra coming in, but just the price increase. That's all. I'm not.
I was doing a deep dive on construction, and it's like, okay, Long Island's a little better than other parts of the country.
The things are slowing down. Everything I'm reading is flat, but I just don't... Yeah, I've been...
I have general thoughts about the recycling center that I do want to talk about, but let's get into DA and DBEs because I don't want to... I mean, not that I don't love having you guys come and see us, because I do. I love to hang out.
It just hasn't been formalized. Yeah, it's on the next work session.
October 19th. No, next time board meeting. Yeah. So for October 19th, anything that doesn't require a code change is going to be included.
I figured they just wanted to be sure. It's a good question.
I mean, mostly what I see here, like general comments, is just that the benefits cost more. And we're putting in the extra for sand, salt, and snow removal.
No, I was just saying, like, my general comments are, like, the main raise we're seeing here is in benefits. And then the only other thing that stood out to me was we're kind of coming back to those larger numbers for snow removal and salt and sand based on
And the thing to keep in mind, which is that overlooked in an editorial letter to the editor today is. Because we don't want to show our hand in our contract negotiations. Highway and PD are in at last year's rates. The only changes were if someone was increasing in a step or someone went from to CEO, or I always get it wrong.
So then I made those adjustments. In the salary totals, but then my guest in it is to where we're going to land on the contracts. Have been put into contingency, so it's not a way to raise taxes. It's a way to disguise where our negotiations are. So those numbers, if we should finish the contracts before we close the budget. then we'll pull from contingency and put them where they should be. But it's not like there's a huge increase in contingency. It's just a mask. Yes, it's a mask, but I want to make sure. Exactly. I wanted to make sure that we took into account that. So I wanted to get that
And then only The other thing I had in DA was in the revenue section, which I'm just noting. I don't even think we're ready to talk about it now, but just the CPF income, the build income was put in here at zero, but I do know that they're doing a lot of work for CPF. So I think it's worth a conversation to just kind of figure out- What's the line? Oh yeah, of course. It's DA2770. on our page is 52. Yeah. And so I just am flagging this as like a conversation to have with TUI and kind of like maybe about like figuring out the invoicing. And I know that that's been a challenge. And also CPF has
And some work that I think CPF is, you know, contracting out for. that we could bring back in. And it won't, like, I think it's less money when we do the work in-house. It definitely is. It helps us pay for our people.
Yeah, and then we have more, you know, the less money we spend, like, I think in general, like, thinking out, like, my CPF hat on, like, the less money that we, the more efficiencies that we're able to gain in the stewardship, then the more money that CPF has to do the big things that they want yes exactly so i think it serves all of us that's all i have for da i've got you guys have more
And I did like fuel, like I'm just looking at like mechanics line fuel I took up, you know, and Ken took it up as well. It's just like, in terms of gas prices.
I have a general question. I just want to make sure I understand what's happening. It looks like we have some new codes coming in at Let's see, what are they 85 one, 10, 40, four, four, six, there's like a whole series. Yeah, there's like a series here. And I'm just like, okay, it's so I'm just, I'm just trying to, I was wondering if you could just explain where that was? Why it's here now? And like, you know, like, how does it? How does it fit together? Yes.
So historically, we had, where's the line?
I figured it was coming out of some other line, but it wasn't super great.
Highway improvements. BB 5110.445. Highway improvements. Okay. That is road money. Okay. Last year we budgeted $141,000. But we have revenue items for money that we received from New York for Pave New York, Extreme Winter Recovery, Pave Our Potholes. Chips, we have a separate line, like, we had here's our chips. Repaving and here's our chips revenue. We have the. These other 3 categories in our revenue items, but they were funding the 141,000 dollars. I just broke it down. So that it was clearer and it also makes it easier for the grant and the amperage. Yeah. We're back. Okay. It's like. Here
Yeah. So that means that those lines also on the revenue side have to change. So if you flip the page, We'll have to adjust those. So this will have no budget impact. However, it does give you more money for paving.
And I compliment, I was like, I have some for tags, some for notes and then for bigger notes. I was like, I'm going to need a system.
I'm taking all of my chicken scratch and then transferring it to my Excel at the end of the sessions.
No, no, no, I make that rumbling sound. Okay, so you guys were talking about .
Yes, I was going to say yes. You and I already have.
Okay, so is there anything else for Ken, maybe?
Yeah, I'd love to do that. Maybe a little bit, maybe in a week or two. I think you're out of town next week, so maybe the following week.
Yeah, because we're going to talk two weeks.
Yeah, and then maybe we can all connect and then talk about what that might be.
Great, yeah. Sort of how the group breaks out.
I don't know off the top of my head, but it's, we can see what you're saying. No, just in general.
Yeah, the total so far this year on the tree trail and tree maintenance is 35,000 dollars. And I know we've got a bunch more planned. Yeah, but some like, that includes the consultants, some of his work, I believe, for the West neck property. But we could get a breakdown of that.
Yeah, because we do have a lot of revenue line for billing the CPF. So if we put in the. Employee, and then we can reimburse it from the CPF revenue line, you know, money's getting transferred. It makes sense that we just need to have, um. If you have to buy off on it, they need to want to be able to use the highway guys instead of independent contractors. I know for 1 property, they have wanted to use an independent contractor because the family that donated the property requested that the person they had been using to maintain the property continue.
Yeah. And I mean, they can still like for the West Neck Preserve property, you know, bring in the consultant to advise this is the plan for stewardship, but then you execute on it.
Yes. Liz needs to step away and my stomach is bothering me. So I'm going to suggest that we just call it a day at this point.
