And I'm going to give Lori a chance to speak on behalf of the police department.

Those are always fun. Alrighty. So we are going to start with call to the public call to the public is available for citizens wishing to address the council on issues within the jurisdiction of the city, but not listed on the agenda. Please let vice mayor know so he can adjust the time. A maximum of 30 minutes is going to be allotted for call to the public and citizens wishing to address an item that's already on tonight's agenda

13:20•Karen Dallman

Okay, do you have two other people with you?

17:31•Karen Dallman

Sir, you were part of the group, unfortunately. Therefore, you do not have time of your own.

18:26•Karen Dallman

Sir, I understand your concerns and stuff. I'm going to have you speak to our assistant city manager and discuss with him, and he can talk to you a little bit at this point. Thank you. Quick question.

18:46•Karen Dallman

It's actually at the Optimum Center, sir. Next.

27:17•Karen Dallman

Anybody else? Seeing no one rise, I will close. Oh, sorry, come on up, Eva.

27:37•Karen Dallman

Can you state your full name, please? I'm sorry, Eva Genovese. Thank you. Bullhead City.

29:41•Karen Dallman

Is there anybody else? All right, seeing no one rise, let's close the call to the public. Do I have any agenda modifications? I'll take a waiver motion then, please.

29:51•Dan Alfonzo

Madam Mayor, I'd like to make a motion to waive the reading in full of all ordinances and resolutions presented for adoption at this meeting.

41:40•Karen Dallman

All right, mayor and council reports. I'll start to my left here.

41:45 – 42:22•Pamela Smith

I also want to say thank you to staff. You guys did a fabulous job. As I mentioned to somebody earlier, we live in a desert, so a little dust on the street doesn't bother me. But I think you guys have done a great job. But I do want to remind the public that early voting begins tomorrow, October 7th, and runs through October 30th. It will be at the library. If you get a mail-in ballot, drop it off during early voting, please, because if you wait until election day, it delays the counts. So again, early voting begins tomorrow and runs through the 30th.

42:26•Tami Ring

Madam Mayor, I really want to direct this comment to the Chief. That was a great little speech you had tonight. I appreciate it, and thank you for the good job. Thank you.

42:41 – 43:07•Eugene O’Neill

Bullhead Regional Food Bank still needs volunteers. If you didn't know, we're actually going out to people's houses and dropping off food for shut-ins, people that don't have any transportation. We're capped off at 100 deliveries right now. We can't really take any more. But while we're out delivering food, we still need people to pack bags and stuff. So anybody who has any free time, 590 Hancock Road, Brian Price Chapel, Bullhead Regional Food Bank. Thank you.

43:14 – 44:32•Dan Alfonzo

I was asked by a group called the Bullhead City Community Emergency Response Team that they prepare you to help yourself, your family, and your neighbors in any event of a disaster. During an incident emergency services personnel, etc may not be able to reach everybody right away But this group they'll be able to come out to your organization your school wherever you want give a good presentation and Needless to say show you what you can do to protect yourself your lives and your property and your neighbors as well The second thing I have is I'll follow along with what Pam mentioned this is a

44:32 – 45:13•Karen Dallman

So I myself personally, I was out of town for a conference during the beautiful rains that we had in our city. I missed it yet again. It seems like I'm always out of town when that happens. So there's a correlation there, I think. But I do have to say I received messages from several, um, citizens and I was assured that our crews were right on top. They were working all night long and I understand they did such a beautiful job. Um, I could barely tell there was anything when I came back. So thank you, Angie, to your crew and you and, uh, Toby for what job well done. So that being said, uh, are

45:14•Dan Alfonzo

Madam Mayor, I'd like to make a motion to accept the consent agenda as stated.

46:01•Karen Dallman

Okay. Do I have anybody who wants to make any comments? Anybody from Walgreens here? No? Council members?

46:49•Karen Dallman

All right, do I have anybody from the public wishing to speak on this? No? Council members?

47:31•Karen Dallman

Okay, and again, anybody from the audience? No?

47:35•Tami Ring

Go ahead. Madam Mayor, I move to approve item seven as read. Cast your votes, please. I just want to say the Cagliano family has been around here forever.

49:54•Karen Dallman

Okay, any comments, no? Anybody from the audience? All right, I'll take a motion, please.

50:02•Pamela Smith

Motion to approve item eight is read. Second.

52:33 – 52:47•Dan Alfonzo

don't have any questions i have a comment since you took over it's a difference between day and night we thank you for your services over there you're doing one hell of a good job and i will support this item 100 thank you thank you mr vice mayor

53:09•Pamela Smith

Anybody else? We miss you at the city, but you're doing a great job there. Thank you. Thank you.

53:14 – 53:39•Karen Dallman

i do have to say dave i knew you would take over and do an incredible job you have far surpassed even that i think this boys and girls club will flourish of course under your reign and i am in full support of anything we can do to help the boys and girls club so i'm in favor of this as well madam mayor i want to make a comment uh toby how many years have we been doing this it's been 50 000 forever except we had one year where we gave them a little bit more but

53:42 – 54:04•Tami Ring

Okay, I'm not gonna propose this tonight, but you are doing such a great job, Dave. I actually think we should give him a $10,000 raise next year. I do. The rates are not the same as they were 17 years ago. I mean, that's, so I'm just saying, but I totally approve this, and did you ask the public? Anybody from the audience wish to speak to this?

54:46 – 55:01•Tami Ring

Dave? You know, I'm going to make a motion to approve item nine with the exception of instead of $50,000 for $60,000. I'll second that.

55:03•Karen Dallman

Okay, I have a first and a second, any other comments?

55:25•Eugene O’Neill

We budget this in the city budget though, correct? Correct. So this 10,000 would go on the 50 we already budget?

55:40•Karen Dallman

All right, I have a first and a second. Please cast your votes.

1:03:48•Karen Dallman

Okay, do you have any questions? Go ahead.

1:03:53•Dan Alfonzo

Good evening, thank you for your presentation. On your debt service chart that you showed up there, did that include the new quarter percent increase on the interest rates?

1:04:13•Dan Alfonzo

Okay, and how much more do you think they'll probably go up by the time you initiate the process to get this going? Because you said within a week, unless you have some.

1:04:49 – 1:05:02•Dan Alfonzo

Okay, thank you. Another question I have is, or statement I should say, this is very critical for the whole program over there, as far as the overall development, et cetera, correct? Yes. Okay, thank you, no further questions.

1:05:03•Karen Dallman

Thank you, anybody else? Anybody from the public wish to talk about this?

1:15:05 – 1:15:30•Dan Alfonzo

Good evening. On one of your slides, excuse me, I got a phone call. On one of your slides, you had the words attainable housing. Is that anything that's akin to maybe affordable housing? That's number one. And number two is, being that 102 lots are being developed at this present time, do you have a rough order magnitude of what your overall cost would be as to what your sale price would be for those particular lots?

1:19:00•Pamela Smith

the public, can you please explain number seven, which is the declaring an emergency, just so people understand why?

1:20:05•Karen Dallman

Do we have anybody from the public wishing to speak to this matter?

1:30:44 – 1:30:57•Karen Dallman

Perfect. Thank you for clarifying. Okay. Any other questions? Go ahead. Oh, I thought you had a question, sorry. No, I don't have any questions. Okay, I will take, yes.

1:32:45•Karen Dallman

All right, that being said, I'll take a motion.

1:32:48•Tami Ring

Madam Mayor, I move to approve item 10, 10, as read, thank you.

1:33:25•Karen Dallman

Any questions? No. No? Anybody from the public? All right, I will take a motion.

1:33:33•Pamela Smith

Motion to approve. Item 11 is read. Second.

1:36:17 – 1:36:36•Eugene O’Neill

The parkside lane where it hits Lakeside, eventually will there be like a traffic light there or, because that's a, it's going to be a fairly big street. I don't know, it might be too early to assess that until we get the road built, but there will be additional traffic control points on the side roads.

1:37:16 – 1:37:41•Dan Alfonzo

Just for a little clarification so the public understands, because this is a lot of money for a project. There were 42 people that were notified, 22 downloaded the bid packages, two were received, McCormick being the lowest, the next was Perco Rock, and they were $1.3 million higher, and of course the lower bidder got it. Thank you very much.

1:37:43•Karen Dallman

Thank you for that. Anybody else? Anybody from the public?

1:38:42•Karen Dallman

Thanks for that clarification. Anybody else? Any other comments from the council? I'll take a motion then.

1:38:49•Tami Ring

Madam Mayor, I move to approve item 12 as read. Second motion.

1:40:38•Pamela Smith

Madam Mayor? Yes. This was explained to me by Toby when I met with him, but just for the public.

1:40:49•Pamela Smith

but yet we want to increase that to $90,000. So can you explain why we're increasing that $30,000?

1:41:50 – 1:42:01•Karen Dallman

Perfect explanation, thank you. Anybody else? Anyone from the public? Okay, seeing no one rise, I'll take a motion please.

1:43:28 – 1:43:40•Karen Dallman

Okay, thank you. Any comments? Dr. Stewart, would you like to say anything? Okay. All right. Anybody else from the audience? All right, I'll take a motion.

1:43:40•Tami Ring

Madam Mayor, I move to approve item 14 as read. Second.

1:47:45•Karen Dallman

Any questions? No? Anybody from the public? All right, that being said, I'll take a motion then.

1:52:32 – 1:52:45•Dan Alfonzo

Hey, Mark, when you showed those two buildings, you said electronics would be on a separate room? Okay, the wall separating the two, does that have extra insulation in it so the heat doesn't permeate into the other?

1:52:48 – 1:53:01•Tami Ring

Okay, anyone listen? Mark, I got a quick question. This aeration slower blower, I can't read my writing, blower building, you said it created a lot of heat,

1:53:07•Tami Ring

Because I actually thought when you had that picture up there, I'm like, oh my God, is he talking about a data center? No, that's not a data center. Bad joke. All right, thank you.

1:53:18•Karen Dallman

All right, anybody from the public? Yes, I'm sorry, go ahead.

1:53:22•Pamela Smith

Little off topic, but not. Do we, how close are you to finished with this project?

1:54:06•Pamela Smith

So we can see an end. Yeah, the end is in sight.

1:54:11 – 1:54:27•Karen Dallman

Thank you. Anybody from the public? exactly um all right that being said i'll take a motion i'll motion to approve item number 16 as presented second motion cast your votes

2:01:45 – 2:01:57•Dan Alfonzo

Mark, when you take those out and you're cleaning them, how long does it take to clean and do you stop the process of filtering the waste material when those are being cleaned?

2:02:08 – 2:02:20•Eugene O’Neill

Thank you very much. I have a comment. I've gone on the wastewater treatment tour twice. I highly recommend it. Almost as fun as Disneyland. I agree.

2:02:24 – 2:02:48•Pamela Smith

I've actually been there as well, and I would not drink it, but it was very, very clear, much clearer than the river. A couple of questions. The agreement is dated a year ago today. Is that still valid for the pricing? Yes. and then if I heard you correctly, one of my questions when I met with Toby was life expectancy, but you just said eight years.

2:02:56•Pamela Smith

So these membranes are kind of like a pool filter. Kind of, yeah.

2:03:06•Pamela Smith

And then all of a sudden there's a hole in it, and you have to go spend more money. Okay, thank you.

2:03:12 – 2:03:40•Karen Dallman

curiosity question how often are you cleaning them uh we clean them just about every week okay that's a lot but we don't clean all four of them every week so we'll clean two and then we clean the other two okay anybody from the audience no i'll take a motion then please i will motion to approve item number 17 as presented second cast your votes six in favor of the motion motion carries all right item 18.

2:05:39•Karen Dallman

Thank you. Anybody have any questions for Garn?

2:05:43•Pamela Smith

Just real, I noticed that you changed it from 30 days to 35. Is that just so that you have time to get it on a Board of Adjustments agenda?

2:05:58•Eugene O’Neill

OK. Anybody else? Who's on the Board of Adjustment? Do we have a Board of Adjustment?

2:06:10 – 2:06:58•Eugene O’Neill

staffed right now isn't it i believe so yeah yeah they're all volunteers uh appointees that you have appointed so if you had a problem you go to and you don't like the outcome you go to the board of adjustment on a zoning decision or a variance uh two different things go to our board of adjustment all right so if the board of your if that doesn't go your way that's it there is because you're taking We got elected to be the city council that makes these decisions, and now I'm going to give my authority on making a decision that's currently the way it is right now back to an unelected official.

2:07:12 – 2:07:28•Eugene O’Neill

Yeah, I'm just not comfortable with taking an authority that was granted to me as a city council member by the elected people and turning it over to a board of people that weren't elected. The bottom line, if somebody doesn't like it, it comes back to us.

2:08:41 – 2:08:59•Eugene O’Neill

So if somebody had a problem with a zoning thing that the our planning and zoning commission came up with. no not that not just our zoning administrator which would be billy's office yes all right and they currently right now it's written that the city council is supposed to hear that but you're saying that was wrong

2:09:27 – 2:09:39•Karen Dallman

no okay anybody else anybody from the public all right that being said i'll take a motion madam mayor i move to approve item 18 as a red second motion cash to votes

2:10:35•Karen Dallman

Any questions? No? Anybody from the public? All right, I'll take a motion then.

2:10:42•Tami Ring

Madam Mayor, I move to approve item 19 as well.

2:10:49•Karen Dallman

Six in favor of the motion. Motion carries. All right, thank you. That concludes our meeting for this evening.
