Everyone just want to call the meeting to order for the Oxnard City Council for Tuesday, October 6th 2026 I'd like to take this time to make it clear for the record for this meeting It should be reflected in the minutes that at least a portion of this City Council meeting is conducted pursuant to California government code section five four nine five three parentheses B and that councilwoman Gabriela Basu has participated remotely from the Hyatt House, Hartford North, Windsor, located at 200 Corporate Drive in Windsor, Connecticut, 06095. In accordance with the Brown Act, the teleconference lo
Thank you for that clarification, Madam Clerk. Yes, go ahead, Vice Mayor.
Thanks, Mr. Fisher. Prior to closed session, we will take public comments on the closed session agenda. Can the City Attorney please provide a statement prior to closed session?
Thank you, Mr. Fisher. Madam Clerk, do we have any speakers or any public comments prior to closed session?
Thank you. Thank you madam clerk. The City Council will now recess to a closed session and at 5 p.m We will begin with two appointed or two appointment items followed by the regular scheduled council meeting. Thank you The City Council has just emerged from closed session, and I'm going to ask our City Attorney, Mr. Fisher, if he has any announcements to make.
I appreciate it, Mr. Fisher. Thank you. The next item on the agenda is an appointment item that's scheduled for 5 o'clock from the Housing Authority. The subject appointment item referenced the progress of homelessness prevention and response initiatives in Oxnard and our regional partners progress as well. The recommendation is that the city council receive and file the presentation from the housing department regarding the progress on homelessness prevention and response in Oxnard and also from the partners efforts within the region. This is a live presentation for our regional partners prog
Sure, is this an okay time to ask a couple questions?
Two questions. One, on the homeless voucher program, you said they can be used anywhere in the city of Oxnard or the county of Ventura or the state?
Thank you. The second question. It's become kind of a hot issue recently with respect to the count that we have here on this page. And it states that the Ventura County Continuum of Care 2026 homeless count. Are there any concerns we have with those numbers? Because some people are claiming the numbers may be skewed.
Thank you, and I appreciate that because we are taking credit for reducing the amount of homeless, and I hold good faith in these numbers. Thank you for that.
Thank you. Councilwoman also has some questions.
I do have two questions. So the first question was about the voucher, the Section 8 housing voucher. Families who may qualify for these vouchers, I think I've heard in the community that there's a waiting list for you to actually receive the voucher. Can you tell me a little bit about what that waiting list looks like? How long do people wait before they can actually receive it?
Okay. And then once somebody is assigned a voucher, I know you said that they have one year before it expires, or they could go outside of the area. Out of the 15 vouchers that get issued, do all 15 use those vouchers before it expires within the year, or how many actually? get to a housing?
So out of 15 that get awarded, if they're not used within 60 to 90 days? then we go down the list, because there's definitely a waiting list. Correct. Out of the initial 15, how many would actually get housing within the 90 days?
Okay, so maybe about 75% of the original 15, so 12 out of 15. So three would go down the list to continue. And I know it's a very difficult, you know, it's not an easy answer. Housing is very difficult even for folks who have the funding. Correct.
Thank you. Any other questions? Thank you, Ms. Lopez. So we'll be hearing from Mercy House next. Sounds good. Thank you.
Can I just interrupt you for one second? I think .
Yeah, I just want some clarification. So you had 27 exited permanent housing out of 216. I just don't know where you get the 25% from because that seems.
I apologize, there's a couple questions by the Vice Mayor, then Council Member Starr. Go ahead.
I was wondering if you could define for me chronically homeless as opposed to acutely homeless I suppose. What makes somebody chronically homeless?
So somebody has to be disabled in order to be considered chronically homeless, or am I misunderstanding that?
Just for those watching who are going to rewatch this, can you please explain when you use the term HUD what that means?
Thank you Any other questions? If not, we'll proceed with the live presentation
Any questions? Go ahead, Mayor Prokofiev.
Any other questions or comments? Mr. Perlow, go ahead.
I appreciate this report, but just... Oh, sorry.
Go ahead, Ms. Perl. Ms. Perl has a question. Sure.
Question, on that very last one you mentioned the various cities that are involved. Can I assume that the rest of the cities that are not named have no homeless problem?
Just a quick follow-up to that question. When was the last time we held a one-stop here in Oxnard?
I appreciate it. Just one additional question too. Who can actually do referrals for for housing assistance? Can HLOs do referrals for that? Or who actually does the referrals?
Mr. Perlman. What are you doing to try to solicit another location in Oxnard?
If there are any nonprofits or any organizations that are hearing this, who would they get in touch with to let you know about them?
One more question. Thank you very much for the presentation. Do you distinguish between people that are homeless and people that are living in the car or motorhome?
Thank you. Any other questions or comments? David, just a follow-up question for you at Casa de Carmen. Thank you. What kind of calls for service are you seeing there at Casa de Carmen?
Yeah, with respect to safety. One of the complaints that I received is that it seems like there's been a lot of emergency vehicles that are responding there with a heightened frequency. So just wondering what is actually causing emergency vehicles to respond there with a heightened frequency.
I just had a technical question on the 30 non-congregate shelter beds. Technically, I mean, just based on the words that I'm hearing, basically those are just beds where people can stay, but then they're expected to leave and not stick around. I want to better understand that.
Instead of like so like we have one big space with 110 beds. Correct. And then you're non-congregate. OK. I wasn't sure if it's like people are not allowed to congregate in a space or what that means. Thank you so much for clarifying. They mean it's an individual space for that person. OK. Thank you for sharing. And they may expand from 30 to 50.
Thank you. Thank you, Ms. Lopez. Thank you very much. Now we'll take any public comments. We have one speaker that signed up. Mr. Huerta, come on up.
NEW SPEAKER THANK YOU. ARE THERE ANY OTHER SPEAKERS IN PERSON OR JOINING US VIRTUAL? Not for this item. You have any questions or anything? Don't want to miss you. Okay. Go ahead, Mr. Perlow.
There was a, for the housing staff, any of the parties involved, a comment just made about money dumped. These organizations go through audits, and they have to be cleared with audits, correct? Correct.
Thank you. Second question. In walking in residence, not just Oxnard, but any of the agencies that we've just had a presentation, I am asked a question. The navigation center, they are grateful that something like that. The question I will be asked, what is the maximum time that a person can stay in the navigation center?
Thank you. There are no additional speakers or any further comments. This is a receiving file item only, and no action is required from us. I'm sorry, go ahead. I'm sorry, Councilwoman, go ahead.
I know this wasn't, this is not something the presenters spoke about, but if I can have Director Lopez talk about the cleanup that happened in the Ormond Beach area last week.
Thank you very much. so there are no further speakers and no further comments this is a receiving file item only we will next move to appointment item two which was scheduled for 5 30. this is from the cultural and community services department the cultural arts commission annual report the recommendation is that the City Council, one, receive the 2026 annual report from the Cultural Arts Commission, and two, present a proclamation designating October 2026 as Arts and Humanities Month. And for this, I'd like to welcome the members of the Cultural Arts Commission for this presentation. Thank yo
Yeah, absolutely. We'll start with Councilwoman McKenna-Perez. Go ahead.
Hi, Vice Chair Torres. I just wanted to thank you and the commissioners for all of your work. The murals, the many murals that have come to South Oxnard, specifically the one that you referenced at the South Oxnard Library as well as at Southwinds Park that I believe was commissioned about a year or so ago with the help of the community members here. And I know one of the Southwinds community members is represented here tonight, Carolina Gallardo, who's also been a big advocate in the community. So just wanted to thank you for your work in the area as well.
Thank you for the presentation. Are there any other members of your body here? Because they would be recognized if they're here.
Okay. It's terrific what we're doing, but one thing that surprised me very much when they did the rededication, retouching up of the murals in the Colonial Park, I had no idea what was involved with the music program for the youth, the music for the youth. I got a tour. You gave me a tour of the facility with all the instruments Tremendous and I'd recommend for every council member that doesn't know that that they get a tour and the general public It's an opportunity for something and as they've taught us in the past Science has taught us people that learn about music and early age do much bet
You can work involved Thank You council member you know the questions or comments go ahead your partner
Yes, I just wanted to first thank you for your service and all the commissioners for being involved. I know that you said that you all had a kickoff retreat I think in April to make sure that you all were like a strategic planning retreat it seems. Does your commission now meet on a regular basis and do you all have a better understanding of how to be effective as a commission? I know that was a concern.
Okay, I just know that a few, I mean, seasons ago, we were given a presentation about some art projects and fundings and money that we collect as a city for the intent of having vibrant art throughout the community, and I think that some of the disconnect was I'm not sure the commission knew about your budget and how to access and be effective and what we can and cannot do as a commission. So I just, I really hope that you're receiving the support that you need and that the commission is meeting on a regular basis so that the art makes it to, you know, our spaces and our community. So I thank
Thank you for the support. Thank you Commissioner Torres for the presentation. As you personally know, I'm a strong supporter of the arts. I know I don't have to tell you because of its transformative power that it has to really honor our heritage, uplift spaces, enhance neglected areas that we have throughout our city. and also to improve the designs in our city, much like I'm looking forward to our painted crosswalks that are coming. And much like Councilwoman Rodriguez mentioned, I'm certainly committed to make sure that there's adequate funding to support the arts in our community. So than
Thank you very much. If there are no additional comments or speakers, this is a receive and follow item only. No action is required.
Thank you for that reminder. I apologize. Thank you. Commissioner, if you want to come up, another. Torres. Commissioner Torres, if you want to come up. Julie. Julie, yeah, you've got to come up. I do have a, thank you, Madam Chair, for the reminder. I do have a proclamation. Just going to read it, what we were able to craft. The month of October has been recognized as Arts and Humanities Month by thousands of arts and cultural organizations, communities, and states across the country, as well as Congress for almost 40 years. Arts and Humanities enhances every aspect of life in the city of Oxn
Thank you, Julie. We're just going to take a picture. That's okay, Commissioner? Thank you so much for what you do for us.
Thank you. Thank you, Julie. At this time, I just want to call the meeting to order for the Oxford City Council for Tuesday, October 6th, 2026. I would like to make clear for the record for this meeting, and it also should be reflected in the minutes, that at least a portion of this City Council meeting is conducted pursuant to California Government Code Section 54953, in that Councilwoman Gabby Basu is participating remotely from the Hyatt House, North Windsor, located at 200 corporate drive in Windsor, Connecticut. In accordance with the Brown Act, the teleconference location has been identi
Thank you, Madam Clerk. Next we will stand for the Pledge of Allegiance.
The next item on the agenda is a ceremonial item. This evening we have two. We have the presentation of a proclamation designated the month of October 2026 as Filipino American History Month. Right now. I see Charlene and others out there. If I can have the members of the Filipino community that want to accept the proclamation, if you can come up here, please. I know. I'm having a hard time smiling. My lips are all chapped. It's Charlene's fault, because yes, at the Filipino fiestas on Sunday, I got so sunburned. So I can barely look. My skin is peeling. But I tell you, Charlene, I know I'm go
And if there's someone, Grace or you or Ann or anybody who wants to say anything, absolutely, we'll just pass it along. There you go.
Councilwoman, would you mind reading the information? Yeah. Would you like to introduce everyone who's up here? Sure. We'll just pass it around. Okay.
Who won the basketball tournament? I haven't found it.
You know, I did have the honor, though, of being one of the judges for the adobo taste-off. Man, that was like, you know how you watch on television and everybody prepares all the dishes and you just wish you're a taster? So I had that opportunity. Oh, that was a hard decision because everybody... They were all delicious, yeah. And now, I'm gonna pass it to you, Councilwoman.
Yeah, it's an honor to be able to provide today's proclamation, Filipino American History Month, October 2026. The earliest documented Filipino presence in the continental United States was on October 18, 1587, when the first Luzones indios arrived in Morro Bay, California, aboard the galleon Nuestra Señora de Esperanza. The first permanent Filipino settlement in the U.S. was established in 1763 in St. Malo, Louisiana. The Filipino-American community is the second largest Asian-American group in the U.S., with a population of approximately 3.1 million, and Filipino-American servicemen and wome
And I've got a few other proclamations for the various organizations. Let me know if you're missing one. I did three. OK. Sounds good.
And we just have one other proclamation. Marianne Parra, if you're here, if you can come up. And this is a presentation of a proclamation designating October 12th, 2026 as Indigenous Peoples Day. Do you want to read the proclamation? I think he has it. Oh, you have it? Okay. Do you want it?
Thank you very much. Thank you. Thank you for bearing with us. It's always so nice for me personally to start off on such a positive tone. And I really do enjoy giving out these proclamations. We will now move to the next item on the agenda. This is for public comments for items not on the agenda. And we have a few speakers. We'll start with Mr. Steve Huber. And Lizanne, you'll follow Steve. Thank you.
Thank you, Mr. Huber. Thank you. Ms. Nunez? Ms. Nunez, you'll be followed by Brooke.
Thank you, Ms. Nunez. Thank you. Listen, if I can just remind everybody, please refrain from clapping, just the same way we would refrain from booing somebody if we hear something we may not agree with, just to be respectful. Thank you. We will next call Brooke. Brooke? I apologize, Brooke, I can't say your last name.
Thank you so much, Brooke. Thank you. Odette Moran. Odette. And then Odette, you'll be followed by Christabel Kiedos. Thanks, Odette.
Thank you, Odette. Christabel Aquitos, followed by Joseph Dabrowski. Joseph.
Thanks, Joseph. Bruce Boxer? I'm sorry, I mispronounced your last name. Forgive me.
Thanks, Mr. Boyer. Mr. Larry Stein. And then Melissa Munoz, you'll follow Mr. Stein. Don't start the time now, Luli, please. I'm just kidding, Mr. Steiner. You have 20 seconds left. I'm kidding.
Thank you, Mr. Stein, for respecting the time. Thank you. Melissa Munoz. And Melissa, you'll be followed by Carolina Gallardo.
Thank you, Carolina. Mayor, we also have some virtual speakers you may want to recognize at some point. Thank you.
Thank you, Carolina. Madam Clerk, can we go to one of the virtual speakers?
Thank you, Sarah. We'll go to the next virtual speaker, Madam Clerk.
We'll go to Ronald, I don't know if he's Ronald, oh there you are Ronald. Forgive me, I didn't see you behind there, McAlpine was blocking you.
Thank you, Ron. Appreciate you doing this. Thank you. Madam Clerk, does that conclude the public speakers, also in person or virtual?
Thank you, Madam Clerk, for trying. We will now go to the next item on the agenda. This is item H. This is a report of the city manager. Mr. Nguyen.
Excuse me, City Manager, with the significance of this issue, domestic violence, and the recognition of the sponsors, the public may not be able to see it. Can we name the sponsors and give them a little credit for helping out here?
Thank you for your visit. Thank you. Get one of these long nails and scratch my back. Love it. Thank you, Mr. Wynn. Does that conclude your report? Yeah? Okay. Thank you. What a pleasant visit. Thank you. The next item is item I on the agenda. This is the report of my colleagues. We'll start with Councilwoman Perez if you have anything to report.
Thank you, Mayor, and bear with me for my long report. Since our last meeting today, I had the opportunity to meet with the principal of Haycox, as well as their community schools representative. They're really interested in formulating partnerships, whether it's with other nonprofits in the area, other businesses, to support not just the youth there, but also families. So if anybody is interested in partnering, and supporting their school, please feel free to reach out to me. Happy to facilitate that connection. As highlighted tonight, the mayor and I had the opportunity to attend the Filipin

Thank you, Mayor. I've also been really busy. I attended the Lemonwood Neighborhood Council meeting and I was also invited to speak at the Lemonwood PTA meeting. So I want to thank the PTA board for their invitation. It was a really good meeting. We discussed concerns regarding Now that Ramona school is shuttling students over to Lemonwood school, they have seen an increase in traffic. They are working with the parents in order to try to alleviate that. So if that is not successful, They will be asking for some enforcement, but overall, it was a really good meeting. Just like council member Pe
Thank you, Councilwoman. Councilmember Starr, go ahead.
I attended the employee recognition ceremony where we inducted seven new police officers. It was really a wonderful event. I was there with Councilmember Perillo, and I got to watch our, I guess our outgoing chief of police run the show there. He did a great job, and I'm sure that he'll definitely be missed, so I want to congratulate him on his upcoming retirement. I attended the La Colonia Neighborhood Council meeting, and I also attended with Cast Member Perez the Multicultural Festival Opening Ceremonies, and, you know, was very impressed with the entire event. I think we've got some really
Thanks, Councilmember Starr. Councilwoman?
Yes. I was able to attend the Kamala neighborhood council meeting and there was a lot of conversation. I know I came in a little bit late and our city manager was talking about some of the projects, some of the CAPs, answering questions from the residents. I know that I emphasized a lot on Super Nino coming and just having preparation as a community to be ready just for the natural disasters When possible, you know, I see a lot of these issues intertwined, right? It's not just like the flooding. After the flooding, there could be mold, and now it becomes a housing issue and a displacement issu
Absolutely. Thank you, Councilwoman. I'll try to make my brief. As many of you know, I really value this role in trying to be the best ambassador I can for our city. I truly believe in the strength of collaboration, and that's why I very purposefully go out and engage with various organizations, believing in that diverse skills and perspectives are good for achieving a common goal. You saw me at Fiestas Patres. You saw me at the Military Appreciation Dinner. I went to prep at the park and also very appreciative to Candy Campbell and and our entire city leadership team for taking the lead on th

Thank you.
Thank you much for those kind of thoughtful comments. Thank you. I We will now go to the next item on the agenda. This is the review and consent agenda. City Clerk, do you have an announcement to make on this item?
Thank you Do any any council members after reviewing the consent agenda want to pull any any item for discussion I No? Oh, wonderful. Councilwoman Basu, I want to make sure I recognize you. Any items you want to pull for discussion? Okay. What is the pleasure of council on the consent agenda?
Thank you, Madam Clerk. If there are no speakers on the consent agenda, what is the pleasure of council on this item?
Thank you, Madam Clerk. The next item on the agenda is item N1 from Public Works. The subject is fiscal year 25-26, golf fund closeout and additional budget appropriations. The recommendation is that the City Council approve and authorize one An additional budget appropriation in the amount not to exceed 291,401 for fiscal year 2526. Expenses in the golf course operating fund numbered 651. And two, a project budget appropriation of 52,500 from the golf operating fund 651 and the corresponding golf capital fund 652 transfers in appropriations for the same amount for the River Ridge event space
Thank you. But it's the pleasure of council on this item. I move the recommendation. I'll second. Call for the vote, Madam Clerk.
Thank you. I really like what's going on over at the golf club. Thank you for that work. We will now go to item N2. This is from Public Works. Subject, ratify an emergency order and authorization of the approval of an agreement with Toro Enterprises for the emergency conditions and repair of the city's water systems between 700 and 740 Arcturus Avenue. The recommendation that the City Council review and ratify the following. One, the Director of Public Works emergency order to dispense with public bidding requirements pursuant to public contract code section 22050 to make emergency repairs to
Thank you, Mr. Wolf. I'm certainly very supportive of anything to make your department more efficient and we could be quickly responsive to the community. Thank you. Go ahead, Mr. Perlman. I have a question.
A couple. With respect to the water coming out of the pipeline, it's under pressure. So there would possibly be no possibility of something going back into the water system. Just on the caution of that, can you explain how we test the water so we don't have to wait for water coming to the surface to know that there is an issue? And the reason I ask, there was a recent story in the LA Times with respect to expectations of a lot of storm water and drainage lines. Potentially going into areas where that have been evacuated and there could be an issue and we are in advance looking into that stuff
That explains, that helps, very helpful. And I also want to compliment, you have been, the drivers in our city have been a little bit reckless lately and they've been knocking off fire hydrants like a couple of times a month. And you've been giving a notice to the neighborhoods and things. Thank you very much. Thanks for the explanation. You're welcome. Mr. Payton, thank you.
Thank you. Madam Clerk, just to confirm, there are no public speakers for this item?
Thank you. There being no further business on the agenda, and if there's no objection, we are adjourned. Thank you.
