Thank you, City Clerk. Um... Next, we'll go to public comment. Is there any public comment on non-agenda items? Seeing none, we will move to, oh.

Thank you, Colin. I appreciate both your remarks and your coming with some suggestions. Thank you very much.

Mayor Tom Schmidt. Okay. Good evening, Mr. Schmidt.

This is for comments and not for back-and-forth questions.

Thank you very much. Is there any further public comment on non-agenda items? Okay. Seeing none, we will go on to public requests to remove a consent agenda item and place it on the regular agenda to allow for public comments. note please that no public comment will be taken during this item items will be considered at the discretion of the council. And so is there anyone that has a public request to remove a consent agenda item Mister glass.

Mayor, I'll move to move that up, pull my knee off the consent agenda, put it on the regular agenda.

Suggestion, can we put that in the very last thing then, once we have a packed agenda?

Yes. So we will put that... All righty. You've got that, Councillor, thank you.

Oh, you'll take that one. Okay, very good. Thank you so much. Okay. Councilor O'Doherty, are you ready to motion to change the agenda?

I move that the agenda be changed such that item 9E be moved to 11M. Second.

I have a motion from O'Doherty, a second from Vigil. City Clerk, if you can call the roll, please, on that one.

Okay. I move that the agenda be set as submitted.

Second. Do I have a second? Oh, second. I have a motion from O'Doherty, second from Vigil. All in favor?

All opposed? That motion passes. Next we have proclamations. And our first proclamation is for Community Planning Month. And we have three of our planners here, Philip Gabatuller, Emma Dixon, and Joseph, where's Joseph? Shahidi. Oh, there he is, okay. And so, whereas change is constant in communities and thoughtful planning helps manage that change while creating better choices for how people live and work. And whereas in Laramie, planning efforts such as the Forge Laramie Comprehensive Plan Update and collaborative housing strategies are helping shape a more connected, resilient and livable c

Don't go away because we would like to get a picture. If you'll come up and receive your proclamation.

Thank you. Thank you. Thank you. And now I have a second proclamation for Disabilities Employment Awareness Month. Whereas disability in no way diminishes the right of individuals to work independently, enjoy self-determination, and make choices contribute to society and experience the economic, political, social, and cultural and educational mainstream of American society and whereas the goals of this city include providing awareness about disability employment issues and celebrate the many and varied contributions individuals with disabilities provide to the workplace. and whereas the value

Thank you, Andre. Could we get a photo with you? Thank you, Andre. Appreciate your work so much. Thank you.

Awesome. Thank you. So moving on, we have one public hearing this evening. City Clerk, if you can please read the public hearing on supporting the adoption of the Laramie Downtown Development Plan.

Thank you, city clerk. Is there any public comment on this public hearing? Mr. Glass.

Thank you, Mr. Glass. Any further public comment on this public hearing? All right, seeing none, City Manager Fieser, are there any announcements for this evening?

Thank you. Congratulations. City Manager.

Thank you, City Manager. Councilors, are there any disclosures and or conflicts of interest? Okay. Councillor O'Doherty, if you could make a motion for the approval of the consent agenda.

I move that the consent agenda be approved and that each specific action on the consent agenda be approved as indicated.

Second. I have a motion from Doherty, second from Vigil. City Clerk, if you can call the roll, please.

Thank you, City Clerk. That motion passes. And moving on to the regular agenda, item 11A, Councilor O'Doherty.

I move that Laramie City Council approve resolution 2026-65, rejecting all bids received for the cured in-place pipe project fiscal year 27 and authorize the mayor and clerk to sign.

I have a motion from O'Doherty, second from Newman. Good evening, Director Smith.

Thank you, Director. Counselors, questions? Counselor Lockhart.

Thank you, Mayor. Thank you, Director. How many bids did you receive, if I may ask?

Further questions? Thank you, Director. Is there any public comment on this agenda item? Back to Council. Council, any comments? Director, I just, oh. Oh, yes. Councilor Bolling.

I was about to comment on about the you know it's similar I just want to thank you for your careful attention for your knowledge of current advancements in technique and for. just having the forethought to pause and say, well, wait a minute, let's include this and try to move into this newer and better technology. So thank you very much for your thoughtfulness. City Clerk, if you can call the roll, please.

Thank you, City Clerk. That motion passes. Item 11B, Councilor Vigil.

Thank you, Mayor. I move that the Council approves the Wyoming Rural Health Transformation Program grant contract between the Wyoming Department of Health and the Laramie Fire Department slash City of Laramie and authorize the City Manager and other listed City Representatives to sign.

Second. I have a motion from V. Hill, second from Lockhart. Good evening, Chief Johnson.

Thank you, Chief. Counselors, any questions for Chief Johnson? Thank you. Is there any public comment on this agenda item? Seeing none, back to counsel. Counsel, any comments? I just want to say, wow, congratulations. That's a sizable grant and a lot of effort goes into something like that. So thank you for your work on this and congratulations on the success. City Clerk, if you can please call the roll.

Thank you, City Clerk. That motion passes. Item 11C, Councillor Lockhart.

Thank you, Mayor. I move that the Laramie City Council approve Amendment 1 to Agreement for Professional Services between the City of Laramie, Wyoming and BHA Design Incorporated, Fort Collins, Colorado in an amount not to exceed $49,075 and authorize the Mayor and Clerk to sign. Second.

I have a motion from Lockhart and a second from Newman.

Thank you, City Manager. Councilors, questions? Councilor Freed.

Thank you, Mayor. Thank you, City Manager. I fully support the beautification and creating corridors because I think that's a really helpful thing for our community. Can you just remind me, is that where we're spending money and working on, that's the least or those are areas that the city helps manage with the private landowner?

Thank you. Further questions? Yes, Councilor Bolling.

Thank you, Mayor. City Manager, the question I have is, this was presented as artwork going on the easement that the city is in the process of obtaining and also on private property. Will all the artwork be on the city easement or will there be some of the artwork on the private property?

Oh, a follow-up? How long do we have the lease on the easement?

Thank you, Councillor. Any further questions? Thank you, City Manager. Any public comment on this agenda item? Seeing none, back to Council.

Councillor Freed. Thank you, Mayor, and just thanks to the City Manager for, I know this is a lot of work and takes a lot of time to get to this point in working with private landowners and coming up with a plan to get this done. So I think this is going to help create more revitalization in our community, and thanks for all your work.

Thank you, Councillor. Further comments? Thank you very much. This is a process that we've been working on for years and it's just very gratifying to see it coming to fruition. All right, city clerk, if you can call the roll, please.

Thank you, City Clerk. That motion passes. On to item 11D, Councillor Vigil.

Mayor, we already approved that one. I think you read the wrong one.

Mayor, thank you for the correction. This is the first time that I've done that. Thank you. Okay, I move that the Laramie City Council approve Resolution 2026-66, creating a housing enabling programs fund and transferring the appropriations for the fiscal year 2027 budget of the City of Laramie, Wyoming and authorize the Mayor and City Clerk to sign.

I'm gonna call that as motion by Vigil, second by Lockhart. Now I'm hearing ventriloquism. Freed. Good evening.

Thank you, Assistant City Manager. Councilors, questions? Okay, I have comments, but I'll wait my turn Thank you. Is there any public comment on this agenda item? Mr. Henderson

It's a good question, Mr. Henderson, and I want to make sure people are clear. Assistant city manager, can you please answer that? I could, but I think you'll do a better job.

Thank you. And Mr. Henderson, I appreciate that question to make sure everyone's clear that we're not adding additional. Any further public comment on this agenda item? Back to council for comments. Well, I just wanna say I really appreciate, I don't know what I would say is the elegance of this, that by isolating this fund out of a greater fund, it's so much more, it's cleaner. and it's much more transparent and easy for both us and the public to see what's happening with that fund because it's not kind of buried within a greater fund. And so thank you. I appreciate your creativity with this

Thank you, city clerk. Thank you, city clerk. That motion passes. And next we move on to item 11E, Councilor Newman.

Thank you, Mayor. I move that the City Council approve resolution 2026-67, amending the appropriations for the fiscal year 2027 annual budget and the amount of $300,000 to make repairs to the City Hall Annex Elevator and authorize the Mayor and City Clerk to sign.

Second. I have a motion from Newman, a second from Vigil. Good evening, Director Bork.

Thank you, Director. Counselor's questions? Counselor O'Doherty?

How old is that elevator? It doesn't seem very old to me, but it's probably older than the housing.

Thank you. Further questions? Councilor Shumway.

Thank you, Mayor. My question is, $300,000 is a lot for an elevator. I believe this services three floors. And what is the cost of a completely new elevator as opposed to refurbishing the old elevator?

Thank you. Councilor Freed. Thank you, Mayor, and thank you, Director Bork. I'm going to tack on elevator information as one of your skill sets with everything else that you do. My only question, so this is giving you basically a frame of reference to then go out and solicit bids and giving you the funding requirements that you need to then figure out what it would cost and hopefully find someone to fix it. Is that correct?

Thank you, City Manager. Further questions? Thank you, Director. Public comment on this agenda item? Seeing none, back to council. Councilor Vigil.

Yeah, thank you, Mayor. I just want to say, just working in my day job, so I work closely with the Wyoming Union. It's a ton of foot traffic every single day. And so when that elevator goes out, you're cooked. You can't not have an elevator, right? And so it's a bummer that costs have risen, et cetera, but we have to. We have to do this. It simply isn't an option. And yeah, that's all I have to say to that. Thank you, Councillor.

When we had finance committee over there, I was warned by staff to always make sure I had my cell phone on me just in case I do get stuck in that elevator. So I stopped writing it as well. So I'm glad we're finally getting this fixed and where it needs to be.

And by the way, that elevator did fail. So further, Councillor Freed.

Thank you, Mayor. Just thanks to Director Bork and City Manager for explaining that. And I think there is some sticker shock when someone sees $300,000 for an elevator and repair. And so the explanation and the transparency you guys provide, I think is super helpful for us and for the public. So thank you.

Further comments? It just seems to me like 30 years on an elevator is a pretty long time, especially as much as that one's used. City Clerk, if you can call the roll, please.

Thank you, City Clerk. Councilor Lockhart, item 11F. Thank you, Mayor.

I move that the City Council approve the contract between the City of Laramie, Wyoming and Big Hunks Excavation Inc. for construction services to construct Coughlin Pole Mountain Park in an amount not to exceed $690,104.19 and authorize the Mayor and City Clerk to sign.

I have a motion from Lockhart, second from Freed. Good evening, Director Bork.

Thank you, Director. Councilor O'Doherty.

When I was reading over the documents, I thought I read some, well, I thought there was something about water. Is this gonna also serve as a detention pond?

Thank you, Director. Further questions? Okay. Any public comment on this agenda item? Seeing none, back to council for comments. Councillor O'Doherty.

I really like the idea of dual-purpose park space. I worry about the maintenance of yet another park, and I asked for that for a work session, so I guess we'll be discussing that in the future. So, anyway, I'm... I would love to be able to take advantage of our detention ponds. One kind of neighborhood over, there hasn't ever been a park, and so I'm a little jealous of my neighbors to the east. But anyway, I'm happy to have some water retention in some form. Thanks. Thank you.

Thank you, Mayor, and thank you to Director Bork and his team. And I just want to point out to the public, too, that this is also special purpose excise funds that are being spent on this project. I forgot to ask Director Bork when he was up here about where the funding comes from, but that's in the packet. So that's where the funding is coming for this project. Thanks.

Thank you. Further comments? City Clerk, if you can please call the roll.

Thank you, City Clerk. That motion passes. Item 11G, Councilor Newman.

I move that the Laramie City Council approve the lease agreement between the Laramie Child Development Corporation doing business as Head Start of Laramie and the City of Laramie for 3520 Garfield Street and authorize the Mayor and City Clerk to sign. Second.

I have a motion from Newman, second from Lockhart. City Manager.

Thank you, City Manager. Questions, Councillors? Councillor O'Doherty.

Is this instead of the other Head Start building?

Can I follow up? Follow up. So they have transportation because it seems like it's going to be in a neighborhood that probably needs Head Start less than where it was.

Thank you. Thank you. Further questions? That was a good question, by the way. Further questions? Thank you, city manager. Is there any public comment on this agenda item? Seeing none, back to council. Any comments? Councillors? Councillor O'Doherty.

I appreciate us still working on child care. It's been more than an elevator's worth of time since I had to deal with it, but I remember how stressful it was trying to find child care for babies, and also I'm glad that we have this opportunity.

And I really appreciate the commitment to providing childcare in our community and when we look at the concerns of young families in our community and why do they leave, housing is one, childcare is another one of the top concerns and I think this is such a valuable asset to our community to have this expansion and new location. And I really appreciate that there's transportation, et cetera. So I think this is a really forward move for the community. City Clerk, if you can call, oh, sorry. Councilor Shumway.

Just one quick question. There was an agreement when the greasers had basic beginnings to where they had a reduced rate at the recreation center. Will Head Start have access at a reduced rate or have we communicated with them yet access to the recreation center which is adjacent to where their property and business is?

Any further comments? Okay. City Clerk, if you can please call the roll.

Thank you, City Clerk. That motion passes. Item 11H, Councilor Freed.

Thank you, Mayor. I move that Laramie City Council approve resolution 2026-68, a resolution supporting the adoption of the Laramie Downtown Development Plan, allowing staff to correct minor spelling mistakes or errors and authorize the mayor and city clerk to sign.

I have a motion from Freed, second from Vigil. Good evening, Director Tini.

Thank you, Melissa. Counselors, questions?

Uh, counselor Newman, you have a question for staff. Here comes director teeny.

When was the DDA, um, adopted by city council?

It's a follow up comment that goes along with this. And this is my problem with big 113 page documents that I get on a Friday that I'm supposed to read until Monday, right? Or Tuesday. On page nine, it says it was developed in 1989. which is probably to your point, but on page 63, it said it was approved in 2003. So I still have problems with some of these documents that are this big. And maybe I'm reading page 63 wrong. So if I could get some clarity on that, that would be great. Thank you.

Councilor Vigil. Yeah, thank you, Mayor. Just looking at page, well, it says page 16 here in the presentation about mobility and connectivity. I see here, extend link transit service hours and explore a downtown transit hub near the depot. So just wondering kind of like where maybe like we are with mobility town gown relationships and like how we're expanding or could expand transit services with the with the transit services that UW already has. And then two, maybe yeah, like has there been any more conversation around transit or public transportation into West Laramie? The west side is great

Councilor Freed. Thank you, Mayor, and thank you, Director Tini, for the presentation. My question, so I think this is fantastic. It's a big document. It covers things that we've been working on for my almost two years here. You talk about all the reconnect plans and public transportation, different things that we've been talking about. It kind of summarizes all those. Is it fair to say that this document now provides us, if we were to vote and approve this, this is now the framework in which we could try to tackle some of these projects. This isn't for sure requiring us to use TIF funding or

Can someone explain to me the order of operations? I don't feel like I should be the one for a mill levy. I feel like that should be up to those businesses. And then if they want to do it, then we're like, yeah, fine with us. I would be uncomfortable with the city council approving a mill levy before the DDA? I mean, so what's the order of operations there for something like that to happen? I don't want it on my shoulders, frankly.

Thank you, that was a good clarification. Further questions? Okay, thank you, Director. Public comment on this agenda item. Good evening, Justin.

Thank you, Justin. Further public comment? Good evening.

Thank you, Tre. Further public comment? Mr. Henderson.

Thank you, Mr. Henderson. Further public comment on this agenda item? Back to council for comments. Councilor Lockhart.

Thank you, Mayor. I love going into a community where the downtown is vibrant. I love the alleyways that are clean, not grease traps, lighting, of course parking, and we have a very historic downtown, but there is a lot of room for improvement. I like that the business owners are being asked what they like. I think it's a long process, but I think we survey every business owner downtown and come to an agreement on what they want and what they don't want, which we're doing here. But as far as financing it, I like that it's on their shoulders. So, you know, but you know, as council councillor al

Thank you, councillor. Further comments? Councillor Newman? I'm sorry, yeah.

You're good, you're good. It's fine. It's been a night already. Kind of echoing what Councillor Lockhart said, I love going to downtowns that have Wi-Fi, bathrooms, some sort of green space event center, whatever that looks like. A big open space that people just bring lawn chairs and there's a band on Friday night or whatever. I really like those. And if we can make more multi-purpose spaces available That's always great and I think it was maybe my first year on council, maybe my second, we started talking about the alleys and man, I was on board then, like let's do that now kind of thing. I

Thank you, Councillor. Councillor O'Doherty.

To clarify for the public, if you're not looking at the document, it's 113 pages, but it's a lot of pictures and maps, so it's really not like reading the BBB. It's pretty digestible, and it's also put in a way to make it digestible, and I'm so impressed with the downtown... going into the space and seeing people, I mean, to have that sitting there, the museum or whatever down at the Main Street office where they shared that it was such an inviting space. People that use downtown were the natural people to wander in there, right? And so they got a lot of feedback from people who use downtown.

Thank you, Councillor. Further comments? I just want to say that I've been involved for several years now in a number of groups where we talk about we need public restrooms downtown. I've been in another group where we've talked about the idea of a hotel downtown. I've been in another group that's been working on adding downtown living. I've been in another group that talked about third space and during that time, I've seen downtown become an increasingly vibrant and lively place that is not just late night bars, but now entire families and we have an arcade now where families can go and spend

Thank you, City Clerk. That motion passes. Next item, 11I, Councilor Freed.

Thank you, Mayor. I move that the City Council approve original ordinance number 2123, amending Laramie Municipal Code Title 15 related to outdoor storage as recommended by the Planning Commission on first reading in accordance with findings of fact and conclusions of law. Second.

I have a motion by Freed, second by Lockhart. Good evening, Planner Dixon.

Thank you. Counselors, questions? Counselor Freed.

Thank you, Mayor. And thank you, Ms. Dixon, for presenting this. It's very clear. My question, you know, we're utilizing commercial and industrial, these site plans that dictates where some of the storage may be allowed or what needs to happen. What happens, you know, if we were to pass this after three readings, there's someone that's you know, built their commercial or industrial property. They're using it. They've been there for a while. Do they have to get a new site plan now if they want to try to say, well, we already had this. This has been stored here for X amount of years. You know, t

Further questions? Thank you, Ms. Dixon. Public comment on this agenda item? And if you can state your name for the record, please.

Thank you for your comments further public comment on this agenda item Mr.. Glass

Thank you, Mr. Glass. Further public comment on this agenda item? Seeing none, back to council. Comments, please. City Clerk, if you can call the roll.

Thank you, City Clerk. That motion passes. Now we move to Item 11J. Counselor Lockhart.

Thank you, Mayor. I move that the Laramie City Council approve original ordinance 2124 upon introduction and first reading amendments to LMC sections 15.14.080.C.5 and 15.14.090.D.1A and tables 15.14080-1 and 15.1409-1. regarding the use of metal siding on residential, commercial, industrial, and institutional principal buildings based on the findings of fact and conclusions of law. Second.

I have a motion from Lockhart, second from Freed. Good evening, Planner Gavin Tuller.

Councillor Freed. Thank you, Mayor. I have two. They're going to be quick, I think. Thank you for this. My first question, so basically we're differentiating between thickness as our biggest parameter for what's considered that kind of utility metal siding or high quality, you know, we can put it on things. Is that, like thickness is one of the biggest characteristics that we're using, is that right?

Follow-up? Thank you, Mary. My second question, for someone who submits the application, I saw on here like $625, this might be for the city manager's office, if we decide that it warrants you know, a change in code, does that ease that financial burden of the applicant who applied for the variance or the code change or any of that? And I know it takes a lot of time and staff time to go and review these things and dig up the research to make sure that we can put a good code in. But do we have anything in our policy that allows for that? Like if something's accepted, do they get a break or, you

Thank you. Further questions? Thank you, Phillip. Public comment on this agenda item? Seeing none, back to council. Any comments?

Councillor O'Doherty. I'm happy to support this because I thought the originally it was kind of a snobby thing to not allow metal siding. So I support this.

Further comment? I also support this. I've seen photographs of the said place and it's really quite attractive. And so it allows us to open up various design possibilities and while still maintaining quality and yeah. All right, city clerk, if you can call the roll, please.

Thank you, City Clerk. That motion passes. Next, item 11K, Councilor Vigil.

Thank you, Mayor. I move that the Laramie City Council approve original ordinance 2125 upon introduction and first reading an ordinance amending the City of Laramie's official zoning map rezoning the 42 parcels in the Labani Park vicinity from R2, residential medium density, to R3, residential high density, based on the findings of fact and conclusions of law.

I have a motion from V Hill, second from Newman. Good evening again.

applicants here as well but i'm also an applicant so we're all happy to answer questions very good thank you uh counselors questions no this seems pretty clear thank you uh public comment on this agenda item all right seeing none back for comments any comments uh counselor newman

Staff, thanks for answering my questions before I could answer them, but I appreciate the public comment part of it when you come to us about these things because these happen to be the hardest ones for me to vote on because I don't live over there and I don't know what kind of zoning these guys want, right? And it sounds like if we didn't get anything, I have to assume that they would be okay with it, especially if they got the letters. So if that's not the case, please reach out to council, but I have to support this.

Thank you, Mayor. And thank you, Mr. Gabathuler, for your presentation. And Councilor Newman, I do live in that area that got the notice. And actually, it was a great conversation starter for my block. I live on 8th Street between Flint and Gibbon. So it's just outside of that boundary where I'm not affected or close enough. And all the feedback I heard from... I don't know, six to eight neighbors were very positive. I don't think anyone had major concerns. Someone asked me if there would be like a 10-story apartment building that went right next to them, and I was like, I don't think so. I do

Councilor O'Doherty. My unofficial feedback is a lot of people had questions like what the heck's going on there? And then they found out and people weren't worried about it.

And I want to give a shout out also to the planning Commission for identifying wait a minute. Maybe we don't want to go with variance that confuses and and it doesn't quite fit and for them to suggest an amendment of text so that it does have continuity in the fabric of the neighborhood, as you said, Philip. So I really applaud the commission and the planning division in cleaning this up. City Clerk, if you can call the roll.

Thank you, City Clerk. That motion passes. And on to our last item, and I'm telling you, we're running close. We have an executive session, so therefore, this meeting must end at 9 o'clock. Item 11L, Councillor Newman.

Thanks, Mayor. I move that the Laramie City Council approve original ordinance number 2115 on introduction and first reading amending Laramie Municipal Code 5.09 related to open containers.

Second. I have a motion from Newman, second from Vigil. City Clerk.

Thank you. Questions? All right. Public comment on this agenda item? Yes, Mr. Glass.

Thank you, Mr. Glass. Any further public comment? Seeing none, back to council. Councilor Newman.

I think if the public sees that kind of thing, they should reach out to our nice police officers because in the packet it says that there hasn't been any big concerns. And then my last comment, comment is finally, I've been pushing for this since I started council, like the first, and this agenda is exactly why, right? We're rushing up against time and this is something that if it doesn't work next year, guess what? We can bring it back and vote it down then, right? So I'm like, little things like this, I hope we can continue doing this, thanks.

And we did query LPD to establish each year that we have done this are there problems and there have been no reported problems and so I would encourage citizens if you see problems please report them so that we will have a record. City Clerk if you can call the roll please.

Thank you, City Clerk. That motion passes. I just want to acknowledge Councillor Bolling who is joining us from Ireland and it's probably about 4 a.m. or 3, yeah. And I like your leprechaun jacket. It looks very green from here. But thank you so much. I appreciate your commitment. Public comment on non-agenda items. Seeing none, councilors, consideration for future council work sessions. Yes, Councilor Newman.

I have two and I'll do them really quick. I would like an EMS update since it's been a year since we took over that from the hospital. So I would like to get an update on that.

Okay, second one. I would like a ranch update in like March or April, just to see how that is going.

Second on that. That second was from who? Freed. Freed, okay. All right. Thank you very much. Councilor Newman, bring us home.

Yeah, could we remove that? Because we're just going to vote on it, on the changes instead.

I have a motion by Newman, second by Vigil. All in favor of removing that from the list? All opposed? That motion passes. Thank you for cleaning that up. Do you have something? Mayor, I... We only have three minutes.

Yeah, you said you can't second, so the EMS update... Well, I can second that.

I can't second a motion. Okay, gotcha. Thanks for keeping me straight. Don't know what I'd do without you. Councilor Newman, go for it.

I move to adjourn to executive session regarding personnel, Wyoming State Statute 16-4-405, subsection A, paragraph 10, and litigation, Wyoming State Statute 16-4-405, subsection A, paragraph three.

Second. I have a motion from Newman, second from Vigil. All in favor? Aye. Opposed? We are adjourned to executive session.
