4:13 – 4:26•Cheryl Meier

6.50, so we'll go ahead and open the safety committee meeting. My name is Councilwoman Meyer. I'll take a quick roll call. Councilwoman Mount and Councilman Aranda.

4:29 – 4:51•Cheryl Meier

All right, we're going to have, oh, I think we've got three pieces of legislation this evening. 26.174, so I'll call on Chief Bauman if you'd like to come forward. Good evening, sir.

4:54•Cheryl Meier

And I'll just let you, you and I've had a conversation about this, but I'll let you just take the floor and go ahead and do your thing.

6:06•Cheryl Meier

Any questions from the committee? No? No? Okay. Anyone from council have other questions?

6:17 – 6:32•David Falquette

Just go over the 10 county thing real quick just for clarification. As to the layout of Metrich? How this money is spent not only in the city of Mansfield but Yes, correct.

7:24•Mike Miranda

So now is this for the monies for all 10 counties or is this our portion?

8:05•Cheryl Meier

So we'll start with the start with the grant.

9:11•Deborah Mount

Is this are you using any of it for gear? Are you up to date on all the gear that you needed?

9:34•Cheryl Meier

All right, let's move on to 26-176, the additional $40,000.

10:13•Cheryl Meier

Chief, you had told me when we had a conversation about this, what the difference was in the cost from what you paid last year to what you paid this year. Just to share that number.

10:35 – 11:02•Cheryl Meier

And I had asked the chief if the tax forfeiture made any difference. And he said, no, it didn't because they don't pay the tax now. So that wasn't going to do them any good. Any questions from committee? Go ahead. Chief, I know the $40,000, where are you taking that from? Obviously, I'm sure you've had to move it through something. And what's that?

11:34•Cheryl Meier

All right, then at 6.57, I'll close the safety committee meeting.

12:22•Phillip Scott

Sorry about that. With that, I would like to call this session of Mansfield City Council caucus meeting to order. Are there any order?

12:35 – 14:46•Phillip Scott

Oh, you're right. Sorry. Got got. Am I okay now? Okay, I guess it's 7 o'clock now, so we can officially start this meeting. I'd like to call this session on Mansfield City Council caucus meeting to order. Now, are there any committee reports or community events announcements? Mr. Diaz.

14:47 – 18:05•Aurelio Diaz

Thank you, Mr. President. It's nice to see so many young people here. There's a lot of things happening between now and our next council meeting on October 20th, so I'll just highlight the ones in the next two, these upcoming two weeks. Beginning with October 17th, which is a Saturday, this event is going to be sponsored by or hosted by Chess Bus, Mid-Ohio Estate Solutions and Chess Bunker, and what it is is a monthly chess day at the mall, otherwise known as Ontario Event Center. They will be providing tournaments and awards after the tournaments. After that, they'll be having an open play an

19:10•Phillip Scott

Okay. Anyone else? Okay, moving along, Mayor.

19:15 – 21:34•Jodie Perry

Okay, a few things. We are in the final weeks of the downtown project, at least substantial construction will be done by the end of October. And yes, they are still on track. So they will be busy. You're gonna start to see the street be milled in advance of paving soon. The arches should be coming in next week. So things will start coming together pretty quickly. Just hold on the calendar, particularly for council, but for anyone, we are planning to do a grand opening or a celebration on Friday, November 6th. I will have more information for you by the next council meeting, but if you want to

24:13•Phillip Scott

Thank you, sir. And Deputy Director Madden?

24:28•Phillip Scott

Thank you. With that, we shall proceed with legislation. And we will start with Bill 26-127, Mr. Miranda.

24:47 – 25:11•Mike Miranda

Bad night. Bill 172 is an ordinance authorizing the city to participate in an aggregated competitive procurement of electricity, energy, and or natural gas for the municipal accounts program administrated by NOPEC, authorizing the mayor or the mayor's designee to execute energy supplier agreements and declaring an emergency.

25:14•Phillip Scott

Is there any questions, discussion on Bill 26-172? Mr. Falketh.

25:18•David Falquette

I'd just like to have Jessica explain how this is the same or different from what we do on a citywide aggregate program.

26:48•Mike Miranda

Do we have any kind of numbers on the gas like you have?

27:19•Phillip Scott

Moving on to Bill 26-173. Mr. Falketz. Thank you, Mr. President.

27:25 – 27:38•David Falquette

This is for Addiction Treatment Program. It is a grant of $9,881. It's used in the court system. So we're glad to get grants.

27:55•Cheryl Meier

Thank you, sir. 26-174 was discussed in the committee meeting. This is the JAG grant in the amount of $104,438.68 to be accepted for our metrics program.

28:13 – 28:24•Phillip Scott

Any questions or discussion on Bill 26-174? Okay. Moving on to Bill 26-175. Mrs. Meyer.

28:25 – 28:37•Cheryl Meier

Thank you, sir. 26-175, also discussed in committee, will be to accept an appropriated grant from Homeland Security in the amount of $156,752.02 for the fire department to be used for overtime training and equipment.

28:44 – 28:55•Phillip Scott

Any discussion on Bill 26-175? Okay. Bill 26-176, Mrs. Meyer?

28:55 – 29:07•Cheryl Meier

Thank you. Bill 26-176 will be transferring the $40,000 within the Safety Service Fund for the purpose of the gas and diesel prices.

29:08•Phillip Scott

Any discussion, question on Bill 26-176? Okay, moving on to Bill 26-177, Mr. Diaz.

29:23 – 29:51•Aurelio Diaz

Thank you, Mr. President. Bill 26-177 is giving consent of the city and for the Ohio Department of Transportation to remove snow and ice and use snow and ice control material on state highways inside the city corporate limits and authorizing the city to enter into an agreement with the state of Ohio Department of Transportation for that snow and ice removal and authorizing the city to enter into an agreement for certain maintenance and or repairs.

29:54 – 30:06•Phillip Scott

Any further, any discussion questions on bill 26-177? Okay. And last piece of legislation, bill 26-178. Mr. Falkett. Thank you, Mr. President. 178 is an infamous then and now certificate.

30:16 – 30:39•David Falquette

In this particular incident, ODOT is extremely late in billing us, and they exceeded our original thought process of how much this was going to cost. So they have the funds available. It's for something ODOT did, and we owe them the money. It's just they're very, very late in invoicing us.

30:42 – 31:17•Phillip Scott

Okay. Any questions, discussion on Bill 26-178? Okay. Like I said, that is the last piece of legislation that concludes legislation. Is there anything else to come before caucus this evening? Hearing nothing, do I have a motion to adjourn? Been regularly moved and seconded. We adjourn caucus. All in favor signify by saying aye. Opposed, same. We are adjourned. With that, I'd like to call this session of Mansfield City Council to order. Please stand for the pledge and remain standing for the prayer.

31:38 – 32:03•Deborah Mount

Let us pray. Father in heaven, thank you for this beautiful day you have given us and the ability that we have to assemble together to discuss matters before our city, matters that matter to our citizens and to the operations. Please be with those protecting us and keeping us safe. And please help our discussions to be thoughtful and wise as we progress through the evening. In your name, amen.

32:25•Cheryl Meier

1:03:01 – 1:03:40•Deborah Mount

Thank you, Mr. President. I had a concern brought to me by a resident about a week ago regarding an incident about a week and a half ago with the clerk of court's office downstairs that they closed at 3.48 p.m. when they're supposed to close at 4, and the concern is a resident's coming in to pay their fines and court costs and then cannot do it. I know that that's not something we have jurisdiction over, but I also wondered if there's anything we can do because I know that they get over 1.2 million from the general fund. And just it's a concern from the citizens to be able to pay their fees an

1:03:43 – 1:03:58•Phillip Scott

I guess I don't think we really it's an independent elected official and and that's his office. And I don't think any of the other city administration has anything to do with it. That's strictly up to Mr. Smith.

1:03:59 – 1:04:12•Jodie Perry

I might suggest maybe just send an email and ask. It might have been just a one-off day for some reason, but I think as an elected official, you certainly can ask another elected official.

1:04:13•Deborah Mount

I've been told it's common for it to be like five minutes early, but that day being 12 minutes early was concerning to the citizen to be able to pay what they required.

1:04:22•Phillip Scott

Should be four o'clock. Yeah, it should be.

1:04:27 – 1:04:42•Jodie Perry

Thank you. I was just going to suggest, I know we have a lot of students in the audience tonight. If anyone wants to stick around and take a photo with council, I'd love to do that. So we'll just kind of come up towards the front and give everyone a chance to shuffle here. So thanks.

1:04:44 – 1:04:56•Phillip Scott

Is there anything further? With that, I'll ask for a motion to adjourn. It's been regularly moved and seconded. We adjourn. All in favor signify by saying aye. Aye. Opposed, same. We are adjourned.
