1:11 – 4:45•Le Rodenberg

This Council meeting, we would like to recognize that we are gathered on not only the ancestral and traditional lands of the Sababish Band of the Puyallup Indian Tribe, but also on the site of one of the largest and longest standing historic villages of their people, the original inhabitants of Gate Harbor area. Thank you. Council, are there any changes to the agenda tonight? Seeing none, I'd like to start with a Proclamation. whereas nations, federal, state, regional, and local governments have the interest in promoting civility, understanding, improved communication, and conflict resolution

6:57•Le Rodenberg

I'll come down and hand this to you, then we can get a picture. Beautiful. Maybe counsel can stand up here on the page behind us.

7:54 – 8:26•Le Rodenberg

The next item on the agenda is the consent agenda. Is there anyone in the audience or online that would like to make public comment on the consent agenda items only? I see no one either online or in person. So I wait for a motion from council. Move to approve the consent agenda. Who is in favor? Please vote on your screen.

8:45 – 9:04•Le Rodenberg

It passes 6-0. Thank you. The mayor is not here, as I mentioned, so there will be no mayor's report. We'll have a city administrator's report, and she'll give us department updates. City Administrator Katrina Knudson.

13:55 – 14:13•Le Rodenberg

Thank you very much. First business item this evening is Resolution 1371, Adopting the City's 2027 Legislative Agenda. The staff report will be given to us by City Administrator Katrina Knutson.

18:58 – 19:17•Le Rodenberg

Are there any clarifying questions from council? Are there any comments from the public? Are there any comments online? Then council, I'm ready to entertain motion.

41:36•Le Rodenberg

Are there clarifying questions from council? Yes, Julie.

41:44 – 42:20•Julie Martin

Yeah, not really clarifying, but I remember a presentation that you did to another body and that you regularly ride Pierce Transit, different routes, different things to get the impressions of what's happening out there, which I was really impressed with that a CEO would do that. I also want to say I've heard from numerous people that live in our community. And while this may not address more of it, the runner has been a big success, not only with people who may not have a vehicle, but people for some reason can't drive for a short period of time. And I'm hearing it from people who typically w

42:23 – 42:41•Le Rodenberg

Is there anyone in online that might have a Comment or question? I don't see any. So thank you very much for the presentation. Very informative.

42:53 – 43:25•Le Rodenberg

I did ask for public comment. Oh, I'm sorry. In the audience? I see none. Next business item is the public hearing on Resolution XXX, establishing a residential target area for the multifamily property tax exemption program. Staff report will be given to us by Community Director Eric Baker.

45:27 – 45:47•Julie Martin

So director Baker, just to confirm this would be in alignment with our current zoning that we are that we're adjusting. So as an example, the multifamily housing would only occur in areas in which we would have multifamily housing, it wouldn't be in as a suggestion and residential one. Is that correct or incorrect?

46:02 – 46:29•Le Rodenberg

Right. Thank you. Any other questions? Is there any questions from the public? In attendance? Is there any online? I see none. I'll entertain a motion to approve this resolution.

46:31•Reid Ekberg

Move to approve the resolution adopting the residential target area for the MFTE ordinance.

46:38 – 47:20•Le Rodenberg

The fourth item of business on our agenda is the public hearing on ordinance XXXX, amending the Gig Harbor Municipal Code Title 17 to expand opportunities for housing diversity. This staff report will also be given to us by Director Eric Baker.

1:00:14•Le Rodenberg

I'm not sure I understood the last paragraph.

1:00:39•Le Rodenberg

Because that was going to be my question. Thank you.

1:00:48 – 1:01:46•Le Rodenberg

I would like to reiterate what Director Baker said. We did receive significant public input from both the Planning Commission and concerned citizens. Some of it very good, very well thought out. And for those people that did send in their written comments, I wanted to assure them that they were all read, they're all studied, and help us make our decision. Thank you. Are there any comments from the public in attendance in regard to this? Is there any comments from anyone online? That being said then, even though this is a first reading, it is the public comment and we can pass this for the majo

1:01:53•Reid Ekberg

That's a clarifying question, Director Baker, the other items you mentioned would be separate from this or?

1:02:54 – 1:03:05•Reid Ekberg

Thank you for that clarification. With that understanding, I'll move to approve the ordinance amending Key Harbor Municipal Code Title 17 for expanding housing diversity. And then if we have a second, we can have some discussion.

1:03:08•Le Rodenberg

I'll second that. Is there discussion on that motion?

1:10:33•Le Rodenberg

I'd like to make a motion. that we vote on these amendments to the first motion as a whole, all three items.

1:10:47•Reid Ekberg

Is there a motion to adopt all of these changes into the prior motion? OK.

1:11:01 – 1:11:46•Le Rodenberg

Aye. aye so the amendments pass now we'll go to the original motion to accept it as presented with the amendments and it's been motioned and seconded so we're ready to vote on that one tiffany I have to do it vocally.

1:11:56•Le Rodenberg

The motion and amendments pass 6 to 0. Thank you very much.

1:12:47 – 1:13:05•Julie Martin

To a comment yet director Baker, thank you, I know you in the planning Commission your staff have been a lot of work on this would you just periodically as these codes get implemented and we start having people come in under the permitting just give us periodic updates as to how things are going in the comments that we hear.

1:13:22 – 1:13:40•Le Rodenberg

Then we'll go to business item number five. Resolution 1370, approving the city's 2027 lodging tax grant expenditures. Staff report will be given to us by Tiffany Ailment, city clerk.

1:14:20 – 1:14:39•Le Rodenberg

1:16:19 – 1:16:59•Le Rodenberg

That motion passes six to zero as well. Are there any comments from the public on non agenda items? Are there any comments from people online on non agenda items? I see none. We'll move to council reports and comments. Council have any reports? I see none. There's a list of upcoming meetings on the back of the agenda online at the city's website. And with that being said,

1:17:18•Le Rodenberg

I think that's on the website as well. It's being canceled. Then we'll entertain a motion to adjourn.
