Staff, please confirm the following. In accordance with the Freedom of Information Act, a copy of the agenda was sent to the news media, persons requesting notification, and posted on the bulletin board located in the county administration building. Is that correct? Staff, can you please take attendance for today's meeting?

4:54•Christophe Yonke

Thank you. For this workshop, I'm going to go ahead and flip this over to staff. Thanks.

7:37•Christophe Yonke

That's Commissioner Taylor. Anyone else have a packet?

9:59•Christophe Yonke

Is there a key for the SE, the P, and the SR, or just what you stated?

17:11 – 17:29•Christophe Yonke

I found a bluff road for me. There's a grouping. Just for visualization purposes. Yeah, go east.

17:44•Christophe Yonke

They're out. In a sea of green, there's a little cluster.

20:07•Christophe Yonke

Thank you commissioner Lloyd back to staff.

20:48•Christophe Yonke

As you're suggesting the sort by recommendation. So look at one at a time okay.

24:29•Christophe Yonke

I would suggest that that would get an SE next to it instead of just a P.

24:36 – 25:13•Christophe Yonke

Commission. Special exemptions. Yes. Commissioner Taylor. But staff, if you could discuss more on that. So an applicant would come to you if it was an SOR. And administratively, It will decide. Or SE. This could be something we suggest that the BZA handles.

26:36 – 26:51•Christophe Yonke

Or maybe again with an S-R-S-E. Maybe an SR on that one. The applicant comes to you, it seems by a scale that it's small and that it would fit. Right. It's allowed.

27:12 – 27:26•Christophe Yonke

That's already a special requirement, so good. Special requirement exception. That's pretty broad. Commission, what do you think?

28:12•Christophe Yonke

Commissioner Fleming, good with that. Okay. So leave it as is.

28:29•Christophe Yonke

Okay. So carry out and drive-thru are permitted, but a tablecloth sit-down restaurant would be a special requirement?

34:10•Christophe Yonke

Example of that would be like the Trader Joe's in Forest Acres.

34:18•Christophe Yonke

I'm just picturing a food lion versus like a Trader Joe's.

36:46•Christophe Yonke

Does not include electric vehicle charging?

37:11 – 37:31•Christophe Yonke

Let's change that to a special requirement then. Vehicle fueling station. So we have to discuss it more. And in general, I'm like a broken record, but I'm seeing all of this to scale. Like rural crossroads versus GC. Like this is the small country version. Of GCMI, correct?

39:01•Christophe Yonke

What was the threshold that you said before?

39:08 – 39:52•Christophe Yonke

All right. Would it be difficult to pull up the land development code, like Excel on the one side of the screen and then the LDC on the other? Because if I remember correctly, there's like a little picture for each zone. Gives you an idea. Also, a shortcut for finding the code is go to the Richland Maps and click on any parcel and then click on the code type and it launches it.

39:55•Christophe Yonke

So top right, click on GC. Thank you, Richland County web developers.

40:20 – 40:55•Christophe Yonke

First page of Rural Crossroads is what I'm imagining. Well, actually, zoom it out. My idea is that you pull that tab out to the right, and then you put your Excel back up, and we can see both at the same time.

40:59 – 41:27•Christophe Yonke

Click and grab the LDC tab and put it to the right side of the screen. Or actually, the Excel. Thank you. There we go. Yeah, it'll snap for you. Like, let it for you. Sorry, I'm being difficult. It's helpful at least to visualize the zones as we go through them.

41:40•Christophe Yonke

Oh, that snapped. Perfect. And then click Excel on the left. Thank you.

41:59 – 42:24•Christophe Yonke

that should have had us talk about all the ones that you guys suggest for keep suggestions comments concerns commission on rural crossroads keep at this moment sure kerfman

43:24 – 43:38•Christophe Yonke

Good points. Thank you. Anyone else? Okay, staff, where do you want to take this next with the time that we have left? Maybe 15 more minutes in our work session?

44:12•Christophe Yonke

As you're signing that up and talk about libraries again, I know Lower Richland actually does have a small library. Yes. In the rural.

44:45•Christophe Yonke

These uses would go somewhere else though, right?

47:15•Christophe Yonke

Is this like an assisted living facility?

47:35•Christophe Yonke

Are we booting them out of the country, like the rural, by doing this?

47:42•Christophe Yonke

We're limiting that use outside of like the rural areas if we do that.

47:55•Christophe Yonke

There be access to that in another rural zoning code? Okay.

49:29•Christophe Yonke

I'm understanding that there's areas around the county they're developing and the rural seems to be getting moved further out. So how are we matching that? How are we planning for that?

54:57 – 55:08•Christophe Yonke

Commissioners, any other questions on this particular part of it? Because I would like to find a pause for this exercise and find out calendar-wise when to do our next work session so that we'll start our next meeting on time at 6.

57:51•Christophe Yonke

Staff, should we schedule another work session? We have two scheduled meetings left for the rest of the year. Our next planning commission I see on the calendar is November 2nd.

58:36 – 58:50•Christophe Yonke

Commissioner's thoughts on that. Can you make it to another meeting, different day of the week between now and November 2nd? I see head nods.

58:54•Christophe Yonke

Okay. Okay, Mr. Price, when is this room available?

1:00:00•Christophe Yonke

I mean, don't we have to take a motion to schedule a meeting? Just to advertise it?

1:00:26 – 1:01:32•Christophe Yonke

Okay, two Mondays from now, I'll be coming back into town that day, but I should be able to make it October 19th. Let me throw a day out there. That's a Monday. Otherwise, we've had planning commission meetings on a Thursday, which would be the 22nd. Commissioners, do you have any thoughts on the 19th or the 22nd? Okay. Okay. 19th you're scrapping the idea of them sending us a schedule to look at you're opposed to that tell me how that would work out then we would all have our homework by the end of the week to get back to you guys on a date that would work and then just you sent out an email

1:02:10•Christophe Yonke

Okay, thank you, staff. Let's get everyone. Commissioner Durant.

1:02:25•Christophe Yonke

All right. Our time typically for a work session has been 4 o'clock.

1:02:56 – 1:03:08•Christophe Yonke

Did anyone be opposed to an all-morning session? Or we could knock that out. Maybe at like an offsite. I don't know. Are you suggesting like a Millens Tech type thing again?

1:03:14•Christophe Yonke

Okay, staff, send us an email of dates and locations and we will...

1:04:12 – 1:04:54•Christophe Yonke

I would suggest that you use the email when you guys send out a date. Just hit reply all. I really just want the text thread for scheduling only with public here. We do not discuss anything outside of these meetings. Only when we have a quorum. I usually just say, you're going to be here? Say yes. And that's it. Thank you. All right, staff, anything else for this meeting? Or can we take a motion for adjournment? All right. All right, I make a motion, chair, for adjournment. We have a second from Commissioner Johnson. We'll do it by a raise of hands, I usually do. Take a vote of hands. All right, thank you, staff. We are adjourned.

1:05:11 – 1:05:24•Christophe Yonke

All right. We'll do. Public who's here early, thank you. We'll start at 6 p.m. for our regularly scheduled meeting. We have a sign-up sheet by the door. If you haven't done so yet and you'd like to speak on a MAP amendment tonight, please sign up.
