Ratify a Proclamation of Local Emergency for the Developing 2026–2027 El Niño Event issued by the Director of Emergency Services on October 1, 2026.

Ratify all Orders issued by the Director of Emergency Services, or successor, between October 1, 2026, and October 6, 2026, related to the Proclamation of Local Emergency for the Developing 2026–2027 El Niño Event. Delegate authority to the Resource Management Agency Director or designee to procure the necessary equipment, services, and supplies to respond to the Developing 2026–2027 El Niño Event in accordance with sections 10122, 10129, 20134, 20395, 20396, 20407, and 22050 of the Public Contract Code and section 8634 of the Government Code. (4/5ths vote required) Direct the Resource Management Agency Director or designee to present any contracts procured under this delegation to the Board of Supervisors in accordance with the requirements of section 22050 of the Public Contract Code. Delegate authority to the Resource Management Agency Director or designee to procure the necessary equipment, services, and supplies to respond to the Developing 2026–2027 El Niño Event in accordance with sections 10122, 10129, 20134, 20395, 20396, 20407, and 22050 of the Public Contract Code and section 8634 of the Government Code. (4/5ths vote required) Direct the General Services Agency Director or designee to present any contracts procured under this delegation to the Board of Supervisors in accordance with the requirements of section 22050 of the Public Contract Code.
