Council is asked to approve the Fiscal Year 2026/2027 Contract Renewal for services related to the retention of Military Personnel, Services and Operations located at Fort Jackson, as requested by the Economic Development Department on August 26, 2025. Award to the Greater Columbia Chamber of Commerce in the amount of $53,500.00. This firm is located in Columbia, SC.

Funding Source: Economic Development - Special Projects (5518419-638500). The original budget amount is $53,500.00. Endorsed by the Economic Development and Infrastructure Committee on September 8, 2026.

Council is asked to authorize the City Manager to enter into an Annual Contract Renewal for Emergency Notification System Services, as requested by Columbia-Richland 911 Communications on August 18, 2026. Award to Everbridge, Inc., in an amount not to exceed $120,187.63. The term of the contract is from October 1, 2026 to September 30, 2027. This firm is located in Pasadena, CA.

Funding Source: City of Columbia-Emergency Communications / 311 - Maintenance and Service Contract (1012701-638200) $60,093.81; Richland County-Emergency Communications - Maintenance and Service Contract (2082702-638200) $60,093.82. The original budget amount is $120,187.63.

Council is asked to authorize the City Manager to enter into an Annual Contract Renewal for Geographic Information System (GIS) Software License and Maintenance Services, as requested by the Information Technology Department on August 25, 2026. Award to Environmental Systems Research Institute, Inc., using the South Carolina State Contract in the amount of $120,300.00. The term of the contract is from December 20, 2026 to December 19, 2027. This vendor is located in Redlands, CA.

Funding Source: Geographic Information System - Maintenance and Service Contract (5511121-638200). The original budget amount is $120,300.00.

Council is asked to authorize the City Manager to approve Fiscal Year 2026/2027 Funding for Auditing Services, as requested by the Finance Department on August 17, 2026. Award to Scott and Company, LLC, in the amount of $137,500.00. The current term of the contract ends on August 7, 2028 with the option to renew for two (2) additional one-year periods. This vendor is located in Columbia, SC.

Council is asked to authorize the City Manager to enter into Fiscal Year 2026/2027 Contract Renewal for NowCare Premium Support Services for Gate Equipment, as requested by the Parking Services Division on August 3, 2026. Award to Amano McGann, Inc., in an amount not to exceed $150,165.36. This firm is located in Charlotte, NC.

Award to Municipal Emergency Services, Inc., using the Sourcewell Cooperative Contract in the amount of $133,768.80. This vendor is located in Sandy Hook, CT.

Council is asked to authorize the City Manager to Purchase 2,496 Green 96-gallon Refuse Roll Carts, as requested by the Solid Waste Division on September 2, 2026. Award to Toter Incorporated, using the Omnia Partners Cooperative Contract in the amount of $165,056.90. This vendor is located in Charlotte, NC.
