This organization has been involved in the city for a number of years and has done an incredible job for our young people. So I really appreciate everything the organization has done and congratulate you on all the work.
I have three comments. The first comment is about adopt the spot. I'm a member of the Hudson Rotary Club, and we did pay $900 to adopt a spot, and we maintained it as a club. So that is how the project worked, is that different entities did that. So it was more than the city doing things. It was the... different clubs and different people in town taking over these spots. The second comment is on Saturday, Dr. Bird and I attended a program put on by State of Mind Hudson, and it was mental health first aid for adults. It was an excellent program, went from 9.30 to four. They also have a edition
I would just like to say thank you to everyone who showed up to voice your concerns or your support, whether it was here tonight or in emails or you took the time and met with me. I just want to say I appreciate hearing all of it, positive, negative, indifferent. I appreciate your feedback and will incorporate that. And We'll see more later when the agenda comes up, item comes up about the Canterbury Meadows development. I do take the resident concerns seriously and I think it's really important to get the chance to really understand your concerns. I also want to say on the adopt-a-spot progra
So I'd like to congratulate the AP students because they got to see a much more exciting meeting than our recent ones. So thank you for coming and yeah, I want that, yeah. I'd also like to, yeah, just acknowledge that mental health first aid training that Patricia and I attended, I would recommend that for anybody. If you see that show up, give it some consideration. Early voting has started today. It is a very long ballot and I recommend printing out a sample before you go to the polls because lots of lots of people on the ballot lots of elections happening And one of the things on that ballo
thank you uh just echoing uh dr weinstein and dr bird's comments on thanking the residents for coming speaking tonight i'm also uh supportive of the adopt the spot program so um we'd like to see more on that coming up um also i attended the environmental awareness committee last night so i have a couple updates there the planning commission chair provided a public comment in her official capacity to find ways for that the eac could help support the planning commission A few areas of support were the land management and best practices around protected areas or lands. The EAC is continuing their
Thank you. On the subject of those bridge projects being near completion, do you have an update on the Stowe Road closure north of Middleton?
We have no appointments tonight. We did start interviewing tonight. We have several more council meetings with interviews planned, and those appointments will be forthcoming after those interviews.
Move to suspend the rules. Thank you, Councillor Brzezinski.
Move to pass 26113, bird of amendment 10126.
I'd like to move to amend Dr. Byrd's amendments. I have passed out the description to everyone so they can read it and not rely on me reading it. I would like to strike section 478.01F in its entirety, inserting the following. F, nothing in this chapter shall prohibit. One, a vehicle otherwise lawfully operated under this chapter from proceeding across an intersection with a street or highway having an established speed limit greater than the limit permitted for that vehicle under subsection B when such crossing is permitted by Ohio law. Or two, a low speed vehicle otherwise lawfully operated
I would just like to say that I appreciate all of the kind of back and forth in discussing this legislation, hearing from a number of residents, one tonight. It seems that allowing for a short distance, a quarter mile, or a low speed vehicle to travel on that road would permit, especially neighborhoods that are very close, and as we heard, just a very short distance on that road, for them to reach downtown and some different areas. I know we've heard from or I've heard from Chief Tabak that I do understand that there are some concerns with police actually enforcing this. And I think there's a
Councilor White. Yeah, I just want to state that I'm supportive of this. You know, the intent was to make this safer and ensure that, you know, we're not allowing any traffic risks out there with traffic happening and these things getting hit. And so locking them down to 25 mile per hour roads sounds good in its intent, but if residents can't use those vehicles, it's not something I could really support. And so what Dr. Weinstein has crafted here, I think, is a good meet in the middle. It's gonna allow those residents to use those vehicles, get to downtown, get to where they need to go. Only o
you counselor like counselor guts you had your hand up um i do not support this um nationwide there are many many accidents with golf carts even on golf on golf places um and i don't think that it's safe i don't think they should be on these roads at all we are not a rural city we are not a retirement city those are the places that these are generally used so i don't support this thank you councillor getz additional council comment council president bird did you have your hand up the floor is yours so if we um would like to do another amendment should we do do we do it now or do we
It does not relate, so we'll wait. But I would, just a couple comments.
But you can make additional comments, yes. A couple other comments. So, yes, I... I agree also that I'm glad that this year we've gotten input from the chief of police and are implementing some of the recommendations, many of the recommendations that he has. I certainly appreciate Patricia's comments. I think the challenge is is that if we do nothing tonight, if we repeal everything, we revert back to state law, which allows 25 mile an hour vehicle to go on 35 mile an hour roads. So I think this is a better path for it. But I agree that we're trying to make accommodations for a relatively smal
Thank you. Yeah, on this amendment, I think it's an improvement. I'm for it. I think in general on this subject, I generally lean more towards individual freedom to use the things that they've purchased. I'm fine with some restrictions, and I think we're close. I may not love everything about this current proposed legislation, but I think this amendment makes it better.
So this is not a vote on Dr. Byrd's amendment?
That's it, sorry. So we'll do a second vote on Dr. Birdson.
Yes, I'd like to make another amendment.
So I move, and it's on your desk tonight, I move to amend the section D3, which has language about the tires, required tires. And it will say now, said vehicle is equipped with pneumatic tires of a size, construction, load capacity, and condition appropriate for the vehicle. Each tire shall be identified by its manufacturer as suitable for pavement, hard surface, street, on-road, or mixed on-off-road operation. Tires identified by the manufacturer as intended exclusively or primarily for mud, sand, agricultural, racing, or other specialized off-road use shall not be permitted. The owner shall
Just a clarification or question for President Byrd. I'm assuming that this kind of frees up the language that was in there before regarding tires to make sure that it's a little bit easier to get tires appropriate for the vehicle.
Yeah, as I mentioned, especially the First Amendment, I think this is better. I still don't think I love every aspect of this. I thought... THERE WAS SOME SOLID POINTS MADE ABOUT THE REQUIREMENT OF HEADLIGHTS. I WOULD HAVE BEEN FINE WITH PERHAPS ALLOWING THEM TO DRIVE ON 25-MILE-PER-HOUR ROADS PAST THE EVENING CURFEW THAT I BELIEVE IS IN HERE. From discussions that we've had throughout the workshops, you probably, if we have a full council here, have enough support for this motion. We don't have a full council here tonight, so I'm not entirely certain how this vote will go. But I think this is
I do support the original Dr. Byrd amendment. I just wanted that on the record.
I'll just reiterate that I appreciate hearing from all of the residents who had varying opinions and also all the council members. I appreciate the discussion. If anyone looks at the attachments and sees all the attachments, there's been a very, I would say, robust discussion on differing opinions with this legislation, and I appreciate everyone working through that constructively and getting to this point.
So there were two amendments made tonight. I don't think it's too hard to, comprehend or understand what they were. One of them was adding additional quarter mile of ability on a 35 mile on a road for a 25 mile an hour vehicle. The other one was just a relatively insignificant change about tires. that makes it sort of easier to purchase and identify tires that are appropriate for these vehicles. So I don't think that we really significantly changed the kind of the guts of the amendment that's been out there for a couple weeks.
I just agree with what Dr. Byrd just said.
Thank you. I generally agree that I do think that changes are straightforward enough to be understood, and I'd be generally comfortable with entertaining a vote this evening. I am, however, almost on a different reasoning. I think I might want to entertain a motion to postpone to a date certain because I want I want all of the council members to weigh in on this, especially one in Mr. Sutton, who has, in my opinion, a large amount of information and knowledge on this subject. And I really think we're going to struggle to even get a pass with emergency language with the current group we have ri
I guess, yes. Basically, is our calendar extremely large for the 20th, or would it be reasonable to add this?
I'm going to enter a motion to postpone to a date certain of November 20th. October 20th.
I would not like to postpone. I think it's pretty clear that we have, even from the workshop and other meetings, that we frankly disagree on a lot of this. We have different views. I have not seen much movement from any of the counselors here or not, and I think this is a pretty good compromise, and I think this is a pretty good piece of legislation where I think if we all had our druthers and wrote it exactly as we like it, it might look different than this. But I think I see a little bit of every member in this legislation. I think it's a nice piece of compromise. I'd like to make a decision
I'd like to move to postpone resolution number 26-118 to a date certain of November 17th.
Councilor Brezovic? We're discussing the motion to postpone. Correct. Would it be acceptable, however, to make comments on the legislation in general then?
So then could I make a request, I suppose, of Dr. Weinstein to hold her motion until after we make a motion to pass to the main motion so we could have discussion?
Just to clarify, so if I rescind it and we can discuss, then I can still bring the motion back up, whatever the discussion is, and then we can still move it? Yes, that's correct. I'll rescind it.
I move to pass legislation item B, 26-118.
So just if it's postponed, we will have next week's workshop and subsequent workshop meetings to discuss. So this isn't like the end of the train.
THANK YOU. THE MAIN REASON I MADE ALL OF THAT PARLIAMENTARY MOTION THERE WAS JUST BECAUSE I TOOK COUNCIL COMMENT TO POSTPONE MY COMMENTS AND I WANTED TO HAVE THEM DURING THE LEGISLATION. WE HAD A CONSIDERABLE AMOUNT OF PUBLIC COMMENT ON THIS SUBJECT TONIGHT AND SO I WANTED TO ADDRESS IT. I DON'T HAVE ANY PREPARED REMARKS ON THIS TONIGHT. A lot of people have come here speaking against this development, I and I understand. In general, for whatever reasons you may have, most people don't want a development going in near them, especially when they bought in a more rural part of town. To those who
Yeah, I'll just kind of piggyback on that and say I have also been taking this time other than meeting with residents to make sure that I understand the concerns that Residents have to also look at our land development code. I think it's already been mentioned Once tonight some of the inconsistencies with our land development code. I have seen those inconsistencies myself and I Whatever happens here, I do wanna make sure that we do a deep dive on the Land Development Code specifically regarding this rural residential area to make sure that we shore up those inconsistencies and understand what
Yeah, I would concur with Dr. Weinstein. I would love for this to be pushed out a few. I think staff has been meeting with residents. I know Dr. Weinstein has. We're trying to alleviate the concerns. We're trying to get everyone comfortable and understanding of this. It's not an easy thing, like Mr. Brezovic said. As more questions come up, I think we need to respond to those. I think we need you, the residents, especially the residents close to you, to understand this. the reality of what's going on here. And so the more we can answer and the more time we have to be able to answer for you and
Yes, I think we all forget that Hudson basically was a lot of wetlands. And much of what is built in Hudson shouldn't have been built here in the first place. And that's why we have such stormwater issues. um if i had my way there would be very very limited um development but that's as dr weinstein said that's not what our land development code code says that's not what our zoning says so those are the things that we're going to have to change but i think environmentally we really have to look at how can we deal with this because it is becoming a big environmental problem. But the only way we
I'd like to now move to postpone resolution number 26-118 to a date certain of Tuesday, November 17th, 2026.
Yes, I move to enter into executive session pursuant to Hudson Codified Ordinance 220.05B3 and 6 to discuss imminent court action and discuss matters that are required to be kept confidential by law. Invited to this executive session are all members of council, the mayor, the public works director, the city solicitor, the assistant city manager, and the city manager.
