CONSENT AGENDA•Item 2

26-094 Request to Set a Public Hearing for the Safe Routes to School Action Plan Update

PURPOSE AND BACKGROUND: The Town Council is asked to set a public hearing to consider adopting the Safe Routes to School (SRTS) Action Plan Update. The update identifies infrastructure and programmatic strategies to improve safety and make it easier for students to walk, bike, and roll to school in and across Carrboro. In 2023, the Town received an initial SRTS Non-Infrastructure grant from the NC Department of Transportation's Integrated Mobility Division (NCDOT-IMD) to update the 2012 SRTS Strategic Action Plan and collaborate with the Town of Chapel Hill and Chapel Hill-Carrboro City Schools on a district-wide SRTS program. A supplemental grant awarded in 2025 supported continuation of this work. In August 2025, the Town contracted with Three Oaks Engineering, Inc. to prepare the updated Action Plan. Over the past year, the consultant and Town staff have assessed existing travel conditions, engaged with students, families, and school administrators, and developed programmatic and infrastructure recommendations. These findings are organized into a draft Action Plan intended to guide the Town's SRTS program over the next 5 years. With further approval from NCDOT-IMD and the Town Council, the consultant's scope was later expanded to also: - Analyze existing conditions and recommend improvements for Carrboro students traveling to schools located in Chapel Hill; and - Advance several priority projects through preliminary design and engineering to improve competitiveness for future funding and support earlier implementation. These additional efforts are incorporated into the draft Action Plan. Staff recommends that Town Council consider the resolution to set a public hearing for November 10, 2026 (Attachment A). The draft Action Plan (Attachment B) may be updated prior to the hearing based on advisory board and public feedback. GENERAL AGENDA•Item 1

26-097 Town Code Amendment Relating to Security for Multifamily Residential Buildings

PURPOSE: The Town Council is asked to consider options for addressing security concerns related to exterior entrances in multifamily residential buildings. A draft amendment to Chapter 17 of the Town Code, the Minimum Housing Code, has been prepared for Council consideration and discussion. BACKGROUND: The Town recently received a concern regarding the operation of an access-controlled door within a multifamily residential building. The exterior building door leads to a vestibule, with a second door providing access to the building's common areas through a keypad system. Concerns have been raised regarding the operation of the keypad. Staff has not identified an existing code violation related to the building's entrance security. Staff continues to have discussions with building management, the Fire Department, and the Police Department and is working to schedule a meeting to further discuss the access concerns that prompted this item. The discussion may provide additional information or identify other approaches for Council to consider. In North Carolina, building code requirements are established at the state level, and the Town does not have the authority to establish additional building code requirements related to security. The Town Attorney has prepared a draft amendment to Chapter 17 of the Town Code, the Minimum Housing Code, as one potential approach for Council consideration. The draft amendment is provided as Attachment A. The draft amendment uses the term "reasonable security against unauthorized entry." If adopted, implementation would require staff to determine what constitutes reasonable security when evaluating individual properties. Additional guidance or objective criteria may be helpful to support consistent administration and enforcement of the provision. Council may wish to consider the additional information from the planned meeting before determining whether to proceed with the draft amendment. GENERAL AGENDA•Item 2

26-095 Crossing Analysis for Phases 3 and 4 of the Bolin Creek Greenway.

PURPOSE AND BACKGROUND: The Town Engineer, Sungate Design Group, has completed an analysis of four crossing locations identified in the Conceptual Master Plan as potential pedestrian bridge locations for Phases 3 and 4 of the Bolin Creek Greenway. The purpose of this agenda item is to present the findings of the crossing analysis, provide the Town Council an opportunity to ask questions, and receive Council direction on next steps. A representative from Sungate Design Group will present the findings. The Town allocated funding in the FY2026 operating budget for a crossing analysis of the potential locations for the pedestrian budges identified in the 2009 Bolin Creek Conceptual Master Plan for phases 3 and 4 of the greenway (Attachment A). Phases 3 and 4 are the longest phases of the greenway and together form the spine of the system. The conceptual master plan identified two possible alignments for phases 3 and 4; the Town Council selected the “creekside alignment” in October 2023 (Attachment B). (For additional information the Bolin Creek Greenway, please see the project webpage here: Bolin Creek Greenway | Carrboro, NC - Official Website https://www.carrboronc.gov/2762/Bolin-Creek-Greenway/). The greenway is designed to meander along Bolin Creek with crossing points at various intervals. The purpose of analysis is to evaluate the potential flood impacts for different types of bridges at the four different locations. The result of the analysis provides key information on the cost to construct and install different types/sizes of bridges and the difficulties and extent of potential impacts associated with installation (clearing, direct access, etc.). It also guides, with a greater level of specificity, the greenway profile and alignment. This information is necessary for design to move forward, and for the Town to prepare preliminary plans and to develop more accurate construction costs. Opportunities to divide the project into additional, smaller phases could also be explored. It should be noted that the Town does not currently control the land on which the trail would be located. Easements and/or property would need to be acquired as part of the right-of-way certification process, and it would be beneficial to begin those conversations early. In addition, the feasibility study for the J Branch project is scheduled for completion in May 2027. Given the proximity of the J Branch project to Bolin Creek, there may be opportunities to coordinate the projects and realize potential cost efficiencies (Attachment C). The executive summary and project map have been included with the agenda item. The full report, anticipated at 20 pages will be posted to the Town webpage. GENERAL AGENDA•Item 3

26-096 Subscription Curbside Compost Service

PURPOSE AND BACKGROUND: Purpose: To present a proposed non-exclusive municipal partnership with CompostNow to launch a town-wide, subscription-based curbside composting service. Background: To achieve the Carrboro Connects Comprehensive Plan goal of reducing community greenhouse gas emissions by 80% by 2030, the Town must aggressively target all emission sources, including solid waste emissions. While Carrboro's public food waste drop-off sites are heavily utilized, curbside collection achieves significantly higher waste diversion and carbon reduction. However, current municipal and county budget constraints prevent public funding for a municipal curbside composting service. This partnership would make Carrboro the first North Carolina community to offer a discounted subscription curbside composting service and would do so at no cost to the Town. Raleigh-based CompostNow, an experienced operator with over 15 years in business, nearly 100 full-time staff, and over 375 five-star reviews on Google, would fully manage operations. They would be responsible for customer service, billing, bin and bag distribution, curbside collection of compostables and transportation to a permitted composting facility. They would also track and report participation, diversion metrics and greenhouse gas emission reductions. The Town will support the service by collaborating on program outreach, education, and progress reporting, complementing existing Green Neighborhood Grants and Orange County's public food waste drop-off sites. Participation in the program will be voluntary and exclusively available to Carrboro residents, as well as community members within the annexed portion of the Town of Chapel Hill who receive solid waste collection services from the Town of Carrboro. While CompostNow's standard doorstep collection normally costs $39 per month, Carrboro residents may opt-in to the curbside service at a 50% discounted rate of $19 per month (rate-locked for 3 years, plus a $19 start-up fee). Doorstep service will be provided to residents with mobility limitations at the $19/month discounted rate. Attachments: A - Curbside Compost 2026
