October 6th, 2026. First item of business is to get a roll call, please.

3:53 – 4:33•Armando Medina

Thank you so much. Thank you. Our next item is the Pledge of Allegiance. Can you please stand? THANK YOU SO MUCH. OUR NEXT ITEM IS TO COVER ANY CORRECTIONS TO THE AGENDA. GOOD EVENING, CHAIR, MEMBERS OF THE COMMISSION. THERE ARE NO CORRECTIONS TO THE AGENDA FOR TONIGHT'S MEETING. THANK YOU SO MUCH. OUR NEXT ITEM IS PUBLIC COMMENT. DIRECTOR PELME, CAN YOU HELP ME WITH THIS STATEMENT, PLEASE?

4:56•Armando Medina

Thank you so much, Director Pellomi. Our next item is to cover any staff communications.

6:35•Armando Medina

Gotcha. And is that something we can discuss right now today? Is that something we can decide today?

8:52•Armando Medina

I THINK IT'S REGARDLESS OF WHAT WE DO, RIGHT? IT'S APPROVED WHETHER WE HEAR IT OR NOT. IT'S APPROVED, RIGHT?

9:18 – 9:57•Armando Medina

I MEAN, THIS IS HONESTLY A FORCED ACTION. And despite all of the recent action, the council denial and the planning commission denial, it's resulted in a mandate from the state that really shifts our discretionary review, right? We don't have any more discretionary review. I'M ASSUMING THAT IT'S GOING TO MOVE FORWARD, THE PROJECT MAY MOVE FORWARD, AND PLANNING WILL TAKE THE ADMINISTRATIVE PROCESS IN ISSUING ANY SUCH PERMITS OR ANY SUCH REVIEW.

11:24 – 12:13•Armando Medina

I think that perhaps we can leave that AS AN ADMINISTRATIVE PROCESS AS WELL. IF THE COMMUNITY HAS ANY REASON TO, I WOULD JUST HATE TO OPEN THIS BACK UP TO THE COMMUNITY WHEN THERE IS NO ACTION THAT WE CAN TAKE. I THINK THAT IF THERE IS SOME PUSHBACK FROM THE COMMUNITY THAT THEY TAKE THE ADMINISTRATIVE PROCESS AND INVOICING ANY SORT OF OPPOSITION OR support for the project through the administrative process. I just don't think that there's enough benefit to reopen that for this body. Any thoughts, commissioners?

16:09•Armando Medina

Okay, maybe could we potentially have an informal vote between us here?

17:34 – 17:50•Armando Medina

THANK YOU SO MUCH. APPRECIATE IT. THANK YOU. ALL RIGHT. MOVING ON WITH THE AGENDA, THE NEXT ITEM IS THE APPROVAL OF MINUTES FROM THE PLANNING COMMISSION MEETING HELD SEPTEMBER 15, 2026.

18:14•Armando Medina

Thank you so much. Our next item is the presentation. I think I'll let staff take over there.

38:01•Armando Medina

Thank you so much for staff for putting this presentation together. I'm going to open it up to the commissioners to see if there's any comments or questions.

39:04 – 39:19•Armando Medina

Thank you so much. I also want to echo the sentiments from my colleagues here. Thank you for the planning department to really spearheading this effort. I know it's not easy and it likely comes with strings attached. It looks like this is only valid for three years.

39:25 – 40:02•Armando Medina

But ultimately, I think this will support not only the state's response to the housing crisis, but also if this in any way can help MAINTAIN, HELP WITH THE STATE'S HOUSING CRISIS, BUT ALSO HELP TO IN SOME WAY FUND INFRASTRUCTURE IMPROVEMENTS FOR THE CITY. I THINK IT'S AN OVERALL BENEFIT. I'M HOPING THAT THIS MAYBE TAKES US FROM BEING JUST A CITY THAT IS OR THE CITY THAT IS THE MOST BUSINESS FRIENDLY TO BE THE MOST HOUSING FRIENDLY AS WELL.

41:56 – 42:14•Armando Medina

Thank you. Yeah, most definitely. Proud to be part of this commission that it's really just, I mean, we're the face to it, but really you guys are the army that makes it happen. And if it weren't for your leadership and your ideas and these applications,

42:31 – 43:08•Armando Medina

Thank you so much. I guess that concludes the presentation. Let me get back to the agenda. So there's no action, I forgot to mention, there's no action in the presentation, right? We don't receive in file or anything like that? Okay, sounds good. Even better. Yeah. In that case, our next item is for any planning commission orals. Going once, going twice. Nope, okay. Next item is for the adjournment. So go ahead and call this meeting adjourned. Thank you so much.
