I'd like to call to order the City Council meeting for Monday, October 5th, 2026. At this time, I'd ask that everyone please stand as we have an invocation from Pastor Robert Bannon of Westminster Presbyterian Church, followed by the Pledge of Allegiance.
We do have three proclamations this evening. The first is for, excuse me, the Domestic Violence Awareness Month. If we do have any representatives here to receive this, would you please come forward? Hello there. Are you Jessie? You can come on over here so they can get you on camera and all that good stuff. Thanks.

And whereas, since opening in 2020, the Family Peace Center has provided ongoing support services and hope to over

Thank you. We'll now move on to our public speakers for tonight. Just as a reminder, you do have three minutes to step up to the microphone and make your comments. We do have two microphones located at the back of the horseshoe. Once you do hear an alarm sound, we do ask that you bring your comments to a close at that time. That being said, the first speaker tonight is Susanna Anthony.
Our next public speaker is John Tack-Grantley.
Brother John, I'm sorry. I did. My alarm went off, but it's silent, so you did get an extra, like, 15 seconds. Thank you. Next we have Gino Ifrit.

Thank you. All right, counsel, we have seven items before us. Are there any questions or comments? Seeing none, clerk, will you please call the roll?
Next, we have Finance and Personnel Committee. I'll turn it over to Alderman Frost.
Thank you. Number one, the committee recommends approval of vouchers in the amount of $14,579,612.42 as approved at the Finance and Personnel Committee meeting held on September 28, 2026. Number two, the committee recommends approval of tax exempt leases for 2024 through 2026 vehicles and outfitting to Associated Bank of Green Bay, Wisconsin. The funding sources are various operating budgets. And number three, the committee recommends approval of the lease agreement with Emerald Property Management in an amount not to exceed $9,270. The funding source is the Winnebago County Community Mental H
Council, we have three items before us. Are there any questions or comments? Alderman Bonney?
Thank you, Mayor. Item one, I would move that we amend the committee report for the proposed funding agreement and lease with the Rockford Area Convention and Visitors Bureau to reflect the initial expiration date of December 31st.
I jumped ahead a little, didn't I? A little bit. It's all right.
Welcome back. No surprise anymore. Are there any other questions or comments? If you don't know, run. All right. I see none. Clerk, will you please call the roll?

Alderman Bell says now is the time to speak. We didn't, never mind. I move to amend the committee report for the proposed funding agreement and lease with the Rockford Area Convention and Visitors Bureau to reflect the initial expiration date of December 31st, 2028. And we've obviously discussed this a number of times. I think clearly we have a local taxpayer money and
Alderman Bonney, I think this is an amendment, correct? Correct.
I'm explaining why I'm making the amendment. All right.
We need a second before we go to discussion. I thought I could be in. Yeah, we would need a second before we have discussion. Are there any questions or comments? I'll take it. Alderman Bonnie wants to continue. Sorry about that.
Again, I don't think this is a question of whether or not we don't need Go Rockford's assistance to fully activate Davis Park. It's a great new asset brought forward with our own investment of quite a bit of local tax money as well as It was a considerable investment by the state of Illinois. And clearly, I went back and reread our IGA with Rave. Rave has already carved out that their responsibility is only for ticketed events that they can turn a profit on, which obviously they're a private entity, and that makes sense. their for-profit entity, that makes sense. Many of the other things we ha
Thank You mayor I would just add is again I touched on this a little of go Rockford taking over these responsibilities and they they are in fact as ASM global or legends global I'm sorry have the experience on on the big events and these smaller more local events and community oriented events they even see the experience that go Rockford has in these endeavors and so I am supportive of the increase in funding to Uh, to activate Davis parting. So we're doing so doing so. Uh, but I also am supportive of the, uh, amendment of the not extending the agreement four more years to a total of six years
Are there any other questions or comments on the amendment? Seeing none, clerk, will you please call the roll? Are there any other questions or comments on the amendment?
Seeing none, clerk, will you please call the roll?
Right, that item, or that amendment fails. That amendment fails. And so we are now voting on item one as it reads. Are there any questions or comments on this item? Seeing none, Alderman Durkee.
Thank you. I also wanted to review some of the statements and some of the things that our last Planning and Development Committee discussion had We had a lengthy discussion, and the committee allowed Mr. Groh to testify. He was given an open microphone after hearing our complete discussion. Mr. Groh said a lot of things, but he also didn't say a lot of things. I made a few comments regarding the funding, including the increase to 75%. In fact, that the income of go rockford has gone up with little added responsibilities over the years when room rates go up and the number of rooms are construct
Thank you. Are there any other? Alderman Bell?
Thank you, Mayor. make an amendment to this item I do not have a crib sheet prepared but the amendment and so therefore I asked director hammer to help me out here I'd like to make an amendment to item one And I'm just going to read this really quick. I move to amend the committee report for the proposed funding agreement and lease with Rockford Area Convention and Visitors Bureau to reflect 2030 instead of 2032. I can't formally get a second yet until we get that. But if we can move this item to later in the meeting, that would be great.
So, and I'll go further on that. We only have 12 aldermen here, or 66, and there's no ability to break a tie, and I think, you know, So modifying this would, I think, give both sides of that vote some wiggle or an acceptance or consensus.
We have no motion that's been proposed or seconded in the proper order. To speak to a motion that doesn't exist in front of us is out of order.
Well, we'll give legal time to prepare your amendment.
Alderman Frost, you second it? Okay. I understand. We're going to come back to the item once legal has time to prepare it in writing. As it stands, so then we just move on to finance. I'm sorry. I'm sorry, codes and regulations. All right. We'll come back to this item then, and we'll go to codes and regulations committee, and I'll turn it over to Alderman Punte. All right.
The committee recommends sustaining the Zoning Board of Appeals approval for a special use permit for a single room occupancy consisting of 20 single room bedrooms, kitchen, and common space in a C3 general commercial zoning district at 2520 North Main Street, subject to conditions.
We have one item in front of us. Are there any questions or comments? All the woman meets.
Thank you so much. I just wanted to state that there's been a lot of commentary surrounding this item, especially just SROs that we haven't really seen too much of but this business owner along with several other business owners have been in communication and the business owner did connect with an architect to see if there could be some amendments or changes to this proposal. And it came back from the architect that this occupancy could be reduced. So the room count We could reduce the room count by five and add four additional rooms to give 11 bathrooms and 15 rooms. Changed in here, but that
Alderman McGrath. I had an opportunity to speak with the developer, and I am really excited that something like this would be coming to the northwest side of Rockford. And changes or whatever is appropriate, but I think it is something that is new to Rockford, and I think it is going to be a driver for our area, and I'm excited to vote yes for it. So I'm hoping that it passes this evening. Thank you.
Thank you. Are there any other questions or comments? Seeing none, clerk, will you please call the roll? Aye.
Item passes. Moving on to Finance and Personnel Committee. Alderman Frost.
Thank you. Number one, the committee recommends approval of an intergovernmental agreement about the White Village of Cherry Valley and the City of Rockford for the establishment of the Rockford Regional Tourism District. Number two, the committee recommends approval of the formation of the Rockford Regional Tourism Improvement District. Thank you.
right council we have two items before us are there any questions or comments alderman bonnie um since this item is related to the one we're waiting for legal to provide us something with i'm wondering if we can't just hold these both over yeah that doesn't make sense these items under finance and personnel really are not related
In any respect to the item that was under codes and regs about the funding agreement with the RACV, this is a separate and distinct item that is an intergovernment.
Thank you for pointing that out, Alderman Frost.
That being said, are there any... A while back for Alderwoman McNeely, but I don't get it. So I'm just... remain opposed to this for a lot of reasons, but the main reason is just this lack of transparency. I mean, we've heard tonight, again, this referred to as a self-imposed assessment. By definition, it's not self-imposed because if the If hotel owners and operators were asking us to impose it on the hotel owners and operators, then it would be self-imposed. But they're not. They're asking us to impose it on hotel guests who are not gonna have a choice about whether they pay it or not. And t
Before we move forward, I did have a sell legal sand go up after your comment.
Were there any other questions? Alderman Frost?
There's a vote taken on. I just would like to comment on some of the points that he talked about. This has been... approved by other municipalities, including Cherry Valley, Loves Park, at least South Beloit, have all approved this. This is a state statute, as you mentioned. So, yes, it's true. We don't have the authority to amend parts of it as it exists. But what we do know is that it has a support of 100%. There were 29 hotels in the district and they all was 29 and they all have agreed with this idea. And obviously their goal is all the same and unified, and that is to increase the number
Thank you, Mayor. A little bit along those lines, yes, I think the TID is completely separate. I think there is, as I mentioned before in a previous meeting, that there is, I think, a warranted conversation to have as far as hotel motel tax uh in in regards to the park district that does do a lot and that fills these rooms with sports teams coming from out of town but that i think is a conversation we can have going forth of the late conversation i had with director parham with health and human services was as this tid as the fee is really aimed towards individuals filling our hotel rooms that
it looks like someone from go Rockford's team could answer that question without objection from council I think it was a good good question to ask I'd like to know before you speak sir I'm sorry
Is everyone on council okay with having, who was this? Was that Michael? Michael Jacobson come to the microphone to address Alderman Thunberg's question.
Thank you. And this would be geared towards, I know some of the motels that we tend to house individuals in temporarily. if he could address if this would pertain to only certain hotels, if this were to be the case where it could be carved out per se, or whether it would be in regards to all hotels or just certain hotels. Thank you.
Are there any objections for Michael Jacobson to step up to the microphone to address Alderman Thunberg's question? We have one, I'm only hearing one.
Thank you. Does that satisfy your question?
Yeah, so let me just clarify that. So any motel under 45 rooms that we provide housing for temporarily would be exempt from TID. Looking at the hotels we use, I assume are more than that. If I could ask Director Parham that.
While we wait on those answers, Alderman Thunberg, do you mind if we move on to a couple of other aldermen while they look that up?
Thank you, Your Honor. Just a couple of things. and respond to some comments. This is not a tax. It doesn't fit nearly the definition of a tax. A tax is an enforced contribution to provide for the support of government. Money doesn't go to the government. Basically, the state statute sets ground rules. That's all it is. It sets the rules, the playing field for the hotels, not for us. The hotels don't pay the 2%. We don't send the police to arrest them. That's a civil matter between the hotels. I guess the best example would be an HOA. HOAs are set in by state statute, local statute. People get
Thank you. Alderman Fronte. Are there any other questions or comments? Alderman Bonney.
Thank you. So, again, the hotel owners could do this on their own without involving the government, without us interfering. They could raise their room rates, and they could, as just like an HOA, establish a fund that they would then control themselves to market using their own funds from a rate increase. By doing it this way, they have to have our approval. So I don't know how you can call it government interference when it requires government interference. They can't do it without our approval. Again, if it were a self-imposed assessment, they would be imposing it on themselves. This is goin
Thank you. Can you answer if... Somehow or other, as it relates to human services, if we're not using the 45-plus, does that somehow limit the number of people that they are able to serve and families that they are able to serve?
Thank you, Mayor. I don't think that's a deal breaker, but I would like to think that we have that number changed um to reflect i i don't know many uh motels or hotels maybe the no-tell motel somewhere has less than 35 rooms but i don't know many that have less than 35 or 45 rooms is it 45 or 35 again 45 45. so uh i think that would be something that maybe our lobbyists could look at if this is a state issue with the 45 room number thank you thank you are there any other questions or comments all the woman meets thank you so much i i just um it was something that i did ask when this first came
because it was told that only people outside of the pay this fee. And I was told that there was no mechanism for that to happen. So I don't really have a question, but I do want to ask, and I don't know who can answer it, could there be a mechanism of not charging local residents for this particular fee. Even if it's just presenting identification, which you have to do when you book a room anyway, and your address is on your driver's license, So I just feel like whatever we can do to make it so local residents aren't on the hook for this fee, that instantly would have made this go down a littl
I don't know if legal has that or. Director Parham, is that something you can answer or legal? No. No, okay.
Thank you. Are there any other questions or comments? Alderwoman Prenti.
As it relates to the 12th Ward, Alderwoman's, no, yeah. Is there any way that we could at least do that portion for in seeking the services of our human services department?
It's the same question. Same answer? Or am I not understood? Maybe I'm not. It's the same question. Okay. Alderman Bell.
Thank you. I think there are some unanswered questions maybe that someone from the audience could answer. I'd like to ask again if the individual could speak and answer some of the questions that were just raised without objection, hopefully.
Are there any object, well, I'll do a roll call. So my question is, is there a want from the council for us to hear from Michael Jacobson to address any of the comments or questions that were made tonight?
Roll call on the objections, please. So if you are in favor of Michael.
Did anyone second my motion to lay this over for six months? No. So we're debating a motion that wasn't seconded?
But we didn't announce that? I didn't catch that.
It was just silence, and then we moved on, I think is what happened. I forgot where I was at. Oh, we're taking a roll call. Thank you. Microphone to speak. Microphone to speak.
Are there any questions on that? Alderman Bell, what's the question?
He could probably answer the questions that were raised or a little bit of them. And so since he's not here, that's why I'm asking if they could speak. Thank you.
Clerk, will you please call the roll? Aye.
That being said, do we have any questions that we would like to hear from Director Michael Jacobson?
Alderman Bates. Thank you. Can you kind of speak to some of the conversations that we're having, the questions that was raised from Alderman Thunberg and Prunty?
mayor so for clarification the we obviously have ups having large operations here at the airport so those pilots would not be or the ups would not be charged this tid kind
Yeah, I hope Allegiant doesn't have this because my Allegiant flight would probably get canceled if that was the case. So hopefully it's just with UPS or Amazon, but... Director Parham, how many of our individuals that we put up are longer than 30 days? I would guess not many. So again, this is something that I would like to see maybe our lobbyists address so we can go higher than 45 hotel rooms because I would guess that we're putting up individuals until we find
Alderman Frost. Thank you. I just have a question for you. I mean, it's Meyer saying that, you know, if after five years the TID is not working as planned, have the ability to revoke the TID and just get rid of it, right? That is correct. the gloom and doom that some people think about it and they don't like how the money's being spent or the hotels aren't doing an adequate job with it, it can just be completely extinguished, correct?
I think I heard earlier that Chicago had just done this and another community had done this. Peoria had done this. Are they too doing this in terms of groups? Why did we have to do it as a group? I'm sorry, did they do it as a group of cities?
Thank you. Are there any other questions or comments? Seeing none, clerk, will you please call the roll?
Thank you. The item passes. I do believe everyone has received the amendment that was proposed by Alderman Bell. So if it makes sense, I'd like to go back to the Planning and Development Committee meeting for item one. Legally, do I need to read that again? Angel?
So taking it back to item one, which is for the contract for the Gold Rockford, I will call on Alderman Bell to legally make the amendment. Sorry.
Thank you, Mayor. On item one, I move to amend the committee report for the proposed funding agreement and lease with Rockford Area Convention and Visitors Bureau Gold Rockford to reflect a new expiration date of December 31, 2030.
We have a motion. Is there a second? Are there any comments or questions on the amendment?
So now we would just vote on this item as is. Unless we have any other amendments that would like to come out tonight.
Alderman Frost. Thank you. I just would like to address some of the comments that were made. And I know that a lot of them were directed specifically at Mr. Groh, and I know he's not here. But I have been on the Go Rockford board for a number of years, and I remember once I got quote in trouble by Alderman, or by Mayor McNamara, and at the time I just thought that, you know, like I disagreed with some of the spending. And since then, I've seen the Go Rockford staff and team work tirelessly to get, whether it's a lacrosse tournament, a bowling tournament, the Ironman, a variety of events to our
Thank you. Are there any other questions or comments? Clerk, will you please call the roll?
Thank you. The item passes. Next, we have officers' reports. Do we have any aldermen with any officer reports? Alderman Thunberg.
Thank you, Mayor. I'd like to say thank you to my board of trucking for doing a successful charity ride two Saturdays ago for support of Delilah's Law. It is a law that I think needs to be passed on a national level. But they did a great job in the trucking industry and also pointing out that some of the biggest vehicles on the road do have some commonality with some of the smallest vehicles on the road. So myself and another alderman to my left was able to take part in that. It was a great event. So thank you to MyBorg Trucking and Zach MyBorg for that. It seems like time really does fly, but
Is it 7 a.m. to... It's always 7. No, I think it's 8 a.m. I think it's 8 a.m. to 9.30, I believe. I will be there. So... Also, this Saturday is, again, the back on two wheels this Saturday as well. Thank you.
Thank you. Alderman Bronte, I got you covered.
Thank you. On October 8th, we will have the sixth ward meeting at the Rockford Fire Department Station 7 at 2323 Sawyer Road. We will have our guests will include the fire department, representatives from the Human Services Department, as well as the Crisis Co-Response Team. So hope you all will be able to come and join us. In addition, just wanted to let everybody know that this is not a event that I'm doing, but it is in the Sixth Ward where there will be the Quad will have its open house on October 13th. from 3.30 to 6.30, and that's at 4151 Samuelson Road. That's October 13th. And then my
I just also wanted to thank for really putting on a great local event here to help out a gal with a traumatic brain injury. And they did a fantastic job organizing this event for her. I also just wanted to note to the council that one of the great things about seeing this motorcycle there was if you ever want to know when Alderman Toonberg is unable to speak, it's when he's riding his Harley. Thank you.
Thank you, Mayor. I actually have four things. The first one is everybody received an apple on their desks. I went, I shopped local this weekend, which by local I mean in the 14th Ward. These are all from a orchard, little mom and pop shop one acre orchard. orchard that is on Phelps Avenue. And it is what's left of a much larger orchard dating back to the Depression era from which the intersecting Orchard Avenue got its name. And the owners sell apples there for, they have 22 varieties. They sell for $2 a pound. There's signs in there right away if you pull into their driveway and the barn doo
Say that last part of your question again for me.
Are we going to be able to invite all these developers or have we invited them to our November strategic planning meeting?
Well, I know that's something we can look into. Yeah.
I guess if we haven't done that yet, do I need to introduce that as a resolution?
I believe I brought this up about a month ago. Mayor indicated that it could be done. Has it not been discussed at all in the several weeks that have passed?
There's been discussion, but there hasn't been any definite answers. I think we'll need to look at that list and see how we can divvy that up so we don't have everyone in here for all of the developments for one night. I think that could be pretty exhausting. So we'll have to look at everyone's schedule and get that done. I'll get on that.
somewhat related to that two months ago we approved a moratorium on data centers and requested staff to study best practices around regulation of data centers and i doubt we can get an update that on that tonight with the city administrator not here but i'm wondering if we can get sort of a it was you know a halfway point progress report on that so that
Yes, I'm sorry, you were asking for the timeline for the moratorium.
Well, if we could, no, I know it was, we gave six months to staff to develop that, and I'm wondering if we can get a three-month progress report on how that's going, where staff is, you know, potentially to bounce ideas off council to obtain feedback before we reach the six month point and then it comes to us and having had no input up to that point.
Yes. And I know, I was going to say Alderman. Mrs. Haggerty. I'm sorry, not Haggerty. Hammer.
Are there any other officer reports? I'll come back to you, Juneberg. Alderwoman Granniff.
Hope at Mulligan's. Our community has been experiencing a lot of concerns in regards to suicides lately, and that works with our young students, and so there will be a fundraiser Friday night. And also... getting prepared for the holiday season, there is a push to shop local and I would urge everybody as they continue to put forward their Christmas presents and all the other things that they are going to be purchasing that they look at our local businesses first and try and spend as much money as you can is a constituent in Alderman Thunberg's ward that has created a group to help facilitate s
The pancake breakfast, by the way, 13th, Tuesday, 7.30 to 9 a.m., YMCA Log Lodge. Also, we didn't point out the MyBorg trucking benefit. Thank you to the Latin American Bikers Association and the Wolfpack Bikers Club as well. Thank you.
Thank you. Any other officer reports? Alderman Bell, then Alderman Meeks.
Thank you, Mayor. I'll touch on really quick the Avon Street development. yes that development is moving forward in partnership with and more information can be shared later but in partnership with our 13th ward housing task force two developers have come together to to save what habitat for humanity could not continue on the west side of avon street And so more information will be coming out about that. But thanks, Alderman Bonnie, for announcing that publicly today. Happy to have more conversations with our city administration and our council members about that. But super excited for that pr
OK. So granted. If everyone could please stand for a moment of silence. Thank you. Alderwoman Meeks.
Thank you so much, Mayor Neal. First and foremost, I just want to thank everyone who attended the 12th Ward Town Hall held at Cliff Breakers Event Center at Riverview Inn and Suites. We had a great turnout. Just special thank you to Finance Department Ann Wilkerson and Carrie Haggerty for helping to arrange that. Public Works Department, Scott Sanders, thank you so much for floating throughout the room and answering every question that was posed to you. Big thank you to Chief's Office Carla red and chief Rebecca tile chief red. You had probably the most questions of the night and you answered
Thank you. Are there any other questions? I'm sorry. Are there any other officers' reports? Seeing none, we'll move into nothing under Planning and Development Committee, nothing under Code of Finance and Personnel Committee.
