Michelle Holstein, Commissioner's Office. Rhonda Fields, Commissioner. Leslie Sonny, Commissioner. Carrie Warren-Belly, Commissioner.

6:05•Carrie Warren-Gully

Thank you. Cherry Creek is just that much bigger.

6:10•Rhonda Fields

Yes, ma'am. Just to add on to your question, you didn't mention the award amount. Oh, yes. You said Cherry Creek was $6 million. How much is...

6:24 – 6:35•Carrie Warren-Gully

Is Aurora a lot bigger than Littleton? Yeah. So Littleton's about 13,000 students and Aurora and Cherry Creek are more like four or 55,000. Forty and then Creek is like 50, yeah.

6:41 – 6:52•Carrie Warren-Gully

Yes, go ahead. Thank you, manager. So, Nico, um, It says to keep some or all revenue above the taper cap.

7:41•Rhonda Fields

Mr. Chair. Yes. Is there any certainty that teacher salary will be increased?

8:17 – 8:47•Carrie Warren-Gully

Yeah. one other yes thank you um so this is only when we have a tabor refund are we anticipating that pretty much we're gonna we're anticipating a tabor refund for the next five or six ten years the the current um forecasts show that we are projected to have a tabor refund that changes

9:05•Carrie Warren-Gully

I'm sorry, one other question. This would be in addition to what we currently have, not supplanting it?

9:28 – 9:39•Jeff Baker

Have people come out to endorse or oppose this? Do we know what Colorado Education Association has said?

11:56 – 12:37•Carrie Warren-Gully

Commissioner Wargolli. Thank you, Madam Chair. So my understanding is that there's very little discretion here. So you're a kid. at a high school party, somebody gives you a bill, that person could be considered distributing fentanyl? Yes, ma'am. And it would be a mandatory prison sentence for that person? Yes, ma'am. Okay. I had also seen estimates of about $66 million increase in county jail situations as well?

12:45 – 13:14•Rhonda Fields

Do you have more? Go ahead. Okay. Commissioner Fields. Thank you. And I'm not quite sure if you all saw the email that we received asking if the county should endorse or support this opposition of this measure. And so I don't know if we're going to vote to share at some point. We can resolve that. Yeah. I don't know what the policy is regarding county endorsing it.

13:53•Rhonda Fields

And it sounds like a resolution would be required, so we can talk about that in the shares. Absolutely.

14:06 – 14:42•Carrie Warren-Gully

Do we know where our DA and our sheriff are on this? That was my question. The Sheriff's Association. That's what I wanted to say again. No, ma'am. Because I agree with you, Commissioner Fields, that we did get a request. And part of my thinking around it is we need to find out what our partners in this space are doing because That would be very hard if we are awkward. Yeah, very awkward if we're like in different situations, and I did look. It's a pretty happy list.

14:42•Rhonda Fields

Are they on there? The Sheriff's Association?

14:45 – 15:13•Carrie Warren-Gully

The Sheriff's Association is not. Some sheriffs have individually endorsed. I did not see our sheriff on that list. That doesn't mean he hasn't signed on. But there were some DAs. I don't think they're associations. And our VA was listed on there in support. I mean in opposition. In opposition? Okay. I'll take that step because that's the only question from the application I had.

15:30•Jeff Baker

Yes, Commissioner Baker. Sorry, I didn't mean that. As resident law enforcement. No, I just, Aurora took a position against.

15:47•Rhonda Fields

I support it. I'm in opposition. Yeah, me too. So am I.

17:25•Jeff Baker

It was the... Concerned citizenry, that meeting I told you about. I went there. I don't recall what he said about it.

17:54 – 18:36•Jeff Baker

No, I had one other thing is that just that I'm anticipating at the next sex offender management board meeting, this will probably be discussed. I'm not sure if it affects any of the SOMB standards that are in the Colorado revised statutes. I doubt it, but I'd like to see if there's any impact on the sex offender list that's made public. and or any change in their status in a convicted offender. I doubt it changes anything, but I'd like to know a little bit more about that.

18:43•Carrie Warren-Gully

To be in jail. And this would say lifetime.

19:20 – 19:37•Rhonda Fields

All right. Go ahead, Constructions. We met with them not too long ago, just based on their overall funding, and this issue came up, this proposition, and they do oppose it for the exact same reason that you mentioned.

19:38 – 20:03•Jeff Baker

What group is it? It's the CASA, Colorado Coalition Against Sexual Assault. And we have folks from CASA that sit on the SOMB, too. So I wasn't expecting the SOMB board which is a state board to have a position, but the people on it are victim-focused and therapy-focused.

20:04 – 20:31•Rhonda Fields

And the thinking is, too, that many women who are involved in abusive, violent relationships, they would be thinking that they might get caught up, because sometimes when you report crimes, you get caught up being charged with one. And they have lots of scenarios, hardships, situations that said that they could not support. And so there's illegal women voters, I think there is, yeah.

26:13 – 26:30•Rhonda Fields

There's a lot of these measures that I think come from Colorado Advance or Advance Colorado and it's just the tone of their measures is very discriminatory against certain aspects of culture and society.

26:30•Carrie Warren-Gully

Schools are already dealing with this and Yeah.

29:30•Carrie Warren-Gully

Which we're supposed to have the right to vote on whether we want to increase our taxes.

30:06 – 30:19•Carrie Warren-Gully

If we choose to increase our taxes, we're doing exactly what Taper says we can do, right? Yes, ma'am. Never mind. I'm being snarky.

31:21•Carrie Warren-Gully

Because it says individual and corporate taxpayers.

33:30 – 33:57•Carrie Warren-Gully

Thank you. Commissioner Warren-Belly? Thank you, Madam Chair. Okay, this one is getting a lot of attention and I'm still not sure I totally understand it. So what they're saying is, are we collecting more, I mean, We already collect this, and some of this money already goes to conservation, does it not?

34:23•Carrie Warren-Gully

But this sales tax is already being collected, I guess. Into the general fund, yes, ma'am.

34:36 – 34:55•Carrie Warren-Gully

Okay, so just to put it where the goats can get it, right? We passed a sales tax on our sporting goods, and the assumption was that it would go towards conservation. No. No, it was always meant to go to the general fund.

36:29 – 36:42•Carrie Warren-Gully

Yeah, and we're just about to get a $160 million penalty for our SNAP rate. Yeah. Yes, ma'am. for our error rate on SNAP, so.

36:57 – 37:08•Rhonda Fields

Yeah. It's, I think, a form of manipulation. Yeah. Yeah. Yeah. For our taxes. Mm-hmm. For a certain target amount.

41:27 – 41:50•Carrie Warren-Gully

Does this call out specific species and stuff? I have a feeling I know why this is going on, because we've tried to, like the introduction of wolves, and people have tried to make it so you can't hunt certain animals and bears. Does it call out species, or it's just in general you have a right to do this?

42:07 – 42:23•Rhonda Fields

are bears considered game yes yeah i i thought they were i knew a guy in wisconsin one time that offered me some yeah yes commissioner fields i think that you know residents and people in the state of colorado already have the right to hunt and fish

42:26•Carrie Warren-Gully

I mean, we've organized 300 pairs this year. The State Department of Parks and Wildlife. Because they've become such a nuisance.

43:46•Carrie Warren-Gully

Madam Chair. Commissioner Wong-Gully. Has the Clerk Association taken a stand on this?

43:54•Carrie Warren-Gully

We can look it up. Yeah, we can look it up. I'm wondering if our clerk and recorder has said anything on this.

44:50•Carrie Warren-Gully

Well, and I also heard that it will probably significantly lengthen the ballots.

48:26 – 48:47•Carrie Warren-Gully

I did have a question on this about corporate taxation. So in the state of Colorado, do we have any different kinds of corporate taxes or do they just pay that 4.4% flat?

49:52 – 50:12•Carrie Warren-Gully

But we don't have any other taxation on corporations outside of that flat tax percent. I mean, there's a lot of states that'll have like a corporate sales tax, they'll have a lot of other ways in which they tax corporations outside of income. But, well, I don't need to touch on this.

53:13 – 53:39•Carrie Warren-Gully

that's it great that's it that's great thank you very very much thank you very welcome it was Aurora Centennial Sheridan Cherry Hills Glendale Glendale thank you yes ma'am and before we get going can you get a motion to go into executive session can you all stay for our motion

53:45•Jeff Baker

Yeah, I'll make the motion, Madam Chair. All righty.

53:56 – 54:50•Jeff Baker

I move that the board go into executive session pursuant to section 24-6-402, parent 4, parent B of the Colorado Revised Statutes to receive legal advice regarding employee authorization documents, EADs, employee issues and pursuant to Section 24-6.402 of the Colorado Revised Statutes to develop strategy and instruct negotiators and receive legal advice regarding a proposed intergovernmental agreement regarding the air park the Monahan interchange project and to receive legal advice on the proposed interchange impact it has been moved and properly seconded to go into executive session all in f
