Thank you. Do any commissioners have any changes to the agenda?
Okay, thank you. Is there a motion to approve the agenda as amended? So moved. Second. Okay. Motion by Commissioner Holt and a second by Commissioner Diaz. Will the secretary please take the vote? If you're in favor, please signify by saying aye. If opposed, signify by saying nay.
And we've already gone over the reports by the commissioners earlier. Any other reports by commissioners? Oh, and then can we please make a note that Commissioner Sherville is here and present? Oh, a quick report? Oh, yes.
I want to thank Council Member Mike Kerbasi, West of 99 Landscaping that is managed by the city of Fresno was a mess. I had to reach out to Mayor Dyer, to all the council member, and I want to say the community deserves better. So I hope the landscaping department please hear this clearly from the community that each house over there is paying about $75 per month for that cleanness. And the community should not have to be calling Fresgo app or calling or reminding people to do their job. So humble request. Please, let's make sure all the West of 99 landscaping that are owned by the city should
Thank you. Any other reports from the commissioners? Okay, moving along to continued matters. Item 7A, ID 26-627, continued from September 16th, 2026.
Thank you. Do any commissioners have any questions?
We will now go out to the public. Are there any members in the public who wish to comment?
Oh, I'm so sorry. Presentation from the applicant, please.
Thank you. Anybody, any additional questions? Not at this moment.
Okay, now we will go out to the public. Are there any members of the public who wish to comment in favor of the item that are in the chambers? Any via Zoom? No, we're not doing some today. Okay, all right. Are there any members of the public who would like to comment in opposition of the item that are in the chambers? Nobody. Okay, so there will be no rebuttal from staff and we'll now close the hearing. Would any commissioners like to ask any last questions prior to making a motion?
Oh, I just want to know, like, what's the affordability for those homes? Oh, no.
And so you have like home within home type? Like two homes on one lot? That's what you have? Like home within home? Do you have like two homes, like one ADU, one main house?
You know, that's really good for the families, like especially families who live together. Right.
Thank you. Is there a motion to approve staff's recommendation? Second. Okay. So we have a motion by Commissioner Shergill and a second by, was that Commissioner Holt? Yes. Would the secretary please take the vote? If you're on favor, please signify by saying aye. If opposed, signify by saying nay.
Aye. Motion passes. We'll be moving on to item 7B, ID 26-468, continued from September 16th, 2026. Thank you very much. Thank you.
So there were some concerns about traffic. Have those questions been answered for the public?
And then for the noise concern, was that answered?
Okay, if there's no other questions, we'll have the applicant present.
Thank you. Anyone else in favor? Okay. Are there any members of the public who wish to comment in opposition of the item? Okay, staff, would you like any last words? Okay, so we'll now close the hearing. Would any commissioners like to ask any follow-up questions prior to making a motion?
Yeah, I just want to make sure it's just a car wash. Is it also, because sometimes they do an all change as well, or just a car wash by itself? Car wash, okay, thank you.
Perfect. I did have a question. Is this a hand car wash? Automated car wash. Automated, okay.
Motion by Commissioner Giles, second by Commissioner Diaz. Would the secretary please take a vote?
Aye. Motion passes. On to item 88, ID 26-1258.
Any other questions? Thank you, Valeria.
So I've been reading some comments, public comments that we received. Some people had comments about traffic. Have you guys taken that into consideration?
And then what kind of homes are people getting? Are they single story, double story? What kind of like amenities are they getting?
Thank you for clarifying. Okay. Moving on, we'll now go out to the public. Are there any members of the public who want to comment in favor of the item? Okay, no one in favor? Any members of the public who would like to comment in opposition of the item?
Sorry to cut you off. Your time is up. Thank you, Karen.
Thank you. Would anybody else like to speak? Would the applicant like to rebuttal?
Thank you. Would staff like to provide a rebuttal?
And I did have one question. You said the block wall was further, I believe, from the tracks. Do you know approximately how much further in terms of what we see in the map and the estimate would be and in terms of what it actually is?
Okay. Thank you. Any other questions? Okay, we will now close the hearing. Would any commissioners like to ask any additional questions before making a motion?
I just want to add, you know, in the city of Fresno, we have a lot of empty land, infills, where we're always complaining about, man, why is this land so empty? So I just want to make a motion to approve this because I'm looking at the map. They already have plenty of homes around it because, you know, like empty lots. Like, you know, they do bring even the value down for the neighbors. So I would like to make a motion to approve this project.
We have a motion by Commissioner Shergill and a second by Commissioner Giles. Would the secretary please take a vote?
Aye. Motion passes. Next on, item 8B, ID 26-1265. If we could have the staff presentation, please. Could we take a break?
Oh, I thought you were looking for that. I am, and I need to go back. Any questions? Any other questions?
I do have a question while she's looking. I do see on the map there is a Herndon Canal on the back. Have the safety measures have been taken? Because I do see on the map there's a Herndon Canal, and then I do see maybe like a wall maybe.
Can you remind us of how tall this block wall will be?
Did you want the applicant to present while you?
Thank you. Any additional questions? Okay, we'd like to invite the applicant to present.
You know, as I travel around this area, I see a lot of developers, you know, they have added parks, you know, within the community. So your park is about 17,000 square feet? That's correct. Okay. Okay. And then... Because families, they do look forward to going to the park instead of going to Inspiration Park, which is not too far away from there. What kind of things would kids and families get? What would they have?
That was one of the good things the city kind of added with the new development, you know, providing people with some green space because it kind of helps.
It helps build healthier communities. Absolutely.
And then who is in charge? I don't know who can answer that. Who is in charge of keeping the park clean, like, you know, cutting the grass and keeping it clean?
You're welcome. We will now go out to the public. Are there any members of the public who wish to comment in favor of the item? I see nobody. So are there any members of the public who would like to comment in opposition of the item? OK. Would staff like to provide a rebuttal or summarize? No? Nothing? OK. So we will now close the hearing. Would any commissioners like to ask questions or any comments prior to making a motion?
I would like to make a motion to approve this because this land has been empty for so long. And even people are like, well, what are they going to build here? So like, you know, we talk about, you know, infills, filling the infills within the city, within the neighborhoods, which I know it'll, I'm looking at the map, it'll create more walking space for the people. So I would like to make a motion to approve it.
I will second that motion. We have a first by Commissioner Shergill and a second by me, Commissioner Landay. Secretary, would you please take the vote?
Aye. Motion passes. Do we have any reports by the secretary?
Thank you. Any unscheduled oral communications? No? Okay. Our meeting is adjourned. 7.24 p.m.
