Take appropriate action to approve the minutes of the regular meeting of September 15, 2026, Planning and Zoning meeting.
Take appropriate action on the following application: 1400 Block of North Perkins Ferry Road in Ward One - to allow an extension of time to complete the subdivision master plan (Wallace Pointe Subdivision). Applicant: Lake Charles Development, LLC, et al (SUB-0726-0003) (District 1, Mr. Quinn)
Due to significant challenges that have directly affected this development, the staff recommends that the request be granted with the condition that the approved Wallace Pointe Subdivision Master Plan, dated January 26, 2016, shall be fully completed within five (5) years from the date of the Board's approval of this time extension.
Take appropriate action on the following application: 2600 Block of Coffey Farms Road in Ward One - to allow an extension of time to complete the subdivision master plan (Coffee Farms Subdivision). Applicant: Coffey Farms, LLC (SUB-0926-0005) (District 1, Mr. Quinn)
Due to significant challenges that have directly affected this development and a new drainage lateral that has been constructed, the staff recommends that the request be granted with the condition that the approved Coffey Farms Subdivision Master Plan, dated December 20, 2016, shall be fully completed within eight (8) years from the date of the Board's approval of this time extension.
Take appropriate action on the following application: 7700 Block of Youdriel Street and Perier Street in Ward Two - to abandon and revoke the original road and right-of-way dedication of an undeveloped road (approximately 300 feet between Youdriel Street and Perier Street). The Staff recommends that the request be granted.
Take appropriate action on the following application: 2000 Block of Coffey Road in Ward One - to abandon and revoke the original road and right of way dedication of an undeveloped road (approximately 1.40 miles and 40 feet in width). Applicant: Kenneth Nichols, et al (AB-0926-0002) (District 1, Mr. Quinn)

Take appropriate action on the following application: 2763 Addison Loop in Ward Three - to allow a manufactured home. Applicant: Richard Billeaud, et ux (EX-0926-0020) (District 7, Mr. Stanford)
Because the development is not consistent with the character of the area, the staff recommends that the request be denied. Should the Board grant the request, the staff recommends the following conditions: 1) that the development adhere to the site plan on file with the Division of Planning and Development, provided that the Director, or designee, may authorize adjustments to the site plans in light of technical or engineering considerations discovered during development; 2) that the development adhere to storm water best management practices; and 3) that the manufactured home be skirted prior to the utilities being connected.
Take appropriate action on the following application: 8290 Ward Line Road in Ward Three - to allow a bed and breakfast home. Applicant: Jackie Hebert, et al (EX-0926-0021) (District 7, Mr. Stanford)
Because minimal impacts are to be expected, the staff recommends that the request be granted with the following conditions: 1) that the development adhere to the site plan on file with the Division of Planning and Development, provided that the Director, or designee, may authorize adjustments to the site plan in light of technical or engineering considerations discovered during development; 2) that an occupational license must be obtained through the office Division of Planning and Development; 3) that no commercial events, such as concerts, weddings, block parties or other large events are permitted; 4) that all parking must be facilitated on site; 5) should an on-premise sign be provided, the sign cannot exceed two (2) square feet; and 6) that the use of the dwelling is for living purposes and does not change the character thereof or have any exterior evidence of a Bed and Breakfast.
Take appropriate action on the following application: 1330 West Cal Cam Line Road in Ward Three - to rezone from Agricultural (A-1) to Light Industrial (I-1) to allow a contractor shop and storage yard (mobile home moving business). Applicant: Alan Poissot, et ux (RZ-0926-0015) (District 7, Mr. Stanford)
Because the development is not consistent with the character of the area, the staff recommends that the request be denied. Should the Board grant the request, the staff recommends the following conditions: 1) that the development adhere to the site plan on file with the Division of Planning and Development, provided that the Director, or designee, may authorize adjustments to the site plan in light of technical or engineering considerations discovered during development; 2) that all exterior lighting must be oriented inward toward the development and the light source cannot be visible to the adjacent properties; 3) that a Runoff Management Plan (RMP) will be required unless appropriate waiver is granted by the Division of Engineering; 4) that the development must comply with all FEMA and Calcasieu Parish floodplain requirements prior to obtaining a development permit; 5) that approval from the Louisiana State Fire Marshal must be obtained prior to the issuance of a development permit; 6) that six (6) foot screening must be provided along the north, east, and west property lines in accordance with Section 26-50, Screening/Fences as per the Parish Code of Ordinances; 7) that all equipment, storage, storage containers and trucks must be stored within a six (6) foot wood privacy fence; 8) that the parking and loading must adhere to Sec. 26-49, Minimum Parking and Loading requirements as per the Parish Code of Ordinances; 9) that a development permit must be obtained prior to issuance of an occupational license; and 10) that an occupational license must be obtained from the Division of Planning and Development.
