CONSENT AGENDA – REVIEW AND APPROVAL•Item 1

Request to 1) approve a no-cost extension of the U.S. Department of Justice, Bureau of Justice Assistance Adult Drug Court Discretionary Grant in the amount of $432,369, through September 30, 2027; 2) delegate authority to the Director of Behavioral Health, or designee, to execute specified grant-related documents; 3) adopt a resolution amending the Position Allocation List for FC 166 – Behavioral Health to extend 1.00 FTE Behavioral Health Specialist I/II/III-Limited Term through September 30, 2027; and 4) approve a $315,219 budget adjustment to increase appropriations using Federal Aid Pass-Through revenue, by 4/5 vote.

CONSENT AGENDA – REVIEW AND APPROVAL•Item 2

Request to 1) retroactively accept a Proposition 36 allocation for the period of March 1, 2026, through March 31, 2028, in the amount of $451,894; 2) delegate authority to the Director of Behavioral Health, or designee, to execute specified allocation related documents; and 3) approve a $136,138 budget adjustment to increase appropriations using State Aid Health Program revenue, by 4/5 vote.

Request to 1) approve two FY 2026-27 contracts with Transitions Mental Health Association for the period of October 6, 2026, through June 30, 2027, in a combined amount not to exceed $3,555,481, to provide Behavioral Health Crisis Dispatch Center and Mobile Crisis Response Team services; 2) approve waiving the Contracting for Services Policy; 3) approve a corresponding budget adjustment in the amount of $730,442 to increase appropriations in Professional Services, by 4/5 vote; and 4) delegate authority to the Director of Behavioral Health or designee to sign any future amendments to the contracts, consistent with applicable change order policy limits.

Request to approve a budget adjustment in the amount of $150,000 using state election funding allocated specifically for voter outreach and ballot counting during the November 3, 2026, General Election, by 4/5 vote; and amend the fixed asset list for FC 110 Clerk-Recorder.

Request to: 1) approve a new maintenance project WBS 350238 (Health – San Luis Obispo – Replace Psychiatric Health Facility Restroom Flooring, PTF66) in Fund Center 200 – Maintenance Projects; and 2) approve a corresponding budget adjustment totaling $29,000, by 4/5 vote.

Request to 1) adopt a resolution amending the Position Allocation List (PAL) for Fund Center (FC) 136 - Sheriff-Coroner for 1.00 FTE Deputy Sheriff to support patrol operations and Federal Aviation Administration (FAA) airport security requirements at the SLO County Airport (SBP) in coordination with the County of San Luis Obispo Department of Airports (Airports); and 2) authorize a corresponding budget adjustment request (BAR) in the amount of $222,884 to FC 136 - Sheriff-Coroner using FC 425 - Airports Interdepartmental Revenue from Airport Enterprise Fund in the amount of $215,340 and from State Aid – Realignment Supplemental Law Enforcement Services Fund in the amount of $7,544 for fiscal year (FY) 2026-27, by a 4/5 vote.

CONSENT AGENDA – REVIEW AND APPROVAL•Item 12

Request to 1) approve a retroactive Fiscal Year (FY) 2026-27 revenue contract with Aramark Correctional Services LLC (Aramark), for a no-cost contract for the commissary services and funds management of incarcerated persons within the San Luis Obispo County Jail; and 2) delegate authority to the Sheriff-Coroner or designee to sign any future amendments to the agreement within the change order limits, that do not increase the level of General Fund support required by the Sheriff's Office, provided County Counsel approves said documents as to form and legal effect.

Submittal of a resolution amending the Position Allocation List (PAL) for Fund Center (FC) 136 - Sheriff-Coroner to add 1.00 FTE Correctional Technician I/II/III and delete 1.00 FTE Legal Clerk I/II/III to support Custody administration and operations within the San Luis Obispo County Jail.

CONSENT AGENDA – REVIEW AND APPROVAL•Item 14

Request to 1) Approve Homeless Services Oversight Council recommended funding allocations of Homeless Housing, Assistance and Prevention Program – Round 5 in the amount of $207,523 (2nd distribution) for prevention and diversion services; and 2) Authorize the Director of Department of Social Services, or their designee, to execute and amend all agreements necessary to provide and disburse HHAP-5 funds allocated to the projects.
