to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.

3:42•Rick Franklin

Mayor, I'd like to make a motion we approve the consent agenda.

5:47 – 6:24•Patrick Cloutier

And Chief Dowd, the genesis of this whole thing really was that the cities were serving in the ETJ and serving in the county. We had some issues with the county as far as reimbursement goes. We litigated that for a number of years. The county decided to start an ESD, a special district for those in the ETJ to maybe more fairly compensate for fire service in their areas. That did pass. They are doing that. but it takes a little bit to get off the ground, so this is just simply an extension, per my understanding, of the agreement that we've had just to let them get off the ground before the spec

7:22•Patrick Cloutier

Yeah, I agree with you on that, but I'll be supportive of this six-month extension for these folks who live out there and are kind of swinging in the wind right now. But thank you.

8:52•Patrick Cloutier

Looks like this is not a public hearing, Mr. Mayor, so I'll move that we approve this item. I'll second. As presented by staff.

10:28•Patrick Cloutier

And Ken, what is this $400,000 for? What will we use it for? Yeah, I'll talk to that here in just a second. Oh, sorry.

14:27•Rick Franklin

I'll make a motion. We approve this item.

16:26•Michael Jones

to be approved? I mean, how many did you look at?

17:24•Michael Jones

You know, this is important for the airport in the sense that this might be the first time that people come into McKinney in a while, their first visit. Are they going to highlight McKinney businesses, small businesses?

18:04 – 18:23•Michael Jones

So, again, I just want to know what set them apart from, in your opinion, that and because we don't know as a council, I guess I was expecting maybe a deeper dive or at least a PowerPoint presentation to see what it was going to look like, maybe a rendering or something. But it's just like. I don't want this to be just blown through. That's what it felt like.

19:12•Michael Jones

Do you guys have physically met with them, or is it just on paper?

21:09 – 21:27•Michael Jones

But that's what I was getting at, because you said it was clear. I mean, out of the three items we were talking about the airport today, to me, this is probably the most important item on here, and it's the one that we have the... We got a visual from the last one that shows us everything that's going on with the 400K, but we didn't get anything for this one, so I was just wanting to know.

21:59•Patrick Cloutier

Is tabling it, though, we've got flights coming up in a little bit over a month. Is that putting these first flights at risk of not having concessions if we table it?

24:15 – 25:17•Patrick Cloutier

And the other thing that I kind of absorbed, because I was kind of rosy-eyed about this when it started, but, you know, It's one thing going into a major airport like DFW and Love and having constant traffic, constant flights going off, but here we are a small airport and we're gonna have a few flights a day. And so staffing a concession place like this has gotta be a little bit challenging fiscally because it may be another hour or two before the next wave of 100 people come in, right? Because it's only gonna be a few flights a day. And I think it's fair to say that Planes that are disembarki

28:04 – 28:35•Michael Jones

No, I have no doubt you guys did a good job. I was just, you know, my concern is just the public, right? Because if the PowerPoints and stuff was in this public record, they could pull it up and they could see it. But they're probably going to, you know, come up with the same questions that I'm having. And I just want to make sure we get that out in public before those questions are asked. Because, you know, I know you guys did your due diligence, but it's just. If I'm on a website and I click on a button, there's nothing there but a scoring report. So what does that mean to the average person

28:35 – 28:49•Rick Franklin

Thank you. How much room do you actually have to add vendors in this footprint? Yeah, to add vendors. Like if you put this one in or there are other areas you can put out vendors.

30:03 – 30:23•Michael Jones

I don't have anything else, but I would have one request is that you put like a bio of the vendor on there on the website or something just to show the public that, hey, this wasn't nothing that was done, you know, In the back room, there was some vetting done, and here's the person that's doing it, and here's where they're from, and here's the services they provided at the airports.

31:08•Geré Feltus

Mr. Mayor, I'll make a motion that we approve this item.

37:53•Patrick Cloutier

Lucas, how do we get, How big are the lots that would have this five-foot setback? They're 3,000 square feet.

38:38 – 38:56•Patrick Cloutier

Right. So my words, not yours, but the state's cramming this down our throat in terms of, you know, mandating these 3000 foot lots. And then it's up to us to work through them. And it's up to our development partners to work through them as to what's a workable way to do this. So I appreciate your answer though, thank you.

38:57•Michael Jones

So given that size, they either have to be very long and narrow homes or tiny homes, am I correct?

55:45•Patrick Cloutier

So, John, is there an alley behind these where the driveway feeds into? Yes, yes, sir.

1:00:00 – 1:00:14•Michael Jones

You had mentioned, I live next to this development, so that's where these questions are coming from. Ridge Road. So are you guys expanding Ridge or you say you're going to be working on Ridge? Are you adding a turn lane? Because it's a two lane.

1:01:01 – 1:01:45•Michael Jones

All right. To me, that's the intriguing part to me to get that built out because it's after you go on that roundabout after, uh, Wilmoth there, it goes down to two lanes and it's, I can't imagine you getting anybody in and out of that community as it, as it sits right now. Um, the, the, the development itself, I mean, I, I mean, I pause on the five foot and the garages in the back with the trash and people parking in the front. But I mean, that's not for me to decide. You wouldn't build something that people wouldn't want to buy. Yes, sir. But I think the ridge, just telling council, I think t

1:01:46 – 1:02:55•Geré Feltus

leave it there that can be very expensive yeah you know the setback actually does not bother me at all this looks very much like what we see in craig ranch right next to the golf course so those houses don't have much of a setback it has not prohibited people from purchasing houses over there it's still a very nice aesthetically pleasing neighborhood so i do appreciate that and it makes it lower maintenance if you don't have mowing and you're just working on flower beds you're replacing flower beds every couple months you're not mowing a full yard every month right i think the biggest uh benef

1:02:57 – 1:03:51•Patrick Cloutier

As a man who likes his space, I'm not tempted to move to a 3,000-foot lot, but I do understand that houses are three things. They're land, they're parts, and they're labor. What we've done is we've mitigated significantly the land, which gives people an opportunity to buy a home who otherwise might not. The lack of canopy trees may not be great in 20 years compared to some places, but no one is compelled to buy here if they want canopy trees in their front yard. So I'm in favor of this. It's kind of a canary in a coal mine to me to see how it works out. But I appreciate you showing us the vari

1:03:52 – 1:04:51•Rick Franklin

Anyone else? Yeah. I've watched Scoreberg. I've watched them build in other communities. I've watched them build in McKinney. They always do quality projects. I've never seen them not do one. All the issues here, number one, the biggest to me is annexation. They're willing to annex into our city, okay? There's not a lot of people that are doing that right now. And I'm afraid that the next step, if this doesn't go through, You're adjacent to multifamily. The next is to do multifamily here on this project. And I've seen enough multifamily in that area. I realize we've had to give it because thos

1:05:17 – 1:05:35•Rick Franklin

Nope. I'd like to make a motion that we approve this item. Per staff, well, not per staff recommendation. The public hearing. The P&Z recommendation. Yeah, P&Z recommendation. You can close the public hearing. Yeah. Close the public hearing and approve this per P&Z recommendation.

1:06:32 – 1:07:13•Michael Jones

I just want to congratulate all of our boards and commissions, new leaders of those boards. Patrick and Justin and I were there. I think, Mary, you came a little later. You may have. I had left before you came. But it was good to see we had a lot of new faces this year. Again, we have hundreds upon hundreds of people that want to serve in the community. And I loved just to see all the doctors, the lawyers. I mean, we have a lot of professionals, the teachers, that want to serve in McKinney. They all came out. We all just kind of have a little communion together and got to know each other. It w

1:07:25 – 1:07:56•Justin Beller

I'll just mention two quick things. One, today was the last day to register to vote, so if you didn't register, you're not voting. In Collin County or in McKinney, we have three big bonds up. We have the Collin County bond. We have a Collin College bond and a McKinney ISD bond, so go read up on those, and we're 30 days from Election Day for that. Second thing is I'm looking forward to National Night Out tomorrow. So I got my hat. Fancy hat.

1:07:57 – 1:08:53•Geré Feltus

It's actually one of my favorite nights of the whole year. Great time to go get out in the community. Everybody's communing together and celebrating good music, good food out there. So we appreciate all of the neighborhoods that joined together to host the event and host us as part of that. Um, also just wanted to mention on Thursday is the McKinney education foundations purses with purpose. And if you've never attended that event, I would encourage you to do so. It is so much fun. especially for the ladies. But it is a fundraiser for the McKinney Education Foundation, which helps to go toward

1:08:54 – 1:09:57•Patrick Cloutier

I'll reiterate what Councilman Jones said about the Boards of Commission's reception. That's something I think we started last year, and it really is impressive to see the quality of the people in that room and just the depth of different people and how fortunate we are in McKinney, Texas to have so many great people who live here and serve here. Our human capital is very underrated sometimes, and I'm glad I get a bird's eye view of it. And the second thing is Vonda and I took Charlotte, our third granddaughter, to Oktoberfest and helped the mayor tap the keg and he tapped that keg, let me tel
