10:16 – 10:50•Joe Pizzillo

Okay, can I get a motion and a second to excuse Council Member Campbell from the meeting? See, I have a motion and a second up on the Board. Let's go ahead and vote. Passes 6-0, thank you. Please join Vice Mayor Hampton in the Pledge of Allegiance and Invocation. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.

11:48 – 12:00•Joe Pizzillo

Amen. Thank you. Now is the time for members of the public who wish to address City Council on any non-agenda items within the jurisdiction of the City of Goodyear. Any speaker cards?

12:12 – 12:31•Joe Pizzillo

Before you start, council will listen to comments and may take any of the following action. Respond to criticism, request staff investigate report on the matter, request the agenda matter be scheduled on a future agenda. You have three minutes. You'll see a timer when it gets down to, you know, about 20 seconds left. So just whether you're a resident of Goodyear, you don't have to state your address.

13:19•Joe Pizzillo

Do we have her information? Do you want to get back to her, City Manager?

13:37•Joe Pizzillo

You know how it goes, Dan, just whether you're a resident or not, okay?

16:45 – 17:11•Joe Pizzillo

All right, hold on. City Manager, can you follow up with this gentleman? To make sure that he has somebody getting back to him on his specific issue? Okay. Thanks. City Manager is the one that's going to follow up with you, okay? Thank you. All right, thank you. Anything else? Okay, thank you. Will the City Clerk please read consent agenda items one through seven by title only?

17:49 – 18:06•Joe Pizzillo

Any speaker cards? No, Mayor. Anybody else like to speak on any of them? Cian, anybody like to remove any item from the consent agenda? I just have a question. You just have a question? Which one? Number seven. Seven? Okay. Brian?

18:14 – 18:26•Benita Beckles

Okay. Recently on TV news, they indicated that drug traffic in this area is down. Can you speak to what's going on in Goodyear? Is that true in Goodyear or not?

19:06 – 19:43•Joe Pizzillo

Anything else? All right. Go ahead and let's see. We got a motion and a second up on the board. Open it up for vote. Passes 6-0, thank you very much. All right, next, we have one item on business. Would you be reminded, Council, to wait for a motion and a second before discussion? Item is considered authorizing and directing the Water Services Director to enter in a consent order agreement with Maricopa County Environmental Services. Just please introduce yourself for the public.

25:23 – 25:49•Joe Pizzillo

OKAY. ANYONE WOULD LIKE TO SPEAK? Seeing none, can I, let's see, the City Council please enter a motion and a second to authorize and direct the Water Services Director to enter into a consent order agreement with Maricopa County Environmental Service Department and to take action and execute documents necessary to carry out the intent of the agreement. I see a motion and a second up on the board. Open for discussion. First up, Councilmember Terry.

25:51 – 26:07•Trey Terry

Thank you, Mayor. Barb, we talked quite a bit last week on this topic, but just for the public out there, folks that may be watching, can you share our actual TTHM readings compared to what the limit is by the EPA?

26:33 – 26:53•Trey Terry

thousands of a part per milliliter. Okay. Um, And then also, again, this was discussed last week, but why does the EPA call it a health concern, but the water still remains safe to drink? Can you as plainly and simply as possible?

27:07 – 27:22•Trey Terry

Okay. And then you talked about some of the things that we have done, the purification that was already started. And what does this agreement require going forward? Because that's what's up tonight.

27:46•Trey Terry

Okay. And then the timeline on this, realistic timeline, because I know there's also a deadline. What should we expect and what must we expect?

28:33 – 28:47•Trey Terry

Okay, the clock hasn't started, but 120 days from approval. when should we expect approval? Because at the end of the day, it's our residents wondering, you know, when are we gonna stop hearing about this?

29:01•Trey Terry

End of October. So within a month. Okay. And 120 day deadline. And then what happens if we don't meet those deadlines?

29:16 – 29:42•Trey Terry

Yeah, my understanding are there are quite substantial daily fines involved. So just with that, I would stress, you know, the first few points that it's, you know, water's still safe. We live in the city, too. Another city manager lives in one of the neighborhoods affected, so... you know, it's not us doing it to people, but I do want to stress getting back under the compliance limit as quickly as possible.

29:44 – 30:30•Vicki Gillis

Councilwoman. Okay, Barb. So we did go over this at length last week. And so just to be clear, kind of piggybacking on what Trey has said, basically there's a letter going out soon, right? This is the Estrella area, correct? So we're not mixing any anything here. The letter will go out. The carbon treatment plants will then be installed within the next week or two, right? This will help this, correct? And the drinking water will be safe. And the drinking water is actually safe now. That's what you're saying. We just have some little issues that we're dealing with. The carbon treatment units wi

30:30 – 31:09•Vicki Gillis

So for the people out in TV land so that they understand that this is safe. So because of what happened the last time and the letters that went out, the letter that's going out this time is very simple, straightforward, saying exactly what's going on. As I said before, you have been doing this a very long time. I have total faith in you. You're putting it out there because we learned from the last time. We know there's constituents, residents that are going to call and wonder what's going on. And you're saying here today that, We're doing something about it. It's safe. Please don't worry. And Okay. That's what I want to know. Thank you.

31:13 – 32:05•Laura Kaino

Well, I think Council Member Terry and Councilwoman Gillis covered the public concerns really well, and I appreciate that. I think I just caught for the first time that the issue is happening in the distribution system. So that... well, let me ask you the question does that mean that when the water is leaving the Surface water treatment plant that it is met all standards Yes, it has it actually even meets all standards when it leaves our booster station. This is happening Just before it gets to the customers okay, and so when you put in the granulated activated carbon and at the point where it

33:53 – 34:15•Benita Beckles

Yes. As everyone has said, we did have quite a lengthy discussion about this recently. I also live in that area, so obviously it is very much a concern. For me, and without really naming another city, in our discussion, didn't we say there was another city that was impacted by this also?

34:28•Benita Beckles

Okay. Also, you're saying that this GAC should get to the root cause Is that what you're telling us? Yeah.

34:46 – 34:57•Benita Beckles

And my last question is, we're getting this equipment and obviously it's not cheap. Do we know the life cycle of this type of equipment?

35:12 – 35:31•Joe Pizzillo

All right. Thank you. Great discussion for council. I guess the takeaways here is it's safe and the equipment's going to be in place to get it down to well below what the requirements are and the equipment's on order. And hopefully by the end of the month, that'll be taken care of. In a nutshell, that's pretty much what you told us, right?

35:32 – 36:16•Joe Pizzillo

Thank you. With that, let's open it up for discussion. I mean, vote, excuse me. No, not again. Not again, Drew. Passes 6-0, thank you. Thank you. Does council have any comments, commendations, reports on current events? Oh, seems quiet. The only thing I'd like to add is that I met with the Boy Scouts earlier today. We had a very lengthy discussion about how local government works and I appreciate the interaction with the Boy Scouts. Hopefully you've got a little something tonight and your badges are on its way for now participating in a council meeting. So thank you. City Manager, have anythin

36:33•Joe Pizzillo

Okay. Thank you. And the next meeting is October 5th, 2020. You have something?

36:38•Laura Kaino

I would like to ask that the city manager follow up with council on the Curtis Commons concern. Thank you.

36:49•Joe Pizzillo

All right. Next meeting, October 5, 2026. That's not further business. This meeting is adjourned.
