Well, they're all over the place. From here to the lake. The Wheeler Branch? Yeah.

9:11•George Freas

Can I have just one question? Is there a timeline for this action? How do we stay on the agenda?

9:25 – 9:37•George Freas

Since we will take public comments, which we cannot act upon, if you would like to issue a public comment, now would be the time to do it when we call for public comments before you leave. Perfect.

10:53 – 11:06•George Freas

I would think so. Unless you want to stick around and see the rest of the workings. But public comment is open now, and we can take public comment regarding anything now.

39:23 – 39:41•George Freas

So it occurred to me that this obviously is something that is of interest for a lot of people. And maybe as you go home, you think of something additional. Why don't, I don't know, do we have a shared, do we have a common email box, Veronica?

39:46 – 40:07•George Freas

City.secretary.glenrosetexas.org. Include any other additional information and maybe your points that you have put together, and then we can kind of share that amongst everybody and try to come to an idea of what is the pain point in these decisions. That would be my suggestion. Okay.

41:21•George Freas

I'll make a motion to approve the 2026-2027 City of Glen Rose budget as presented.

43:43•George Freas

I make a motion to approve the ratification of the property tax revenue increase reflected in the 2026 budget year.

52:36 – 52:47•George Freas

Anybody else have a comment? I have a question for staff and I don't know if maybe we know the answer. Is there sufficient parking for

59:06•George Freas

And may I may I add the caveat that if that is not a legal thing, then we'll lower it to whatever the legal fee can go. Thank you.

1:05:45 – 1:06:51•George Freas

that's why i wasn't sure what it exactly was just a policy i make a motion to adopt resolution 2026-r-05 i just i just think that and i've said it privately and i'll say it publicly anytime you go to sacrificing your own liberties for the Um, for safety, you really sacrifice both and I think there has to be a better process than what. Is out there, and I think it's true doubt and you see states taking actions. You see other cities taking actions. You see municipalities walking away from. This blatant violation of your own personal rights. That's my motion. Did you repeat it? I don't I make a m

1:07:34 – 1:08:08•George Freas

Okay. So earlier this morning, we got a, an amended or an updated, uh, master agreement for a PID and TERS creation and engaging P3 works. Um, I asked them a couple of questions and, and, um, wanted them to change the venue in case we entered into a lawsuit and an unlikely situation. But the venue would be here in Somerville County. And the second thing was that... What was the second thing?

1:08:18 – 1:11:04•George Freas

Well, it wasn't important. The venue, it was the venue. And we have a prospective person. We had P3 Works. Jordan Sawyer made the presentation to us last meeting. We have a prospective person who wants to look at setting up a PID and a TERS in an area. And so in order to be in the process, we have to have the engagement letter. And so this is the engagement letter from P3 Works. And we can separate and would be responsible for any charges or expenses after that. if they have gotten into a process and we're not comfortable with how things are proceeding. But I think this is where we need to hea

1:11:30 – 1:14:12•George Freas

Yes, because this process allows us to recoup some of the upfront costs that we would have to have put in to develop a property that is rocky or a property that requires a lift station. We require a property with a lift station. Maybe, I wish Jim were here, and I know he has to attend to his family, so I'm not slamming, but a lift station may be 75 000 worth of cost or we have an area that is in a floodplain that needs to be developed or the developer wants to develop but they can't because of flood floodplain requirements that to get above that base flood elevation so you're talking about a l

1:14:19 – 1:15:08•George Freas

creation of a district correct well so i think that would i think that would be part of the discussion my if i were setting it up yes i'd like to see a larger area because once you set the boundaries of your pit and your tours yeah you have to have a if you have a smoke if you don't have a big enough district for a turn you're not going to get any outcome not unless it's just completely completely undeveloped and then then you you could have a you'd have a pretty significant increase if you landed let's say uh on all the maybe yeah but i'm talking about it i've got a dog in the hunt i'm up on

1:15:27 – 1:16:43•George Freas

That's all. No doubt about it. I'm glad you said it because I didn't want to have to ask you in public, but you're right, 100%. That's the idea. You can't do it on a small footprint in a small area. But now it also has to be contiguous. There has to be some requirements that you're trying to redo an area that is ripe for development. It can't be a nice area that you're stepping up into something even better and then there's some requirements if y'all remember jordan said you can't have more than so many such percent of your city limits and pits and turns so they have to be released, but if you

1:16:53 – 1:17:39•George Freas

No. So you, as Jordan said, your engagement, you think about him as a piece, as a module in your development project. in your development services department and he gets plugged in or the P3 organization gets plugged in to your development services organization. So he is basically on retainer to us for situations that could come up where he could be able to help us do a development or a developer comes in and says, hey, do you offer anything? And we're already engaged. And we say, yes, we're willing to look at what do you have, Mr. Developer, Mrs. Developer.

1:18:26•George Freas

There is a fee, and it's based on their hourly rate.

1:19:44 – 1:19:59•George Freas

I think it's a valid concern, but we've been without a city administrator for close to 2 years. Well, and I just going to say, I can't speak. I think we need to strike while the iron's hot. If we have somebody who's interested. Then let's move forward.

1:20:12 – 1:21:59•George Freas

You don't bid on specialized services. You don't bid on engineering services. I did talk to, there's another organization, Mundo and Associates, who we had talked with and we have used. And In just George's opinion, I felt like the scope of their services was relatively narrow. There's a lane that they work in and they do it really, really well and they like that. This organization is a little broader. There's more people on staff. They had more experiences with smaller projects and larger projects. And I, just based on conversations with the city administrator in Stephenville, the city admini

1:22:33 – 1:22:47•George Freas

But can you add that the the creation documents of PID number one and TERS number one. Okay.

1:23:20•George Freas

Yeah. You have that right to not sign it at all.

1:24:26•George Freas

So I have some things, yes. Well, it's three minutes.

1:24:36 – 1:27:29•George Freas

The text twenty one legislative agenda sessions are upcoming. And if you would like to join, we're a member of the three seventy seven coalition, the corridor coalition. But then there's also a meeting in October. We had the 1st meeting last Friday talking about legislative agenda for the next legislative session and I put that. If there was some way that we could. make our walkability and bike paths and things that are in a design from TxDOT that that not be the first thing that gets cut when they need to when they need to bring a project in under a budget estimate and so I don't know I don't
