Just realizing I forgot my readers. Jim Wells County Commissioner's Court for today, October 2nd, 2026, 9 AM. It's now in session. Agenda item number three, public testimony. Anybody out in the public would like to address the court at this time?

3:44 – 4:46•Pedro "Pete" Trevino, Jr.

Thank you, sir. Just to reiterate, everybody out there, be careful. I know on my way in, there was a lot of ditches that were overflowing. It's just the amount of rain in such little time, they're not able to sustain that. that amount of rain. So be careful out there. I know last night I was hearing the wind and it sounded a lot worse than it really was. But God bless, we're getting this rain and very much needed rain. So if there's anything different that comes out in any of the National Weather Service reports or anything like that, we'll be pushing that out as a warning to everybody. So be

Thank you. Just for the court's information, we have Commissioner Renee Kirchhoff. She is on Zoom, so she is in attendance. Morning.

6:35 – 7:29•Pedro "Pete" Trevino, Jr.

Okay. Agenda item number four, County Judge Pedro P. Trevino Jr. Four points. One, discuss, consider, and take action. to authorize County Judge Pedro P. Treviño Jr. to issue a request for proposals for administrative services, RFP, and request for qualifications for engineering services for the Texas General Land Office GLO Disaster Recovery Reallocation Program, DRRP. So this agenda item was in the last commissioner's court. I think Mr. Aguilar went back and did some investigating. And it looks like he may be able to apply and have direct causation to Hurricane Dolly and Ike.

7:32 – 8:05•George Aguilar

Yes, sir. Norma and I discussed some possibility that we can find some projects that were done back in the day that tie into these past incidents. So if we apply, I think we might get approved for a good chunk of money. So it doesn't hurt to apply. And if we qualify, it'd be great for Jim Wells County to do some infrastructure improvements.

8:06 – 10:15•Pedro "Pete" Trevino, Jr.

And just for the court's information and to be transparent, these are three grants, a million dollars each. So he can tie into each one of those scope of works. He might be able to bear some money off that. So that being said, I have a motion and a second. Is there any further discussion? All in favor say aye. Aye. Opposed, same sign. Motion carries. Agenda item number 4.2, discuss, consider, and take action on approving a pay application number one in the amount of $200,000 to contractor RxDx or work performing the non-trial negative retention pond project funding through the Texas General La

12:09•Pedro "Pete" Trevino, Jr.

So the likelihood we get it in the next month or two before, for sure before the end of the year, correct?

13:01 – 13:47•George Aguilar

Judge commissioners, I did. I'd send an email to Carlos yourself, Lucy, with a concern because I had talked to RxDx and I saw that progress was kind of stagnant. So they addressed their concern whether they were getting paid, like you said. And my other concern was like, are we going to be able to finish the project on time? And if we don't, there's got to be a certain percentage completed. If not, we're going to left with a project that's going to be incomplete. But then again, I received an email from Lucy yesterday saying that GLO had extended, gave an extension. So that was a great relief

13:48 – 14:23•Pedro "Pete" Trevino, Jr.

OK. The main issue for Jim Walls County is that we do vote to release that payment, that we do get it before December 31st, and it just be a washout for us. So that being said, I know... RxDx has been doing a good job. They've been working as diligent as they can. I make a motion that we do approve this and pay close attention to GLO for the reimbursement.

14:29 – 15:28•Pedro "Pete" Trevino, Jr.

I have a motion and a second. Is there any further discussion? All in favor say aye. Aye. Aye. Aye. Same sign. Motion carries. Is that all possible in Jim Walls County when we have these contractors doing work for us? We like to take care of them as much as we can because we know they've been diligent in taking care of us. So thank you all very much. And I guarantee you we'll be paying close attention to GLO. 90 days.
