9C, I'd like to pull 9C from the agenda. I don't have another date. Is it required to have one?
Well, either one. I mean, yeah, to bring it back, but just not right now.
I prefer either November 9th or December 14th.
that is putting the cart before the horse basically um that leads me to believe that if i was in the outside looking in i would think i would be thinking that okay what about the building of city hall so i would be thinking about what's going to happen with city hall so in my opinion shouldn't that be a public discussion first That's my thought.
Okay. I think the theme of the Christmas parade is have a holly dolly Christmas. Is that what it is?
Okay. So another shout out to Wilson Bank again for donating the over $32,000 to fix our digital sign at the Linda Parkway at the entrance of Mundy Memorial Park. It just went... Crazy and died. So thank you to Wilson Bank. Talking about home rule again, there's three meetings left. Pick one that's convenient for you. Make sure you're informed before you vote. Whatever how you vote, whether you vote for it or against it, be able to justify your vote with a well-informed vote. So that's what these meetings are for. If you bring your questions, if you still aren't sure, please just pick one, bri
So I went back and listened to the comments, the discussion from the Planning Commission, and I'm going to side with Luke on this one because he brought up a good point to me. This property is not on Lebanon Road. It's right behind it. And the reason that he brought it up was ingress, egress. There's no main connection to Lebanon Road. If this property develops independently, it could create a precedent, which I thought was a good point. He felt it needed to be combined with the front property, one cell to the other, and then come in together as one project. So this... The property along Leban
All right, so I was talking to... lady at their web about this one way of looking at it is why not wait until after the election to decide you know to see how the outcome is and the which i understand uh because it may end up being a waste of money on the other hand as i pointed out Well, a lot of the state legislatures start working on legislation in November after the election in preparation for the January 1st when they return to session. So I do have a question. So I see both sides, but I do see that it needs to be done anyway. But I do have a question. So we've been promoting in the home
Well, that would be, should I motion for that? Because that's what we're promoting. So if that's what we're promoting, then it would only make sense that that's going to be in the impact fee study, right? Yes, ma'am. So do I need to motion for that? Or is it a given? No.
Well, to me, that's the whole purpose of doing it. So I would like to make a motion that we include those four components, roads and stormwater, sewer, and parks.
Yeah, to... ultimately develop a structured impact fee system for that purpose. So that we can eventually figure out the rates. So if we don't know what we're studying, then, you know, we need to know what we're studying, right?
Okay. The last session, the Tennessee General Assembly passed a law that is now known as Public Chapter 1044. So it goes into effect January 1st. This is one of those, if you paid attention to the home rule discussion so far, it also talks about the Tennessee General Assembly can pass general laws under tca tennessee code annotated that apply statewide and there's it has nothing to do with private acts this is general law it applies statewide to every municipality and so we don't get any say in it so what happened was they passed a law and um they ended up putting a bunch of more stuff in it t
I agree, but I don't think that's going to pass up there.
Talking about general laws of TCA, that when they pass it, it applies statewide. So, based on the mayor's question to you, Sam, if we can pass something, do, when they've amend these TCA laws that apply statewide? What kind of authority do we have to kind of, you know, stand our ground, just pass our own law? You know, how does that work?
like I have co-sponsored or sponsored things here of course we don't have committees and subcommittees so you know if I put my name on something you better believe it's going to be to the very end because I want to know what's in it right well it was explained to me it works different at the state because just because you put your name on something you kind of other people take it right and things get added that doesn't make sense to me but that evidently is how it works at the state level and that's how this other stuff got added in he was actually surprised that some of this stuff got added
He has promised to help us to fight, to help us get these amendments, but he did admit since it's passed now that it will be an uphill battle.
