First item on our agenda is the approval of the September 17th, 2026 Planning Commission minutes. Commissioners, have you had a chance to review those? which is a change in zoning from M2 industrial and R4 single family residential to CM commercial manufacturing with a detailed district development plan with associated binding elements. The project location is 8300 Nash Roads. Our case manager is Mark Pinto.
The proposed binding element regarding no access to Mouser Road, has the applicant agreed? Has the applicant seen that?
They have seen it. Okay. All right. Any other questions? All right. Thanks, Jay. I don't have a card or anything for the curriculum. Okay. Chris Crumpton. Chris. Okay. Yeah, I don't have that. So just come on down. You say you did it. Raise your right hand for me. Do you swear firm that the testimony that you're going to give to this commission is the truth? I do. All right.
And did you agree to the binding element that Jay spoke about?
With that commissioners, I guess we'll close the public hearing unless anyone has an objection. I have a question for you, Laura. So we just got through talking about the hours of operation. So if you're going to do the hours of operation from 8am to 8pm, with that, supersede the 10 p.m. and 7 a.m. binding element number seven.
OK, then we're going to change binding element number seven to match that.
Oh, then I'll take a motion. Keeping in mind that once again, we just changed binding element number 7 to say 8 PM and 8 AM instead of 10 PM and 7 AM. We've added binding element number 10, which is the hours of operation between 8 AM to 8 PM. And we've added binding element number 11, which is no access shall be installed or granted on Mouser Road.
Yes, please. Thank you. No, it was August 6th. Yeah.
Can you include those binding elements just in your statement? Oh, okay. No, I'm ahead of you.
Yeah, yeah, yeah. You're right. You're right. I'm sorry. I second it. All right. Properly made motion to second. Roll call, please.
Properly made motion and second. Roll call, please.
Thank you. It has been recommended to Metro Council to change the zoning and a detailed district development plan has been approved. Next case on the agenda is 26 zone 0079, which is a change in zoning from R6 residential to R8A residential with a detailed district development plan and binding elements. The address is 1715 Bowling Avenue and our case manager is Jude Mattingly. I'll turn it over to you.
Okay, thank you, Jude. Thank you. I don't have a app, a card for an applicant do we did sign up online or oh she is so we do have the applicant and we do have another party who wants to speak uh yeah i i um kim thomas okay yeah that's an opposition yep and so the applicant so tessa's here uh she's the uh representative i will get her speaker's form and she'll go out here real quick okay um can you come up i assume you just are here for questions
I just hear for question. Okay. Can you, um, we'll see if the commissioners have any questions, but can you just state your full name, address and zip code? Then I'll swear you in. Sure.
Do you swear affirmed that the testimony that you're going to give to this commission is the truth? All right. Thank you. Um, commissioners, any questions of the applicant? No. All right. Well, if you could, since I did swear you in, if you could just fill that out and just drop it in the box for us.
Thank you. We'll move to the opposition. And then I'm sorry, once we hear from the opposition, you do have the right to come back and rebut anything. You have five minutes to be able to do that. Just if you would like. We'll hear from Kim Thomas now. Could once again state your full name, address and zip code and then I'll swear you in.
Do you swear from the testimony that you're going to give to this commission as the truth?
Okay. Okay. Thank you. You have five minutes if you want to make a statement or comment to the to the comments that were made.
Any other questions? Okay. But that will close the public hearing. Thank you. Um, once again, commissioners, our job is to recommend them Louisville Metro council to approve or deny the change in zoning. Then our final action, which is to approve or deny the detailed district development plan with binding elements, commissioners, um, any comment or. A motion.
yeah okay and maybe a function of the former right for the financials i don't know um you know i i i hear what you're saying everybody's saying uh um about it being too small of units but also don't mind i'm not gonna say i like don't mind the smaller units um i i think for like a Older seasoned person that may be good. Right? I think it would be good for a single younger person. And I think this is where we kind of get that catch 22 of the diversity of housing and. We'll never get the diversity of housing if we just strict to standard single family modules. I personally like the approach. The
Second, probably my motion a second roll call please.
