0:00 – 0:18•Melissa Robinson

We're going to go ahead and get the meeting started. Good morning. Welcome to the Transportation Infrastructure Operations Committee. I'm Melissa Robinson, the vice chair, standing in for our chair today. Will my colleagues please introduce themselves?

0:19•Eric Bunch

Eric Bunch, 4th District. Jonathan Duncan, 6th District.

0:23•Melissa Robinson

We don't have any council members online. Will the staff please introduce themselves? Martha Ross, City Clerk's Office.

0:42 – 1:10•Melissa Robinson

This is my first opportunity to welcome Jason as the Public Works Director. I'm pretty sure you guys covered it last week, but congratulations on your promotion. There are two ordinances that we will hold until our next meeting next week. Those are 260-711 and 260-852. Just want to double check that a one-week hold is what is... requested.

1:13•Melissa Robinson

We will hear those when our illustrious chair returns. Okay, Madam Clerk, will you please start with the first item on the agenda?

1:44 – 1:58•Melissa Robinson

Law department or staff, do you have any comments? This is something that we all received a briefing on. Are there any questions? All right. Is there any public testimony?

2:01•Melissa Robinson

Okay. Is there a motion for an accelerated effective date?

2:09•Eric Bunch

Yes, Madam Chair, I move that ordinance number 260867B report out of committee the recommendation and the answer to pass be placed on the consent agenda. Second.

2:19 – 2:30•Melissa Robinson

It's been moved and seconded. All in favor please indicate by saying aye. Aye. Are there any opposed? We will hear that on Thursday. Madam Clerk.

4:52 – 5:05•Eric Bunch

Yes. Sir, currently, are there currently houses on this? Like does anyone have the address of whatever, whatever Northwest 97th Street?

5:31•Eric Bunch

None on any of these. This won't affect anyone's address. I'm just thinking how frustrating it might be for persons that dress to change.

5:47 – 6:05•Melissa Robinson

Right. Can you just explain the, because you have Erica's Place in Woodhaven, but those names aren't on here. So they were never adopted?

6:23 – 6:35•Melissa Robinson

Okay, thank you. There were a lot of name issues. I'm like, okay, let's get it all straight. Okay, the other question is, how did they come up with the Eagle Way? Is there any meaning behind that?

6:46 – 6:57•Melissa Robinson

Wonderful. It's important for the record. Yeah. They can go back and know why the street is named that. Okay. Are there any other questions? Is there any public testimony?

7:04•Eric Bunch

Yes. Madam Vice Chair, I move that ordinance number 260875 be reported. The committee's recommendation would advance and be passed. Second.

7:13 – 7:31•Melissa Robinson

All in favor, please indicate by saying aye. Aye. Are there any opposed? All right, that motion carries. We'll hear that on Thursday. Thank you. Thank you. Madam Clerk, next item, which I believe is a committee substitute. Is that 260882?

7:32•Eric Bunch

We have copies that are being run down on that committee substitute.

7:35 – 7:46•Melissa Robinson

Oh, can we maybe just move to the next item? Is that okay? Yes, thank you. Welcome. Would you like to introduce yourself real quick? Yes. Perfect timing.

7:49 – 8:00•Melissa Robinson

Welcome. Okay, we're going to skip 260882 so that we can get copies of the committee substitute and move to 260884, Madam Clerk.

11:03 – 11:19•Melissa Robinson

Okay. Before you move forward, the local match at 10.2, Where is that coming from? And the 3.3, has that already been in the GeoBond program? Yes. Okay, that's great. So the 10.2 million, have we identified the local match for that?

11:26•Melissa Robinson

Okay, we had talked about, okay, I'll wait to your, we can talk about wastewater match. Yeah. So I'll wait to your presentations. Okay. I'm sorry.

14:18 – 14:48•Melissa Robinson

Any questions? Okay, I had two questions. One, this is an amazing project. If you could go back to the photo, the rendering. Yes, this wonderful, amazing project. In preparation for this discussion, we had talked about waste management or water funding that would be available for the match. Can you...

15:34 – 15:46•Melissa Robinson

Wonderful. And the only other question I had is on the Paseo, there looks like there's some concrete. Is that going to be walkable?

15:57 – 16:16•Melissa Robinson

That's amazing because Paseo has a beautiful canopy, a beautiful place, but we don't have a lot of walking facilities along that corridor. So it's very refreshing to see that. Do we have any other questions? Yes, Councilman Duncan.

16:16 – 17:05•Johnathan Duncan

Yes, exciting project. Thank you for go getting this. This isn't my district. It's right next to it. And this is where This is where I get my groceries at the Truth Dolly. And I'm over here often. This is how I get to work every day. I walk over here and we did the tour with water and public works. What's not mentioned in this is part of this green infrastructure and water improvements is there's also going to be a lot of water improvements across Troost in the 6th District as well as part of this. So this has a wide, wide scope. It's going to do a lot of great work for water and for pedestria

17:06 – 17:27•Melissa Robinson

Great. Wonderful. Ditto on all of that. And as we're watching the nor'eastern, we know that resiliency is so important to protect us against flood. And so we really appreciate these projects and appreciate you going after them. Is there any public testimony?

17:32 – 17:46•Eric Bunch

Yes, Madam Vice Chair, I move that Resolution number 260884 be reported out of the committee as a recommendation. Committee substitute. Committee substitute for resolution number 260884 be reported out of the committee as a recommendation to advance and be passed. Second.

17:47•Melissa Robinson

All right. It's been moved and seconded. All in favor please indicate by saying aye.

17:53 – 18:09•Melissa Robinson

Motion carries. Great job. Thank you. Madam Clerk, are we ready to go back up to the 260882 or are we still waiting? I don't know. Okay, so we will keep trudging along to the next 876.

25:36 – 26:29•Melissa Robinson

Did you have anything bad? All right here amazing staff covered it all. This is taking off my vice chair hat today, putting on my third district hat. I know that these zip codes impact the residents that we serve in the district. And you mentioned a wait list. I'm curious as to what's the source of the funds for this program and what would be the revenue needed to get everyone off the wait list having, and I understand the complexity. We don't know if they need a kit, a $10 kit or a $700 thing. But if we were to, can you kind of share the answer to both of those questions?

27:28 – 27:44•Melissa Robinson

So the individuals that are on the wait list, Mr. Executive Director, Mr. Wagner, can you, do you all go in and at least assess, even though that they're on the wait list of what they need?

30:06 – 30:57•Melissa Robinson

Thank you for that additional information. I think that this needs deserves additional expiration because the number of individuals that are without water because they can't afford their bill and the issues in these zip codes. So if there's things that we can do on the front end, I know we look at this as, oh, it's $200,000. It's not something that we should just, you know, not have a big discussion or debate about. However, the consequences on the other end, if we're not investing, really has life or death impacts because if you don't have water, just imagine what that looks like. There was a

32:11•Melissa Robinson

There any other questions Thank you for your presentation. Is there any public testimony?

32:22•Eric Bunch

Madam Vice Chair, I move that ordinance number 260879 be reported on the committee with the recommendation of advance to be passed.

32:29 – 32:49•Melissa Robinson

Second. It's been moved and seconded. All in favor, please indicate by saying aye. Aye. Are there any opposed? Great. The motion carries. Thank you. We'll hear this on Thursday. And we are finally ready for the next going back up to the agenda for 260. It's a committee substitute 882. Madam Clerk.

34:27•Melissa Robinson

Wonderful. Any questions? Councilman Bunch?

34:31 – 34:44•Eric Bunch

Yeah, and I know that the committee substitute, the difference between committee sub versus what was initially introduced has to deal with the procurement. Could you speak to that just? No, that's fine.

35:07•Eric Bunch

Mr. Director, how many cities in the state of Missouri are over 500,000 people?

35:19•Eric Bunch

Seems specifically targeted for us, but I'll save that commentary for later. Does this mean that we'll do we'll have to do a bid request or what's the?

35:39 – 36:21•Eric Bunch

Okay. Yeah, this has been an ongoing project that we've secured a substantial amount of PIAC and now 4th District GO bond dollars. So it's been ongoing. And I think Ms. Norrie for all of her commitment to this project. It's been it's been one that has stayed alive because of of of your diligence so thank you um the sooner we can get this out to bid the better it's long overdue i would love to be able to cut a ribbon on this in the spring if at all possible but thank you for for continuing to figure this complicated project out

36:23 – 36:37•Melissa Robinson

And Mr. Chair, Mr. Vice Chair, Vice Chair, Councilman Butts, you can come skate with us tomorrow. We're opening up the Blue Skate Park tomorrow at 4 o'clock. Yes.

36:37•Johnathan Duncan

Madam Vice Chair, are you skating tomorrow?

36:40 – 37:00•Melissa Robinson

I thought about it. Are you a roller blade? No, regular. I need my four, five, the stopper. Yes, I thought about it. Where do I get skates? But yes, we will be there tomorrow so you can come warm up your skates. Thank you all so much for... Did you have a question?

38:44•Melissa Robinson

All right. Can we have a motion for the committee substitutes?

38:47•Eric Bunch

Yes, Madam Vice Chair, I move the committee substitute for December 260882 be reported out of committee with recommendation of advance and be passed. Second.

38:55 – 39:08•Melissa Robinson

So moved and seconded, all in favor please indicate by saying aye. Is there any opposed? All right, the motion carries. We'll hear this on Thursday and hopefully groundbreaking before spring. All right.

39:11•Eric Bunch

I want a ribbon cutting before my term is up. Absolutely.

39:17•Melissa Robinson

Okay, so now for all of our contracts. We have three more ordinances. Go ahead.

42:35•Eric Bunch

It's called a crossbore. It's like a fiber optic cable or something probably that happened to mine actually. It went right through.

42:59•Johnathan Duncan

See Redbridge Road for four years. That's kind of what was happening.

43:05•Melissa Robinson

Wow. Fascinating. Mickey isn't too fascinating. We expect it to be there, but go ahead.

44:13 – 44:24•Eric Bunch

Is all these inspections, is it just in the combined sewer system or is it system-wide? It is city-wide.

44:26•Melissa Robinson

We did this huge asset management approach for our sewer lines. Do we have an asset management system?

44:58•Melissa Robinson

Thank you for closing the loop. Is there any public testimony?

45:04•Melissa Robinson

All right. We're going to take them one by one. Both of them have an accelerated effective date, so we would like it advanced.

45:12•Eric Bunch

Yes. Madam Vice Chair, I move that Ordinance number 260879 be reported out of committee with a recommendation to advance to be passed. Second.

45:20•Melissa Robinson

Yes, we move to second. All in favor, please indicate by saying aye. Aye. Any opposed? We'll hear that on Thursday. The next one.

45:28•Eric Bunch

I move that Ordinance number 260880 be reported out of committee with a recommendation to advance to be passed.

45:33 – 45:46•Melissa Robinson

Second. All right. All in favor, please indicate by saying aye. Any opposed? All right. The motion carries. Thank you. Great job. Thank you. Wonderful. All right. Our last ordinance for today.

47:15 – 47:51•Eric Bunch

Just a comment that this was part of the Midtown Complete Streets plan from years ago. I'm glad to see that those PSPs are being implemented slowly but surely. This one was probably one of the more... intensive improvement, so this long overdue. This used to be in the 4th District, and so it's still important to me, but that lack of sidewalk has been noticeable for a very long time, so I'm glad to finally see that happen, so thank you very much. Incredibly exciting.

47:51 – 48:49•Melissa Robinson

Can't wait. And so I see the picture of the fire hydrant. So that's an example of how the street will be Improved or that sidewalk will be improved so that people who are on In wheelchairs and things of that nature can get around the fire hydrant. Yes, which is important With the new street design in the road diet is there a way that we can inform our the public, like, doing something on Channel 2 so people understand the changes of the road? Because I think oftentimes people, you know, are like, oh, this road is very different, and how do I navigate the new design? So is that something that w

48:50 – 49:02•Melissa Robinson

Okay, wonderful. Because I think that Warnell is a road that a lot of us travel that lives south of the city. Right. Any other questions?

49:07•Melissa Robinson

Okay. Is there an ordinance in advance? I'm sorry, a motion within advance.

49:14•Eric Bunch

Yes. Madam Vice Chair, I move that Ordinance Number 260883 be reported out of committee with the recommendation of advance and do pass. Second.

49:22 – 49:58•Melissa Robinson

All right. All in favor, please indicate by saying aye. Aye. Any opposed? Motion carries. Thank you so much. We do have the presentation, I believe, for the geobonds. which we're very excited about. This is extremely important because we're doing this presentation well in advance of the budget season. So when it's time to start duking it out or having deep debates about who gets what, when and where and why, we can start that conversation right here. Yeah, I know, today. All right. Thank you.

1:09:37•Melissa Robinson

You all are amazing because I was timing 15 minutes and you're at 10.14. All right.

1:09:49 – 1:10:29•Melissa Robinson

Okay. Yes, I do see a lot of department directors that are here and I Expected nothing less than from my North town hornet. So in our hemisphere Who is evading does our work? So, all right questions. I know that there's putting school to go around robbing. You have any questions, mr. Duncan Yeah, we'll just we generally have separate meetings or I guess I I did have a question though.

1:13:45 – 1:14:22•Melissa Robinson

Okay. Thank you. Okay, so oftentimes I feel like we're trying to put together a puzzle, but we don't have all of the pieces. So for the grants, for example, the ordinance that we passed today regarding the $40 million grant application, where is the, we said that there was a GO bond match. Can you tell me where the GO bond match for the Boone Park grant Is it already on here? I'm just trying to figure out how to put the pieces together.

1:14:43 – 1:15:28•Melissa Robinson

Okay. Is there, while he's coming to the microphone, one of the things that we notice in the third district, which Nick Bossinetto, he lives in the third district, so that's, you know, oftentimes the folks who are doing the scoring don't, live, breathe, you know, are in these spaces because they live in other parts of the city. And so I'm curious as to, can we get a list of all of the grants that we have that are out there that would be connected to the Geobond? And then we also need all of the projects. So we have the projects that were scored. Are these, does this represent all of the projec

1:16:20•Melissa Robinson

Okay. Help us put the piece together with the ordinance that we just passed. Mr. Boccinetto.

1:17:09 – 1:17:28•Melissa Robinson

Okay. Thank you for helping us. That's just one example of how we try to, you know, we trust but verify. Like, you know, you guys said that you have the match. I'm trying to figure out how it lines up. What about the PIAC feedback? You said you presented this to the PIAC team two weeks ago. What feedback did they give?

1:18:05•Melissa Robinson

Previously, they would vote on the list. Do they provide any feedback or recommendations?

1:18:34 – 1:18:56•Melissa Robinson

So no official feedback from them. Okay. Our asset management system, you said that this 20 points are given for those assets that are in disrepair. Do we have an asset management system for every one of these projects or?

1:20:27 – 1:22:14•Melissa Robinson

OK. Thank you for that verification. I just have one last comment. One, I see that our vision zero is a line item versus it being embedded in the decision-making process. I think that that's something that we can do better in terms of if we're going to get to Vision Zero, and our colleague has worked so hard on making that a part of our policy, making sure that that's a part of our decision-making. And then finally, I know the $40 million a year sounds like a logical choice, right? Like just to divide it so that we always have revenue for... things that we need, but there is a cost of waiting,

1:22:29 – 1:22:43•Melissa Robinson

So let's not, I'm not talking to you, I'm talking to all of our colleagues, is that we can't complain about, you know, our facilities not being up to par when these are decisions that we're

1:22:44 – 1:24:09•Eric Bunch

making thank you for the transparent process anything else yes i would just say since you brought up vision zero if i might as well mention it um you know it's it's slated for five hundred thousand dollars a year roughly which is nothing um really and so i would hope that The purpose of that would be for planning a design so that the other tens of millions of dollars per year that's being spent on new infrastructure, that it would inform those projects. the more systems approach to Vision Zero. So I just don't want that $500,000 every year to be spent on a few speed humps here and there, becau

1:24:31 – 1:25:01•Melissa Robinson

Yeah, I just wish that it was a part of the scoring system, especially as we look at streets and sidewalks and things of that nature. If it's on Vision Zero, then it gets a couple more points so that it does have a systemic approach. So this is our first blush at this. You talked about October. Will there be an ordinance that will be introduced to adopt this? When will that be?

1:25:24 – 1:25:36•Melissa Robinson

Okay, yes, because I have some questions about a project that scored 30 points, which I think speaks to your point of how do you look at that, like how do we have a project that scores less than 40 points on the list, but.

1:25:55•Melissa Robinson

So Okay, great. Are we done with hopefully we're done with presentations for today. We are done. Okay, perfect. Yeah.
