28:02 – 28:22•Alison Strange

Mr. City Manager, in memo number two, there is a proposed, additional proposed cuts to bring us down to a rate of 4.2060. Do you have any concerns at all with the city being able to provide the same or even better quality of service that we've been providing to our community at that rate?

31:08•Alison Strange

All right. Thank you. That's all I have.

32:50•Alison Strange

It was $339,000. Yeah, that's the number I have.

37:08 – 37:53•Tim Murry

Thank you. Mr. Scott. I'm just trying to make sure my figures are right, because we just changed a whole bunch of things, and I'm trying to make sure, and I know Mr. Bain just went through it with you, because the memo I got earlier today, like I said, it moved 50% of the... Mr. Norris, but community development into CRA, and he's not feeling comfortable. And of course, down here, we're saying 101,000. So we were taking 50% of the 101,000, which was 51,000, right?

38:00•Tim Murry

So how much of the 50% that we were talking about allocating to the CRA? That's what I'm saying. So we're talking about 51,000. No. Okay.

38:15 – 38:27•Tim Murry

All right. All right. See, I guess that's why I was confused because what I'm seeing here is that I was trying to figure out what we mean when you say 102. Yeah. And we take 50% of the allocation. So we're talking about 102,000.

38:48•Tim Murry

Okay. And you're saying the design center had two, a three 31 in there.

39:20•Tim Murry

So we do all that, Mr. Scott, I haven't been able to calculate that too fast here because of business and everything. When we do all that, where did that bring us down on the bottom line?

40:02 – 41:35•Tim Murry

Okay. Let me ask this question then. If we were to go to a 4.20 period, how much difference would that make? don't like that six sitting out there i like i like solid numbers yeah i mean point uh six oh yeah i'm i don't think we're looking at that much difference and of course can we mr van wagener look to find a couple another probably i'm i'm calculating it'd be less than a hundred thousand very little amount it would be roughly forty thousand dollars so mr van wagener you think we can find that yes do i know the answer tonight no but yes okay i think we could find that or you know you could

41:49•Tim Murry

Well, all right. Before I ask for a motion, I'm going to go back. Ms. Strange, you have a statement?

41:56 – 43:24•Alison Strange

Sure, we can go as low as you want, Mr. Mayor. I'll support 4.2000, and I'll put out there what I know of the budget. One thing we didn't do that I had talked to Mr. Van Wagner about was we have a grant writer, so we could look at expenses, but for purposes of making decisions tonight without him having the benefit of... talking to staff and going through it. I have confidence that 40,000 is going to appear over the next year somewhere just in the general operations. I think our staff are very conservative and that it will manifest. But I think the easiest thing to do is look on the revenue si

48:00 – 48:23•Tim Murry

You're done? Thank you. Mr. Van Wagner, I want to say thank you for the work you did with the budget and also you, Scott, as well. I'm trying to remember the questions on the county and the MSTU. I know a gentleman has some questions on MSTU. I can help with that. Can you answer those? Sure.

48:46 – 49:24•Tim Murry

And, of course, the other thing along with that, I'm not sure if that's what you were saying, is for your trash pickup, I think you're paying the service through the county. And I don't think we will start charging that until... When the contract ends up. We'll start that. Yeah, we'll start charging under the city rates when the contract ends. I think it's another year, is it? I can't remember. Okay. So, yeah, you would still be under the county and privatized trash pickup. And then once that contract runs out with the county, you will come under us, okay? Anything else? Not an entertainer motion.

49:30•Tim Murry

I have a motion and a second to set the millage rate at 4.2%. Any further discussion?

49:57 – 50:13•Tim Murry

All right. Any further discussion? Hearing none, all in favor, let it be known by saying aye. Aye. All opposed? Chair vote aye as well. Motion carries 5-0. Marriage will be 4.2. All right. Resolution number 2026-03-0.

50:18 – 50:40•Alison Strange

I'm going to move to approve resolution number 2026-036R with the amendments proposed in memo number two as amended here today by changing economic development adjustments from personnel to operations at a rate of $87,000 and also adding $40,000 to the revenues line items for grants.

51:52 – 52:04•Tim Murry

So, okay. Of course, the... True North, that's the new communication department, okay? So we're reducing it by $20,000, okay? And the design center by another $20,000.

52:07•Tim Murry

Well, I was thinking when I first said that, for that amount of money, we could go through the design center and everything and get it. So that's fine.

52:15 – 52:37•Alison Strange

I move to approve resolution number 2026-036R with the amendments identified in memo number two presented tonight as amended from the dais with economic development operations to be reduced in the amount of 107,000 and communications to be reduced from line item 98,000 to 78,000. I second. Okay.

53:30 – 53:42•Tim Murry

Any further discussion, questions? If not, all in favor, let it be known by saying aye. Aye. All opposed? And the chair vote aye as well. Motion carries 5-0. Thank you.

54:04•Alison Strange

That should be enough time. Thank you. That's it.

54:13•Tim Murry

Okay. Thank you. If nothing else, need to come before this board, this council meeting adjourned.
