Okay, it's 5.30. We'll call the meeting to order. Thank you for everybody that is here. We will start tonight. We have the assistant pastor from Red Hills Baptist Church. Jarrett Williams is going to offer a prayer for us, and then Kent Fugel will lead us in the pledge.

I see my microphone on, sorry about that. I would move that we approve this agenda for this action meeting on September 23rd, 2026. Second.

Motion and a second, all in favor? Aye. Any opposed? And we will excuse Councilman Galani texted us and let us know that he wouldn't be here. Don't know details other than just asked to be excused.

And those are 30 years old, right? That line is about 30 years old.

These kinds of things cause us to evaluate how we communicate.

Agreed. I think it's an opportunity for us to get people to sign up for the emergency notifications. We're communicating, but if you weren't...

And as you were helping me learn before the meeting, it also takes time to repressurize it. Otherwise, you cause major damage and you blow other holes if you try to pressurize the system back too fast.

Sorry, and it might be a reminder that you can go on the city website and the county website, and you can sign up if anyone out there is listening. You can sign up for the emergency notifications. They have a reverse 911 type thing. You can get a text and email.

You have to sign up for that. We can't force it.

Yeah, sign up. That's part of the... It would be great, and then you know. Thank you, Robert.

Okay. All right, Councilman Phillips, you're up first. Thank you, Mayor.

I just wanted to remind everyone and get the word out that this particular Saturday, September the 26th, at 8 a.m., we're going to be transforming our downtown and Center Street into the harvest decorations and the harvest decor. We've got, I hope, a good bunch of volunteers. I've reached out to a lot of folks. and I'm hoping that down the road this is something Cedar City Cares can help us with, maybe next year, when they get a little more under their feet and understand what's going on. But I would just like to remind everybody to be cautious and watch people crossing the street. I urge them

I am number two. I like being number one batterer. This is really something I want to bring up for discussion, and that's why I asked to have it put on the agenda. I've noticed, and I've thought about this for several years, I just haven't brought it to the attention of the council, but I'd like us to consider putting street lights At the bottom of the top, I don't know which the term is for Coal Creek, there on the north side of Coal Creek Parkway. We have a sidewalk there, a trail there on the opposite side of the creek. There's a lot of traffic and a lot of people walking and I just think i

I think it would just, I'm just thinking it would happen, I mean, we put one in on 300 West about five years ago at my request, but it worked, and I think it's still working. But I've just noticed over the last two winters how dark it is there at the bottom of 100 and 200. So I'm thinking, I was thinking across the street on the north side of the street there, but at the intersection, yes. So the sidewalk, though, not the walking path, the sidewalk.

Yeah, I'm not asking for traffic signals. No. Yeah.

Thank you, that's all I wanted to say. It's easy. Thank you very much, Mayor.

You bet, thank you. Okay, next item is a presentation of the recent Utah well-being survey.

Okay, Councilman Phillips. I just have one question, Dr. Flint. The slide where you showed the concern about childcare and health and affordable housing, my question is, do you see, is that a similar pattern where the percentages are different across the state or is that unique to Cedar City?

It's going to say the cost of food, yeah.

Absolutely, and we've been doing it enough years now that we're starting to see patterns, whether it's up or down, but there is now enough data that we can look at it across the time periods. Correct. Thank you. Thank you very much.

Thank you. Okay, our next one is the police department reaccreditation presentation.

Could we get Mr. Shoup and you, we need to restage this, because I know David tried to get a photograph.

Sorry, you need to come around here. Just like we make him do when his new officers come, right?

Wait for the screen, wait for the screen. Get centered, get centered.

Chin up to the right. We don't need any of these guys. Come on, Jimmy. Get that smirk off your face.

Thank you. Thanks, Chief. Thank you, Chief. Thank you, Mr. Roden.

Okay. Next item is our consent agenda. We'll entertain a motion there.

Make a motion that we approve the items on the consent agenda. Second. Wow.

Amber's over there deleting the line. She's like, wait a minute, I already had that piece in the minute.

Second place again. Number two again. All right.

First item on the action agenda is to consider a resolution approving the budget amendments, 526-27.

And I would move that we adopt the resolution approving the budget amendments for the 26-27 fiscal year. I will second that motion.

We have a motion and a second. All in favor?

Thank you. Consider a resolution to adopt the Cedar City fund balance and reserve policy.

And I would make a motion that we approve the resolution adopting the Cedar City Fund balance and reserve policy as outlined. Second. With the changes.

I have a motion and a second, starting with Councilman Cox.

Public comment. Is there anybody here that just came because they just weren't bored on a Wednesday night, but they had something they want to say to us? Now's your opportunity. You're welcome to come up. All right, Ann.

There's barbed wire on the current correctional facility.

Okay. Anybody else? All right, seeing none, I will entertain a motion to close and move into closed session.

Mayor, I would move that we close this action meeting and move into closed session. Second.
