Regular meeting, Wednesday, September 23rd, 6.30 p.m. And first, we need a roll call. Kaylie.

0:30•Harold Grimm

Here. Next, we're going to have the invocation by Pastor Hawkins.

1:50 – 2:33•Harold Grimm

public hearing adoption of the millerage rate and budget for fiscal year 2627. Vice Mayor Green opening statement, the City of Orange City intends to adopt a final millerage rate and budget for fiscal year 2627. The rollback rate is calculated by the Volusia County property appraiser is 7.0523 mils. The proposed millerage rate to be levied at 7.037 mils which is 0.19% below the rollback rate. Therefore, the proposed millage rate does not represent an increase in property taxes over the rollback rate. And Devlin Moore, you're up next.

7:21•Dana Knight

Thank you, Devlin and staff for all your hard work on this.

7:27 – 7:51•Harold Grimm

Okay, now I'd like to open it up for public hearing. Anybody in the audience would like to speak on this? Y'all can't run up at once now. Okay. Seeing nobody coming up to the podium, I want to close the public hearing. And now we're going to do a city council discussion. Anybody have anything else they'd like to add or say?

8:34 – 8:54•Dana Knight

I'd like to make a motion to adopt millage rate ordinance number 701 on second and final reading, setting the final millage rate for fiscal year 2026-27 at 7.0387 mils, which is 0.19% below the rollback rate of 7.0523 mils, as certified by the Volusia County Property Appraiser.

8:55•Harold Grimm

I second. We have a motion. We have a second. Anybody from the public want to speak on this? Seeing none, Kaylee?

9:16•Harold Grimm

Yes. And ordinance 701 passes. Now on to ordinance 702. Can you read that one?

10:35 – 11:56•Harold Grimm

Yes. Ordinance 702 passes. Vice Mayor Grimm, closing statement. The City of Orange City's final millerage rate for fiscal year 2026-2027 is 7.0387 mills. The rollback rate of 7.0523 mills. The adopted millerage rate is .19% below the rollback rate and therefore represents no increase in property taxes over the rollback rate. That ends the public hearing part. Now we're gonna go on to absence, we have none. Presentations, we have none. Citizens' comments, I do have a couple here. Let's see. 8A and 8B, we'll do them later. Okay. Okay, so this person gets called up a couple times. Okay, great. Ok

12:06•Harold Grimm

Well, it's not the tourism. Okay. It's the southern one.

17:47 – 17:58•Harold Grimm

Thank you. Okay, we have a few others here, but they're going to go on to different things, so we'll call them up at that time. So we're going to move right along to the consent agenda.

18:20•Harold Grimm

Okay. Sorry, I printed out the quickest one I could find. It's all good.

21:40•Harold Grimm

Thank you. Okay, that's it on the consent agenda, so we're gonna move on to the consent agenda.

22:01•Dana Knight

I'd like to make a motion to approve the consent agenda, pulling 4A for discussion.

22:10 – 22:35•Harold Grimm

4A you wanna pull? Mm-hmm. second okay so do we want to go go over them now or do we want to uh approve the rest i suggest you approve the rest of them and then bring up okay so do we have a motion to approve b through h on the consent agenda

22:37•Dana Knight

I just made the motion to approve it. Oh, to approve it and pull it, okay.

22:44•Harold Grimm

Okay, where was I? Okay, go ahead, Kaylee.

23:01 – 23:14•Harold Grimm

Yes. Okay, so consent agenda B through H is approved. Now we go back to A, right? Correct. Okay.

23:14 – 23:55•Dana Knight

I just wanted to kind of explain. I've seen some posts come up regarding the water that's going to be pumped down to the pit where the debris fill was found. I did speak with our city manager about that. They were worried about whether or not that water was going to be tested to make sure it's drinkable because it's going to, you know, eventually go down to the aquifer. That will be a natural filtering process where that water will be filtered down through the earth before it reaches the aquifer. And it will meet state standards. Is that right? Or federal?

24:06•Dana Knight

So I just wanted to make sure that people understood that so they were not, you know, to address their concerns regarding the quality of the water going to the aquifer.

24:19•Harold Grimm

Anybody have any questions on that? So now we need to go back and see if there's a motion on 4A.

45:20•Dana Knight

Yeah. Is that behind the building, or is...

45:48 – 46:04•Dana Knight

can you go back further to the the first layout that you showed us whoa yep there where it says proposed compact power equipment and stuff is there a reason they wanted to put that in there in the parking lot versus over closer to harley strickland

1:01:35 – 1:01:50•Harold Grimm

Thanks. Thank you okay so is there a motion there needs to be public comment too at some point okay yes but we need to get a first and second first do we have a motion

1:02:01 – 1:02:13•Dana Knight

I'll make a motion to approve resolution number 452-26, conditional use for the proposed outdoor storage and display area as an accessory used to the existing Home Depot subject to the following seven conditions.

1:02:17•Harold Grimm

Well, we have a motion. Do we have a second? Second. We have a motion. We have a second. Any public comment on this? Come right up, sir.

1:06:27•Harold Grimm

Thanks, Joe. Okay, moving right along, we're gonna go into 8A, John Peters.

1:06:53 – 1:07:10•Harold Grimm

Councilmember Richardson and vice mayor Graham. Yes John Peters go ahead John this is on me. This is number eight. This is on the fire station Yes, sir.

1:08:47•Dana Knight

So the 990 gets us to 100% design, am I understanding that correctly?

1:09:35•Dana Knight

about what percentage of, if we were to get grants, about how much do you think, if we awarded grants, it would cover that?

1:10:09•Dana Knight

I'm concerned about that because we've been vetoed twice for legislative appropriation.

1:13:21•Dana Knight

And it will be shared if we get grants for this, correct?

1:14:09 – 1:14:21•Harold Grimm

Okay, we have a motion, do we have a second? Second. We have a motion, we have a second. And we do have a comment from Patrick Murphy. Thanks, John.

1:15:50 – 1:16:01•Harold Grimm

Thank you, Patrick. I think Stephen Sanders left. Is there anybody else that would like to speak on this? Mr. Papello, you're up.

1:16:57•Harold Grimm

Agreed, long overdue. With that being said, we have a motion, we have a second. Kaylee, could you take a vote on that please?

1:17:21•Harold Grimm

Yes. And 8A passes. 8B is on the police station. John Peters. Yes.

1:19:44•Harold Grimm

First, let's start off with a motion. Do we have a motion for this?

1:21:48•Harold Grimm

Thank you Is there anybody else here that would like to speak on this I Seeing none, I'll bring it back. Kaylie, please.

1:22:11 – 1:22:25•Harold Grimm

Yes. And 8B is approved. 8C, I can read that one. Cancellation of November 24th and December 22nd council meetings. Kaylie, did you want to say something on that?

1:24:55•Harold Grimm

Thank you, thank you so much. Okay, so moving right along, do we have a motion for?

1:25:11•Harold Grimm

Anybody out there want to see us work another day? Seeing none, I'll bring it back, Kaylee.

1:25:25•Harold Grimm

Yes. And 8C passes. Okay, moving right along to reports. City Manager?

1:27:40•Harold Grimm

I lost my sheet, but I know the city attorney's up next.

1:28:46 – 1:31:13•Dana Knight

yes I've got two things actually one is there's been a lot of concern from Tom Adele regarding the roof on the City Hall I had also mentioned my concerns regarding some of the tiles sticking up on that roof I have had a discussion with and they are gonna bring in a third party, or not bring in, but they are sending information to a third party to do an evaluation to make sure that that roof was put on correctly while we still are under our warranty. So I just wanted to make you all aware of that. The next thing, an article came out, Jacksonville today regarding something that st. Augustine has

1:31:16•Harold Grimm

City Manager, do you have any comment on that?

The end of this month is gonna be Habitat for Humanity. They're dedicating a house. And I plan on attending that. It's gonna be Monday, September 28th at five o'clock. They're gonna have a tour beginning at 4.30. So it's gonna be dedicated to the Becker family. So that's one thing. Also, to piggyback on City Manager, when we went over to Lake Mary, the place that they're building over on Enterprise, okay, it's going to be emergency room.
