The Dayton City Commission meeting will now come to order. Would you all please rise for the invocation and remain standing for the Pledge of Allegiance. This morning the invocation will be given by Commissioner Chris Shaw.
Dear God, in these trying times, help us to reach those in need. Bless this commission with vision to lead and the ability to make a difference. Amen. Amen.
All right. Ms. McClendon, may we please have a roll call this morning? Mayor Turner-Sloss? Aye. Commissioners Joseph?
May I have a motion to approve the minutes of the September 16, 2026 meeting?
So moved, Your Honor. Second the motion, Your Honor.
It has been properly moved and seconded to approve the minutes of the September 16, 2026 meeting. All in favor say aye. All opposed say no. Any abstentions? Ms. McClendon, are there any communications or petitions this morning? Ms. McClendon, are there any additions, deletions, or comments to the calendar this morning? Mr. Parlette, are there any additions, deletions, or comments to the calendar this morning?
Thank you, Ms. Tommy. Commissioners, are there any questions or comments from Ms. Tommy or Ms. Kenney this morning? Commissioner Beckham.
Thank you, Your Honor. No questions. Just congratulations on a really exciting project. I certainly am proud of all the incredible work of our water department. So telling that story, I do believe, is critical. I had the opportunity to actually come over to Boonshoft, I believe, a little more than a year ago now and just SEE THE REPUTATION IN REAL TIME, RIGHT, BEING THE SECOND MOST VISITED MUSEUM IN OUR REGION. SO, AND JUST THE IMPACT ON STUDENTS, I CAN CERTAINLY APPRECIATE. THAT IS AN EXPERIENCE THAT I CERTAINLY BELIEVE ALL OUR YOUNG PEOPLE SHOULD HAVE. SO, I'M CERTAINLY LOOKING FORWARD TO TH
YEAH, THANK YOU, MAYOR. Thank you for the presentation. Look forward to the partnership. You know, my daughter grew up in Boonshoft, and we know what an asset it is, not only for families but for the whole community. So thank you for the work you do and the continued opportunity you have for families to be educated. So thank you.
Yeah, I want to thank you also for the presentation and for this opportunity to share our water story with the community. And also, I really do believe this is a great opportunity to kind of help fill this workforce pipeline, especially in the water department, and to expose young people and others to the great opportunities that exist in that organization. So thank you. Appreciate it.
Just say thank you. This is great. Just like Commissioner's family, I grew up with museum lore classes every summer at the museum and loved it, shaped who I am today. So this is going to reach out to another 10 years at least of students coming in. This is wonderful.
Thank you. I just want to echo my colleague's comments. I apologize I missed the bash. I hope that it went well. I know that it did, and I look forward to supporting the partnership. I do have a question for Ms. Kinney. Thank you. And it's on the topic, but off the topic. With a number of various different things that have happened across the country with the threats of the water, the infrastructure itself, could you just speak to a high level of some of the safeguards that we have in place to protect our water? from any contaminations or any security threats.
Is that, what's the cadence on that, the regular cadence? Is it anything that is reviewed on a monthly basis, quarterly? Like, how are you?
All the utilities, okay. Thank you very much, Ms. Kinney. Thank you, Ms. Tommy. Thank you. Thank you, Mr. Perlap.
Thank you. And thank you, Ms. Thomas, for all of your leadership and your work, too. Thank you.
I apologize. Can you zoom in a little bit? It's better of an eye chart. As much as possible. Thank you. I didn't want to step on your flow either.
Thank you, ma'am. Is that bigger? There it is. Yes, ma'am. This is not going to let you put it in presentation mode once you... So that's fair.
Ms. Brown, thank you very much for the comprehensive overview. I really appreciate it. Thank you, Mr. Parlett, and to the leadership staff. Ms. Loftin as well, I really do appreciate it. Commissioners, any questions, comments? Commissioner Beckham.
Thank you, Your Honor. I would just add to the mayor's comments that I appreciate the presentation today, Ms. Brown. This was, of course, helpful in terms of the many items on the calendar today related to our bonds. So thank you.
Thank you for the presentation. Very helpful. I'm sure our citizens will appreciate it.
I do have one question. You mentioned aviation from A- to BB+. Do tell. In terms of the rating, why did we go? Am I reviewing? I see it went up. It's an improvement. It's an improvement. Yes. Very good.
Congratulations. Congratulations, Mr. Turner, and to the entire team. Thank you.
All right. Thank you very much. Okay, Ms. McClendon, are there any citizens that are registered to speak on calendar items this morning?
You came back. Good morning, everyone. Good morning, sir.
Thank you. Thank you, Mr. Kerrigan. That concludes speakers on calendar items, Your Honor. Thank you, Ms. McClendon. Commissioners, are there any comments or questions to the calendar items? Commissioner Beckham.
Yes, Your Honor. I'll be brief. I just want to thank Deputy City Manager Parlett for the comprehensive explanation of DPD's system update. Also, I want to just uplift service agreement to appreciate The continued partnership with Dayton Energy Collaborative. Also, of course, thank you to our Sustainability Department and the I-Team for negotiating the partnership and the settlement with AES that, of course, made this funding possible. And looking forward to the tenants that will receive repairs as a result. Calendar item 7 as well under service agreements. Also, several households that We'll a
Thank you, Commissioner. Commissioner Fairchild.
Yeah, thank you, Commissioner. And I echo your lifting up the repairs both for renters and for homeowners through Rebuilding Together Dayton and the Dayton Energy Network. So thank you.
Two things. I want to echo my colleagues' thanks to our sustainability folks and our partners. Looking forward to these repairs. That's something that's been asked for everywhere we go. It's not something we naturally do, so we're kind of stretching it. I really appreciate staffs working on this. Second, because you knew I'd have a question about the ERP, you stuck that in there when you talked about the records management system. I just want to make absolutely sure, and ERP team has been really good about this so far, to make sure there's a common data dictionary, because I can see... I fores
Thank you, Commissioner. I just wanted to echo my colleagues' comments in regards to the calendar items, a number of great things that have been numbered. and have been listed, rather, and spoken to thus far. Thank you again for the overview, because the system itself, PITEC, the concerns there, and then just really, truly trying to get an understanding of the safeguards, if there are guardrails in place, making sure that, in effect, our data... And a lot of our records are, in fact, protected. So, again, just want to make note of that. And as mentioned, rebuilding together. And I would, if I
Thank you very much, and welcome to the team. If you may, please, because we know your name, but we want to make sure that the public know you and Leela's name. And then if you wouldn't mind, I'm infamous for giving out your office number, so make sure that you give out the home network number or new website, please.

Is it already stored on the website in terms of the Well, we can fight. Okay. Thank you, Mr. Perlett. Thank you both for your questions and your comments. Ms. McClendon, legislation.

First of all, I just want to thank my colleagues for supporting the resolution on National Infrastructure Bank. I think that's very important. I spent a lot of time last week lobbying for this on Capitol Hill and would love to have your support in pushing this forward through National League of Cities and making this one of their priority resolutions as well. So thank you for that.

We want to hear from you about neighborhood priorities and Dayton's future, so we'll mix it into the plan. Second, since home repair is the theme of the day, if you're a homeowner dealing with high utility bills, a leaky roof, basement flooding, as many are, or other weather-related issues, come out to the Weather Ready Dayton meeting on Thursday, October 1st, next Thursday, at 6.30 p.m. at the Southeast
