0:26 – 2:34•Matt Salka

We will start here shortly. Good afternoon. My name is Matt Salka, County Commissioner, Chair. I would like to call this special business meeting to order. It is September 23rd. It is 2.32 p.m. Commissioner, please introduce yourselves.

2:40 – 3:11•Matt Salka

Jeff Hughes, Acting County Manager. Ashley Powell, Assistant County Attorney. Great, thank you. Let's all please stand for the Pledge of Allegiance. I would entertain a motion to approve today's agenda. There's one item here. That is the presentation of the 2027 proposed budget.

3:25 – 3:53•Matt Salka

There's a motion to approve today's agenda. All those in favor? Aye. Motion passes. Next is identification of potential perceived conflicts of interest. I would be very concerned if you had to identify anything today during this budget meeting. But I have to still ask the question. Is there any issues you may have? Neither do I. All right, thank you. There are no minutes, so we'll jump right into it, and that is presentations. Staff report on presentation of the 2027 proposed budget.

39:00 – 39:14•Matt Salka

Any questions? And mind you, as you see it here with this calendar, I mean, today is just a day of just a top-level view, and we'll be diving deep on these issues, or this budget.

39:15 – 39:37•Elizabeth Philbrick

Because I haven't seen the budget itself yet. I have no questions about the actual budget. I am interested to know, however, how we're looking at... Essentially, property and sales tax, I mean, 1.5% is essentially flat. How are we in relationship to the rest of the state?

40:21•Elizabeth Philbrick

My only question is if we have economic data in relationship to the rest of the state.

41:10•Matt Salka

I appreciate your team's conservative approach on this because I'd rather be having more money than... having to say, all right, well, shoot, we over-projected.

42:17•Matt Salka

I have no further questions. It's just one of those, yeah, let's review it and get after it.

42:45 – 43:07•Matt Salka

I'm being asked with 1A and the increase of sales tax, at least my message to the public is we're staying above water. It's not the status quo of going and hiring X amount more additional just because we can. We're going to take a slow approach to reviewing departments' requests and go from there.

46:32 – 46:48•Matt Salka

All right, commissioners, let's go through this, a couple of other items here. And that is, actually, I mean, since it's a special business, we do need to have a public comment section of this. So I will hand this over to Sarah.

48:19 – 48:36•Matt Salka

Thank you very much. There's people in the audience, but I don't foresee any public comment unless you have any. All right. I'll go ahead and close the public comment portion of this meeting. We have nothing on our consent. We have nothing on our decision. So I will call this special business meeting to adjourn. Thank you.
