September 10, 2026 - Planning Commission - Draft Meeting Minutes.
Hearing to consider request by Dennis Moresco for a Conditional Use Permit (N-DRC2026-00011) of a 5,568 square foot construction contractor office building on a vacant 17,860 square foot parcel.
The building will be utilized to accommodate offices, conferences rooms, an employee kitchen, and storage of building materials, and construction plans. The project is located within the Multiple Use Code land use category about 450 square feet east of Ramada Drive at Bison Court Road in the Community of Templeton. The project site is within the Salinas River Sub-area of the North County Planning Area. The Environmental Coordinator finds that the previously adopted Mitigated Negative Declaration for Tract Map 2536 (ED 03-152) is adequate for the purposes of compliance with CEQA because no substantial changes are proposed in the project which will require major revision of the previous Negative Declaration, no substantial changes occur with respect to the circumstance under which the project is undertaken which will require major revision of the previous Negative Declaration, and no new information of substantial importance has been identified which was not known at the time that the previous Negative Declaration was adopted. County File Number: N-DRC2026-00011 Assessor Parcel Number(s): 040-152-004 Supervisorial District: District 1 Date Accepted: August 13, 2026 Project Manager: Elizabeth Moreno Recommendation: Approval
Hearing to consider a request by San Luis Coastal Unified School District for a Development Plan / Coastal Development Permit (C-DRC2026-00001) to allow for the redevelopment of the Baywood Elementary School and associated site improvements and appurtenances.
Redevelopment would include partial demolition, replacement, and relocation of classrooms and other facilities that are consolidated on the west side of the site to the east side of the site, while playfields and game courts on the east side of the site would be relocated to the west side of the site. The project would result in an area of disturbance of approximately 7.4 acres on an approximately 8-acre site, including approximately 21,000 cumulative cubic yards of cut and fill. The project is located within the Public Facilities land use category, located at 1330 9th Street, within the community of Los Osos. The site is in the Estero Planning Area of the Coastal Zone. Also to be considered is the environmental determination. The Environmental Coordinator finds that the previously certified Final Environmental Impact Reports (FEIRs) are adequate for the purposes of compliance with CEQA because no substantial changes are proposed in the project which will require major revision of the previously certified FEIRs, no substantial changes have occurred with respect to the circumstance under which the project is undertaken which will require major revision of the previously certified FEIRs, and no new information of substantial importance has been identified which was not known at the time that the previous FEIRs were certified. County File Number: C-DRC2026-00001 Assessor Parcel Number: 038-221-001 Supervisorial District: 2 Date Accepted: March 20, 2026 Project Manager: Mason Denning Recommendation: Approval

Also to be considered is the adoption of the environmental document prepared for the item. The proposed Specific Plan amendment is consistent with the FEIR and FSEIR for the Woodlands Specific Plan (SCH# 95031020 and SCH# 2001031063) per Section 15162 of the California Environmental Quality Act guidelines.
