Good evening. It is now 7 p.m. on Tuesday, September 22nd, 2026. I'd like to call Richland County Council's zoning public hearing to order. Madam Clerk, can you take the roll, please?
Thank you. Next is item three on our agenda, additions and deletions to the agenda.
Thank you so much. Next we have item four, which is withdrawals and deferrals. I did receive from staff, is it correct, for case 26-025MA and case 26-028MA withdrawal letters in advance of the hearing, is that correct?
Thank you so much, Director Price. Madam Chair. You've heard the report information delivered from staff regarding case 26-025 and case 26-028 for withdrawal. I'll entertain a motion. Yes, ma'am.
I need to, I guess, get clarification on a partial withdrawal. It's not a withdrawal, but it's a deferral. And so what I'd like to do... We're going to take deferrals next, though.
This is just withdrawals because they submitted their letters per the process to withdraw. So I'll entertain a motion for withdrawal of 26-025-MA and case 26-028-MA. So moved. Seconded. Motion and a second. Any discussion? Madam Clerk?
Thank you. Director Price, any additional action needed to be taken for the withdrawals this evening? No, ma'am. Thank you. Next, we'll move to deferrals. Councilwoman Cooper, you're recognized.
Thank you. So I just want to ask for clarification. I do have two deferrals, but the only thing that I'd like to defer would be the actual vote. I would like to... take full advantage of individuals who have come to speak for or against these items tonight to have the public hearing and then defer the actual vote at a later time. So I don't know how we need to take it up, if we need to take it up during the regular part of the meeting or if we do it during this portion.
Thank you. So with that being said, Madam Chair, I would like to defer first reading only for Item number 6A2, as well as 6A8.
Councilwoman Cooper, if you would, please just read the case number for the record, just so they have it.
Sure. So the first one, the case number is 26-020. And the second one is 26-026.
You've heard the motion for a deferral of first reading for two of the cases. And defer to what day?
I'm sorry. Our next zoning public hearing.
Second. We have a motion and a second, but first reading, would that occur at a public hearing or would that occur at a council meeting?
It would be October 5th. So it would be October the 5th?
Thank you. So to be clear, I'll just repeat, we're deferring the first reading for 26-020 and 26-026 until October the 6th.
MOTION AND SECOND. ANY DISCUSSION? COUNCILMAN LEWISON.
Yes, Madam Chair, I'd like to just speak to these two items, if I may. And so with the item for Wilson Boulevard, which I know there's lots of interest that has been expressed, we're deferring the first reading for this item because it's not had a town hall meeting. And that is the custom that I've held firm to in District 7. We will hold the town hall meeting for that particular item. on October the 14th at 6 p.m. at the Park Lane Adult Activity Center. And then the second item that's on the corner of Hard Scrabble and Wilson Boulevard, which is the 26-026, We've held a town hall meeting as w
Additional discussion. Very nice, Madam Clerk.
Madam Chair. You're recognized. I move to defer item 6A1, which is case number 26-019MA until our November zoning public hearing.
Councilman Newt, just for clarification because of the motion we just had, that only deferred the first reading. Can you specify in your motion if you're doing the public hearing and first reading?
Thank you, Madam Chair. To clarify, I am deferring both the public hearing and the first reading until our November zoning public hearing.
Any additional deferrals this evening? Hearing none, we'll move on to item five, adoption of the agenda. I entertain a motion. Motion and second. Any discussion? Madam Claire?

As the district representative for District 9 where this rezoning is located at, I will be making a motion this evening for denial of the rezoning request simply because of the commercial growth that we already have in District 9 and really wanting to keep that centered around the Village of Sanjur area and along Two Notch where we already have a lot of open, vacant commercial space as it is Per our comprehensive plan, we've talked about the plan to making sure we are keeping commercial growth in a designated area and not continue to sprawl out acr
