I pledge allegiance to the flag of the United States of America, we're being here this evening. The next section of the meeting is the public commentary. If there's someone here in the audience that wants to make a comment, this would be the time. If you have a comment for one of the things on the agenda, please reserve that comment and help the agenda. Hopefully everyone heard that. 12:30 – 13:03•Eric Mock

All right, Commissioner Wood. Same question. Okay. Mr. Hamza, when I read through this, I interpreted that they were going to store vehicles of some form. The question that I would have, because we're being asked to give us a special exemption for this, the surrounding properties. Has anyone asked for a special exemption for the same thing? And have they been granted the same thing or have they been.

13:26•Eric Mock

If we do this, that we treat everybody the same.

13:35•Eric Mock

Okay. Yeah. Any other questions for staff and the applicants? All right.

15:52•David Woods

23:27 – 23:39•Eric Mock

And I don't know if this is for you or to the applicant, but when this was discussed at the Development Review Committee meeting, was there any discussion as to the height of this wall?

24:03•David Woods

Excuse me. This is for parking, correct?

24:27•David Woods

Okay. How many parking spaces are they looking to put in there? I had to pull the site plan on here.

25:03•David Woods

Okay. And what type of accommodation for your dog they normally can't travel on public streets? How are they going to fuel it?

25:20•David Woods

Okay. Because, you know, that's a different subject if they're going to put in some type of tank either above or below ground.

26:42 – 26:53•Eric Mock

Is anyone in the audience this evening that would like to make the comments? All right. Seeing none, I'll bring it back for commission discussion and a motion.

28:05 – 28:17•Mary Norwood

I think that most drivers, if they're bobtail and they're dropping off the tractor and they're bobtail, they may have another load in most cases. So they...

28:18•David Woods

It probably won't be the domicile. They're just coming in and dropping off the truck.

28:42 – 29:34•David Woods

I'll give the motion. Excuse me. Pursuant to the City of Apopka Code of Ordinance Part 3 of Land Development Code, Article 2, Section 2.3.2.B.1.A. The Planning Commission has authority to make decisions on special... Oh, I'm sorry. I RECOMMEND APPROVAL. I THOUGHT THAT WAS KIND OF LONG. I RECOMMEND A MOTION TO RECOMMEND APPROVAL OF A SPECIAL EXEMPTION TO ALLOW OUTDOOR STORAGE AS A PRINCIPLE USE FOR OVERNIGHT PARKING OF COMMERCIAL VEHICLES IN THE I.L. INDUSTRIAL ZONING DISTRICT SUBJECT TO THE EXHIBITS AND FINDINGS OF THE STAFF REPORT. I'M SORRY FOR READING IT WRONG.

32:58 – 33:37•Eric Mock

Okay. Recommended by Commissioner Doomey. A second? I second. A second by Commissioner Woods. All in favor say aye. Aye. Aye. All opposed? Motion is carried. Thank you. Item number two. 35:32•Eric Mock

Any other questions for staff? Okay. Okay. Questions for the applicant, Mr. Classen.

40:19 – 40:30•David Woods

You may have answered my question. There's been discussions before on right turn, left turn lanes, and that was left open. Is that being addressed at this point?

41:28•Eric Mock

Seeing none, I'll bring it back to the Commission for comments and a motion.

42:10•Eric Mock

Okay, I've got a motion by Commissioner Doomey. A second?

42:14 – 43:37•Eric Mock

A second by Commissioner Norwood. All in favor say aye. Aye. Opposed? It carries. Thank you very much. The next item for discussion is the land development code workshop and I want to share with the commission. Commissioner Ryan and chairman Ryan was the 1 that suggested this a couple of months ago. And he was not able to be here this evening. I would like to propose that we postpone that workshop, seeing that Chairman Ryan was the one that asked us to do that work, and I would hate for him to miss that. I spoke with Mr. Howell a little earlier this week, and I'd like to propose that we move t

43:55 – 44:41•David Woods

Mr. Chairman. The only concern I have is it's 428 pages long. It includes multiple sections and My opinion is we need to have a more structural approach than a shotgun approach that we take this bites at a time. I'm not going to say a section at a time because some sections may have no issues with where other sections there are a lot of issues with. We'd like to, if the planning department can handle that, is to give us a proposal on how best to digest this for us to go in.

44:42 – 46:49•Eric Mock

Well, before you say anything, Mr. Howell, I read through the... I read through the packet and put comments and then sent that into the planning department, which I believe that they emailed out to you all. As I was reading through that, because it was not something that I did in one sitting, certainly. And as I was reading through that, I had the same thought. I'm thinking, oh my goodness, this is not one workshop. This would be an eight-hour endeavor. And that would be just almost to regurgitate what is there. And if anybody, I'm sure other people have comments that are possibly the same as

48:44 – 51:06•Eric Mock

I APPRECIATE THAT. FOR EXAMPLE, IF YOU ALL READ THROUGH THE NUMEROUS RED COMMENTS THAT I MADE, THERE WAS A COUPLE PLACES WHERE I MADE COMMENTS IN RELATION TO, AND THIS KIND OF GOES BACK TO THE SITE DEVELOPMENT PLAN THAT WE JUST DISCUSSED, THE PULUCCI ACRES PROJECT. AND I WOULD JUST SAY THAT I WILL RESTATE THAT We as a planning commission operate here currently under the current planning code. We don't operate on a code that we'd like to have. We operate on the current code and the current code, what it says. But as I was reading through that code, I made some notations that I'd said something

51:08 – 53:22•Eric Mock

And I used to live there. And Scottsdale, Arizona has a corridor. And it, I would say, is probably 10 to 12 miles long. That's essentially a dry riverbed until the rainy season. And then it becomes a raving torrent of water that goes through there. But when they're not in the rainy season, golf courses, parks, bike paths, literally, it's a green corridor. And it's probably, I would say, in some places, two blocks, two city blocks wide, 10, 12 miles long. If you've ever seen that, it's kind of on the eastern side of Scottsdale runs north and south. And i'm sure wildlife traverse through there a

54:20 – 55:42•Eric Mock

Well, I mean, I think it would be. But I guess what I meant to say is that I'll go back and look at mine. And let's say of the suggestions I have, I break them down into eight categories. I've now got eight categories. I'm going to listen to your three. I'm certainly not going to repeat your three. I'll repeat, I'll, I'll add to it, you know, in that scenario, because as, as Mr. Hand said, you know, it's a year, but I can tell you from being involved in watching the process, it will take a year, if not more of, of diligent work. We could work, you know, Every month for a year, and we still mig

56:10 – 56:25•Eric Mock

I purposely didn't say data centers, but I might have a different opinion. Now, do we need a motion to move that until the 10th of November, or do we just...

56:41 – 57:07•Eric Mock

Okay. So it is, I'll just ask as a consensus thing is everybody in favor of November 10th for the workshop. Yes, yes. Okay. That was unanimous. So November 10th, we'll move it to the workshop and we'll wish Mr. Ryan well and want him to be back in October and November. Yeah. So is there anything further discussion?

57:28•Eric Mock

All right. Nothing further. Meeting's adjourned.
