I'm going to go ahead and call the meeting to order. It is now 7.02 p.m. City Clerk Abrahamson, could you please conduct the roll call?
Thank you for that. Please join us in the Council for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. City Attorney Nebb, do we have a report out from closed session?
Thank you, and for the clarification for the public, due to quorum issues, we had to postpone item A and item E, and so that is why once another council member joins us, and we're anticipating around eight-ish, then that's when we plan to go back into the closed session to complete those two items, and then we will come back for the rest of the session. the rest of the regular city council meeting at that point.
Thank you, and do we have to take a formal motion for that? Yes, please. Okay, so do we need to... Can we electronically vote or do we need, is it easier to voice vote?
Okay, and as stated by the city attorney, we will go ahead and convene that and then reopen it for when the other council member returns. Okay.
And I'll go ahead and do that motion to continue the closed session meeting until around 8 p.m. to continue and finalize the closed session items.
I will now ask Manny to start the two minute, moving on to presentation accommodations. The fact there are none, we're moving on to the first community forum. I will now ask Manny to start the two minute clock for anyone wishing to address the council on items not on the meeting agenda, both in person and virtually. At the conclusion of the two minutes, anyone wishing to address the council must have either signed into the electronic speaker kiosks located in the back of the council chambers or raised their hand virtually. Anyone signing into the kiosk to speak or raising their hand after the
Yes, Vice Mayor. We have 10 speakers queued up.
Okay, so it looks like we will, can you list the first five speakers and those will most likely be the only speakers we'll be able to take at this time for the first community forum? Lily Hurd, Robert White, Lena Stolianowski, RJC, and CHOPS S. Okay, so let's go ahead and start the, if you can please call those first speakers and we can go ahead and move on with the community forum.
Yeah. RJC. Oh, sorry. Lena Stolianovsky.
Thank you for that clarification. And so if the applicant has any follow-up questions, they can reach out directly to the City Manager Black? You can reach out to the City Manager directly if there's any questions.
Through the Vice Mayor, may I ask which, sorry, not which property, but which street or block this is on? This happens on 9th Street. 9th Street, okay, thank you.
I'm sorry, before we speak up, as a follow up, the request has been for Assistant City Manager Conley to speak directly to the applicant to make sure that all the steps are followed and if there's any dates or questions, that'd be clarified. I'm sorry, go ahead.
Fifth speaker, Chop S. I came with written notes today.
If you could please speak into the speaker, please, into the microphone. There you go.
Thank you and that concludes our first community forum. Anyone that did not get a chance to speak at this community forum will be added to the second community forum and especially those that were virtual. We look forward to hearing from you at that point. At this moment, we're at item number seven, a public comment regarding consent calendar items. I will ask Manny to please start the two minute clock. Are there any members of the public wishing to address the council on items on the consent calendar? Comments must be restricted to items on the consent calendar only. Please either sign up to
Three speakers. Go ahead and call those speakers. And for those speakers, please specify which consent calendar item you are wishing to speak to.
First speaker, Chop S. Okay. Next speaker, Demi T.
Thank you for that, Manny. And Demi, which item on the consent calendar are you looking to speak to?
Any more in-person speakers for the consent calendar? Council Member Palmeiras, any more in-person speakers?
And for clarification, that was item 8F for my council members. Next speaker.
Sorry, that's it for in-prison speakers.
Thank you. And Manny, believing that's the end of all of our in-person speakers, Manny, if you can call the virtual speakers, please.
And once again, please identify which specific consent calendar item you wish to speak to.
Manny, if you can call the next speaker and as a friendly reminder, please identify which specific consent calendar item you'll be speaking to.
Thank you. Thank you. And are those all the in-person speakers and virtual speakers? I will now close the public comment session for the consent calendar. Are there any members of the council that are wishing to remove an item from the consent calendar? And as a friendly reminder, any items that are removed from the consent calendar will be added at the end of our agenda calendar. Council Member Leiju.
Thank you. So I'd like to remove F.G. F, G, H, I, J, K. Any other council members wishing to pull any items?
Yeah, I was just going to mention that I would like to pull the youth fund. So that would be F. It's already pulled. I know, but my button wasn't working, so.
Okay. So just for a point of clarification, so item F will be item 8.1. Item G will be 8.2. Item H will be 8.3. Item I will be 8.4. Item J will be 8.5, and item K will be 8.6. Do the chair.
Could I ask you a question? Since our buttons are not working, how are we going to address this?
So since we may be having some technical issues, just go ahead and raise your hand, and I'll just kind of visually kind of take a look at who's up. I saw yours came up. Yeah, you're requested. ANY OTHER FINAL ITEMS FOR THE CONSENT CALENDAR? SO WITH THAT BEING SAID, THE CHAIR IS OPEN FOR A MOTION FOR THE APPROVAL OF THE CONSENT CALENDAR AND THE ACTION CALENDAR WITH THE UNDERSTANDING THAT ITEM THAT WE WILL TAKE A BREAK ONCE COUNCIL MEMBER Matias arrives so that we can complete the continuation of the closed session items, items A and E, when he arrives.
Or A and D, I'm sorry, A and D. I'm sorry?
Due to the technical problems, let's go ahead and just do a voice vote.
So moving on to the action calendar item 9A. City Clerk Abrahamson, could you please announce item 9A? I can do that.
And thank you for that introduction. And so I'm going to ask Manny to please start the two-minute clock. Anyone wishing to address the council on this item both in person or virtually must either sign up using the electronic kiosk located in the back of the council chambers or raise their hand virtually by the end of the two-minute clock. Anyone signing up to speak or raising their hand virtually after the end of the two-minute will not be recognized. Go ahead, Assistant City Manager Nalungo.
Are there any questions from council? Council Member Palmares. Thank you for the presentation.
Will this analysis consider the growth of our neighborhoods, the urban growth of our development Because when I think about a sustainable and long-term, long-range financial plan, I'm also thinking about what kinds of development are we incentivizing and how much of that is paying back into our revenue and paying back for the services that we have to pay for. Is there any consideration for that?
Yeah, I guess what I'm getting at is, and I appreciate that, I guess what I'm getting at is I don't want us to accidentally go down a road where we're approving tons of single family homes, laying down more and more lanes of road that we have to maintain over a long period of time. And those are, to me, just liabilities that we have to pay for down the road. And I just want to be sure that there is some guardrails as far as saying, hey, maybe we should improve so many of these types of projects because we're not going to get a whole lot in terms of property taxes from them.
Yeah, and I guess what I want to drive at is I'm hoping that this long-range financial plan can inform the general plan and how we grow into the future. Because we only have so much land. Right, right. So just, I mean, someone, there needs to be some sort of document that informs the council from this one to the next, saying, like, hey, like, maybe the best use of land should be prioritizing these kinds of developments versus, you know, just something that's not going to make us a lot of money. And once it's built, I mean, there's not a whole lot we can do about it, right?
Thank you so much. And I do appreciate this report. I had a chance to go over it. I heard you to say and again, it's just why you are planning and why you're thinking. Yes, Mare Island is important, but there's other parts of Lael as well, such as the inland. My biggest concern when I see something like this, that underrepresentation of districts, I hope to say that quickly, for example, I hope you look at it per district as well, because District 6, not only is it underutilized, It has no real strong equity coming out of it. It has been underserved. And I like to look for more mixed-use busin
Thank you. So what I'd like to know is, as we undertake this work, how will we define fiscal sustainability? And I know it's a tool. It allows us to do modeling. And what objective measures will tell council what we have achieved from a structural budget perspective because that's this whole modeling is going to help us move from that direction and not that we simply balanced in annual budget because we know that every year we have to turn in quote-unquote balanced budgets right and oftentimes if you think about the you looked at the RFP you've responded and I know that you've done background
Okay. And so then, again, once all this work is completed, then what does our governance framework look like should be put in place so that our major budget and policy decisions are consistently running together and we are evaluating against that long range financial planning and that council is able to see how they're making decisions, the strengths of their decisions, the weaknesses of their decisions, right? And those models have to be built.
But when we talk about institutional... knowledge it is in my thought process when we are building this tool we really should see that institutional knowledge in that tool as we're doing it over time where you can see it and councils are educated and explained it should be sitting in there regardless of who's sitting there who's sitting in this position or any position in the city right because it is a tool that should be carrying us forward that we're relying on we're investing in this tool to help us do that so we should expect to be able to see that kind of framework in the tool yes yes uh
So my final question is, when we talk about transparency and accountability from a public perspective, being able to have such a tool, I would expect as well that we should be able to build some type of product where we could actually do data modeling or pull the data and that the public could be able to see what's going on through this tool in some way. And so I would hope as we are going down this road and we're investing that there's an inverse to this product where we have it on the website where our public could really be able to pull data and also see how we're performing and where we're
Council Member Matias. Thank you, Vice Mayor. Thank you for the presentation. I have two questions. The first, this long-range financial plan as you develop it, would it incorporate current policy questions that this council is grappling with, provided we were to share those with you through staff? Okay. And so you guys will share a timeline, I'm assuming, with us as to when you would need that by?
As soon as possible. Okay. So what is the timeline to get this done?
Okay. This wasn't spelled out in the staff report but I just want to make sure that it does cover it. Do you guys also look at landscaping districts? Landscaping districts and the rates for each of our districts?
And along the same lines, I'll be quick, I'm almost done. So the city of Vallejo has, I don't know how we got here, but different parts of town have different rates when it comes to commercial buildings and the property taxes that they pay, so are you also getting to that level of granularity, like district by district, taking a look at the delta, or is that just information that the finance team is feeding you?
But you guys are going to be looking at that, too, to some extent. Okay. And then just to piggyback off of a comment that Councilmember Leonard, you made, so I don't know if this fiscal digital, this digital tool that you guys are coming up with, if it's going to talk to that other software that we signed off on that you guys are implementing? Is it?
there was a whole presentation that we paid that we approved like half a million bucks for so we can move away from spreadsheets and... Are you talking about the ERP system?
I know I'm getting into the weeds, into the operations, which is more y'all's lane, but I don't want to have us do something and then, you know, we're all operating out of this one system and then they're not talking to each other. So I'm just making a comment. You guys can do whatever, what you may with it. But it would be great if they can talk to each other that they talk to each other. And if you guys can get someone in here to have them talk to each other so we're not relying on staff to have to think about that in addition to doing all their other work. And that way, we can just kind of
Yeah, and then the last thing is, back to public engagement, by the time we get to February, and we're going through the same rodeo, going over the budget, it would be really nice if we had something that the public could play around with. Other cities have done this a million and one times where they could go in and play with the budget themselves as opposed to us just giving presentations. So I know that's extra work, but you made the point of us really bringing the, and so did Council Member Letta, to bring the community along so that they're a part of this process and it's not just us lect
Thank you, and I'll go ahead and close out this first round of questions before we open it up for public comment and close it out with our second round of questions and comments from the council. So we use the analogy of weather. So last I checked, this year's weather, we're scheduled for super El Nino. What typical, I mean, with that analogy, are there any barriers or things that off the top of your head right now are things that can be that super El Nino in your financial planning that we may have to impact for already.
And I'm just talking about inflation, is it going to get worse and things of that type of, the cost of living type of stuff to where that's going to impact a lot of the stuff that may impact our Measure P and all the other stuff that's going to be happening. So I just want to make sure, I'm just asking that question rhetorically to make sure that we're taking into account basically the unexpected of some some some typical thing that's out there so I'm not saying that like I said that's a rhetorical question or a comment right at this point for that since we brought in weather as an analogy and
Yeah, and I very much appreciate that clarification and the pushback on the rhetorical portion of it because that is a practical question or issue that may eventually come up when forecasting business models like this. And to your point of the February deadline of getting this, I guess, let's just call it a report or analysis by that time. So we talked about a lot of development here, which is built in with a lot of infrastructure that we're challenged with right now. So hearing that, are you, as part of your getting down to the weeds portion of it, does that include, so I wasn't clear, are yo
I appreciate that because I think when we talk development, I think the thing that gets undersold or under-talked about is the infrastructure. Because I think many conversations we've had with development starts with what does our infrastructure look like? And what we're identifying is a lot of that is insufficient right now. So I'm hoping that those numbers are taking into your model of how that's going to impact.
and i think that's where this council has been asking a lot of these development questions of looking at other finance methods of how we can support a lot of these infrastructure lack of infrastructure or future developments that we had i think city manager murr c manager um black has any has some comment to that no i was just going to add obviously they're going to be looking at every available document okay including the cip they're looking at everything yeah uh... this will be a super
And thank you for that follow-up. And another clarification point that City Manager Black and I have had this conversation is the fact we're talking about long-term planning. As a friendly reminder to everybody, we've been close to two years without an economic development director along with a finance director. And City Manager Black, can you give us an update on any timeframes on those positions?
I appreciate that and I only bring that up to talk about these two missing important key pieces will be part of this important conversation and obviously you're going to get them up to speed sooner rather than later to meet this February deadline and stuff like that. And so I think that for this first round, I think that should be it to close it out. What is that? What was I going to ask? Questions. No, so are there any in-person speakers? willing to speak, wanting to speak on 9A? No, we do not. Okay, Manny, do we have any speakers to speak to 9A virtually?
And so with that being said, I'm officially opening the public comment session, and please call the virtual speakers.
And no last second in-person speakers? Seeing none, I'll go ahead and close the public hearing portion of it and open it back up to our second round of questions and comments from our council. And I see Council Member Gordon.
Thank you, Vice Mayor. I just wanted to clarify. So I want to say thank you so much because I did see to the questions that was asked earlier on page seven about your dashboard and charts. That is going to be, that clarification is open to the public. It's going to be on our website. How would that dashboard be published to the community or are you referring to that dashboard being in-house? Okay.
Thank you and I appreciate that because that's going to be very important. I also noticed that on page 10 for your timeline, you do have optional scope developed and participation in the community engagement workshop for weeks 16 and 20. Is this because you're going to do all of it and then instead of it being option, can I ask you, can we make this a plan instead of it being an optional?
My last thing, I remember last year we did a workshop on... with our community and was very engaging and from the most part we heard a lot of positivity, a lot of positive comments. That would be something I would think about doing more of a workshop. Not only are you going to educate us so that we can project it to our constituents, but you also are going to help them understand what tough decisions I hear you say that we're going to have to make. So I worry about what that means, but at the same time, I don't want our communities who have been without to continue to go without to make that a
Any other follow-up questions or comments for this last round from council? Seeing none, the chair is open for a motion.
To adopt the resolution approving a consultant and professional service agreement with Baker Tilly Advisory Group LP to provide long-range financial modeling and not to exceed the amount of $250,000 and authorizing the city manager to execute the same.
Clarification, the report says $225,000.
Thank you for that clarification. I thought I said that. Thank you.
assuming our electronic voting is working. Please try to vote.
I think for technically, I think we do. Just to make sure it's for the record, the appropriate motion.
Thank you for that and for those that weren't here at the beginning of the council meeting, this is the time that I'm officially gonna continue the rest of the council meeting so we can go back to closed session to finish the two items that we need to complete. And I just want to pose it now while we're out here is looking at what's left on the agenda and the fact that we had five items pulled from consent, we might want to start looking at what we may be tabling because it's already 9 o'clock and who knows how late we're going to be going to. Just throwing it out there for everyone.
Thank you for the logistical clarification. So I'll go ahead and call a recess to this current council meeting and go back into closed session.
And reconvening the closed session item. Thank you.
We're not tabling anything at this point. I was just bringing it up to the rest of the council is depending on how long these closed session items, we'll take a look and identify if we are, if we will be tabling anything. I'm sorry? Yes. Yes, we are coming back.
If that's the consensus of the group, then we'll just stay here.
going to go ahead and call us back to order here and reconvene for the close, I'm sorry, for the regular city council meeting and do our report out for the closed session for item A and item E and for both I will do the report out for both of those items. For item A, conference with legal counsel, anticipated litigation, significant exposure to litigation pursuant to government code section 54956.9D2, one case. We as a counsel provided direction to our outside counsel, and that's the report out for that. And then for item E, or I'm sorry, item... D, CONFERENCE WITH REAL PROPERTY NEGOTIATORS, P
Okay, and are we going to officially request item 9B to be continued out of respect for? Up to council. So I'm going to pose that since we may be losing quorum here soon, so. Got it.
So the question is for item 9B, are we willing to either continue that to respect Director Pollitt's time needing to be here or... What's the item again?
Okay, so with that said, we will go ahead and table item 9B. Thank you for your understanding and apologize for the inconvenience for you having to sit here to find out at this time for that. And so let's go ahead and move on to item 9C.
Oh, I thought I did, but I said... Oh, maybe you did.
I said reconvene. Do I need to use the word reopen? No, that's okay. Okay, thank you. That's fine. Thank you. So, yes, I believe I did already reconvene the regular city council meeting after officially closing the closed session, and so... 9C, so... Manny, please start the two-minute clock. Anyone wishing to address the council on this item both in person or virtually must either sign up using the electronic kiosk located in the back of the council chambers or raise their hand virtually by the end of the two-minute clock. Anyone signing up to speak or raising their hand virtually after the en
Thank you for that, and I see Chief Todd ready to do his presentation.
Thank you for that, Chief Ta. Are there any initial questions from council? Council Member Leijon.
So if I'm not mistaken, did Measure P committee, our commission, DID THEY ACTUALLY SUPPORT THIS BEING FUNDED BY MEASURE P OR WAS IT SUGGESTED THAT IT BE FUNDED BY GENERAL FUND?
SO WHEN WE INITIALLY, THIS IS A FIVE-YEAR CONTRACT, RIGHT? when we built this contract when we went out for these services not to say that they're not needed or not valuable that's not my question that's not what i'm questioning it is did we not think about how these this cost was going to be funded beyond the fact that we're depending on measure p uh... we did uh... this is year three of this current five-year contract previous to this contract we had
And so why do we believe it should be funded out of Measure P?
AND SO AT WHAT POINT DOES, AND THIS IS TO THE CHIEF, AT WHAT POINT DOES THIS REALLY MOVE AWAY FROM RELYING ON MEASURE P AND BECOMES A PART OF YOUR REGULAR OPERATIONAL BUDGET?
So what I'll say, I'm not arguing the point of whether IT'S NEEDED, WHETHER IT'S VALUABLE. I'M NOT MAKING THAT POINT AND NOT SAYING THAT IT'S NOT VALUABLE. IT'S CLEARLY AN OPERATION COST AND IT'S AN ONGOING OPERATION COST. THAT'S THE POINT THAT I'M REALLY MAKING. AND TO THE CITY MANAGER, AT WHAT POINT DOES THIS GET At what point does this line item, almost a half a million dollars, that is an ongoing operational cost, essential cost, get absorbed in the police department's budget, not Measure P?
So I'm arguing even to the point that it can't be paid out of Measure P based on the language of Measure P. And what I'm really saying is, is the essential operating cost that shouldn't have to theoretically be in Measure P. If we didn't have Measure P, the special tax that we happen to be very fortunate that constituents have agreed to pay. it is an ongoing operational cost whether measure p was here or not and so just in a greater bigger picture as we keep moving along right is how are we looking at all of these things and i know i'm always questioning the budget and the money and i have a r
Thank you, vice mayor. So, um, you know, um, I was actually, I WAS ACTUALLY THINKING ABOUT SOME OF THE REQUESTS THAT HAVE BEEN MADE BY OUR PUBLIC SAFETY DEPARTMENT OVER THE PAST 18 MONTHS THAT I'VE BEEN IN OFFICE. SO THAT WAS KIND OF GOING THROUGH MY MIND. AND WHAT SOME OF THOSE REQUESTS KIND OF FELL UNDER, WHAT BUCKETS. specifically tied to Measure P and whether or not this body approved those requests. So that was kind of like the first thought that was going through my mind as this team was making the presentation. The other thought that was going through my mind is just A COMMENT I WANT TO
Any other questions from council members on this item? So I will kind of piggyback onto what Council Member Matias said is that as much as So to the, I don't know if it's even a transparency point of going through the exercise of us looking through what our general fund budget is, and if we take this from that, can we do the kabuki math that works to make it work? And so I look at this more of as a, Either way, we're either drinking castor oil or drinking olive oil. Either one is not going to be fun. It's not going to be fun. But we've got to drink something to make this work. And so the quest
Yeah, and the best example I can think of, and again, I'm not in law enforcement, so I apologize in advance if I'm going to speak out of turn, but I remember you guys went and got an appropriation from the congressman maybe a year or two ago for a mobile unit, right? I don't know how often you used that mobile unit. Those cameras get used every single day by every sworn officer in this city. And we need it for reform. We need it to keep people safe. We need it for all the things you outlined. So for me, kind of like could the funding strategy going into this year, could that appropriation, whe
CITY ATTORNEY CAN TELL ME SO BUT IF WE JUST REALLY QUICKLY, WE HAVE AN ASK OF $875,000 SITTING BEFORE US TODAY OUT OF MEASURE P FOR TWO FUNDAMENTAL OPERATIONAL PROCESSES. And again, I find that really troubling. And so again, it is to the city manager as we move forward, how do we do operations out of a department's budget when they're operations? AND THAT IS SOMETHING AS WE GO FORWARD I'M REALLY PAYING A LOT OF ATTENTION TO. AND THEN YOU CAN ASK ME TO MAKE SOME CHOICES BECAUSE I WANT TO KNOW WHAT CHOICES ARE YOU ALL MAKING AS DEPARTMENT HEADS PUTTING YOUR BUDGETS TOGETHER, TALKING TO THE CITY
public hearing and go ahead and uh... first uh... thank you very much uh... to the chair we have michael you can go ahead and let that out as well i'm michael i'm uh...
Next speaker, Demi T. Measure P. P's for piggy bank, isn't it?
Thank you. Next speaker, Eric. And next speaker is RJC. Is that correct? Because it says in the queue. Thank you. That's it for right now.
GO AHEAD AND CALL THAT PERSON, AND HOPEFULLY THE PERSON THAT'S STANDING OUTSIDE THAT WAS SIGNED UP CAN COME BACK IN. OKAY, PERFECT.
Any other speakers that have signed up are virtually?
So with that said, I'll go ahead and close the public forum portion of it and return it back to the Council. Are there any follow-up questions or comments at this point? Council Member Ortiz?
Yes, I'm just going to put the question back to the city manager and the assistant city managers in the audience. We found $300,000 last meeting to come out of the general fund, so why can't we find $464,000? And again, I'm not here talking about... WHAT IS MORE IMPORTANT THAN THE OTHER? THESE THINGS ARE BOTH IMPORTANT, BUT I'M JUST ASKING, WHY IS THIS NOT GOING THROUGH THE GENERAL FUND AND THROUGH PD'S BUDGET, IF WE ALREADY HAVE A $29 MILLION DEFICIT?
ANY OTHER FOLLOW-UP QUESTIONS, COMMENTS? COUNCIL MEMBER LEGISLEUX?
THANK YOU. SO I DEFINITELY, I'M GOING TO SAY THIS, AGREE WITH OUR ONLINE SPEAKER. WE CANNOT, WE MUST HAVE BODY CAMS. AND IT'S NOT AN OPTION. AND IF WE TRULY I KNOW OUR BUDGET IS TIGHT AND I'LL JUST GO BACK TO MY STATEMENT. NEXT YEAR I EXPECT OPERATIONAL COSTS TO BE IN THE DEPARTMENT'S BUDGETS. NOT A MEASURE P COST. AND I'M NOT WILLING TO FOREGO our police department walking around without their body cams. And they don't have an option. Therefore, we don't have an option. It must happen. But again, these are operational costs and we have to work hard at making sure that we are really diligent i
Yes, good evening. I do want to address the comments that were shared of concerns of privacies and security. I know we addressed this issue quite a bit, but I do want to, for you to share the concerns of that, because unfortunately, as you know, there is a give and take. And unfortunately, across the country, if not the world, that this has been a concern and how can we guarantee that there will be no misuse? And if there is misuse, would you be transparent sharing that? I think that's been some of the concerns that people have. If someone's violating the information that's being provided for
And just to close out to make sure we've done our full due diligence, I know we've tapped out. Are we tapped out on the Monsanto funds?
And so that can be part of that formula equation. So similar to how, and to Council Member Matias' point, so two years, or a year and a half ago, we approved a million dollars for the security cameras, but $300,000 of that was for the GVRD fund that we were having a hard time spending is any of that fun cuz I know because at some point it was just sitting there and we didn't spend it so and so we won't get any support or we were having a hard time coordinating that with GVRD is any of that funding available so the GVRD money I think BECAUSE THAT CAME BACK TO US AND WE APPROVED IT TO MOVE FORWA
And so, yeah, so with that response, it's a potential possibility. I mean, I'm throwing out there the idea that right now the motion or what's on the agenda says it's coming out of Measure P is there can be a caveat is that we identify the $225,000 plus any other additional, that potential $300,000, are we able to throw that? And this is, once again, this is step one of two on this. So if we, by the time that this comes back at our next meeting, if we're able to identify that, are we able to, in the step two of two process, get that funding appropriated to this?
Understood. And this is where it's money that have once again been earmarked.
So I think, once again, I think this is the, we can move it forward this time, but with the understanding that if there's the funding available through another source, like what we've all talked about here, that can be from a different pot than other than Measure P, I would like to think we can use that avenue to utilize that.
Correct. Thank you. I appreciate that. Thank you for that. Any other questions or last second comments?
And so how would we, so to be technical, how would we do that if we do find this additional funding that could exclude Measure P? Because it sounds like we would need to know where that funding is from right now.
Yeah. And then... Can we generically say or alternative resources or alternative funding?
Thank you for that. Manny, could you please start the clock, two minute clock? Anyone wishing to address the council on this item, which is gonna be item 9D, in person or virtually must either sign up using the electronic kiosk located in the back of the council chambers or raise their hand virtually by the end of the two minute clock. Anyone signing up to speak or raising their hand virtually after the end of the two minute clock will not be recognized. City Clerk Abrahamson, can you please read item 9D?
Thank you for that. And kind of to cut to the chase on this similar one, it sounds like we would be able to do the same similar type of motion on this. But we would have to, since we identified Monsanto for the last one, which it sounds like we tap out, we would have to identify the...
Okay. Thank you, and Chief Todd, do we have a brief presentation?
Any questions from council? Any questions? Seeing none, Manny, do we have any speakers in person?
Through the chair there was, but I guess they're no longer there.
Okay. Manny, do we have any virtual speakers on this item?
Any other last second speakers? Seeing none, I'm going to go ahead and close the public hearing portion of it and bring it back to the council for any questions or comments. Council Member Letijoux.
So my statement remains the same. Again, this is an operational cost. And yes, it brings value. But again, as we continue to move forward in our next budget season, we need to move forward with intentionality.
Any other questions, comments from Council? Council Member Gordon.
I would like to move this to be accepted. Do I need to read it?
Provide notice of intent to amend the fiscal year 26-27 budget to appropriate funds of up to $375,000 for Measure P funds to the police department to fund A CONTRACT FOR CAPITAL ADVOCACY PARTNERS LLC FOR THE PHYSICAL YEAR 2026, 2027, AND 2027 TO 2028. STEP ONE OF STEP TWO. PLEASE VOTE. I'M MISSING A VOTE.
THANK YOU FOR THAT. THAT CONCLUDES ALL OF OUR ACTION ITEMS. for our action items. And then going back to our closed, I'm sorry, consent calendar items, I believe when we did a quick survey, I think our city attorney identified item K as the one that most people wanted to speak to. And with that being said, I think are we, we as a council, are we willing to move with item K? and seeing how it's just about midnight and then tabling the rest of the consent calendar items.
Whatever we can get through midnight, I'm fine with. Okay, which is 15 minutes.
So we'll figure out item K and then we'll look at the time and go from there. Let's see, go back here. So City Clerk Abrahamson, can you read item 8.5, previously 8K?
And I see, yes sir, Assistant City Manager Conley. Yes, so if there's a presentation, please go ahead.
Thank you. So I know this is the first step, and what I really want to know, or at least when you come back, is to be able to answer the questions around what's going to be our established standard for the SLA for calls, inquiries to be returned? What is the target and time frame for reducing the existing backlog? and a timeline for restoring consistent public-facing access. And have we established those measures? And if not, when we bring this back in October at our next meeting, I'd like for that information to be brought back and I'd like for it to be put in the staff report. So that's my f
So when we put out our RFP, I'm assuming you've started that work. You're talking to the contractor. What work are we asking them to do specifically?
So what about the kiosks that are in the lobby?
Do we have the ability, since they are not, they're obsolete, they actually don't do, they're not full service, meaning you're only communicating with the housing specialist versus being able to upload your documents, do your recertification, or upload documents that are being asked of you. Since those kiosks are not up-to-date kiosks, is there any way where they can be reprogrammed? If not, then what's keeping us from removing them out of our lobby?
They were purchased, what, COVID was? 2000, I believe, 2000? 2020. 2020? Yeah, 2000, I'm sorry. Okay. Still, I think... we need to still look and see with that company regardless of how they were purchased the funding mechanism is not what's important the question is talking to the vendor and asking the question do they have updated software if they have updated software that should be a cost that's included in brought back to the council to say, this is what it would cost to have full service kiosks that are already sitting in our lobby. So it would be really nice to know what's the possibili
City Manager Black, did you have any, your light is on?
So my other question, you segued right nicely into that, is... As we're developing this plan, I'd like for you to be able to report back what do we believe is the staffing level necessary to operate effectively and efficiently, what that capacity will cost us, and which functions require permanent staffing versus temporary support. because the goal of temporary support as you're stating in a different way is really to bring us out of backlog and stabilize us so we can move forward. So I'm quite clear on why we're bringing temporary support on and but we have to get to the long-term stabilizati
Okay. So when do you plan on sharing those audit findings with the council?
Okay. So I look forward to seeing those audit reports, even if they're draft. And I would expect that for this particular case that we are trying to move very quickly on so that we can restore public trust. We can ensure that the individuals and families that we're supporting through the housing authority are getting the support that they need. Our doors are open. While that report might be draft, I get it. IT'S NOT NEW TO ME FROM AN AUDIT PERSPECTIVE. HOW IS IT INFORMING WHERE WE'RE GOING IN TERMS OF BEING ABLE TO TALK ABOUT THE LONG-TERM STABILIZATION PLAN AS WE ARE WORKING ON A SHORT-TERM P
Any other questions from council or anything? So my quick thing, so it already sounds like we're already moving to October 13th to get this looked at. My question is, are we, because I'm looking at the staff report, Measure P hasn't even seen this yet. It hasn't gone in front of me. So is your... is there a presentation scheduled for them to even review this? Because it says it's going to be presented to them for their recommendations. It sounds like are we jumping the gun on this one?
But I understand that part, but has it, I mean, so they don't even know anything about this. That's what I'm hearing.
Understood. I just want to be respectful to our Measure P committee because we're talking about a lot of critical and expensive items here tonight. And I want to make sure they have a bite of the apple of this. Ideally, they have the bite of the apple before it actually comes in front of us. But the other key issue is, is the meet and confer going to be completed by the 13th? I have a question.
uh... yeah at that same time with that meeting for does it have to go in front of civil service commission no no no no i just want to make sure that we're that's not a barrier for us to get this thing move forward so right yeah we're we're trying to break down barriers with this we're trying to use this as an example of breaking down barriers that to be quite frank with you i understand so i see council member gordon
I JUST WANT TO CLARIFY. BECAUSE OF THE URGENCY, YOU ARE NOT TRYING TO GET APPROVED THROUGH MEASURE P. JUST BECAUSE OF THE URGENCY. JUST WANT TO CLARIFY.
Thank you very much. I just want to clarify, that's all.
AND WITH THAT BEING SAID, ARE THERE ANY PUBLIC COMMENTERS OUT THERE THAT WANT TO SPEAK ON THIS? EVEN THOUGH THEY SPOKE AT THE CONSENT CALENDAR ITEM, ARE THERE ANY LAST SECONDS THAT WANTED TO SPEAK ON THIS AS THE ITEM 8.6?
So I'm just looking to the city attorney. Do we need to listen? If they spoke on this previously, then does that qualify for speaking as 8.6 now? No.
So with that said, I'm going to go ahead and close the public forum portion. Oh, okay, thank you for that clarification, sorry.
THANK YOU FOR THAT. SO IF THERE ARE NO OTHER QUESTIONS OR COMMENTS, THE CHAIR IS OPEN FOR A MOTION.
SO I'LL MAKE A MOTION. I MAKE A MOTION THAT Yeah, I got it. The notice of intent to amend the fiscal year 2026-27 budget to appropriate $300,000 of Measure P funds to the Housing Authority of the City of Vallejo Administration Fund for Customer Service and Administrative Support. This is step one that we move this forward.
To be clear, step one of two. So please bring it, go ahead and bring it up. Please vote.
And at this point, the fact it's past midnight right here, I want to acknowledge that we still have four directors that are still, or four staff members that are here to present on the other consent calendar items. And looking at what I consider, and I'll take the executive decision on this one, I'd like to see if we can take a look at 8.5, which is 8J, which is with Chief Golding being here, for a 10,000, which is a step two of two. And I'm assuming this would be a very short, If anything, conversation, so if we can get Chief Golding, because this, I mean, the money number is short, and it's
THANK YOU FOR THAT CONFIRMATION. I WILL GO AHEAD AND CLOSE THE PUBLIC HEARING ON THIS ONE AND BRING IT BACK TO THE COUNCIL AND THE CHAIR IS OPEN FOR A MOTION.
I'D LIKE TO MAKE A MOTION TO APPROVE THE RESOLUTION AMENDING THE PHYSICAL YEAR 26-27 BUDGET TO APPROPRIATE 10,000 dollars in direct relief grant funds for the Vallejo Fire Department helicopter rescue technician program, step two of two.
And there's been a suggestion that we just power through and get the rest of these out of respect to everyone still being here. Well, we have these action items that need to get done before we get to community forum. And so we're going to power through this, and hopefully we can get this all done. I'm looking at item 8G, which would be 8.2. Is that the higher priorities since this is an agency issue? Is there a time frame or deadline that's associated with this? There's no time frame on this one? Okay. Is this a short presentation and a short conversation? Okay. So let's go. Okay. It's actuall
Thank you for that. Any questions or comments? Seeing none, are there questions? Manny, are there any public commenters? Through the Vice Mayor, no speakers at this time. I will go ahead and close the public forum on that one, and chair is open for a motion.
So one of the questions that I want to know, because it doesn't specifically state it, but do we have a governance model where we understand how to issue, how to elevate issues, how they're going to be resolved, and how leadership coordinates or you know, while we're saying, oh, yeah, this is my duty, this is my duty, but we can do that, and I know for a fact we have conflict, and it stops us from going. So what's the structure or the governance model to ensure when we're approving this that we have ways to really elevate and get things resolved so that we're not stuck in way late? Because tha
Okay. So I would just suggest, and I think we have a lot of history between both of these agencies, and that's why I'm bringing it up, and it has really stopped us from doing business way before this council has been seated. So I'd like for the city manager, the city attorney, to really think about and work with Um, the general manager, what does that look like? How do we elevate it further so that we really don't get landlocked in, in our relationship?
Any other last second questions or comments? If none, Chair is open for motion.
I'D LIKE TO MAKE A MOTION TO ADOPT THE RESOLUTION APPROVING THE MEMORANDUM OF THE UNDERSTANDING OF THE MOU BETWEEN THE CITY OF VALLEJO AND VALLEJO FLOOD AND WASTE WATER DISTRICT. OUTLINING THE DUTIES AND RESPONSIBILITY OF EACH AGENCY RELATED TO THE COMPLIANCE WITH THE municipal regional stormwater permit issued by the state and authorizing the city manager to execute the same.
Thank you for that, and feel free to stay seated in the hot seat since you've got one more item left. Go ahead. Oh, and so that is going to be item 8H, which is 8.3, adopt a resolution approving the First Amendment to design professional services agreement number 24PW049 with Coastland Civil Engineering, LLP, to increase the contract amount to $1.9 million and authorize the city manager to execute the same. Go ahead, Director Jobe.
SURE. SO I JUST WOULD LIKE TO KNOW HOW MUCH OF THE ADDITIONAL $1.4 MILLION IS ACTUALLY ASSOCIATED WITH THE PROJECTS THAT YOU NAMED. THERE WERE FOUR. AND THEN SO I'LL HAVE THE ANSWER.
OKAY. SO ALL OF IT. AND SO YOU ALSO MADE A COMMENT IS PROBABLY MORE TO THE CITY MANAGER AND WE'RE SAYING THAT I THINK ONE OF THE ANALYSIS THAT NEEDS TO BE CONSIDERED IS WHAT IS THE COST OVER TIME FOR THIS WORK THAT WE'RE GOING TO BE DOING OF having a civil engineer and paying the cost of a private firm consultant as engineers. I don't know what the cost difference is when you look at it over time for all the work that we are doing on streets. Does it make sense to really revisit what our salaries look like for our professional engineers who are PEs and have all these different certifications a
So I understand what you're talking about as it relates to salary. And what I'm saying over a long-term perspective, right, our civil engineers, I'm assuming they have their PEs and so forth and on. And what I'm saying is if we did a salary, if we looked at Even if we did a salary study to see what other civil engineers with PEs and so forth and on that we're paying consultants for, what is the cost analysis benefit? And there may not be one, right? But I'm just saying, at least can we look at that and talk about it?
Yes, and I don't disagree with that statement. It's still from a long-term planning perspective of work that we will be doing forever. What does it mean? And we might find in the process of doing all the modeling, it's not worth it. That it's much cheaper and more viable to do it the way that we're doing it. But at least the fact of the matter is, how do you have the dialogue? How do you plug in the numbers? Right. Those kinds of things.
And those are just the points that I'm making. And I'm not saying, it's just, those are things that we need to talk about and they happen as we are maturing in our organization through the long-term financial planning, how we begin to plug in these numbers, how we begin to think about how we build capacity within our organization, which then helps us mature as a full organization in the work that we do. and determining what's the best way to get that work done. Is it a consultant or is it really a hired employee? And every position doesn't mean that it has to be a permanent employee. Sometimes
Any other questions from Council Member Gordon?
Yes, I'd like to adopt the resolution approving the First Amendment to design.
Hold on, I have a question. Oh. So, and I know it's 1230, but when you presented this, you mentioned funding for Measure P on this, and nowhere in the staff report is that reflected. So are we, is this going to be coming from Measure P, or is this from?
But that's not what this motion, or that's not what this agenda item says.
So I'm turning to the city attorney to find out. Do we just make a friendly amendment to this as saying the funding's coming from Measure P? Or how does that accurately reflect for what we're doing tonight?
Thank you for that clarification. So with that being said, chair's open for a motion.
I'd like to make a motion of a resolution to approve The first amendment to design professional services agreement number 24PW049 with the Coast Land Civil Engineering LLP to increase the contract amount to $1,900,000 and authorizing the city manager to execute the same. Please vote. Yes.
Thank you for that. And no respect to Assistant City Manager Connolly, I'm just going to go with the highest number, the highest amount number next, which is Mr. Ackley to come on up. Which one is it? This is 8B, I'm sorry, 8F, which is 8.1.
Side note, I've probably got about 15 minutes left. Okay, let's try to power through this really quick.
I'm a little confused. Please help me understand that. Sorry about that. I just don't understand. It's okay.
Don't worry about it. Thank you. That would have been great, sir. Yeah, I appreciate that. That's why I want to make sure we're not, you know, because this is important to the community. Correct.
Well, let me address the concern that was stated early to why I said something. I wanted to remind the community that, first of all, young people grow up and they remember. and they are our future, and they'll be our future staff. And whatever we as a city do not do for them today, we will pay the consequences later. In our city council goals and also in the Measure P funds, it says youth development goals. Vallejo is a city where young people thrive, partner with regional success programs. Cities will assist with identifying and partner to create accessible and sustainable resources and progr
Thank you. Any other questions, comments? Seeing none, let me go ahead to Manny. Are there any public commenters on this item?
Thank you for that. I'm going to go ahead and close the public form on this one. And the chair is open for a motion.
I'd like to make a motion to extend and to amend the physical year of 2026-2027 budget to allocate the $880,000 in measure P, youth funds to the measure P, fund balance of step one of step two.
And our last and final consent calendar item, item 8.2, which is 8G, adopt a resolution approving a memorandum. Oh, sorry, wrong one. It's item 8I, which is currently 8.4, notice of intent to amend the fiscal year 2026-2027 budget to allocate 65,000 in fund balance for a continued work from the Roosevelt Group.
So I asked to pull it. I just have a question. You don't have to deliberate. So of the 27 recommendations already provided, which are we prioritizing? Who's accountable for moving them forward? And how will the council know whether the investment is producing the intended economic benefit for Vallejo?
Thank you for that, and as we move forward, it would be interesting to at least be able to have a quick presentation, or it can be a memo, whichever is best, is here's the 27 recommendations, here's where we're at, this is what we are really going to do, it's workable, these are more long-term, or we're still deciding, so to have some of that kind of background information would be really great, so thank you very much.
Absolutely. Any last second questions or comments? Go ahead, Council Member Matias.
Go ahead, Council Member Gordon. Thank you for explaining what this was for. I do have a question. Last year, we were invited to the Congressman Garamendi's summit. This year, we were not. Why not?
Yeah, but this is our district and this is our city. And we, as councils, we got berated because we weren't present, at least myself, seeing how that was in my district. That's how I knew about it. I got berated like, she doesn't care, she's not there. And this was my project that I asked about when I first sat there. TO DO A SCOPE OF THIS. I'M NOT TRYING TO BELITTLE YOU OR ANYTHING. I'M JUST SAYING IF ANYBODY GETS INVITED, I WAS PROMISED THAT WE WOULD ALL HAVE THE INVITATION TO ATTEND. AND SO I JUST WANT TO LET YOU KNOW WHAT I RECEIVED THE BACKLASH. NOT THIS IS NOTHING TO YOU BECAUSE YOU SAID
Thank you. I appreciate that because I did ask and they said that the invitation was supposed to be sent to all of us. I just want you to be aware of that.
I'll be quick here. So I currently serve as the liaison to the Economic Development Commission and have for the past 18 months. I would like City Manager Black, as soon as your calendar becomes available, for you to engage that commission in discussion, not just giving your background, but also the work that that commission is moving forward. They have a council-approved work plan. and they're having some really good conversations that I think we should be paying more attention to, and relatedly to this item, I would like periodic reporting on this engagement to go to the Economic Development
Thank you for that. And my quick follow-up question is, and I may have missed this one being so late. You had mentioned Cal Poly. Was the working waterfront cohort, were they a part of this conversation with as one of the newer trades type that specifically speaks to the maritime industry. Are they included in part of their Roosevelt study and part of the potential to Council Member Matias' point, the economic development portion of it?
Thank you for that clarification and confirmation. Any last second questions or comments? Seeing none, Manny, were there any public comments on this item?
I will go ahead and close the public forum and be open to the motion with Council Member Matias' requested addition to it.
I'll make the... Motion. So I motion that we approve notice of intent to amend the fiscal year 2026-27 budget to allocate $65,000 in fund balance for continued work from the Roosevelt Group, including periodic reporting to the Economic Development Commission and the Council, including City Manager Black and whomever he chooses to spend time with our economic development group, our commission, speaking about this particular item and determining how their work that they're doing today dovetails in the work that's happening with the Roosevelt Group, as well as are there things that that commissio
Thank you for that. Now that we've done with the action items along with the consent calendar items, looking at the time that it is, I would request that the reports be... No, that was part of the consent we did. We approved that in consent. Yeah, that was part of consent. Yeah, no, we're good. Yeah, yeah, yeah, no, no. So once again, unless there's an item that needs to be spoken to from any of our reports for this week, I would ask that that be delayed until the next one. We can tie it into that. But we do need to complete the second community forum portion of it. So I'm going to ask.
It's gotta be something for this week that needs to be said? Before our next meeting, yes. Well, so let me go to the community forum first. Yes. I will now ask Manny to start the two-minute clock for anyone wishing to address the council on items not for this meeting agenda, both in person and virtually. At the conclusion of the two minutes, anyone wishing to address the council must have either signed into the electronic kiosk in the back of the council chambers or raised their hand. Virtually, anyone signing up or raising their hand after the two minutes is up will not be recognized. The las
So I just wanted to let you know there's five that signed up, but I'll just call them out. They don't answer, that's okay. They can, we'll just go to the next.
Anton T. Please come up. But I believe, did Anton speak at the first community forum? No, okay, thank you. Come on up.
Thank you for that confirmation, Manny. You can go ahead and raise the podium. There's a toggle switch to the lower right corner there. There you go, yes.
Could you rise and raise it a little bit higher than the podium so it's right there. That should be good go ahead. I appreciate you and welcome to the city council.
But this is a resolution from San Francisco.
And thank you for your, go ahead, City Manager.
And thank you for your patience and staying so late with us. We very much appreciate that. Thank you. I promised my boys I would be here. You followed through with that, so thank you.
And the last speaker, Daniel Boone, and we see he's not in. Yes. We just want to announce his name for the record.
And so it's saying that all the reports are going to be delayed till next week. So what is the, without listing all the, what you've attended and what activity you've done, what's the one urgent thing that you need to tell that to get on the public record?
Well, I want to establish that we came here to work. And so I know that time is sensitive, but this is city business. And I just feel it's appropriate that we do things in a timely manner and in order. So I'm not trying to be confrontational, but I just want to establish that, please. For the city of Vallejo, I'm asking my colleagues to help me go this route for the city. Go ahead. Thank you. I would like to request my colleagues to help me make a proclamation for Down Syndrome Awareness Month. Normally, this would go through the city mayor's office, but as I stated before, everything that I'v
Looks like the city manager stepped away to confirm that for you. Any other, while we're waiting for questions, He wasn't here? Yeah, yeah, yeah. So while we're waiting for him to come back to maybe.
AND I JUST WANT TO ADD THAT THE MAYOR MADE A COMMENT ON THE DIAS SAYING THAT WE WOULD HAVE TO DETERMINE THROUGH THE CITY MANAGER'S OFFICE WHAT'S THE POSSIBILITY TO DO SOMETHING TO PAY FOR THE MARKERS FOR PEARL PENSIN.
So Council Member Gordon is saying that when she made the motion, it was under her understanding, and you can correct me if I'm wrong, that her motion contained that we would pay for it. Okay.
Can I make a suggestion while Don is looking for this? We can just keep the meeting going because Council Member Mateus is going to have to leave and we're not going to have a quorum. Do you mind while she's looking at Council Member Gordon?
Yes, and I just wanted to make sure for a report that October... 10th and 12th, that South Vallejo is having their major cleanup, and I would like the support of our city, our council members to come support us, and anyone in Vallejo to come support. I'll go ahead and end that there, and I'll read my future proof in coming meetings.
It's item C. I don't know if the plaque falls under the policy that we looked at I think a year ago. But I recall that when that policy around street namings was put forth, one of the things I spoke about was the fact that I didn't find it fair that we were putting the onus on celebrities or families of folks who we were making these street honorings, like putting them on the hook to have to pay for these things and maintain them. So we made an amendment to the policy to have the city incur that cost. So I would just go back to the policy that was adopted at the time with our amendments where
And right now, the family is struggling to do that. I understand celebrities, they can probably have that kind of finance. And this particular situation is very different. And on top of that, there is information to help our young people or anyone for protection. to not be in a situation that Pearl unfortunately had experienced. Still not giving up hope on her life, but this is a different scenario. And so that is why I asked that.
So can I suggest that you come back with how you're going to finance it? Because I think that was the statement that was made, that the mayor made that statement, that through the city manager's office, you guys would determine how that was going to be financed and paid for. So I don't.
YOU WERE SAYING WE DIDN'T TAKE A VOTE. THERE WAS JUST A STATEMENT MADE. RIGHT, IT WAS JUST A STATEMENT.
SO I MAKE A MOTION THAT WE PUT ON OUR NEXT AGENDA THE ITEM TO DISCUSS AND APPROVE the funding for the placards that are necessary to fulfill the commitment that we made regarding Pearl Pinson.
We don't have any, there's nothing on the screen.
Yeah, can we, let's just do a voice vote. Roll call. Roll call. Oh, there we go. We got it. Please vote.
Okay. So something that I would like to propose as an agenda item, I'm requesting that the city council agendize for consideration and vote at the next council meeting whether to direct the city manager and the city attorney to return with the necessary actions to establish a temporary moratorium on new development and applicable discretionary development and permit approvals within the Sonoma Boulevard downtown and waterfront planning areas subject to appropriate legal requirements and exemptions. The reason for this request is the disconnect between what our planning documents envision and w
Can I add to the chair a friendly amendment to make sure that it goes from Marilyn Wade and... Cortella Parkway all the way to the Carquinez Bridge on Sonoma Boulevard. It seems like everything stops at that location, so my friendly amendment would be if it would continue from Maryland Way all the way to the Carquinez Bridge for Sonoma Boulevard, because we have a lot of development that's not being utilized.
So once again, that's just a note. adding that to the agenda.
Right, I'm requesting that we vote to add this to the agenda for discussion and consideration. Okay. for the next council meeting that's coming up.
I want to agendize. We need to agendize.
Clarifying question. Wasn't there already a Sonoma corridor plan in action? According to our past council member, Pippin Ducey, told me there was.
So again, what I'm asking this council is to approve to vote that this will be agendized on our next meeting.
I'm not asking for staff to do anything. We have this whole, so let me, I'm going to back up because Okay, I get it. No, I think we need to talk about this really quickly because we have such disparate treatment around getting things on the agenda. So what I'm asking for today, because you're looking like, well, do we really need to have a two-step process or whatever the case may be? The question is, what is our process to make sure that we are getting items on the agenda so we can move things along? And so based on what I know today is, this is my only way is making this request. And that's
City of Black, with that friendly amendment.
I receive your friendly amendment. Thank you, with no problem. So I'm, again, I'm sorry. No, no, go ahead. Again, I'm asking this council to vote that we will bring this forward to the next agenda.
Please vote. Oh, is there, can we do it electronically? Or? Please vote.
Council Member Matias. And then I have a request, and this would be step two. So I don't even remember when I made the original ask, but I asked the Vallejo City Council to... REQUEST TO AGENDIZE AN ITEM SPECIFICALLY AROUND PUTTING A MORATORIUM ON CAR WASHES AND SELF-STORAGE UNITS ACROSS THE CITY. WE TOOK A VOTE. IT WAS UNANIMOUS. AND THEN IT WENT INTO THE VOID. SO WHAT I'VE SEEN IS THAT EVER SINCE WE MADE COMMENTS AROUND THAT ITEM, NOW YOU GOT in our planning pipeline, self-storage units, car washes, and they're popping up in places where, in my opinion, they shouldn't even go based on our sp
But if that's a motion we've already approved in the past, then why? We only took one vote, so this would be the second.
I'm going to start calling the referral list The Void. It's going to be their nickname. But I just say that to say I would like the Vallejo City Council to take a second vote on that because, again, each of these sites that ultimately ends up becoming either a car wash or a self-storage space is a site that we can't really look at specifically to attract a grocer to attract a certain type of business redevelop it for apartments and you're having that happen across the city with increasing frequency and nobody's paying attention to that so for now I would like for us to take a second vote and t
I have a clarifying question to my colleague.
I'm just trying to understand why are you against, because it's still money coming in. It's not like marijuana, you know, where it's harming. I'm just concerned or curious to be explained to me why is that a big issue to you? ESPECIALLY BECAUSE IN MY DISTRICT, I'M GLAD TO HAVE WHAT WE HAVE. I JUST WANTED TO UNDERSTAND THAT. WITH OUR UNHOUSED SITUATION, ESPECIALLY IF WE'RE TRYING TO DO WORK, some of this opportunity benefits them to be able to have at least 10 locations to keep their items at no cost. And that is what I'm worried about.
So, Councilwoman, I just want to clarify. I am not in any way, shape, or form talking about anything that's currently in the pipeline. I'm not speaking to that. All I'm saying that, you know, when we look at, A LOT OF LAND RIGHT WE HAVE TO THINK ABOUT IS THIS THE BEST AND HIGHEST POSSIBLE USE OF THIS LOT OF LAND AND IT COULD VERY WELL BE THAT INSTEAD OF YOU HAVING A CAR WASH WHICH MAY JUST BRING IN YOU KNOW MAYBE THREE OR $5000 IN PROPERTY TAX YOU COULD HAVE SOME OTHER TYPE OF BUSINESS AT THAT LOCATION THAT GENERATES EVEN MORE REVENUE FOR THE CITY. That should be informed what goes in a specif
And as a further clarification, what this is actually doing in bureaucratic terms is we're taking an administrative review off the board to where every project needs to come in front of us. That's what these two motions are telling me.
Understood, so please vote. We need, yeah.
Because I would have voided that. But we don't have a quorum. We don't have a quorum without her.
This is the weather agenda, Council Member Matias's. Yeah.
All right. With that being said, I will go ahead and adjourn us for the meeting, and it is 1.22 a.m. Thank you.
