Old Business: none

New Business:•Item A

Applicant - Location - Zoning - Purpose: Major Variance Kris Thielen (DSIBZA-000769-2026) 649 Snelling Ave North T2

The applicant is proposing to convert the existing laundromat into a new Domino's Pizza takeout restaurant. Per Section 65.616 of the Zoning Code, curb cuts must be located at least sixty (60) feet from the intersection of any two streets and from any abutting residentially zoned property. This property currently features three (3) existing curb cuts: two (2) along the north side on Blair Avenue and one (1) on the east side along Snelling Avenue. The two curb cuts on Blair Avenue are located within 60 feet of the intersection of Blair and Snelling and within 60 feet of an abutting residentially zoned property across the alley to the west. The applicant is requesting a variance from these setback requirements to allow the two existing Blair Avenue curb cuts to remain.

New Business:•Item B

Applicant - Location - Zoning - Purpose: Minor Variance Chanell N DeSteno (DSIBZA-000722-2026) 291 Fisk Avenue H1

As part of a property improvement project, the applicant is proposing to demolish the existing detached garage in the side yard and construct a larger two-car garage in the rear yard including a new driveway. Sec. 63.316 of the Zoning Code limits the amount of paving for driveways and surface parking spaces to 941 sq. ft. (15%) of the lot area; 968 sq. ft. (15.4%) is proposed, for a variance of 27 sq. ft. (2.9%).

New Business:•Item 2

Garages must be set back from the front lot line at least as far as the principal structure.

The proposed carport, attached to the existing garage, would project in front of the house, for a variance of this requirement.

New Business:•Item 3

When an accessory building is constructed in a nonrequired front yard or rear yard that adjoins a side yard or front yard, the accessory building must be set back from the interior lot line a distance equal to the minimum side yard required of principal buildings.

The minimum side yard required for principal buildings is 5 feet; the applicant proposes a 4-foot-2-inch setback, resulting in a requested 10-inch variance.

New Business:•Item 1

Lot 1: Section 66.231 of the residential design standards requires a minimum lot area of 3,000 square feet for a duplex.

The proposed split would create a 2,561-square-foot lot for the existing duplex, resulting in a variance of 439 square feet.

New Business:•Item 2

Lot 2: The proposed split would create a 2,447-square-foot lot.

Sec. 63.316 of the Zoning Code limits the amount of paving for driveways and surface parking spaces to 244.7 sq. ft. (10%) of the lot area. The proposed split would create 661 sq. ft. (27%), for a variance of 416.3 sq. ft. (17%).

New Business:•Item a

Protection of adjacent properties through sufficient controls over drainage, noise, views, and light;

New Business:•Item b

Reasonable site layout, wherein the arrangement of buildings and uses fails to prevent unreasonable adverse impacts on immediate neighbors.
