That concludes this meeting for this evening. Meeting adjourned. Good evening. I'd like to call to order the final City Commission budget hearing and regular City Commission meeting. This evening, it's September 28th, 2026, and the time is 6.13 p.m. Could I please have a roll call? Mayor Cooper. Present.
Thank you, Madam Clerk. Before we rise for the Pledge of Allegiance, I'm going to take a point of privilege and actually ask for Officer Alexander Velachev to please lead us in the pledge this evening. Before we do that, let us rise. We can also have a moment of silent prayer for his Godspeed and happiness in his retirement, for those in the Middle East, under war, and in Ukraine, as well as all the armed forces that are in harm's way, and a special prayer to all our first responders here in the city, in the county, state, and nation. A moment of silent prayer, please. Thank you. With no furth
Thank you so much. Okay, do we have any changes to the order of business this evening?
Well, with no further ado, first of all, we have presentations, and it's always a happy and sad moment to do this, but I'd like to call forward Chief Michael Michael and his staff, and we're actually recognizing and honoring the retirement and a proclamation for Officer Alexander Valchev. If you'd like to come. Thank you. Thank you so much. I'm gonna read the proclamation, but I am gonna sit down again to do that. This is a proclamation from the city of Hallandale Beach, whereas the police officer, Alexander Valchez, began his career with the Hallandale Police Department on June 8th, 2009, ans
Come, come. Come on up. Yes, please. Don't get me crying. I've been trying to... Where's he going? He'll be in the police office no time, though, down there.
I still want to go to Croatia. I haven't been to Croatia yet. I heard it was absolutely beautiful. Beautiful.
Bulgarian, I'm sorry, yes. Big difference.
I heard Columbia, just a smidgen, just a smidgen. No, I was upset when I heard. Sorry, starting bad rumors. Starting bad rumors. Starting bad rumors. Okay. We are going to public participation. Do we have any speakers signed up this evening? Madam Mayor. Sir. Madam Chair, Madam Mayor, whoever. Okay. Do I have a motion to approve the minutes from August 19th? Second. Fifth and fifth. I have a motion and a second. Could I have a roll call, please?
Thank you, Madam Clerk. We have a whole bunch of consent agenda items. Does anybody wish to pull any of the items today? Item R. Wait a minute. R, okay.
You, excluding. Except for R. Excluding R. I have a motion and I have a second. Could I have a roll call, please?
Thank you, Madam Clerk. Item R, disclosure of emergency purchase stormwater pump stations brought forward by Public Works. Commissioner Butler, you had asked to pull this item. You have the floor, sir.
Thank you, again, similar to the item that we had on the CRA earlier, I don't want to spend a lot of time going through each of the points on this item, but I do wanna take these opportunities. So this is the second emergency purchase item that we had, what amounts to a fairly generic invoice that doesn't really provide a lot of detail. It's interesting, on tonight's agenda, item Q is an emergency purchase order approval with, lots of detail relative to the one that we have to approve here. So I will move to approve this item, but similar to the CRA item, I'm just asking that the city manager,
I have a motion and a second. Could I have a roll call, please?
Thank you. Okay, we're going to into our budget portion of the meeting. I'd like to read into the record item A, an ordinance 11A, I apologize. Ignorance of the Mayor and the City Commission of the City of Hallandale Beach, Florida, leavening an ad valorem tax millage for the 2026-2027 fiscal year. Providing for an effective date, this has been brought forward by staff and budget. staff budget program monitoring director. We are going to not have a presentation this evening. This is a public hearing, however. Do we have any speakers signed up? Even though we don't, I do want to open the public
Yeah, it's fine. That's order of business. So as required by state statute, we will now announce that for the purposes outlined in the presentation and commission discussion for anybody who were listening to see, we had did a thorough presentation at our first budget hearing. So if you want to listen in, it is recorded and online. The millage rate proposed by the city commission is 7.3189 mills, which is the legal rollback rate. The parks obligation bond millage is proposed at 0.3437 mills, The Golden Isle Safe Neighborhood District millage is proposed at 1.0934 mills, and the Three Islands Sa
Item 11B, an ordinance of the Mayor and City Commission of the City of Hallandale Beach, Florida, adopting the annual budget for the 2026-2027 fiscal year, including the Golden Isle Safe Neighborhood District and Three Islands Safe Neighborhood District budget, providing an effective date. This is brought forward by Budget and Program Monitoring Director. We are going to not have the presentation or any changes, I don't believe, to this budget this evening. Those of you that are listening certainly can listen in on the previous first budget hearing. This is a public hearing. Did we have anyone
Even though I will open the public hearing, anyone wishing to speak on this item may do so at this time. Seeing no one approach, I will close the public hearing. Is there any discussion or motions from my colleagues?
Thank you. I have a motion and a second. Why don't I have a comment? Okay. Could I have a roll call, please?
Yes. Mr. Carey's 5-0. Yay, Sim and Tubman. Thank you all for your hard work. I do want to add, and I know the other city, actually, that did the rollback was Plantation. And I think possibly Lighthouse Point, but they were the only ones, only, only ones.
I didn't ask them that, but you know how you get with a group of mayors and commissioners. They always like to brag, so I was like, I did too. I was bragging on us. Okay, item C, an ordinance of the mayor and the city commission, and I want to thank you all for your hard work. Dr. Earle, thank you, your team, and everybody that's been working so hard. Norance to the Mayor and the City Commission of the City of Hallandale Beach, Florida, adopting the annual, wrong one. Norance to the Mayor and the City Commission of the City of Hallandale Beach, Florida, adopting the five-year capital improveme
Thank you, Madam Clerk. Item D, an ordinance of the Mayor and the City Commission of the City of Hallandale Beach, Florida, setting and amending the water and wastewater rates for fiscal year 2026 through 2027, providing for conflict, providing for servability, and providing for an effective date. This as well is the second reading. It's brought forward by Finance Director. The item was adopted on September 14th, 2026 on a 5-0 roll call vote. It is a public hearing. Do we have anyone sign up? Even though it is a public hearing, I will open the public hearing. Anyone wishing to speak on this item may do so at this time. Seeing no one approach, I will close the public hearing and entertain a motion on second reading.
Thanks. I have a motion and a second. Could I have a roll call, please?
Thank you, Madam Clerk. Item E, in the ordinance of the Mayor and the City Commission of the City of Hallandale Beach, Florida, amending Chapter 32, Zoning and Land Development Code. specifically amending Article I, Division I, Section 32-8 definitions to modify the definition and requirements for condo hotels, amending Article III, Division II, Section 32-153 CRP, commercial recreational passive district to allow multi-family dwellings as a conditional permitted use, providing for servability, providing for conflict, providing for codification, and providing for an effective date. This also i
Thank you. Even there, we would open up the public hearing. Anyone wishing to speak on this item may do so at this time. Seeing no one approach, I will close the public hearing and entertain a motion on second reading. I have a motion.
Thank you, Madam Clerk. An ordinance of the Mayor and the City Commission of the City of Hallandale Beach, Florida, amending Chapter 32, Zoning and Land Development Code, specifically amending Article 4, Division 17, signed Section 32-607, General Requirements to Revise Regulations regarding the use of LED technology for freestanding signs in Section 32-610, Administration and Enforcement, regarding procedures for sign variances, providing for servability, providing for conflicts, providing for codification, and providing for an effective date. This as well as a second reading. It was brought
Seeing at this time, I'd like to open a public hearing. Seeing no one approach, I'll close the public hearing and entertain a motion on second reading. I have a motion and a second. Could I have a roll call, please?
We will now continue with Commissioner Communications. Commissioner Adams, do you have any communications?
You know, I just want to say something to JT, because I texted him today and said I had two raccoons on my fence. He says, you know what? I am not in charge of that.
But anyway, I have to say thank you to your staff, JT, because I see them out there in the sewer drains, and they were on my street today on 4th Street when I was coming here, and I see them all over, draining the water, sucking it up, you know, the manhole covers are off. They really do a great job, so thank you. You know, they pick up the... palm tree branches and they're getting all the trash that people put out they really do a great job so thank you so very much but I want to say thank you to all the staff here because you all do a fantastic job and I'm really happy to work with all of yo
Thank you, Commissioner. Commissioner Butler, under communications.
Thank you, Mayor. Thank you, Commissioner Adams, for those comments. Yeah, this might be our last time, right?
We have another meeting end of October. Yeah, we have one more meeting together.
Well, I just wanted to get it out because I forget.
Yeah, yeah. We can talk about this later, but I know we have the Hallandale Beach Boulevard closure coming up. Please, yeah. Somebody else? Let's go through it.
No, then you guys, Michelle will blame me for talking too long. I think it should be under your comments. So, look, I know we have it. So, October 10th through the 13th, I was on the call with Commissioner Lazaro yesterday,
I'm sorry. That's all right. I did say I wanted to listen to.
I was just saying Commissioner Lazaro was on the call and asked a question which was great. So we have, obviously we're closing the, we're closing Howlett Beach Boulevard. The MOT looks like they're actually putting notifications on I-95, north and south, which is fantastic, right? So far enough in advance that people know, and hopefully we'll be able to divert a lot of traffic before it even gets to the actual closure location. I don't, you know, I love to make lemonade when we have something like this that Sunday without the... with the road closed, I don't know if we.
Is there anything on Dixie that we should be doing there if we have an event because the road's closed? But that might complicate matters if we try to get people to actually go there when we're trying to avoid them from going there, right? So anyway, I just wanted to make a comment about that before I move on. Anything?
No, I just, in addition to that, when I saw the, and I'm sure they're probably doing this, but I did take a point as the mayor to contact the mayor of Aventura and Hollywood and David Singer on Golden Beach, because Golden Beach is also going to be pretty adversely impacted.
Glenn Singer, where they were very thankful, so I sent them the notice, and I want to thank Dr. Shen and staff, and we'll get through it. I hope they're just on time, and I guess they're going to hopefully smooth things out there. Actually, that would be the question. What exactly are they doing? It's kind of a hot mess once you hit...
But they're doing all the intersections, right? So they're coming down from. No, I know.
But I mean, like, are they just doing the central part of the tracks? Are they actually changing some asphalt? Did anybody ever ask that question?
I mean, we're going through a lot of pain. We should get a better reward for all this pain for sure.
Will they take it through or will it just be within the confines of the FEC?
So who up here would like the calls when I start getting the complaints? No, because I'm already getting them for King Tides and Three Islands. Oh, I get complaints all the time. Which one of you want the call?
I'm going to give me your number that you were on the phone and you were so diligent. They have to contact FDOT.
Yeah. But the great thing is the MOT shows a ton of signage. And I'm already seeing the signage notifying people it's coming.
Take the picture because I never go west. Can you show it to us? Sure. Send me a picture of it. I don't go west on my meeting. Yeah, yeah. I never take Hound.
Yeah, they have signs up already saying it's coming.
It's great. And we might want to start putting it on our social media as well.
Well, we did. Police did a great job. I've seen theirs. And I think RPIO. Rachel. Mr. Richardson. Sorry. So yeah, I've been pushing that out. So thank you both for your, all of you for your hard work.
Thank you. That's it. Yeah. So and then King Tides. That's the next one of my let's talk about King Tides. So I you know, listen, I was on Hollywood Beach Saturday night at their band shell watching music and watching waves come over. the uh the sand of the beach hit the wall on the broadwalk and then run down the road to a1a so on either side the road on either side of the i don't know what the roads are but You couldn't go north and you couldn't go south because it was just a foot of water, running water. It wasn't just standing water. And it wasn't shallow. It was deep. So whatever problems
ever um actually begin to address all the rebar and all the other issues on our bridges so thank you all very much great great let me go ahead yeah it i just it's great that and i and i can remember speaking with you about our bridges years ago dr earl so i'm glad to see that we have um now started to actually apply some uh some dollars to fix those and and your your point about the um the the leading up to the bridge, how we do that. You know, it's interesting if we look on the Intracoastal Waterway, every bridge that crosses in Hollywood used to be flat, and now the homes that are underneath
Sorry, Mayor, I know you wanted to say something as well. Well, being one of the brunt of, not the only one that the brunt, but I guess as Mayor, I guess I can stop king tides, so. It can happen, Mayor. That should be my magic wand. But just globally, I think, You know, this goes back and we did a great job, staff working on the brochure and what we've done and what we have put out there. But I think, and a while back, if you recall, I kind of hosted a town hall meeting when we had the floods and we started talking about how to change kind of the dialogue that we can't do everything because it
What is our legal authority to mandate seawall replacement? Which is a really tough political thing.
Yeah, and just figure maybe we can do, like, say yes, we're here, and we're trying to address it, and what's going on in the Northeast, and what we're doing to tie in, and do an other forum that people can really ask questions. At least they'll feel listened to, and that we're doing something.
I think the most important thing, Mayor, is exactly what you just said. I don't think you can ever communicate enough And I think we need to communicate what the problem is and what the challenges are. And I think Dr. Earl and the city attorney have agreed that they're going to put something together, but then we need to put that into a communication piece that we can, I mean, we do the same thing for the budget, right? We try to communicate a very complicated budget out to the community. I think we need to do the same thing specifically for Golden Isles. I'm sure there are other areas that co
And it's questions like, well, ask the county for money. Ask the state for money. And it's like, guess what? We do that.
I don't think this is a money thing, but it'd be nice if we had something to say. Well, that's what I said. We had projects.
I'm going to ask for this information by my comments. So I've had some conversations. I have questions from residents that want answers tonight. So I've already told city manager and he's going to have JT come down because they're watching online right now. So I want these questions answered tonight. Oh, okay, well, let's get answers.
All right, well, let's shoot it out. Do you want to do it now?
No, under my comments. Under your comments?
All right, okay, wait. Not now, not now. Not right just yet. I mean, we're already on the topic. He's just getting closer.
If you can have the floor and you can ask the questions. No, no, no, I want to read the question. Let him finish.
I'm finished with, yeah, king tides, yeah. And I think that that was great information, and I think that, yeah, we do need more communication, and I look forward to hearing more. Commissioner Lazaro's comments earlier. So I do want to ask, and I know this is going on for a long time, but I do want to get the list of the roads that are planned to be resurfaced for next year. I still do want to get the methodology we're using to pick those roads, but I just would like to get the list at this point, if I can get that at a minimum.
Yeah, I think we'd all appreciate that. I do want to bring up, so we had an event Sunday at South Beach Park that was canceled. So I went because it was on my agenda. And the cancellation notice wasn't very clear on the city's sites. But the bigger thing that I noticed is that we have the original... calendar invite I have says they're 5 o'clock. The original posting we made for social media says Sunday's at 5 o'clock. The event Sunday was scheduled at 3 o'clock, ending at 5.30. So we have some conflicts in our scheduling for these events. It was the last event, so... I don't think it matters
Oh, I wonder. I just figured that was for their businesses. I noticed that as well. I figured they were doing it because they were trying to have valet parking for their businesses that are under the building.
We have competition here. So it's $8 for three hours. and 20 bucks overnight for non-residential parking isn't that interesting they do overnight parking so i just wanted to mention that i'm glad somebody can do that in an open parking lot i don't know how they're doing it but good for them the last thing i just wanted to mention this is my last item Sorry, Commissioner Lazarus.
I told you we should have just kept with the train.
So Director Mazzei did a great questions and answers on our budget. So I wanted to recognize it's a fantastic job. I think you did a really good job. The one thing that I think sometimes that I would like to add is that when we talk about our budget a lot of the money is locked like we you do mention it you do a great job at mentioning it um uh but when we say that the city has a 240 million 242 million dollar budget of that 113 million is in dedicated funds over which i think it's state mandated how we uh bill and how we utilize those funds and so the the actual money that we have oversight o
All right. Vice Mayor, you have the floor.
Okay, I will just to let everybody know, I will not be here on that meeting in September, October 28. But I will try and call in and I will not be here. I thought you said you were going to be here for that meeting October 14. We don't have a meeting.
No. She just said no. So you're not going to be here October 28th either? No. No. Oh, wait a minute. No, wait a minute. I lied. No, I will be here. Sorry. Yeah, that's what it was. You flipped it. September 28th meeting. It's the September 28th meeting. Oh, my God. What is going on?
The September 28th meeting. I wasn't going. The meeting on 14th. I'm going to be gone October 28th.
I am not here on October 28th. And neither am I.
Oh, my God. I'm going to be on my vacation with my tequila like just being entertained.
I may call in just for this because this is going to be fun. In what universe would both of us be away at the same time? That's so weird.
We're certainly not going to beat it tonight. I didn't know we were going to have a meeting then.
Oh, gosh. Sounds like a challenge. Okay, all right, jumping in. Let me do this first because I think it's the best way to do this. All right, I'm gonna read the question because it's long. I wanna tell you what I've already addressed and how I've addressed it and because I have addressed this numerous times and I don't get anywhere because, for whatever reason, it's not that I don't get anywhere,
because people want a different answer. Or they hear but don't listen.
Well, he's listening. So let's just say we're gonna address.
Correct, okay. So let me read the question. My primary question, there's multiple primaries, but my primary question is what projects are currently underway pending under review or recently proposed to more effectively prevent homes cars, roads from flooding in the northeast quadrant of the city, particularly Houndo Beach Boulevard and 3rd Street and 8th Avenue and 12th Avenue as a result of significant rain events. Additionally, I have the same question regarding any projects to more effectively and expeditiously drain standing water, which obviously has become an issue because of king tides.
Almost four years. So my question to people is, how bad has the flooding been in four years? Because when people say things like, I'm taking a kayak to school, I'm like, well, in the last four years. So two of the four dates... Two of the four dates were 2023 and 2024. I looked up both of the days, which was April 12th, 23 and June, 2024. Both of those days were hundred and thousand year rain events. So I'm trying to explain the distinguish that we're not gonna be able to control mother nature. Don't put days like that up and then ask us what else are we gonna do? Because there's no answer for
Wait, can I just stop you for a second? Why can't we prevent flooding? Start with that, because that's the question I'm getting. What can you do to stop flooding?
Can you give the timeline, please, on the tranche one, two, and three in the northeast? Okay.
But there will be some relief before 2030 based on work that you're doing first, second, third tranche. Exactly, yes.
Actually, I was the one that said that. I said, I'm telling this person it's king tide. I just want to make sure that I'm right. And you said, yeah, I'm about to send everybody an email. And what I was told, I'm sorry. What I was told is that, no, no, no, you need to fix everything, the drainage down in... Meanwhile, this person lives on Three Islands, doesn't even live on A1A, happened to be driving through that day. And I was explaining to her that that's not accurate and you need to go learn about King Tides. And then I was sending her the Instagram videos of what was going on in Hollywood,
That's something different because I know FIU is trying to do something a lot.
I didn't realize we got another hit for 11 inches. And if you recall, what comes to mind was that one event that we did have was equivalent to like three Lake Okeechobees being dumped. just being dumped in South Florida. So, you know, there's no, when I talk to, you know, we all get it, and I try to explain, we're never going to engineer ourselves out of every rain event. It's just not possible. I said, if we get a storm surge, we're not gonna engineer our way out of it. It's gonna be a storm surge, and that's what people need to, understand and expectations. The other story I always like to s
Well, I mean, the difference in that and what's going on in the Northeast is that cars are affected, homes are affected, that they're losing vehicles. We get it, I understand that. So there is that panic when it rains and it starts rising very quickly. when people are losing cars and they can't drive their cars and get to work. But I mean, certain amount of these, yes, it's an inconvenience versus property damage. I'm not as concerned about the inconvenience as I am about the property damage, period.
That's where. Oh, that's a good question. Was there any properties damaged on the 11th event? Do we hear any? Nobody complained. Nobody called me.
Nobody called me either. So we've not heard. I complained that it didn't go down fast enough. Four hours? Yeah, it wasn't fast enough.
No, you're doing a great job, and this was a good exercise to go through what we had to go. I'm glad, go ahead, you go next. I'm sorry, you were first. Did you want to speak? Yeah, if I could. Commissioner Butler, and then I'll do it. I realized he had his button.
Yeah, just a couple of comments while you were speaking that I just wanted to add on, because I thought they were great. So the first one is, I know we've, we've reached for a couple of ways to try to show people what the amount of water that's fallen. And I appreciate all of the different ways that we did it, but I try to do something a little bit simpler, which is what is the average annual rainfall in South Florida? And I just looked it up, it's 52 to 68 inches of rain a year. So when we get 18 inches, that's a 25% of our entire year's rainfall. in however many hours that rain event lasted.
That's the A1A project. That's the resiliency project with capacity.
And I get that's federal and state, but to Commissioner Lazaro's point, these residents, they don't care. They're just like, no, no, I'll fix it. So that brings me to the last point that, you know, I'm going to make two more points. So the first is you brought up this great point about three years ago we started doing this, right? And a lot of people forget that we were operating in a deficit until fiscal year 2019. Mm-hmm. We didn't really get out of that until 2022, which means basically almost immediately we started addressing flooding as soon as we got our financial house in order. Great p
No, I agree. I mean, that would be a great way to do it because I hate to play catch up. So as soon as somebody asked me that I have to go and run to the city manager be like, Can you give me the list of everything that we've done since you know, blah, blah, blah. But in any event, I agree with you on that we need to do better communication. Absolutely. And for a lack of, look, for myself as a layman, I was going to say dumb it down, but like for a layman, myself, after doing this all these years, you have to dumb it down for me.
All of us. Not for you, not for you, for me. We have a lot of inside baseball stuff, but the typical resident, I think, and I think that we did a great job at putting out a large document that was sent out, Dr. Earl. Yeah. which I thought was fantastic, and I refer to it all the time, and it's a reference book. But a lot of residents, what I've learned over time is they need, I mean, it's Instagram. They want bite size. They want quick, short, fast. What's the attention span?
So nobody's reading that book. I can take pieces of it, and I can send it to them to the point that we're making tonight. But I think there's a huge opportunity for us to communicate more.
I mean, that's a fantastic way for us to show, hey, man, this is what we've done in the last year or two years or five years.
Oh, thank you. I don't know if that was intentional or not, but you get credit.
No, I think it did. You dug up the whole swale area and fixed it up and did the sidewalks. That was a great project.
Communication. And somebody called me and panicked on Golden Isles Drive because they had lost their car to saltwater in the past. But the communication was interesting. I said, you have to realize that the peak tide of King Tides has a time frame. so maybe that we know when the high tide will be and then it dissipates because i said you have to realize i i went out there so it's all gone you know maybe that's a mechanism please note king tide this road will be flooded between these hours of the day because people feel trapped there that's the scary thing people felt trapped they couldn't get
You remember our city back in the day. And we were talking, and I'll never forget it. I'm standing next to Chief McGill. I'm standing, it was myself, it was Mike. And at the end of the meeting, a friend of mine that I had met, she goes, my dad wants to talk to you. I'm like, oh, here, I'm gonna get lectured from the dad. I'm like, oh my God, what is this man gonna say? And he goes, he goes, you know, he goes, you seem like a really nice lady and you're pretty smart, but I'm gonna tell you, like with the finger, I'm gonna tell you something. you know, you're trying to make everybody happy. You'
Yeah, and not only that, I mean, I know you don't want to comment on past city managers, but I will. You know, I've asked for years prior to Dr. Earle asking for help. Years. And I never could get anywhere. So, yeah, more than you know, we are greatly appreciative, or at least I am. And I'm speaking for everybody that... you are here and that you were able to help us with this because for years before you got here there wouldn't be nobody that even cared enough and i don't think you necessarily did it because of your job you know dr earl i think you do it because you want to make the city bett
I know, that's what I'm saying, back to communications.
Okay, so the only thing I would ask also, Dr. Earle, is when they take the pictures out in the field and they want to show where the water is draining, could you put the addresses of those pictures? Because I never know where those locations are. Great idea, great idea. I mean, I thought you were sending me pictures of what was northeast and it looked like Golden Isles, so I wasn't sure. I'm trying to blow up the street numbers. So I just want everybody to see, and I sent this to Kathy, to Director Shantz, and I sent it, I think, no, I sent it to, she sent it to Dr. Earle, but this is what Hol
I'm fine, but I don't want to say it out loud, but the numbers are only like 42% now in the state. I don't think it goes anywhere.
I'll tell you, first responders are really helping.
Well, I can't talk about it. You're under other. Okay.
I'm not going to. I'm going to wrap it up. I'm wrapping it up because I know Mike is getting upset. Well, I have a few.
I'm a little hungry, but I'm not tired. Good. Thank you. Okay. Flooding we got. I'll finish with the property tax. We had the Florida League of Cities meeting. The Florida League of Cities, I can't disclose everything, but the two most effective things that I had seen, obviously, was the sheriff's advertisements, which are out there. I think we can repost them. We can't say there are ads, but we should be reposting everything we can. There's another one that is out. It's called the tax shift. I will send it through the city manager. I'll send it to Rachel. I don't know if you've seen it, but i
Pardon me? Well, no, I don't. It's actually for, I don't know if it's just more PSAs because you have to realize the school is on a four-day work, a four-day schedule. So what they're trying to do is promote the five days that they're doing with special events and outreach. I'd like you to at least look at it. They didn't know how we could partnership with them for Future Ready Fridays, and I'd just like to share it. I don't have a problem. I don't want to do it daily, but it might just be some special announcements. If we have it, it can't hurt. It's partnership with our school, and see what
No, but it's the same thing. No, it's not. No, no, but it's called Kavana Kava Bar. They're serving the same thing. They're serving the Kratom there. So I said Kratom, Kratom, Kratom.
Yeah, so I thought, and I had mentioned her. I said, you know, that, you know, Vice Mayor Lazaro just brought this up. We're looking to figure out what we can do to ban it and regulate it. I know you're working with the city attorney, but yeah, she has her son. This one resident is Alina, and her son is extremely addictive and almost crazy. Two more kids died. Suicide, and it's pretty serious. And I know Commissioner Annabelle is near to her house, but she had actually said, whatever we find out, she would like to work collectively with our city because they want to look into what they can do
So I was actually I meant to say I did speak to Matt Forrest and I know we didn't do an official priority list but I did ask him to reach out or set up a call with the senator who filed the bill last year because I know as soon as they hear we're working on preemption they're going to try to jump in and take it away from us so I'd rather they do that if they're going to ban it on the state but I'd like to know if there's a bill possibly coming up this session. Absolutely. And if not, let them know. Well, then we're going to handle it locally. And hopefully you guys are going to do this in the
And I know Jennifer maybe will. I'm sorry. Our city attorney will update us a little bit on what her research is. She's working on preemption. Also, today we just had our update from U.S. Conference of Mayors. There is actually... a wireline proceeding taking place on FCC, and I thought it was so timely. They're doing notice of proposed rulemaking, and there's still time to make comments, and this is all about what we just went through, continued home rule, erosion of our ability for permitting of telecommunication, AT&T lines. So I'd like, if possible, I may need a motion to it, but we should
In the southwest. We had it a while. Schaefer Canal? Schaefer Canal again, but it's huge. Go ahead. Like, it grew.
okay great so i don't know how they're they're gonna try to relocate it i guess because it's so huge eight feet but apparently there is a senior gentleman i should i'll get the address of where she's talking about i don't even think he has a fence and he goes out often and he's somewhat not um his vision isn't good And he hangs his, you know, he's old school. He hangs his laundry out there. So she's a little nervous that he might stumble upon Lyle, the crocodile. So maybe we can do like a well visit and remind him of what's going on. I think that covers everything that I had.
Yeah, no, I did have too much. FLC, whatever, communications for the city.
And since I received this and I discussed it, I'm going to forward it on to everybody because I know it's something we're working on. Thank you very much. Okay. City Manager, you look so perplexed. What are you talking like? I just have a lot in my head.
I think we're all good then. I want to thank staff again for their hard work, and I'll try to get some of that information to Ms. Richardson as soon as possible. Okay, meeting adjourned.
