Colleagues? So I wasn't at the first reading.

11:16•Joseph A. Scuotto

So the charitable organizations in the beginning of the meeting, it was going to be slashed in half. And now you're raising it?

12:38 – 12:50•Joseph A. Scuotto

I just wanted to be on the record clear that we're not upping it to 200 from the start. It's only if it passes, they'll get the 106. If it doesn't pass, then it'll go back to the full amount.

12:50•Neil C. Kerch

My understanding is it's 106, and then we'll deal with it after the rest of it.

12:55•Joseph A. Scuotto

That's what I'm saying. I just want to bring it up because I wasn't at the meeting, and when you said the 220, I just want to make sure that's clarified.

13:12 – 13:27•Joseph A. Scuotto

Okay, then I have two more questions. One, I guess the mayor wanted to separate two organizations from all the charitable organizations. One being the CHESS, correct? And one being the chamber.

13:33 – 19:46•Joseph A. Scuotto

Okay. So now this is my question. I have nothing against either one of them. The gentleman who runs the chess came into my restaurant not once but twice. Once, one of his employees, who was a student of this program with two of his other brothers, they were triplets, and we all know them. They've started off as little kids and worked their way up, and now one works for the organization. We started this a long time ago when the mayor first got in, and it's been successful. The problem is, years ago, we had 11 schools, and it was in every single school. And now over this time, it is now only in

19:46•Neil C. Kerch

So I'm just- I'm just wondering, doesn't the chamber pay?

20:00•Joseph A. Scuotto

Right, but that's just a luncheon. But it's every month, though. Right, that's every month.

20:04•Neil C. Kerch

But that's at a separate. Which is about $3,000.

20:07 – 20:18•Joseph A. Scuotto

But that is at a separate entity where they rent and they collect money for it. The city only gets a portion of it. But it only gets a portion of it.

20:18•Neil C. Kerch

Correct. All I'm saying is the Taste of Sunrise. I think it's about a wash.

20:21 – 20:37•Joseph A. Scuotto

But for the taste of sunrise, it's not a wash. It's all of our employees. All I'm saying is... I hear you. But when November 3rd comes in, if it does pass, that may be something that now they're on their own. I'm just saying.

20:39 – 22:47•Joseph A. Scuotto

Right. All I'm saying is, look, when you're riding high and you got money flowing, it's great to give it out. And we're great at that. We're a great provider, this city. We help kids, seniors, families, everyone. But I'm just saying, November 3rd could be a rude awakening. Otherwise, you wouldn't have came here tonight for the last meeting and said, we're only giving $106,000. You didn't come here tonight and say, you know what? Regardless of what happens in November, we're giving the $250,000. We can't, you know what I'm saying? So I'm just saying this because, you know, now that I heard righ

22:57•Joseph A. Scuotto

I didn't say that. That's what I'm saying. No, no, no. Yeah, that was discussed.

23:35 – 24:24•Latoya S. Clarke

So I also was initially concerned about that, but being that it's moved to our leisure services, it would fall under our programming guidelines, right? So I did ask whether or not we would have strict contractual agreements that would ensure the things that you brought up would be addressed in that contractual agreement. And also, in the event that November 3rd happens and the outcome does not necessarily represent what this budget is looking at, these would be programs that would be addressed because it would be part of our original programming. So then if we are cutting something or we are m

24:24•Joseph A. Scuotto

I just wanted to voice my concerns because I wasn't at the last meeting.

24:28 – 25:00•Neil C. Kerch

what my so my thoughts on the I'll address the chamber first that'll be the easier one as I said we give 10,000 of the chamber they hold an event monthly event where they spend about $3,000 a month to the Spring Tree Golf Club the city does get a portion and speaking with Mr. Fuhr basically the amount that we give them pretty much covers what the city brings in. So to me, it's a wash.

25:02 – 26:59•Neil C. Kerch

They're holding their events. It's coming back to the city. So I'm fine with that support. With the chest, I've been there. I've seen it. I've been a part of the program. There's an incredible amount of staff that the Sunrise Excellence Chest brings to these events. It's not just the young man. There's some grandmasters. There's Dr. Amelia Hernandez. There's Robert. uh... kuro number two player in the world i think we've seen also magnus there it's incredible advertisement opportunity for our city of sunrise have a precedent of hiring guide management to run our successful program precedent wh

26:59 – 30:22•Joseph A. Scuotto

All right, so I'm glad that you brought up guidance that these would be contracts, which would be good to do a contract with CHESS. My whole issue was to tell you, and what I brought out is, we had it in 11 schools plus All Saints plus Franklin. That's 13 schools. They had a staff. You mentioned all these famous people. And we know, we've seen them. But if guiding and management came to us two years ago and said, hey, we have to redo our fees and we have to redo our membership because we have more people from outside coming to our course than residents. And the residents can't play because the

42:30 – 1:02:11•Joseph A. Scuotto

I just, I had some, those were just the first two things that I had for the budget. So now I just want to go into one other thing. So, you know, Amendment 3 is something that everyone in the state of Florida is going to have an opportunity to vote for. So, you know, The legislators and senators and governor had an opportunity over years to reign in another side, which would be insurance. So all of us are talking about property and property tax, property is property, everybody's with the property. So I'm just saying, for a normal resident, that has a home valued at whatever, $400,000, but they'

1:04:53 – 1:05:44•Neil C. Kerch

I just have to say something. I totally thank staff for all your hard work. You guys put in an incredible effort amount of work and effort into this budget. All the directors, all the staff towed the line to figure out ways to deliver this budget. So I am so grateful. City commissioners, our job is strictly setting policy and budget. That's the two things we do. I asked staff to find out how many times Sunrise website budget. There was 107 impressions.

1:05:50 – 1:06:19•Neil C. Kerch

Your staff probably makes up for the bulk of those. If you're running for office and you want to be a commissioner, this is what it's about. This is the work you have to do. So even though 105 people read the budget, I really do appreciate the work you all did. And thank you for everything. I support your budget.
